Faith to Action Network Website Re-Design Process

Description of the assignment

Faith to Action Network is looking for a qualified service contractor with relevant experience and
capabilities in building a website and a content management system for the organization. The vendor
will be responsible for designing, developing and maintaining the website – this will include
information architecture, user interface design, user experience mapping, and execution. We are
looking to conduct a series upgrades on the website.

Background

The Faith to Action Network partners with religious organizations including Baha’I, Buddhist,
Confucian, Hindu, Christian, African Traditional and Muslim – for mutual learning and increased
collaboration with each other, as well as faith-based organizations, governments and other
stakeholders to advance family health and wellbeing, women’s rights and gender justice and
peaceful, just and inclusive communities.

The Faith to Action Network mobilizes faith actors for interfaith dialogue and collaboration to
advance family health and wellbeing; women’s rights and gender justice; and peaceful, just and
inclusive communities, consistent with one’s faith.

To build an accountable movement that can achieve this mission, we accompany our members in
organizational and capacity development, including resource mobilization. We amplify faith voices,
conduct advocacy and communicate messages for change, including social and behavioral change.
We collect and disseminate evidence, implement demonstration projects and convene safe spaces
for learning. To this end, we are seeking the services of a service contractor to ensure that our
website reflects who we are.
The Faith to Action Network website www.faithtoactionetwork.org has been created using word
press. Word press is an open source content management system platform for publishing content on
the Internet as well as intranets. It is written in PHP, stores data in MySQL. The WordPress has been
divided into 3 sections

➢ Main website for public


➢ Event and Conference
➢ Member Area (Expert Section)

The primary users of the site will be network members, partners, funding organizations, inter-faith
religious organizations, civil society, donors and the general public.

Scope of work

Our primary objective:

Revamp the website to create a new look and feel that is user-friendly.

Our Specific Objectives from this project?


● Increase traffic to the website locally & internationally.
● Achieve Search engine optimisation top ranking.
● Increase Newsletter subscriptions and database.
● Inspire call to action from donors, members and partners
● Improve interaction with existing and potential audience

Deliverables

We are looking for the qualified company to implement the following:

1. Create new look and feel

➢ Following the F2AN branding guidelines, design a new look-and-feel for the F2AN site capturing
the different functionalities outlined in this TOR. The vendor will develop a graphic concept and
the visual language of the new templates.
➢ Ensure a consistent visual language on the new site by introducing fixed styles in templates
ensuring consistency in fonts, formatting, icons, images, layout techniques.
➢ The new look and feel should be adapted to homepage, sections, subsections and the following
components of the site: article template, resource webpage template, publication/guidance
webpage template, country story webpage template, event webpage template.
➢ Standard page elements including header, footer, tabs, persistent navigation, contact us, email
and page print options should be included in the new templates.
➢ The new templates should guarantee that most recent content on the site is captured in
automatically in the homepage in an organized way following specific categories, tags or other
custom taxonomies.
➢ All section and subsection webpages should incorporate functionalities to guarantee the latest
information on that section and sub-section is displayed (news, resources, publication/guidance,
country stories, events).
➢ The current sections and sub-sections of the site should be adapted using the new templates.
➢ Based on the agreed templates, develop four new web sub-sections to the site based on, but not
limited to the structure, functionalities and features defined in these terms of reference.
➢ The new subsections should be but not limited to: Blog, Gallery – Videos and Pictures, F2AN
Secretariat, and F2AN network members.

2. Training Guide and Training Sessions

The web developer will need to make the new website easier for any Faith to Action Network staff
member with minimum web development knowledge to edit and update the website. To this end,
the web developer shall provide the following:

✓ A technical guide in soft copy written in plain English highlighting the core system code.
✓ A training guide in soft copy written in plain English supported with screen-shots highlighting
key functions of the application to assist content editors in the proper use of the website
backend and CMS
✓ Training session (both technical and user based) in person by the web developer to Faith to
Action Network staff member(s) and be available for online support for the duration of the
contract. Costs associated with running the on-site training will be borne and arranged by Faith
to Action Network. Proposal should include a training plan.
3. Ensure ffunctionalities of the following in the new templates:

The following features will be guaranteed through the new templates outlined:

➢ Add feed links;


➢ Responsive design - an approach to web design that makes web pages render well on a
variety of devices and window or screen sizes from minimum to maximum display size
➢ Social sharing features – including twitter share by text selection and twitter feed by
handle and hashtag.
➢ Multiple page styles and custom post types;
➢ Language options feature in resources and guidance templates;
➢ Search function by news, type of publication/guidance, type of resource, events, country
story and issue;
➢ Search resources by free text;
➢ Interactive map;
➢ Signup for latest news;
➢ Link the site with other platforms such as YouTube and other microsites.
4. Support and maintenance

The supplier will offer administrative and technical support for a period of 6 months.

WORK SETTING

The work setting for the assignment will include different aspects:

Briefing/debriefing arrangements

The successful company will participate in a debriefing session to understand the overall project and
expectations.

➢ Based on the debriefing session and this TOR, the service provider will conduct a website
assessment and provide fact-based recommendations on areas of improvement with
reference to international best practices for User Experience Design, Web content
Accessibility Guidelines and Responsiveness Web Design. Interactivity, usability,
dynamism, accessibility, responsiveness and Content Accessibility are some of areas of
focus during the audit.
➢ Through the debriefing and briefing sessions, the successful bidder should audit the
sections (web pages) contained in the current site and determine whether they are
sufficient in terms of navigation and end-user experience.
➢ The company will develop a design concept for the site and will share a maximum of three
proposals with the F2AN team.
➢ The company will adjust concept based on feedback and comments from the F2AN team.
➢ The vendor will develop the visual concept and language for the site adapting it to the
different components outlined in the section “deliverables” and adjusting it based on
feedback and comments from the F2AN team.
➢ To create responsive CSS and graphic design elements and to integrate or adapt existing
CSS and graphic design and make it responsive.
➢ Development of web sections and content upload.
➢ Integration and final approval by F2AN.
➢ Test site before going live.

Duration of agreement

The duration of the contract will be three months and the expected starting date of 11th October,
2022. The development of the website will be ready in two-months’ time starting from the date of
signing the contract. The user manual, webinar and the maintenance of the new webpages will be
done from the third month of the contract.

Duty station
The consultancy is home-based. Face to face meetings shall be held on a need based either at Faith
to Action Network offices in Nairobi, Kenya or online.
Institutional arrangements
The consultant will work under direct supervision of the communications and movement building
lead. Faith to Action Network will be responsible for providing the consultant with all necessary
information related to the service in a timely and transparent manner.

Faith to Action Network will grant access to the current website code and content including Word
Press administration console, all documents and pages, plugins, themes and additional files.

Moreover, the consultant is expected to consider that it will perform the needed work using his/her
own property and technology, and hold direct responsibility for the quality of delivered outputs.

Confidentiality and Authorship

The title rights, copyrights and all other rights of whatsoever nature for any data and information
under this consultancy are the sole and exclusive property of Faith to Action Network. The consultant
will submit all materials to Faith to Action Network at the end of the consultancy period. Therefore,
not all materials will be disseminated in part or completely without express authority from Faith to
Action Network. The consultant shall not produce information in these materials in any form
(electronic, hard copies, etc.) to a third party without a written permission from Faith to Action
Network. Full source code including all developed libraries shall be handed over to Faith to Action
Network at the end of the service.

Data Protection

The supplier will make sure it complies with the Data Protection Laws in partnership with the F2AN,
on its own, and with regard to the services.

Taxes

Faith to Action Network will deduct applicable % withholding tax from the professional fees for
remittance to the Kenya Revenue Authority as per the applicable tax. The Consultant is required to
avail their PIN or the applicable tax identification number to Faith to Action Network for this purpose.
The Consultant accepts responsibility for all other taxes or fines that may be incurred because of their
performance of obligations hereafter.
Requirements and Experience

Be a reputable firm with at least 5 years of prior experience designing


visually appealing and navigation friendly web sites and web-based MIS in
NGOS
Present at least 3 references of past clients (Preferably with NGOs or faith-
based organizations with their respective certificates of good completion
proved by their copy of contract;
Familiarity and relevant experience in using different open source Content
Management Systems (CMS),
Have excellent knowledge of recent trends in graphic design, websites
layouts, including online video publishing, social media networking, etc.
Ability to apply high end techniques of achieving Search Engine
Optimization (SEO)
The Firm should have successfully implemented at least 5 projects across
the globe

How to apply

If you have the required qualifications and are interested in this contract, please submit:

➢ A proposal describing the previous work done in this area;


➢ A portfolio of previous work of webs with similar functionalities developed in Word Press;
➢ CVs of two lead developers in charge of this project to be included in the proposal;
➢ A financial proposal to address the work. The lump-sum fee which you propose for the
consultancy should indicate the breakdown of all costs. This fee should be inclusive of
ALL considerations including taxes.
➢ Each of the submissions should be made in two separate attachments for technical offer
and financial offer.

Evaluation and Selection Process

Submissions will be evaluated in consideration of the following evaluation criteria:

➢ The work presented through the firm portfolio will be evaluated to assess the quality of the
company’s work
➢ Experience and qualifications of the team proposed to deliver the work by the company. This
part of the evaluation will be based in the CVs of the individuals comprising the team that
need to be share by the firm in their proposal
➢ Timeline to deliver the objectives of the assignment based on the deadlines provided in this
document
➢ Experience working in the development sector producing high quality outputs
