SUB`JECT : F`ormulation of a Classroom Masterplan and Master list for the Schools
Constniction and Repairs

1. Rationale

1.1. As per the 2013 GeneralAppropriationsAct (GAA) startingin 2013, the


implementation of all school building projects funded by the
Department of Education (DepEd) was fully transferred to the DPWH.
The DepEd manages the planning and selection of project sites, and
then turns over the priority list and funds to the DPWH for
implementation.

1.2. As of2024, the DepEd estimated atotal of25,324 schools out of47,664
schools or 53% of total schools have a classroom shortage, while 2,105
classrooms in 281 schools are not properly finished, deemed
abandoned, or not usable.

1.3. The DepEd also estimated that school enrollment increases by an


average of 1.5% to 2% per year, which translate to around 10,000
additional classrooms on top of the baseline requirement per year.
These. enrollment increases compound the problem on classroom
shortage.

1.4. There is a need for additional operational classrooms, especially in the


"last mile schools" located in geographically isolated and disadvantaged
areas (GIDAs) , which require upgraded school buildings to ensure that
they have operational and stmcturally safe classrooms.

1.5. Based on a 2022 study from PIDS, the school building programs
implemented by the DPWH have faced delays due to various factors,
including the need for improved coordination between the DPWH and
DepEd, lack of or delayed information dissemination, non-availability
of buildable space, repeated bidding failures, and problems in
payments for completed projects.

1.6. To address these issues, the coordination between the DepEd and
DPWH has to be improved, both in national and local or regional levels.
Regular coordination meetings and reporting must be conducted to
ensure issues are promptly tackled and resolved.

2. Objectives

2.1. To improve the coordination process between the DepEd and the DPWH
at the national and local levels regarding school and classroom
construction and. repair.

2.2. To ensure school building/classroom construction targets are met


annually.

3. Roles and Re8pon8ibllltles

3.1. DepEd Regional Directors, Schools Division Superintendents and


DPWH District Engineers ("Relevant Officials") shall jointly formulate
and develop a masterplan for the construction of schools and
classrooms within their area of responsibilities, which will then be
consolidated into a country masterplan for the construction of schools
and classrooms. DPWH will assist technically in issues that need its
expertise, particularly in the validation, design, preparation of
programs of work, and procurement. The country masterplan shall be
completed within sixty (60) days from the approval of the template of
the masterplan under 3.5. of this JMC.

3.2. The Relevant Ofricials are instructed to collate and maintain a duly
validated database of schools and classrooms to be constructed, that
are ongoing construction, and that are in need of repair. This
information shall be included in the masterplan.

3.3. The country masterplan shall be updated annually. A monthly status


report shall be submitted by the Relevant Officials to the respective
Central Offices of DepEd and DPWH.

3.4. All plans for construction, repair, and upgrade of schools and
classrooms which are not included in the masterplan shall be
disapproved.

3.5. The Relevant Officials shall formulate a template for the monthly
updates and master plan within six (6) months from the effectivity of
this JMC.

4. This JMC shall take effect immediately upon its issuance.
