EXECUTIVE ORDER NO.

[NUMBER] SERIES OF 2024

AN ORDER CREATING THE GUIMARAS PROVINCIAL RAPID


DAMAGE ASSESSMENT AND NEEDS ANALYSIS (RDANA) TEAM,
DEFINING ITS DUTIES AND FUNCTIONS, AND FOR OTHER
PURPOSES

WHEREAS, the Province of Guimaras is prone to natural and human-


induced hazards such as typhoons, floods, earthquakes, fires, and other
disasters;

WHEREAS, under Republic Act No. 10121, otherwise known as the


Philippine Disaster Risk Reduction and Management Act of 2010, and its
Implementing Rules and Regulations (IRR), Local Disaster Risk Reduction
and Management Councils (LDRRMCs) are mandated to institutionalize
the RDANA as a tool for disaster response;

WHEREAS, it is essential to have a quick assessment of disaster-affected


areas to determine the type and extent of damages, identify secondary
threats, evaluate the critical needs of the affected population, and assess
local response capacities;

NOW, THEREFORE, I, JC Rahman A. Nava, MD, Governor of the


Province of Guimaras , by virtue of the powers vested in me by law, do
hereby order and direct the creation of the Provincial Rapid Damage
Assessment and Needs Analysis (RDANA) Team as follows:

SECTION 1. CREATION OF THE RDANA TEAM

There is hereby created a Provincial Rapid Damage Assessment and


Needs Analysis (RDANA) Team to be immediately deployed after every
incident, whether natural or human-induced, to conduct immediate on-
ground assessments.

SECTION 2. COMPOSITION

The RDANA Team shall be composed of the following:

1. Overall Coordinator: [Name], [Title] (City/Region Disaster Risk

2. Lead Agency on Families/Individuals Affected: [Name], [Title]
(City/Region Social Welfare and Development Office)
3. Lead Agency on Agricultural Damage: [Name], [Title] (City/Region

(City/Region Engineer's Office)
5. Lead Agency on Poultry and Livestock Affected: [Name], [Title]
(City/Region Veterinarian's Office)
6. Lead Agency on Emerging and Re-emerging Infectious
Diseases: [Name], [Title] (City/Region Health Office)
7. Lead Agency on Environmental Impact: [Name], [Title]
(City/Region Environment and Natural Resources Office)
8. Lead Agency on Gender and Development: [Name], [Title]
(City/Region Integrated Gender and Development Division)
9. Lead Agency on Ancillary Services: [Name], [Title] (City/Region
Ancillary Services Unit)
10. Lead Agency on Fire and Safety: [Name], [Title] (Bureau of

SECTION 3. DUTIES AND FUNCTIONS

The RDANA Team shall have the following duties and functions:

1. Conduct immediate on-ground assessments of disaster-affected


areas.
2. Determine the type and extent of damages caused by the disaster,
including secondary threats.
3. Evaluate the critical needs of the affected population and assess
local response capacities.
4. Facilitate information sharing among government agencies and
stakeholders.
5. Establish coordination among concerned agencies, stakeholders,
and the community before and after every disaster.

SECTION 4. EFFECTIVITY

This Executive Order shall take effect immediately upon its publication in a
local newspaper of general circulation.
