EXECUTIVE ORDER CREATING A LDRRM-PT TEAM TEMPLATE

AN ORDER CREATING A LOCAL DISASTER RISK REDUCTION AND


MANAGEMENT- PLANNING TEAM (LDRRM-PT) TO FORMULATE/UPDATE THE
LOCAL DRRM PLAN OF (Name of LGU)

WHEREAS, pursuant to Section 11 (b) of the Philippine DRRM Act of 2010 (R.A.
10121) states the Local DRRM Council shall:

(1) Approve, monitor and evaluate the implementation of the LDRRMPs and
regularly review and test the plan consistent with other national and local
planning programs; and

(2) Ensure the integration of disaster risk reduction and climate change
adaptation into local development plans, programs and budgets as a strategy in
sustainable development and poverty reduction;

WHEREAS, pursuant to Section 12 (c) of the Philippine DRRM Act of 2010 (R.A.
10121) also states that the Local DRRM Office shall:

(1) Design, program, and coordinate disaster risk reduction and management
activities consistent with the National Council’s standards and guidelines;

(2) Facilitate and support risk assessments and contingency planning activities at
the local level;

(3) Consolidate local disaster risk information which includes natural hazards,
vulnerabilities, and climate change risks, and maintain a local risk map;

(4) Formulate and implement a comprehensive and – integrated LDRRMP in


accordance with the national, regional and provincial framework, and policies on
disaster risk reduction in close coordination with the local development councils
(LDCs);

(5) Prepare and submit to the local sanggunian through the LDRRMC and the
LDC the annual LDRRMO Plan and budget, the proposed programming of the
LDRRMF, other dedicated disaster risk reduction and management resources,
and other regular funding source/s and budgetary support of the LDRRMO/BDRRMC;

WHEREAS, the (Name of LGU) Provincial/City/Municipal Disaster Risk Reduction and
Management Plan needs to be updated;
NOW THEREFORE, I, (Name of LCE), City/Municipal Mayor/Provincial Governor, for
and in accordance with the foregoing, and by virtue o the power vested in me by laws,
do hereby create the Local DRRM Planning Team (LDRRM-PT) for the preparation,
formulation, updating of the Local DRRM Plan, to wit:
SECTION 1: COMPOSITION OF THE LOCAL DRRM CORE PLANNING TEAM. This
shall be composed of the following:

4 Local Social Welfare and Development Officer
5 Local Engineer
6 Local Health Officer
7 Local Agriculture Officer (if existing)

SECTION 2: COMPOSITION OF THE LOCAL DRRM PLANNING TEAM (LDRRM-PT).


The LDRRM-PT shall be composed of the following:

16 Others (LGU may identify other important
17 groups necessary to be part of the whole

SECTION 3: ROLES AND RESPONSIBILITIES OF THE FOLLOWING OFFICES AND
GROUPS FOR THE ENHANCEMENT/UPDATING OR FORMULATION OF THE
LOCAL DISASTER RISK REDUCTION AND MANAGEMENT PLAN.
A. Local DRRM Office
1. Identify the list of NGAs and groups to involve as resource persons;
2. Draft communication to workshop members (LDRRMO);
3. Coordinate with LDRRMC members and NGAs on the schedule and budget
requirements for the conduct of meetings, workshops, writeshops, if
needed;
4. Facilitate the formulation or updating of the LDRRMP;
5. Facilitate administrative and logistics requirements; and
6. Perform other tasks as deemed required by the LDRRM-PT.

B. Local DRRM Planning Core Team


1. Prepare and review existing data and documents;
2. Validate DRA results to the LDRRM-PT members
3. Outline of the overall activities and whole process;
4. Identify the target milestones including Plans' approval;
5. Facilitate LDRRMP Workshop
6. Write and consolidate LDRRMP;
7. Facilitate the approval of LDRRMP to LDRRMC and adoption of
Sanggunian;
8. Actively participate in the whole duration of the planning process; and
9. Perform other tasks as deemed required by the LDRRM-PT.

C. Local DRRM Planning Team Members


1. Actively participate in the whole duration of the planning process;
2. Provide necessary inputs;
3. Assist in the writing and consolidation of the required outputs; and
4. Examine sectoral concerns in relation to DRRM (especially vulnerable and
marginalized sectors)

SECTION 4: BUDGET/OPERATING COST. All costs pertaining to the operation of the
LDRRM-PT shall be charged to available LDRRM funds subject to the usual accounting
and auditing rules and regulations.

SECTION 5. EFFECTIVITY. This Executive Order shall take effect immediately.
