1 GENERAL

1.1 INTRODUCTION
The Operability & Maintainability Requirements Specification aims to provide the key
elements of the plant design from the maintenance and production personnel point of
view, who will be charged with the responsibility of operating and maintaining the facility
over its economic life.

1.2 SCOPE
The scope of this specification is to complement good project design by adding practical
dimensions, field-oriented technology and experience. In other words this document
promote a design of facilities that should be readily operable and readily maintainable.
The section two (2) below provides general requirements on which Front End
Engineering Design shall be compliant whereas the section three (3) gives dimensional
design references that should be used in the detail design.

2 GENERAL O&M REQUIREMENTS

During the early design development, the following aspects should be considered and later
investigated during 3D model review sessions.
O&M needs reported below are valid for onshore and offshore plants of oil & gas industry. They are
organized to provide primarily general requirements applied to all typical equipment and then, from
the letter “f”, they became specific for the each equipment category.

a) Identification: each item of equipment that can be individually operated and/or


maintained shall be able to be clearly and univocally identified. Contractors,
Licensee’s, Manufacturers and Suppliers shall use the same Item Numbering
procedure [1] and [2].

b) Accessibility: each item of equipment that can be individually operated and/or


maintained shall be provided of adequate accessibility in terms of personnel and
material handling.
An item is considered to have been provided with adequate personnel accessibility if
two persons, wearing the required PPE and maintenance tools for the activities to be
performed, are able to access easily to it. In the case of items located at elevated
positions, personnel accessibility shall be evaluated considering the dimensional
needs of permanently available stairways, ladders and platforms.
An item is considered accessible by material handling/lifting equipment when it can be
reached, installed and removed safely by means of permanently available lifting and
material handling equipment.

c) Inspection: needs of internal or external inspection to the equipment shall be evaluated.


Where required, means of access for external inspection (platform, ladder, etc.) and
facilities for internal inspection (manhole, inspection gauge, etc,) shall be provided.
Vessel/column/tank internal inspection is considered to be feasible if a suitably sized
manway for personnel access is available, and at least one person can stand
continuously in front of the manway opening while one more person is standing close
nearby. Additional opening for ventilation purpose should be considered.

d) Maintenance area: a dedicated maintenance area for each equipment under


maintenance interest shall be investigated, sized and clearly identified within plant
layout. It shall also consider a manoeuvre and parking area for mobile cranes/trucks
needed to perform the maintenance activity.

e) Loading/Unloading: Means of handling of liquids and solid consumables up to the


equipment into which they have to be poured shall be investigated to ensure efficient
and safe operations.

2.1 SPECIFIC REQUIREMENTS FOR EQUIPMENT TYPE


This section provides specific requirements grouped by equipment category to be considered in
addition to the general O&M needs listed in section above.

2.1.1 Mechanical equipment


f) Equipment to be maintained shall be able to be mechanically isolated, depressurized,
drained, purged, blinded and flushed.
g) Purging/flushing fluid shall enter at the beginning of the circuit to be purged/flushed and
shall be vented/drained to the opposite side to the vent/drain system.
h) Spectacle blinds, spade blinds and removable spools should be easily accessible from
the ground or by means of fixed ladders/platforms by the personnel.
i) Provision of appropriate valves associated to blind flange, spectacle, spade, etc. shall
be evaluated for the scope and defined in the project Isolation Philosophy.
j) Piping, instrumentation and valves shall remain adequately supported following the
removal of any associated items of equipment.
k) Equipment and piping should be able to be visually inspected for damage or leaks
during routine operational check.
l) Utility Station service in the surrounding area shall be ensured.

2.1.1.1 Rotating and static machinery


m) In case of removing bundle or heavy associated items of equipment the space required
shall be adequate and investigated by means of mechanical handling study. Clearance

in front of the equipment shall be at least 1.5 times the footprint of the item to be
removed. Adequate lifting equipment shall be provided.
n) The enclosures shall be provided with adequately sized doors/removable panels to
facilitate the removal/reinstatement of the equipment and associated items (where
applicable).

2.1.1.2 Heat, Venting and Air Conditioning (HVAC)

m) All ducts inspection hatches, cleaning hatches and equipment installed at height shall
be easily accessible by means of fixed ladder or platform. Alternatively, clearance for
safe use of temporary lifting equipment (ladders, scaffolding, scissor lift etc.) shall be
guaranteed.
n) Air intakes and filters shall be provided with adequate access to facilitate regular
inspection for obstruction and cleaning.

2.1.1.3 Valves
m) Orientation of valve actuators shall not obstruct walkways or emergency escape routes.
n) Control valves should be provided with by-pass valve.
o) Actuated valves should be provided with manual override. Electronic/electrical
components shall be always easily accessible for maintenance. If the valve is located in
height, enough clearance for access to these parts by means of temporary lifting
equipment (e.g. scissor lift) or ladders shall be considered.
p) The bleed points not directly connected to a Close Drain System or Flare System shall
be arranged so that their discharge cannot cause injury to personnel or damages to
adjacent equipment. They shall have the facilities for being plugged when not in use.
q) Inaccessible manual valves located in the pipe-racks or in the low pits should be
equipped respectively with chain-wheels or extended spindle. They shall be served by
handling equipment and shall be reachable by means of mobile platform so that
maintenance activity can be performed.
r) Vent valves, generally located in high position, should be reachable by means of
permanent access structure. If permanent structure installation is not feasible due to
design constrains enough clearance shall be ensured for temporary access equipment

(vertical ladder, scissor lift, etc.). Enough space for liquid collection by means of flexible
pipe or bucket should be considered.
s) All PSVs shall have means of permanent access and should be installed with sparing
(exception can be done for PSV installed on spared train/equipment).

2.1.1.4 Fans/Blowers
m) Start/stop and emergency stop pushbuttons shall be visible and easily accessible.
n) Motor load indicators should be accessible.
o) The enclosures shall be provided with adequately sized doors/removable panels to
facilitate the removal/reinstatement of the equipment and associated items (where
applicable).
p) Air intakes shall be provided with adequate access to facilitate regular inspection for
obstruction and cleaning.

2.1.1.5 Storage tanks, Pressure Vessels


m) Manhole sizing and location shall be adequate with reference to man access and
removal of the internals.
n) Provision of adequately sized platform and fixed access ladder in reference to
operational and maintenance activity, temporary storage of parts/materials, positioning
of nitrogen purging apparatus and other periodical operations shall be guaranteed.
o) Accessibility of sampling points and corrosion probes shall be ensured.
p) Spectacle blinds, spade blinds and removable spools (often in high position) for
equipment isolation purpose shall be permanently accessible.
q) Enough space in the rear of pig launchers/receiving traps to enable manoeuvre of pig
trolley shall be ensured.
r) Sludge shall be easily removable from the bottom of the equipment with adequate
disposal drain in the area.

2.1.1.6 Piping
m) Piping sections with significant capacity should be provided with isolation valves, drains
and vents and utility connection so that they can be purged, washed, drained and
flushed independently of the connected equipment.

n) Drain and vent valves shall be located respectively at low and high points and they shall
be plugged or connected to Close Drain System and Flare System.
o) Space between pipes shall be adequate for:
- Piping and flanges inspection
- Approaching the line items
- Welding, painting and insulating operation
p) Space around the flanges shall be adequate for tightening and loosing all nuts.

2.1.2 Electrical equipment


f) Accumulator batteries rooms/cabinets shall be adequately ventilated in accordance with
battery technologies

2.1.2.1 Electric generators


g) In case of removing bundle or heavy associated items of equipment the space required
shall be adequate and investigated by means of mechanical handling study. Adequate
permanent handling equipment shall be provided.
h) The enclosure shall be provided with adequately sized doors/removable panels to
facilitate the removal/reinstatement of the equipment and associated items (where
applicable).

2.1.3 Instrumentation equipment


f) The instrumentation and all associated items shall be easily accessible from the
ground or by means of fixed ladders/platforms.
g) The instrumentation shall be able to be visually inspected for damage during routine
operational checks.
h) The field local indicators shall be installed at operator eyes level to be readable from
grade/walkways/platforms. Reading must be easy in all enlightenment conditions.
i) The level gauges containing toxic products shall be vented to Flare System and drained
to Close Drain System.

j) The bleed points not directly connected to a Close Drain System or Flare System shall
be arranged so that their discharge cannot cause injury to personnel or damages to
adjacent equipment. They shall have the facilities for being plugged when not in use.
k) Utility Station service in the surrounding area shall be ensured.

2.1.4 Safety equipment


f) Safety equipment shall be positioned to ensure the highest visibility and accessibility to
facilitate prompt use of them in case of emergency and routine functional check.

g) All Fire & Gas detectors needs to be accessible for testing and maintenance (if any).
Most of them are located in height thus enough clearance to use temporary access
equipment shall be guaranteed.

3 DETAIL DESIGN CRITERIA

This section provide a not exhaustive list of the most common O&M requirement to be taken into
account during the detail design in the project execution phase.
Some of the requirements below give quantitative references based on experience and
international standards (ref. § 1.3). When different international standards are applicable or specific
project requirements on the topic are developed the figures below are intended to be superseded.

3.1 OPERABLE AND MAINTAINABLE ITEMS ERGONOMICS

3.1.1 Manual Valves


The maximum horizontal stretching distance between the hand-wheel and the operator
shall be 500 mm, thus obstacles or any kind of obstruction that increase this distance
shall be avoided.

For horizontal hand-wheels preferred height from planking level is between 800 mm
and 1500 mm, height between 500 mm and 800 mm could be also accepted in
extraordinary cases.

For vertical hand-wheels preferred height from planking level is between 1000 mm and
1500 mm, height between 600 mm and 1000 mm could be also accepted in
extraordinary cases.

When the above requirements are not reachable the planking level need to be adjusted
with specific access structure.

3.1.2 Drain valves


The maximum horizontal stretching distance between the hand-wheel and the operator
shall be 500 mm, thus obstacles or any kind of obstruction that increase this distance
shall be avoided.

A clearance of 150 mm in front of valve flange shall be provided to allow liquid


collection by means of flexible pipe or bucket.

3.1.3 Actuated valves


Valve Control Panel shall be always accessible from the planking level and clear from
any obstacle that could affect his operability and maintainability. A workspace footprint
of 700 mm x 700 mm should be guaranteed in front of it.

Actuated valves equipped with override hand-wheel should comply the same
ergonomics foreseen for the manual valves. If the above preference is not reachable

due to design constrains enough clearance around the hand-wheel needs to be


considered in order guarantee workspace and access by means of temporary lifting
equipment.

3.1.4 Flanges and pipes


Minimum clearance between pipe flanges and fixed obstruction should be 250 mm to
allow bolts dismantling.

Minimum clearance between bottom pipe and floor/deck should be 150 mm (it does not
apply for drain pipes).

3.1.5 Filters
Filters shall be easily accessible and their maintenance and dismantling shall not be
affected by any other part/component in the area around.

All cartridge filters should have a drain valve and enough clearance for flexible pipe
connection or drip tray positioning shall be considered.

3.1.6 Local Control Panels


LCPs shall be always accessible from the planking level and clear from any obstacle
that could affect their operability and maintainability. A workspace of 700 mm x 700 mm
should be guaranteed in front of them.

3.1.7 Sockets, switches and control devices


Sockets, switches and control devices shall be located between 900 mm and 1500 mm
from the planking level.

3.1.8 Fire dumpers (HVAC)


Fire dumpers are critical devices related to F&G and ESD systems and they need to be
tested frequently thus they shall be easily accessible by means of temporary access
equipment (scissor lift, ladder, etc.).

3.2 MEANS OF ACCESS

3.2.1 Hatches
All hatches shall be side-hinged and shall be possible to secure in open position with a
safe device. They shall be equipped with handgrip above the opening in the inner and
outer side.

Minimum opening dimension are reported below:


General use 800 x 800 mm
Tanks and cofferdam 600 x 600 mm

3.2.2 Work Areas


In order to guarantee adequate manoeuvre clearance wearing PPE and SCBA, a work
space for operation or maintenance activity shall have at least a footprint of 700 x 700
mm with height of 2100 mm.

3.2.3 Access to work areas


Main access ways to work areas shall have a width min. of 1000 mm and height of
2100 mm. For secondary access ways minimum width of 600 mm could be also
accepted.

Either in work areas and access ways all elements around shall be wall recessed and

3.2.4 Stairs
Minimum stairway width:
Primary stairways (or continuous) 1200 mm
Secondary stairways 600 mm
Machinery and skid stairways 600 – 1000 mm

Minimum stairways headroom shall be 2300 mm.

Pitch shall be included between 30° - 38°

Proportion formula to be used is:

Tread + (Rise x 2) = 630 mm ± 30 mm

All steps, first and last included, shall have the same rise.

The upper step shall be levelled with the landing,

Stair nosing shall have a non-slip surface.

Treads shall have a minimum overlap of 20 mm.

Machinery or equipment skid 4000 mm single flight (3000 mm multiple flight)

Minimum landing depth shall be equal to stairways width, not less than 800 mm for
machinery and skid stairways.

3.2.5 Handrails
All decks, gangways and platform shall have handrails if the plank level is higher than
500 mm.

Minimum handrail height on:


Landings (or general platform) 1100 mm
Stairs 900 – 1000 mm

Maximum room between guardrails bars:


General 380 mm (2 knee bars)
Machinery or equipment skid 500 mm (1 knee bar)

Toe plate shall have following height:


Landings (or general platform) 100 mm
Treads 50 mm

In case of interrupted handrail the opening shall be within 75 – 120 mm to prevent hand
trap. Toe plate shall be continuous.

Grip bar diameter shall be 25 – 50 mm.

Minimum clearance around grip bar shall be 100 mm.

3.2.6 Stepladders (marine type)


The clear width between stringers or guardrail shall be within the range of 450 – 800
mm (preferably 600 mm.

Handrail to start 1000 mm from the above floor level.

Permanent stepladders shall have handrails on both sides and the distance of the
handrail from the ladder shall follow the table below:

3.2.7 Vertical ladders


Vertical ladders of height more than 3000 mm shall be fitted with a safety cage.

The lowest hoop of the safety cage shall start at a height of 2200 - 3000 mm above
deck level.

Single flight without rest platform shall not exceed 10000 mm, while max length for
multiple flights is 6000 mm.

3.2.8 Self-closing gates


At the top of vertical ladders, inclined ladders and step-ladders, there shall be self-
closing gates. It shall not be of gravity falling bar type and it shall be self-closing. It shall
not open toward the ladder.

4 O&M REVIEW IN 3D MODEL STAGES

The O&M Review should, in principle, be performed at 30%, 60% and 90% of plant
modelling completion, according to the Company guideline “3D Review procedure” [3].
It should be noted that the mentioned modelling activity progress typically does not
correspond to the overall physical progress of a detail project, since it is subordinate to
the supply of engineering information from upstream disciplines, such as Process,
Mechanical, Instrument, etc.

4.1 O&M REVIEW AT 30% MODELLING COMPLETION


Following items aim to provide a guidance for the investigation of the O&M aspects to
be covered in detail during the 30% stage of 3D model review.

1. Equipment access preliminary check


2. Piping (6" NPS and larger) associated with modelled equipment that affects
operability and maintainability.
3. Mechanical handling volumes preliminary verification against critical piping, main
cable routes and HVAC ducts.
4. Lifting beam and handling requirement.
5. Main handling way and main laydown area preliminary verification against critical
piping, main cable routes and HVAC ducts.
6. Maintenance area with crane access and manoeuvre verification.

7. Nozzles, manholes, spectacle blinds accessibility evaluation.


8. Platform concerns and preliminary requirements.
9. Disposal facilities for filters and tote tank availability check.

4.2 O&M REVIEW AT 60% MODELLING COMPLETION


Following items aim to provide a guidance for the investigation of the O&M aspects to
be covered in detail during the 60% stage of 3D model review.

1. Accessibility around the equipment upgrading and finalizing.


2. Accessibility for instrumentation and line items (manual valve, blinds, spacers,
spectacle blind, etc.) verification.
3. Accessibility of operating valve associated with equipment verification
4. Vent and drain accessibility verification.

1. Accessibility for instrumentation and line items (blinds, spacers, spectacle blind,
etc.) check against piping (2” NPS and larger) and cables and tubing trays (100 mm
and lower).
2. Accessibility of operating valves against piping (2” NPS and lower), cables and
tubing trays (100 mm and lower).
3. Location of local control panel and control valve manifold finalization with reference
to the accessibility.
4. Maintenance volumes against instrumentation stands and supports.
5. Other O&M requirement fully finalized.

4.4 CLOSE OUT REPORT


At close out of each O&M Review stage, a report summarising the results will be issued
both to Company and to relevant discipline engineers’ review according to the
Company guideline [3].
