Infrastructure Quality Monitoring and Durability System

(IQMDS) Training Module

I. RATIONALE

The Department of Agriculture has been implementing the Philippine Rural


Development Project since 2014 to provide key infrastructure, facilities,
technology, and information that will raise incomes, productivity, and
competitiveness in the countryside. Over the years, the PRDP has developed
science-based tools, innovations and protocols for efficient, transparent and
cost-effective project implementation. These innovations and modalities are
now ready for mainstreaming and institutionalization into the regular
operations of the Department of Agriculture to enhance its administrative and
operation system, thereby improving the delivery of agricultural services to
farmers and fisherfolks clientele.

The PRDP-IBUILD, in particular, has developed innovations that encompass the


whole project development cycle, from identification to implementation to
operation and maintenance, with safety and climate proofing as integral parts of
project design. These modalities also include implementation arrangements
with LGUs and private sector that promote partnership, sharing of
accountabilities and strong sense of project ownership.

To facilitate the mainstreaming and integration of PRDP innovations into the


regular operations of the Department of Agriculture, it is important to
understand the current processes, protocols and mode of implementing the
infrastructures projects under the various programs of DA. It is possible that
certain modifications of PRDP-IBUILD innovations may be necessary or a phase
implementation approach may be employed in the introduction and rolling out
of these innovations but with a clear timeline and goals.

In 2022, the mainstreaming of PRDP innovations has been initiated, coupled


with few capacity building activities. Given the more aggressive stance and
commitment on mainstreaming, it is therefore necessary to revisit the IBuild
Mainstreaming Plan of Action of taking into consideration the current modalities
under the regular projects of DA and its capacity development plan.

This particular training module pertains to mainstreaming of the Infrastructure


Quality Monitoring and Durability System (IQMDS) to the Engineering staff of
various DA Offices and Agencies involved in the implementation of rural
infrastructure.
II. OBJECTIVES

At the end of the training, the participants are expected to be familiar/gain


knowledge on:

● Mainstreaming of PRDP Tools and Innovations on Rural Infrastructure


● The Infrastructure Quality Monitoring and Durability System (IQMDS)

IV. EXPECTED OUTPUT

At the end of the training, the 46 participants are knowledgeable in the various
aspects of The Infrastructure Quality Monitoring and Durability System (IQMDS).

respective work stations.

VIII. BUDGETARY REQUIREMENT

The budgetary requirement for the training program is as follows:
