Rules of Procedure
1. General
1.1. The rules are not subject to change and shall be considered adopted prior to
the beginning of the conference.
1.2. These rules shall be considered adopted before the commencement of the
session and are not subject to change.
1.3. Delegates are to obey instruction given by EASMUN staff. Those who do not
obey directions will be dismissed from the conference.
1.4. Opening and Closing dates of the conference will be established by the Secretary
General.
1.5. Electronic devices are permitted during committee. They can be used for
researching facts, writing draft resolutions and amendments.
2. Secretariat
2.1. The Secretary-General or his/her representative may make both oral and written
remarks to any committee on any issue.
2.2. The Secretariat shall receive and distribute documents, reports, and Draft
Resolutions; as well as carry out any other task that is required for the successful
development of the MUN
2.3. The Secretary-General will officially declare the opening and closing of the
Model United Nations Conference.

3. Language and courtesy
3.2. Delegates are required to wear business attire (official dress). Please refrain
from wearing any national or political symbols during the Conference. An
exception is made for symbols of the UN or its bodies and sub-organizations.
4. Delegations
4.1. Each member state shall be represented by one delegate and shall have one vote
in the Committee.
5.2. The Faculty Advisors and the Delegates must remain in the venue where the
MUN is held to fulfill the programmed activities. They can only be absent for
reasons of force majeure, with prior notice to the members of the Secretariat
and the Organizing Committee.
5.3. Participation certificates will be given only to those who have attended all the
working meetings (unless the Secretariat is informed about the absence.)
5.4. Delegates will not leave the conference room if they are in a working meeting.
In case of need, the Delegate may withdraw momentarily, notifying the Rapporteur
by a written note the reason for their departure.
5.5. The schedules established in the Program must be strictly observed. Delegates
will be required to show punctuality in all activities. At the beginning of each

working meeting, if the Delegation is not present during the roll call, its absence
will be considered as a delay.
6.1. The Chairperson declares the start and end of each meeting and may propose
the acceptance of any procedural motions to which no major opposition is raised.
The Chair shall have entire control of the proceedings at any meeting, subject to
these rules, and shall moderate debate, announce decisions, rule on points or
motions, and ensure and enforce adherence to these rules. They will lead the Draft
Resolutions Approval Board.
6.2. The Chair may temporarily delegate his or her responsibilities to another
member of the committee's staff. The Co-Chair of the Committee acting as
Committee Chair shall have the same powers and duties as the Committee Chair.
6.3. The Chair, in the exercise of her or his function, remains under the authority of
Committee.
6.5. If the Chair is unable to perform their functions, a new Chair shall be
appointed for the unexpired term at the discretion of the Secretary-General.
8.3. Presence may be determined through a roll call. Attendance will be sampled at
the beginning of every session by calling upon the member states, followed by the
observers, in alphabetical order. When their country is called out, delegates shall
declare themselves “present”. Members arriving late shall pass a written note to
the Chair stating that they are “present”.
8.5. Delegates are required to attend all scheduled Committee meetings. In the case
of a delegate leaving the room during session under any circumstances, said
delegate shall send a note to the Chair in order to indicate their absence from a
vote.
8.6. A delegate who is recognized but is not present when called upon to speak
yields his or her time to Chair and debate shall continue.
8.7. A delegate may be denied the opportunity to obtain the conference certificate
if he or she is absent for more than two-thirds of the sessions.
9. Opening Ceremony
9.1. The opening ceremony of EASMUN will be held in the morning of the first
day.
10. Courtesy
10.1. All delegates must show courtesy and respect to fellow delegates, the
Secretariat, Committee Chairs, and the venue's professional staff. The Committee
Chair will immediately call to order any delegate who fails to comply with this
rule. The Secretary-General may expel any delegate for failing to adhere to this
rule. Abuse of any kind will not be tolerated.

10.2. In case that the delegate’s conduct seriously hampers the process within the
Committee, the Chair reserves the right to request the expulsion of such delegate
from the conference room.
Points
11. Right of Reply
11.1. A delegation which national honor or integrity has been insulted by another
delegate may request a right of reply. The request must be made in writing and
submitted to the Chair without delay and may only be granted after a speech is
completed. The Chair shall determine an appropriate time limit for the reply. The
Chair shall inform the Secretary-General of the circumstances surrounding the
Right of Reply.
12.1. This point can be used by a delegate if something is preventing them from
fully engaging in the discussion. For example, if the air conditioning is too cold or
the speaker's voice is inaudible, a delegate might use personal privilege and request
that these difficulties be addressed. A personal privilege point may be presented at
any moment during the debate session.
13.1. In formal meetings, any delegate may raise a point of information to pose
questions about the committee's procedures or the rules of procedure by raising
his/her placard. Be reminded that this point may not interrupt a speaker. The
delegate should approach the Chair during the informal session. This should not
lead to any crosstalk.
14.1. A Point of Order can be raised if a delegate believes that the Rules of
Procedure or diplomatic conduct are being violated. A Point of Order may never
interrupt another speaker. The highest authority on the rules of procedure is the
Secretary-General. If the delegate believes the Chair has wrongly decided not to

entertain their Point of Order, he/she may approach the Secretariat. The Chair may
decline to acknowledge a Point of Order if the delegate has not exercised the right
with proper restraint and decorum, or if the point is dilatory in nature.
15. Yielding
15.1. Any Delegate may, with the permission of the Chair, after speaking:
15.2. The Delegate must announce their decision to the Chair at the end of their
speech. Otherwise, it will be assumed that the remaining time is yielded to the
Chair. In case the time remaining is assigned to questions, it will start to run as
soon as the Delegate answers the first question. The delegate may refuse to answer
the question. The Chair will then move to the next speaker on the speakers’ list.
15.3. Yields are not in order if the delegate has exhausted the time limit for the
speech or during moderated caucus. If the Chair deems that there is not enough
time left for points of information, she or he shall ask the delegate to yield the
remaining time back to the Chair.
