1.0 INTRODUCTION

Indian Oil’s Panipat Refinery is one of the technically most advanced public sector
refinery complexes of India. Panipat Refinery & Petrochemical complex is in the
district of Panipat in Haryana State, meeting the demand of petroleum products not
only in Haryana, but in the entire Northern region, including Punjab, J&K, Himachal
Pradesh, Chandigarh, Uttarakhand, and parts of Rajasthan, U.P. and Delhi.

2.0 PROJECT DESCRIPTION

Panipat Refinery (PR) is planned for expansion up to 25 MMTPA from the present
capacity of 15 MMTPA. As the part of expansion, IOCL is proposing to setup LOBS unit
at Panipat Refinery and LOBS marketing facilities within the existing co terminus at IOC
Panipat Marketing complex.

P-25 project is under execution by Refinery Division of IOCL, wherein base oil
production is conceived as part of P-25 project. The refinery division shall provide the
base oil storage tanks & pumps inside the refinery complex and transfer pipelines up to
the boundary wall of PMC area.

3.0 PURPOSE OF THE DOCUMENT


The purpose of this document is to describe piping material requirements for all above
ground fire water network system, foam system & diesel fuel supply system.

This specification defines by Piping Class, the material requirements for pipe, fittings,
flanges, line blinds, bolts, gaskets, and valves for listed service that shall be used for
fire water network piping and associated facilities, and defines the pressure /
temperature limitations within which they may be used.

Other piping components and in-line components such as strainers, hoses and hose
couplings, special fittings etc., which are defined on Process Datasheets, shall only be
used within the constraints of the Piping Classes to which they are assigned.

Package vendor shall use this PMS as a guideline, if found feasible for the services
inside the package. Else Vendor will prepare separate piping specification and submit as
part of offer.

This Specification includes the design details and constituent components for branch
connections, vent and drain connections, pressure and temperature instrument
connections on pipe headers.

This specification shall be used for piping designed to ASME B31.3. This specification
does not apply to instrumentation piping.

5.0 MATERIAL SPECIFICATIONS

Individual piping class has been generally designed to cover a set of services operating
within pressure-temperature consideration as per ASME B16.5/ B16.47A/ B16.34 or
part of it. Deviations of material from class specifications may occur due to specific
design conditions and/or availability. These deviations are permissible if they equal or
better the individual class requirements and shall be subjected to approval on case-to-
case basis.

6.0 CLASS DESIGNATION CODE

The piping class designation shall generally be combination of two digits and two to
four letters e.g. 60HC, 60HLT, 30HC, 30HLT, 15HC, 15HLT, 15SWC, 15WGC, 15WS,
15FS, etc. as follows:

First two numerals letter indicates ASME class rating, e.g.

15 - 150 Class
30 - 300 Class
60 - 600 Class
The first alphabet indicates differences in the Fluid Services within the same class
rating and material, e.g. H stands for Hydrocarbon, W stands for Water, F stands for
Foam, SW stands for Sea Water.
The last one or two letter (as applicable) indicates type of material, e.g.
C - Carbon steel
S - Stainless Steel
ML - Mainline

7.0 TECHNICAL REQUIREMENTS


7.1 Units

1. All units are expressed in SI system with the exception of nominal pipe sizes (NPS)
and bolting diameters, which are in inches.

2. Pressures are gauge pressures (in bars) and temperatures are in degrees Celsius
(°C).

3. Pressures and Temperatures ratings are based on ASME 16.5.

8.0 PIPES
MS Carbon steel pipe shall be made by open hearth, electric furnace or basic oxygen
process only. The steel used shall be made with fine grain structure. The grade and
wall thickness of various sizes of pipes shall be as per piping material specification for
the applicable class.
Pipe dimensions shall be in accordance with ASME B 36.10 / IS 1239 /IS 3589 for
carbon steel.
All pipe threads shall conform to American Standard taper as per ASME B 1.20.1 NPT,
unless otherwise specified.
For butt weld end, bevel shall be in accordance with ASME B16.25 as applicable.
9.0 FITTINGS
Fully killed carbon steel shall be used in the manufacture of fittings. The fitting shall
have carbon equivalent not exceeding 0.45, based on check analysis.
Threaded joints, if used, shall conform to American Standard taper as per ASME
B1.20.1 NPT.
Dimensions of socket welded/screwed fittings shall conform to ASME B 16.11. Swage
shall be as per BS 3799.

Dimensions of steel butt welded fittings shall be as per ASME B 16.9.


All welded fittings shall be 100% examined by radiography in accordance with the
ASME Sec. V article 2. Radiographic examination shall be carried out after final heat
treatment.
Bore of socket welded fittings shall suit outside diameter (OD) of pipe and its
thickness.
Butt welding ends shall conform to ASME B 16.25 as applicable.
Integrally reinforced forged branch fittings such as Sockolet, Weldolet etc. shall be as
per MSS-SP-97. Fittings not covered in ASME B16.9 and MSS-SP-97 shall conform to
manufacturer’s standard.
Fittings thickness tolerances shall match pipe thickness tolerance.
10.0 BENDS
Unless otherwise specified for process piping, elbow of radius R = 1.5 D shall only be
used.
D = Specified Outside Diameter
Miters shall not be used.
11.0 FLANGES
Pressure Temperature rating of flanges shall conform to ASME B16.5/ MSS SP-44/
ASME B16.47 Series A, as applicable.
Dimensions of flanges shall be in accordance with ASME B16.5/ MSS SP-44/ ASME
B16.47 Series A, as applicable.
Neck of weld neck (WN) flanges shall suit pipe bore and thickness.
Bore of socket welded (SW) flanges shall suit pipe O.D. and its thickness.
Threads for screwed flanges, if used, shall conform to American Standard taper as per
ASME B 1.20.1 NPT.
Sizes for blind flanges shall be indicated by nominal pipe size.
Unless specified otherwise in Piping Material Specification the flange face finish shall
be as per ASME B16.5.
Butt welding ends of WN flanges shall conform to ASME B 16.25.
Spectacle blind/spacer & blinds shall be in accordance with ASME B16.48/
manufacturer’s standard.
The finish of contact faces of pipe flanges & connecting end flanges of valves & fittings
shall be governed by ASME B16.5 & following:
Roughness requirements (Finish: AARH standards per ASME B46.1):

a) Raised Face (RF): Serrated finish 125 to 250 μinRa.

12.0 GASKETS
Spiral wound gaskets shall be used for ASME class 150# have inner and centering
ring, unless otherwise specified in the individual piping classes.
Gasket shall be made of material that are suitable for the service applications and
shall be capable of withstanding the pressure temperatures of subjected services.
Asbestos gaskets or asbestos filled gaskets shall not be used.
13.0 BOLTING & THREADS
Nuts for stud bolts shall be American Standard Hexagon Heavy Series and double
chamfered.
Dimension and tolerances for stud bolts and nuts shall be as per ASME B18.2.1 and
18.2.2 with full threading to ASME B 1.1 Class 2A thread for bolts and Class 2B for
nuts. Diameter and length of stud bolts shall be as per ASME B16.5/ASME B16.47 with
full threading.
Threads for nuts shall be as per ASME B 1.1 as follows:
Nuts for stud bolts Dia ¼" to 1" : UNC-2B
Nuts for stud bolts Dia 1⅛" to 3¼" : 8UN-2B

Threads for stud bolts shall be as per ASME B 1.1, as follows:


Stud bolts Dia ¼" to 1" : UNC-2A
Stud bolts Dia 1⅛" to 3¼" : 8UN-2A

Threads for threaded pipe, fitting, flanges and valve shall be in accordance with
B1.20.1 taper threads, unless specified otherwise.
Heads of jack screws shall be heavy hexagonal type. Jack screw end shall be rounded.
Stud bolts shall be fully threaded with two hexagonal nuts.
14.0 THREAD SEALANT
Threaded joints shall be made with 1" wide PTFE jointing tape.
15.0 VALVES
Valve ends shall be as per valve data sheets for various piping class.
Sectionalizing valves, Block valves and other isolation valves installed on the fire
water piping shall be Gate valves with flanged ends.
All buried valves shall be provided with stem extension shall have Butt Welded ends
as per relevant specification/ data sheet.

Flange dimensions and face finish of flanged end valves shall conform to clause 9.0 of
this specification.
Butt welding ends of Butt Welded valves shall conform to ASME B 16.25.
Face to face and end to end dimensions shall conform to applicable standards.
Valves shall conform to following standards unless specified otherwise in piping
material specification for various piping class.

Actuated valves shall be as per P & IDs. The actuator shall have provision for remote
operation as per P & IDs. All Actuated valves shall have additional provision of hand
wheel operation.
16.0 HYDOTESTING VENTS AND DRAINS
High point vents and low point drains required for the purpose of hydro test shall be of
size 0.75". These vents & drains shall consist of gate valves with end cap assembly.
17.0 PIPING SPECIATLITY ITEMS
Piping specialty items shall be as per data sheets and specification.
18.0 PIPING ASSEMBLY DETAILS
Piping Assembly details for general instruments, vents and drain connections on
piping shall be as per Piping Assembly standard drawing attached with the tender.
Applicable assembly configuration shall be same as those listed in which the new
piping classes are derived / developed.
19.0 PAINTING, COLOR CODING AND WRAPPING
Painting, color coding and wrapping shall be as per the Painting Specification VCS-SS-
PP-2502

NOTES:

1. Piping design shall be as per PNGRB regulations, OISD-141 & ASME B31.4.

2. All vents & drains excluding hydro test vents & drains shall be provided with plug valve
and blind flange assembly unless otherwise indicated in P&ID. Hydro test vents & drains
shall be provided with threadolet & plug.

3. All above ground piping branch connections shall be as per branch connection table
given on the “Branch Table” (Appendix C). In buried piping O'lets shall not be used
and branch connection shall be done by using tees & reducers, as required. The branch
details indicated in applicable standard shall be ignored.

4. In order to minimize potential leak sources, valves used in or connected to mainline


shall have butt welding ends.

5. Welding & NDT requirements of welds shall be as per welding specification and welding
charts.

6. Charpy V-Notch test and hardness test shall be conducted for size 2 inch and above
pipes, fittings, O'lets and flanges.

7. For material description of valves, refer applicable data sheet.

8. For material description of pipeline specialty items viz. Scraper Trap, Flow Tee,
Insulating Joint, LR bend etc., refer applicable data sheet.

9. These weldolets shall be used when weldolet is directly welded to 12 inch line pipe of
material grade API 5L Gr. X-52.

10. This flange shall be used when directly welded to 12 inch line pipe of material grade API
5L Gr. X-52 in aboveground section. Thickness indicated as "m" shall be read as 6.4 /
7.1 mm (As Applicable)

11. All studs & nuts shall be Xylan coated.

12. Ends to be beveled to match corresponding pipe wall thickness.

13. Tag number and design details shall be included in data sheets.

14. NDT of welds shall be 100%.

15. Temperature connection shall be 1.5” with flanged end and flange shall be one class
higher than pipe class on which it is mounted.

16. All pressure connection shall be as per P&ID with isolation ball valve and nipple.

17. Full Bore, Fire Safe, Ball Valve, Trunnion Mounted, Double Block & Bleed unless
otherwise specified.

18. Charpy impact test shall be conducted at a test temperature of 0 deg C for all piping
material in addition to temperature specified in relevant temperature specification. The
energy absorbed value shall be min. 21J & average 27J.

19. Flow tees shall be used for all branch connections in Piggable section of pipeline unless
otherwise specified.

20. NDT of welds shall be as follows:

 Radiography: All butt welds 100%, 10% Socket weld for gap check.

 MPI: Socket welds 100%

 UT: All butt weld 100%

 All other requirement shall be as per relevant welding specification and


elsewhere mentioned in the bid.

21. Internal bore of all fittings, pup pieces shall match with mainline whenever
used/connected in the Piggable line (ID match with connecting line pipe).

22. The negative tolerance in wall thickness of fittings shall be zero.

23. 12” mainline(LOBS) will be electrically heat traced/insulated jacketed.

3. As per TAC requirements, 10% of the butt weld joints shall be radiographed. However,
50% of these butt weld joints shall be field weld joints. Repeat radiography is in
execution agency scope.

6. Ball Valves shall be fire safe design.
7. Sizes given in PMS are nominal bore. For O.D. of IS 3589 pipes refer ANSI B36.10.
8. Pipe thicknesses are job specific based on the soil properties of job site and depth of top
of pipe of 1.5m. No live load has been considered for calculation of pipe thickness. Live
loads wherever expected shall be suitably taken care of.
