1.2 Site Organization Chart


Site office will carry out all activities necessary to complete the project as per contract
requirements. The site agent will be liaising with the head office and will be authorized to
communicate directly with the client and the consultant on matters concerning the selection of
subcontractors and vendors, the procurement of material/equipment and decisions on financial
matters related to progress payments on to variations.
The Site Agent will follow the general guidelines set by the company management and will
report thereto through the projects manager/management coordinator.
The site agent will work seamlessly with with other team players i.e site surveyor, site foreman,
material technologist, safety officer to effectively achieve the desired goals.

1.3 Equipment Management Plan


We shall provide a well-resourced equipment return schedule that clearly indicates equipment
usage and operation i.e. idle time, break down and operation to ensure optimal use of and
accountability of equipment engagement. The Plan shall also include preventive maintenance
schedule of the equipment and vehicles for the project.
Based on the project schedule, equipment mobilization will be made for whole period of the
project in form of a histogram. The histogram will then be copied to the support service
department to analyze the requirements coordinate and make necessary arrangements for the
availability of the equipment as and when needed.
The site agent will review the histogram periodically and instruct, update/do amendment as
necessary. We will erect the main plant yard in the area-along the road section. Most
machinery, equipment, hand tools etc. necessary for the construction will be available at that
yard. Main machinery e.g. earthmovers will be provided on initial stage of the project. Further
equipment will be provided from the plant yard or hired in particular requirements in line with
the works program.

1.4 Personnel Mobilization


We shall deploy personnel to site as soon as the site has been handed over. Contractor shall
comply fully with the personnel requirements of the Contract and comply with all the labour
laws of the Country as well as providing all the necessary evidence of personnel qualification
an experience. The Contractor before deployment seek an approval from the Client on the
suitability of the Key Personnel. The three main key staff on site are:

 Site Agent ,Foreman ,Surveyor, Other site staff to be deployed for this assignement shall
include are; Drivers, Watchmen, Plant operators, Surveyor, Chainmen ,Casual workers
 Hired park security personnel as and when needed
Gender equality as well as compliance with Roads 2000 strategy shall be fully ensured. The
Contractor shall make daily returns to the County/Client for concurrence with gender balance
being adopted by the Contractor.

2.0 QUALITY CONTROL


The compliance testing required to approve the compaction will be performed using the
recognized standard procedures as defined both in General specification AASHTO and British
Standards. However, where possible, it is intended that Sand Replacement Tests be carried out
in sufficient number to realistically assess the insitu density pertaining to the number of passes
of the rollers.
Where such testing is shown to be difficult to perform it may be necessary to prove the
effectiveness of the compaction by proof rolling each section separately.
To support the results of the field testing, samples of the fill material shall be taken for
determination of the parameters listed as follows:
 Particle size Analyses
 Soils Classification Tests MDD/OMC
 CBR
 Natural Moisture Content.
The quality of gravel dumped on the road shall be visually checked daily
The contractor will ensure that the best standards of workmanship and materials are obtained
for the Employer within the terms of the contract including controlling over what will be
accepted into the works. This may include:-
 Assessing the suitability of the methods proposed by the Contractor (not instructing him
on method).
 Accepting materials to be incorporated into the permanent works.
 Approving the Contractor's workmanship.
Contractor will ensure that materials quality controls is adhered to as per the specification to
ensure that materials used and all working areas comply with the project plans and
specifications.
The contractor will adopt standard construction procedures and quality controls to ensure that
the methods used for executing the work will produce the end results intended by the plans
and specifications.
 Superintendence Staff: - We will ensure adequate qualified and experienced
Engineers are engaged in the Project from the onset. Such Engineers are readily
available from our pool of staff. The Engineers will fully be supported by an
equally qualified technical team [Surveyors, Foremen, Headmen, Technicians and
Draughtsmen etc.] from our pool of staff.
 Materials: - All materials shall be of their respective kinds as described in the
contract or equally approved alternatives.
 We will ensure that, no material will be delivered to the site without being tested
and accompanied by a Compliance Certificate.
 All Quarries and Borrow Pits will have to be approved by the Engineer’s
Representative once identified.

 Sampling from the Quarries and Borrow pits will be done jointly with the
Engineer’s team.
 Mix designs for concrete and asphalt concrete will be done and approved by the
Engineer before being incorporated into permanent works.
Control tests will be carried out as the work progresses to ensure that quality is
maintained through and through.
Machineries: - We will ensure all the machines allocated to various sections of works are in
good working conditions, properly calibrated and of the right kind for the activity. Qualified
operators will be employed on these machines for the best result.

2.1 Proposals on Measurements


Computations for quantities will be carried out in accordance with the methods specified in
the construction specifications. The verification of actual work output will be achieved by joint
survey and measurement of completed works carried out by both the Engineers Representative
and the contractor's surveyor as indicted in the document and within the tolerances specified
in the construction documents. The contractor will ensure that the specified tolerance is not
exceeded. Certificates and Payments shall be based on actual measured quantities of work
performed not on billed quantities.

2.2 Photographic Plan


We shall provide a photograph plan to record the condition of the road before and after works
have been done and progress as proof of quality control and measurement or any event that
may arise that affects progress or quality.

The photos will be taken during material testing, before start of the process and completion of
a process, during monthly inspections and at measurement.

Intermediary photographs will be scheduled on a daily basis to be taken at the start of any
major activity for the day and at the end.
We will keep the progress photos in king size album that will be kept at the site office. This
will be updated on weekly basis and incorporated in the progress reporting.
The photographer will ensure that as much detail is captured as possible and ensure clarity
and still photos.
The photographs will be made available within 24 on request.
Each photo shall have a date, location and direction for ease of comprehension.
Each digital image shall be taken with a professional grade camera capable of producing no
less than 2144 by 1424 pixel images, using a camera with a 12 megapixel sensor.

3.0 WORK SAFETY MANAGEMENT
3.1 Traffic Control & Accident Prevention
Work within the public right of way may involve the restriction or detouring of traffic from
the work area during working hours. In order to decrease the congestion of traffic within these
areas, the installation of signs, temporary barriers, temporary road closures or detours around
the work areas.
3.2 Traffic Management
When the construction activity is going on, we will create road diversions and provide alternate
routes for the road users. Roads existing within the vicinity of the project, which can aid in
traffic diversions, will be improved and used. New-cut diversions will be given a gravel wearing
course. Extensive use will be made of temporary and informatory signs on-site to ease traffic
movements and enhance safety. We will deploy traffic managers to guide traffic to defined
diversions or control the traffic for both ways of the road.
The objectives of our traffic management plan include: -
• Ensuring of safety and caution during the execution of the above works.
• Avoidance of unnecessary congestion during execution of the works.
• Minimization of inconvenience to road users (Motorists, Cyclists and Pedestrians)
• Ensuring of quality of the constructed road by minimizing interference from vehicles
using sections under construction.
• Ensuring efficient and safe execution of works and conformity to the specified standards.
3.3 Accident Prevention
To reduce cases of accident on site to individual staffs or animals, the dos and don’ts while on
site shall be explained to the staff.

In addition the contractor shall liaise with the park management for provision of security to
his workers

The Contractor shall be responsible for the provision of all equipment, tools, material, and
temporary stores.

The contractor shall also maintain first aid kits with a minimum of the following items:-
 Crepe bandages
 Gauze and cotton wool Antiseptic solution (washing wounds)
 Antiseptic cream
 Pain killers
 Anti diarrhoea
 Anti nausea Antibiotic
 Eye ointment
 Oral re-hydration sachets
 Surgical gloves

3.4 Worker’s Safety


We will not take the health and safety of our workers for granted.
We will effect the following measures to ensure it is maintained: -
1. We provide our site gangs with safety gear such as: Helmets, safety goggles, safety
gloves, dust masks, boots, and safety ropes etc.
2. We train our workers on proper operation of tools and machinery.
3. We restrict operation of machinery only to the qualified workers.
4. Routine examination of tools and equipment to prevent any possible accidents
arising from faulty machines of loose machine /equipment parts.

3.5 Occupants’ Safety & Satisfaction
1. We shall use dust screens to prevent dust from spreading all over the place.
2. We shall mark off the areas which un-authorized persons will not be allowed to
go to by either hoarding or using warning tape as may be instructed by the
project manager.
3. In order to achieve safe structures, we engage our own experts and work with
the consultants appointed by the client, observe high standard supervision and
adhere to the designs and specifications.
4. We will demploy highly skilled artisans and craftsmen to ensure high standard of
workmanship and the intended aesthetics is achieved. This makes the structure
usable for the intended use.
5. We shall follow the Project engineer’s instructions on how to carry out these
works as well as the specifications and drawings. In addition, we shall follow all
the laid down procedures and regulations pertaining to construction
6. All concrete works and masonry & plaster works will be cured thoroughly either
by surface flooding or covering as necessary.

4.0 RISK MANAGEMENT PLAN

The process of mitigating risk for this project will be as follows:


Identification:

First, we will make a list of every possible issue that could arise. We will do the research,
talk to our crew and explore historical data from past construction projects that are similar
to ours. While this identification list is always open for edits and updates, we shall have a

set deadline so that we don’t get bogged down in analysis.
4.1 Assessment:
Not all risks are equal. Some are more likely to occur, others less so. We will assess our list
of risks by using a risk assessment matrix, which charts the likelihood of each risk and the
size of the impact it can have on our project. Creating a risk assessment matrix will help us
when addressing the risk if it appears.
4.2 Mitigation:
This is where we will implement a contingency plan that will reduce the likelihood and
impact of the risks we shall identify earlier. The top priority, of course, is those we defined
as highly likely and having the greatest impact. These shall be given an owner, who will be
responsible for identifying the risk (if it occurs) and managing its resolution.
4.3 Monitoring:

This step will always be ongoing, as we attempt to identify these risks when they show up.
That includes monitoring the effectiveness of our mitigation plan. Also, stakeholders will be
consulted and kept updated on these project risks. We will engage other department leaders
to help, and empower the team to respond to risk. We will have them note if a risk has
moved to a different spot on our risk assessment matrix.
4.4 Reporting:
Our construction risk management plan shall be analyzed and shared with the crew and
stakeholders. These reports on risk mitigation will allow us to evaluate the effectiveness of the
contingency plan. While this can be done with an Excel spreadsheet, using project management
software will be more efficient. Online tools gather the data automatically, create dashb

5.0 ENVIRONMENTAL AND SOCIAL MANAGEMENT


5.1 Environmental Management
Our desired objectives/outcomes of Environmental Management of this project include:
 Protecting biodiversity and minimising loss of natural habitat.
 Preventing/minimising damage to and loss of soils.
 Preventing/minimising pollution of soils, water and air.
 Preventing damage to cultural heritage resources.
 Minimising social impacts such as those arising from dust and noise.
 Minimising relocation impacts.
 Minimising disturbance of infrastructure and activities of affected parties (adjacent
properties, road users).
 Maintaining good communication with affected parties.
 Minimising health and safety risks (including crime).

5.2 Management of Social Impacts


The following mitigation measures will be implemented to reduce potential negative impacts
and to enhance possible positive impacts on the social environment which may occur during
the construction phase of the project:
5.3 Disruption to Vehicle Traffic
We will adhere to the traffic accommodation plan. Our traffic accommodation plan will be
inclusive of traffic management measures for alternative routes.
We will ensure there is suitable road signage, including the use of the variable messaging system
informing road users of construction activities and potential delays.

Where possible, we will separate fast- and slow-moving traffic into specific lanes during
construction.
During peak periods (morning and evening) we will stack heavy duty vehicles and allow
through during non-peak times.
We will encourage road users to avoid the affected section of road during peak hours
We will make use of local radio stations, newspapers and social media to inform the public
well in advance of any road closures or extended delays.
5.4 Increased Noise
We will actively manage the site in order to reduce noise nuisance.
Night work will be kept to the minimum possible.
Affected parties will be informed of unduly noisy activities, in advance.
5.5 Increased Dust
Dust will be controlled at all times.
A plan detailing the requirements to minimize dust generation during work execution and the
necessary air monitoring that will be implemented to identify and quantify safety and health
hazards and airborne levels of particulates or dust. The air sampling program will be used to
assure proper selection of engineering controls, work practices and personal protective
equipment for affected site workers and will also evaluate the potential impacts to adjacent
residences.
Due to the proximity of neighboring homes, work will be performed being sensitive to the
issues of fugitive dust and its control. The target will be to generate no dust during the
excavation process. Use of water will be the primary method of dust control.
5.6 Source Labour Locally.
We will employ a community liaison representative to ensure the free flow of information
between the project team and local communities.
We will also engage with the various role players (community leaders, ward councillors, taxi
associations, business forums, etc.)
