Purpose:
This RACI Matrix is meant to serve as a starting point for assigning construction, commissioning, and startup roles and responsibilities on your project. RACI assignments shown were
identified by Construction Industry Institute Research Team (RT) 333 using several assumptions, listed below, and are meant to represent the norm for capital projects, but may not
specifically fit your sector or project. Assigning names to organizational functions (top row), altering RACI assignments, and any other edits needed to better suit your project are
encouraged.
Description of Tabs:
Intro – This Tab
RACI Matrix – Contains the CCSU RACI Matrix
Leadership Roles – Shows a table with counts of activities for which the four main leadership functions (Project Management, Construction Management, Commissioning/Startup
Management, and Plant Operations Management) are responsible and/or accountable.
Remaining Tabs – Show lists of responsible and accountable activities for the four main leadership functions (e.g., PM - A is a list of activities for which Project Management is
accountable). Please be aware that these tabs do not automatically update.
Explanation of RACI Matrix:
R = Responsible; A = Accountable; C = Consulted; I = Informed
Participants in project construction, commissioning, and startup are described by organizational functions across the top of the matrix, rather than by position name or title.
Activities listed along the left (including construction activities) in some way support commissioning and startup, are listed by phase, and are also shown graphically in the CCSU
Activities Flowchart (separate document).
Activities highlighted in yellow are designated by RT 333 as ‘Hot Spots’ – i.e. CSU activities that are commonly the most problematic.
Your project may not include every activity or organization function listed. The information provided is meant as a starting point for you to adapt to your project.
Groups of activities (by phase) and organizational functions (by type) can be expanded or collapsed using the ‘+’ or ‘-‘ buttons along the top left of each portion of the matrix.
Buttons 1 and 2 at the top left of the matrix will collapse and expand all groups along an axis, respectively.
Assumptions in Development of RACI:
RACI assignments were created for a Greenfield Project.
Only one organizational function may be accountable for any given activity.
The Accountable party is the one that will be answerable for the activity’s completion.
The Responsible party is the one expected to execute the activity.
The numeric order of activities does not correspond with the exact chronological order.
