FOR

POSTGRADUATE DEGREE PROGRAMME 2024-25

The applicants shall read this Information Bulletin before filling up the application form
and exercise as many as options possible in order to become eligible for all seats

INTRODUCTION

Karnataka Veterinary, Animal and Fisheries Sciences University, Bidar was established as per the

Karnataka Act No. 9 of 2004 called “The Karnataka Veterinary, Animal and Fisheries University Act

2004” and published in the Karnataka Gazette Extra-Ordinary on the 23rd day of February, 2004. The

University is established exclusively for providing education, conduct of research and extension in the

areas of Veterinary, Animal, Dairy and Fisheries Sciences in the state of Karnataka. The logo of the

University is inscribed with the slogan “Farmers Friendly and Rural Oriented”, which emphasizes the

importance given to betterment of farming community.

KVAFSU is an autonomous academic institution governed by its Board of Management which

regulates the policies of the university in accordance with the provision of act and statutes. The University

administration also has the support of the Finance Committee. Academic matters are looked after by the

Board of Studies and the Academic Council while Research Council and Extension Education Council

decide the research and extension activities of the University, respectively.

The University offers Postgraduate and Doctoral Degree programs in Veterinary and Animal

Sciences at four constituent Veterinary Colleges at Bidar, Bengaluru, Shivamogga and Hassan while

Dairy and Fisheries Sciences are being offered at Dairy Science College, Bengaluru and College of

Fisheries, Mangaluru, respectively.

Features: Duration; Medium of Instruction and System of Education for PG degree programmes

Masters’ Degree: - A minimum of two academic years (4 Semesters) and maximum of five
consecutive eacademic years (10 semesters) from the date of admission.
Doctoral Degree: - A minimum of three academic years (6 Semesters) and maximum of
seven consecutive academic years (14 semesters) from the date of admission.
System of education and Medium of instruction: - All the Masters’ and Doctoral degree programmes
are taught under semester system in English medium only.

Note: The candidates may contact the officials for any assistance during weekdays of working days.
9.30am to 4.00pm except holidays and Saturday upto 12.30pm.

1.0 Post-Graduate Facilities at Different Campuses:
I. Veterinary College, Bengaluru
The Veterinary College, Bengaluru earlier known as Mysuru Veterinary College, was started in
the year 1958 and was affiliated to University of Mysuru. In 1964, it became a constituent college of
University of Agricultural Sciences, Bengaluru and subsequently, it became part of KVAFSU in April,
2005. The college is offering Masters’ and Doctoral Degree Programme in various subjects since 1966.

II. Veterinary College, Bidar


The College was established in 1984 under University of Agricultural Sciences Bengaluru and
later became a constituent college of University of Agricultural Sciences, Dharwad during 1986 and
subsequent a constituent college of KVASFU in April 2005. The College is offering Masters’ and
Doctoral degree programmes in selected subjects from academic year 1995-96.

V. Dairy Science College, Bengaluru

The Dairy Science College, Bengaluru which came into existence as a constituent college of
University of Agricultural Sciences, Bengaluru during the year 1980 and offers Master Degree
Programme, since 1986 in disciplines of Dairy Chemistry, Dairy Microbiology and Dairy Technology and
Dairy Engineering from 2021-22. The Doctoral Programme in Dairy Chemistry, Dairy Microbiology and
Dairy Technology was introduced during the Academic Year 1988-89.

VI. College of Fisheries, Mangaluru

In order to give greater thrust to Fisheries sector in the State, the College of Fisheries, which is
first of its kind in the country, was established in the coastal city of Mangaluru in 1969 to address
the problems faced by fishermen and fishery industry. Masters’ and Doctoral programmes were
started in 1975 and 1979, respectively.

I. Institute of Animal Health and Veterinary Biologicals, Bengaluru
The institute was started as Mysuru Serum Institute in 1928 by the erstwhile Maharaja of Mysuru,
Shri Nalwadi Krishnaraja Wodeyar, to produce hyper-immune serum for the control of Rinderpest disease
in the state. It has large scale facility to manufacture a variety of vaccines and biologicals. The facilities
available in this institute are made available to postgraduate students of the University for their research
work.

Masters’ Degree Programme
Eligibility Criteria for admission to Masters’ degree programme as per ICAR:
a. Masters’ Programme
i. A Bachelor's degree in Veterinary / Dairy / Fisheries science from any Institute / University
accredited by VCI, / ICAR New Delhi
ii. OGPA of 6.00/10.00 or equivalent OGPA / equivalent percentage of marks for general category
and 5.50/10.00 or equivalent OGPA / equivalent percentage of marks for SC/ST/Cat-I
candidates at Bachelor’s degree level for Veterinary and Animal Sciences.
iii. OGPA of 6.50/10.00 or equivalent OGPA / equivalent percentage of marks for general category
and 6.00/10.00 or equivalent OGPA / equivalent percentage of marks for SC/ST/Cat-I
candidates at Bachelor’s degree level for Dairy and Fisheries Sciences.
iv. Candidate for master degree programme should be a citizen of India and must have studied in any
educational institution(s) in Karnataka State for a period not less than seven academic years
at any time up to the Bachelor degree as on 03-02-2025 of the admission year. [Not
applicable to candidates belonging to GOK/GOI/ICAR nominees, NRIs and Foreign
Nationals (FN)]. However, in the event of candidates not available in a particular subject then
the domicile requirement of seven years could be relaxed to outside state candidates in
respect of admission to masters’ degree programme of the University only. After second
round of allotment out of state candidates will be considered.
The domicile requirement is not applicable for admission to doctoral degree programme.
v. Candidate must have appeared for All India Entrance Examination for Admission to Masters’
degree Programme (AIEEA-PG) conducted by NTA-ICAR New Delhi for the academic year
2024-25 and should produce score card (Rank card) in the specified subject at time of
submission of application.

Exceptions for domicile criteria:

The criteria prescribed above shall not apply in case of candidates who fulfill any one of the
following, provided appropriate Document of proof are furnished in support of their claim. In what
follows, children mean only ‘natural born’ children and adopted ones as per the norms and regulations
followed for adopting the child.
i. Children of Defense personnel, Central Government employees/Statutory Corporation set up,
owned or controlled by the Central / Karnataka State Government serving on duty in the State or
both as on the last date of submission of the application. At least 12 months immediately before
such date.
ii. Children of State Government employees including children of Members of the All-India
Services born in the Karnataka State Cadre who:

a. are serving or have served outside the state of Karnataka on deputation during the relevant period.
b. are in the service of the state as on the last date of the application or retired from the service prior
to as on the date of submission of the application.
iii. Children of working or retired employees of Central or State Government or Joint undertaking
where employees:
a. had declared to the Central Government any place in Karnataka State to be his/her home town.
b. had either studied in any educational institution in the State of Karnataka run or recognized by
the Government of Karnataka for not less then seven years at any time prior to the last date fixed
for notified for submission of application or has passed Bachelor degree in Karnataka.
iv. Children of serving Defense personnel or Ex-servicemen whose home address at the time of
joining the Defense service was in Karnataka. Proof of such domicile should be produced either
by obtaining the extract from the record office of the defense units or a Certificate from the Rajya
/ District Sainik Board.

b. Doctoral Programme
i. Masters’ degree in respective or allied subject from any Institute / University accredited by
ICAR, New Delhi.
ii. OGPA of 7.00/10.00 or equivalent OGPA / equivalent percentage of marks for general category
and 6.50/10.00 or equivalent OGPA / equivalent percentage of marks for SC/ST/Category-I
candidates at Masters’ degree level.
iii. The allied subjects for admission to Doctoral degree programme in various disciplines of
Veterinary, Animal, Dairy and Fisheries Sciences as notified by the University from time to
time.
iv. Candidate must have appeared for All India Competitive Examination for Admission to Doctoral
Degree programme (AICEA-PhD) conducted by NTA-ICAR, New Delhi in the academic year
2024-25 and must produce score card (Rank card) in the specified subject at the time of
admission

2.0 Mode of selection for Masters’ and Doctoral degree programme:

The selection of candidates shall be done on the basis of rank scored by the candidate in All India
Entrance Examination for Admission to Masters’ degree Programme (AIEEA-PG) and All India
Competitive Examination for Admission to Doctoral Degree programme (AICEA-PhD) conducted by
NTA-ICAR, New Delhi for the academic year 2024-25. No separate PG entrance examination shall be
conducted by KVAFSU, Bidar unless otherwise notified.

3.0 Minimum duration for Masters’ / Doctoral Degree Programme:
A minimum of two academic years / four semesters shall ordinarily be required for completion of
course work, research, thesis preparation and examinations leading to the award of the Master degree. In
case of Doctoral degree, a minimum period of three academic years / six semesters is ordinarily required
for completion.

4.0 Maximum duration for completion of Master /Doctoral Degree programme


The students admitted to Masters’ are given a maximum time limit of 10 Semesters consecutively
from the date of registration to complete all the requirements for the award of the Masters’ degree.
The students admitted to Doctoral programme are given a maximum time limit of 14 Semesters
consecutively from the date of registration to complete all the requirements for the award of the
Doctoral degree.
5.0 Reservation of seats
Reservation of seats for candidates belonging to Scheduled Castes/ Scheduled Tribes and other categories shall be
ensured as per the Orders / guidelines communicated by the Government of Karnataka from time to time.
5.1 Seat allotment and conversion of vacant seats:
(a) Based on the merit and priority of options exercised by the candidates the first round of allotment begins,
The computer programme will allot the seats and while allotting the seats in the first Round at any stage the seat
allotted if any, will automatically get cancelled upon allotment of a seat in the subsequent discipline and such
cancelled seat will be considered for allotment of a seat in the next iteration. Therefore, multiple iterations may
take place in the first Round. The computer programme will stop the allotment only if the last seat is allotted or
when it reaches the last rank in each discipline whichever is earlier. That means the candidates will always be
climbing upwards both in options and in roster. The order of allotment will be repeated in first round until there is
no change in the allotment of any candidate.

(b) Seat allotment in subsequent rounds If a reserved category candidate is allotted with a General Merit seat,
then a reserved category seat becomes vacant. Such seats are treated as ‘Consequential Vacancies’ and these
consequential reserved category vacancies that arise during the Second Round of allotment will remain under
the same categories and will be offered only to the candidates belonging to the same reserved categories. All
consequential vacancies which arise in different rounds will be considered for allotment as GM.

(c) Seat allotment under Kalyana Karnataka (KK) if there are no candidates available in reserved categories
under Kalyana Karnataka (KK), the seats will be converted to Kalyana Karnataka General (KKG) and when
there are no candidates in KKG, the seats will be converted to General Merit (GM Non-KK).

5.2 A few seats are set apart for Foreign Nationals/ SAARC countries/ NRIs/ NRI sponsored candidates as
prescribed by the University and the details of which can be obtained from the Registrar’s Office, KVAFSU,
Bidar. The Foreign National / Non-Resident Indian (NRI)/ NRI sponsored candidates should send their
applications through the ICAR / Agencies / Consultants nominated by the ICAR / respective Embassy. The
application of Foreign National / SAARC countries/ NRI / NRI sponsored candidates shall be examined and
recommended by a committee consisting of the Director of Instruction (PGS) as Chairman, concerned Dean of
the College, Concerned Head of Division and Head of the Department as Members with the Registrar as
Convener to evaluate their eligibility for Post-Graduate Programme.

One seat in self financial mode per department per college of KVAFSU, Bidar except that
Clinical Departments (Veterinary Surgery and Radiology Animal Reproduction Gynaecology

Department. These seats will be over and above the regular seats. First preference will be given to
Karnataka candidates. If seats remain vacant then those seats will be filled by Indian nationals. The
NTA PG entrance exam score will be the criteria for selection (All other colleges of KVAFSU, Bidar
will be applicable to these candidates also). If seat remain vacant in this quota they are non
transferable to any category seat.

candidates shall compulsorily forward their application through their employer

securing the admission, such candidates shall also submit their Study Leave /
Deputation Order / Relieve Order from competent authority for pursuing higher
studies at the time of registration or with an undertaking to submit the relevant
orders within 30 instructional days after registration failing which the admission
shall stands automatically cancelled.

ii. Memorandum of understanding with Sri Venkateswara Veterinary University,


Tirupati and PVNR Telangana Veterinary University Hyderabad for Veterinary
College, Bidar and Bengaluru, the either party shall depute / sponsor their faculty
members limiting to one per department or as agreed in MoU for prosecuting
Ph.D. studies as per its service rules in vogue, at the second party as per their
usual admission procedure in force. However, such deputed / sponsored
candidates will be considered over and above the admission capacity and may not
be clubbed along with other candidates.
iii. The reservations of the seats in favour of candidate belonging to Kalyana-
Karnataka region will be ensured as per reservation policy of Government of
Karnataka. Candidates who claim reservation should furnish valid certificate
issued by the competent authority.
iv. Reservation of seats for PH/sports/cultural events/NCC /NSS/children of Ex-
serviceman/Defence personnel shall be as per Government orders/ guidelines.
The reservation for sports/cultural events/NCC /NSS shall be considered only for
the representation / distinction earned during the qualifying degree programme for
admission.
6.0. Counseling and mode of allocation of seats:

6.1 Masters’ Degree and Doctoral Degree programme


A common inter-se merit for each group will be prepared and the admission committee will allot
the seats as per seat matrix of each group for Masters’ degree programme and core group for
Doctoral degree programme on the basis of rank scored by the candidate in All India Entrance
Examination for Admission for Masters’ degree Programme (AIEEA-PG) and All India
Competitive Examination for Admission to Doctoral Degree programme (AICEA-PhD) from the
academic year 2024-25 and the existing reservation policy of the Government of Karnataka.
7.0. Admission
The Candidates selected shall pay the prescribed fee immediately during the counseling cum
admission process for Masters’ & Doctoral degree programme in On-line mode as per instructions in
website (The Group Health Insurance fee to be fixed by the company has to be paid in cash only at the

time of registration in the respective colleges). The fees once paid is non-refundable hence candidate
has to make sure of joining course before paying fees except caution money.

8.0. Registration
The candidates admitted to Masters’ / Doctoral degree after paying the prescribed fee shall report
to the Head of the department concerned for advice on the courses to be taken and complete the prescribed
formalities of registration on or before their respective ‘Last Date of Registration’.
9.0. Fee for Master / Doctoral Programme
Every student admitted for Masters’ / Doctoral degree programme of the University shall be
required to pay prescribed fees as indicated in Annexure I/II/III/IV.
Note:
1. Candidates are required to give their two recent passport size photographs for the group health
insurance purpose at the time of registration in the respective colleges.

2. All fees indicated in the prospectus is subject to change and approval by the University authorities.

3. Candidates should retain sufficient number of photo copies of testimonials/ their category / income
certificate / Kalyana-Karnataka region certificate as the original certificates shall be deposited at the
time of admission with Academic unit.
4. Fees collected from the student from one subject shall be adjusted in case the student is admitted to
any other subject in the university during the same academic year.
5. Caution money is refundable only after successful completion of the postgraduate degree

10.1 One University Resident Merit scholarship (URMS) shall be awarded in each of the subjects under

11. Hostel Facilities


Hostel accommodation shall be provided on the campus to subjected vacancy available on “First
come first serve” basis. Prescribed application form for admission to the Hostel should be
submitted to the concerned Chief Warden/ Warden well in advance of the commencement of the
academic year.The candidates who donot get hostel accommodation should be prepared to stay
out side on their own .Before payment of fees candidate should ensure about accommodation.

At the time of admission each student shall have to pay One-time Mess Deposit as indicated in

12.0 General Instructions
1. The students admitted in the University shall abide by the academic regulations of the University
prescribed from time to time. The students once admitted should abide by academic regulations.

stipulated dateand time will automatically forfeit their claim for the admission.

Mode of Admissions for candidates of Special Category

In addition to regular seat intake (as per Seat Matrix), seats shall be allotted to the special category
candidates for Master’s/ Doctoral Degree programme as indicated below as detailed in table.
1. The seats reserved for Special Categories are over and above the University intake.
2. (5.00%.) of the seats are reserved for children of Ex-servicemen (EXS) (2.50%), Defence
Personnel (DEF) (1.50%) and Central Armed Police Forces (CAPF)/ Paramilitary Personnel, etc.
(1.00%).
3. 5% of the seats are reserved for Differently Abled /Physically Challenged / PH category.
4. Seats for the above two categories shall be allotted based on the choice of subject by the
candidate and rank in ICAR- NTA Entrance Examination) not exceeding one seat per subject
per college.
5. Seats for NCC, NSS, Sports and Cultural activities are reserved for aforesaid four categories shall
be allotted based on choice of subject and merit (in terms of their achievements) not exceeding
one seat per subject per college. For candidates who have excelled in Sports, NCC/NSS and
Cultural activities during the Qualifying Degree programme enclosing of attested certificate to
claim the seat is mandatory.
6. After physical verification the seat allotment under Special category shall be done in the
following categories viz., EXS, DEF, CAPF, Paramilitary Forces, Physically Challenged, NCC,
NSS, Sports and cultural in that sequence.
7. One seat is reserved in each college across subjects (on merit) for Jammu & Kashmir students as
per the Government of India/ICAR allotment. These seats are over and above to those indicated
in the Seat Matrix.

(a). National Service Scheme (NSS)


Allotment of seat under National Service Scheme (NSS) Quota: candidates should have
served as NSS volunteers for at least two years or as prescribed in their Under Graduate level.
NSS should be a course in the respective University. The allotment of seats shall be in the
following order of achievements.
a. Recipient of Best NSS Volunteer at National Level.
b. Participation in National Republic Day Parade.

a. Priority will be in order of Gold, Silver and Bronze Medals.


b. In the event of tie among the eligible candidates, number of medals secured/number of
representations in the University and at the next level the marks obtained in the entrance
examination in the order shall be taken into consideration to prepare the merit list.

Interpretation of rules & regulations etc. and the remedies provided in respect of admission policy.
In the event of any inconsistency amongst the rules framed for admission policy etc. or in the
event of any clarification with respect to the above said rules, the matter shall be referred to the Vice-
Chancellor and the interpretation given by the Vice-Chancellor shall be final. The Vice-Chancellor is also
competent to eliminate any inconsistency and decide as to which provision shall take precedence over the
others.
Remedies:
If any applicant or any other person is of the opinion that in his/her case, the rules framed for
admission etc. have not been followed, in that event he/she shall make an application outlining clearly the
deviation in his/her opinion to the Vice-Chancellor. The Vice-Chancellor shall consider the application in
the light of relevant rules and his decision in the matter shall be final.
