Open Innovation in Disaster Management

Scenario 1: Modular Search and Rescue System

Problem: In the aftermath of a natural disaster, particularly in areas with difficult terrain, it is
challenging to locate and rescue survivors.

Task: Design a modular search and rescue system for various environments, such as rough
terrain or collapsed structures. Choose to develop a mobile platform and equip it with
thermal imaging, sensors, and technologies to locate survivors. The task is divided into three
areas:
 Create a durable, lightweight mobile platform with multiple sensor attachment
points, ensuring quick assembly and repair in the field. The design should be robust
enough to withstand the challenges of a disaster zone.
 Design and implement a drone-based low power communication relay system that
transmits encrypted (simple encryption) , all the encryption must be implemented
electronically, data over FM or AM frequencies, ensuring secure , reliable
communication without inducing interference between command centres also
ensuring the drones battery life.
 Develop a software for:
1) Autonomous navigation in GPS-denied areas, enabling real-time data and
2) Image processing and
3) Transmission to rescue teams.
The code should enable the system to respond dynamically to its surroundings.

Prioritize ease of assembly, repairability, and modularity to adapt swiftly to different disaster
scenarios.

Scenario 2: Deployable Communication Relay Drone

Problem: In the aftermath of a disaster, ground-based communication infrastructure is often

destroyed, leading to communication blackouts that hinder rescue operations and coordination.

Task: Design a deployable communication relay drone that can be quickly launched to establish
temporary communication networks over disaster-stricken areas. The drone should be capable
of maintaining a stable position in the air for extended periods, acting as a communication relay
point between ground teams and command centers. The task is divided into three areas

 Develop a drone with a lightweight, foldable design that can be easily transported and
quickly deployed. The drone should include mounting points for communication
equipment such as antennas and transceivers and be capable of carrying a power source
sufficient for long-duration flights. The design should ensure the drone's stability in
various weather conditions, with provisions for aerodynamic efficiency and heat
dissipation from onboard electronics. Consideration for easy maintenance and modular
upgrades should also be incorporated, allowing the drone to adapt to different
communication technologies or extended operations.

 In disaster scenarios where traditional communication infrastructures are compromised,

Morse code can be a reliable form of communication. Design and implement an
electrical/electronic system capable of reliably transmitting and receiving Morse code
over a noisy communication channel and decode it.
 Develop software that enables seamless integration of various communication channels,
ensuring interoperability between different devices and networks. The software should
also include features for real-time data encryption, automatic network switching, and
dynamic bandwidth allocation to prioritize critical communications.

Prioritize: The system should emphasize ease of deployment, reliability, and the ability to
maintain communication in challenging conditions, ensuring that rescue operations can be
effectively coordinated.

Scenario 3: Automated Disaster Relief System with Payload Delivery

Problem: Delivering supplies to isolated or dangerous areas during disasters is a significant

challenge.

Task: Design an automated system for delivering payloads (medical supplies, food,
communication devices) to remote or hazardous locations. The task is divided into
three areas

 Create a robust design for adverse weather and terrains. Ensure that the design
can handle and secure payloads. Also design a reliable payload delivery
mechanism for accurate drops.
 Develop an efficient power management system. Integrate motor controls for
navigation. And include sensors for obstacle avoidance for the platform that you
choose.
 Enable accurate delivery in GPS-denied environments. Also, Program navigation
and obstacle detection algorithms.
