 Legal and Policy Constraints: The failure to initiate and prepare for new risks stemmed

from concerns of addressing the tension between national security and the public liberties

of citizens. Response was substantially delayed mainly due to strict legal issues that

surrounded monitoring and surveillance especially towards the domestic terrorist groups.

 Resource Limitations: Lack of funding, manpower and technologies challenge even

some of the US premier agencies such as the FBI and the Department of Homeland

Security whereby multifaceted extremism was becoming increasingly complex. Lack of

resources means that new risks often rose to the number one only after they emerged, so

the work went on mainly in the context of critical events.

 Emerging Threats from New Extremist Movements: While groups that had focused on

‘traditional’ terrorism, this new type of threat, including far right and anti-governmental

organisations, became a problem for organisations. These organisations leveraged gaps in

policy and intelligence sharing, which were beyond the reach of finding and dismantling.
