Minutes of Meeting

The Chairman, Task Force committee welcomed all members present in the online meeting
and invited Dr. Sanjay G. Shah, Chief Medical Officer to appraise the members about the
status of rising covid cases in India, in general, and the Surat city, in particular .

Dr. Sanjay G. Shah, Chief Medical Officer appraised the members about the present status
of rising trend of positive cases at National and State level. He specifically provided details
about the rising number of cases in Surat. He, further, added that the cases in the city,
particularly in Athwa zone, are rising very sharply and the recovery rate has also reduced
in past few days. The omicron variant is spreading fast and hence, it is necessary to take
utmost care to safeguard the students and staff residing on the campus.

Chairman, Task Force Committee expressed his concern about the rising trend of positive
cases on campus and invited suggestions and viewpoints from all members attending the
meeting.

Dean (SW) informed that a large number of students have gone their home after shifting of
the academic activities in online mode. However, requests from PhD and M.Tech students
are being received to allow them to return to the campus as their research work is being
affected. Further, requests are also received from few final year B.Tech./M.Sc. students for
permitting them to return to the campus owing to either placement or GATE examination.
However, it has been observed that, in many cases, when students are reporting back on
campus, they are found negative during the RAT testing but, developing minor symptoms
and turning positive upon testing after 3-5 days of reporting on the campus. Such students
can be super spreaders of the COVID on the campus. Looking to the rise of cases across the
country, he suggested to device proper mechanism to grant permission to the students to
report back on the campus with proper testing reports followed by the mandatory self-
isolation for minimum duration of seven days. Members present in the meeting agreed to
this point and expressed opinion to device suitable mechanism.
Based on these detailed discussions, following recommendations are made for immediate
implementation:

(i) Students of M.Tech. / Ph.D. programs who are involved in research work and require to
return to the campus, must seek permission through MIS prior to reporting on the
campus. Only after permission is granted, the student can report to the campus with a
valid negative RT-PCR report. After reporting on main gate, such student must be kept
under self-isolation in any designated hostel for a period of seven days. The student
must compulsorily carry the certificate of vaccination and valid RT-PCR report
while reporting on campus. No student shall be allowed on campus without prior
permission through MIS system. Dean (SW) is suggested to set the suitable procedure
on MIS and issue necessary notice for the same.

(ii) As per the prevailing norms of SMC, no visitors are allowed in the house of a faculty
member where COVID patients are quarantine till their mandatory quarantine period is
over. Accordingly, it is strongly suggested that if any staff member including his/her
family members are under quarantine, they must not allow any visitors inside his/her
residence till such quarantine period is over.

(iii) Owing to the prevailing situation, there are many symphonic cases of flu and other
ailments along with COVID 19. It is required to the safeguard staff at various locations
like Health Centre, security main gate, Narmad Bhavan, Gajjar Bhavan, etc. from spread
of such diseases. Also, such arrangement can be taken up for those who are directly
involved with day-to-day public dealings. Hence, it is suggested by the TF committee to
install temporary/foldable transparent plastic Shield at such important locations so that
necessary interactions can be carried out without coming into direct contact of the
COVID patients. The procurement of such plastic shields can be taken by the office of
Dean (P&D).
