SAUDI ELECTRICITY COMPANY ly Aya gal sy z a i ie a SECTION Ill — SCOPE OF WORK The CONTRACTOR shall perform on Lump Sum Turnkey (LSTK)/Engineering Procurement Construction (EPC) basis, the detailed engineering design, material procurement, quality management, fabrication, manufacture, factory testing and inspection, supply and delivery of all the materials to WORK SITE, install, test, commission, and perform all associated WORK to put into service with guarantee the overhead transmission line and communication WORKS, as described in this Scope of Work and Technical Specifications. CONTRACTOR shall reinstate to its original condition or better the existing facilities damaged or affected during construction. Refer to Section 1.02 “Project Description’ and Section 3.04 “Project Interface" for additional information and requirements. Following is the detailed Scope of Work 3.01 OVERHEAD TRANSMISSION LINE WORK This project involves the construction of one (1) 400KV D/C OHTL between Qurayyat BSP to Jordan Boundary, approximately 52.00 kms. long. Refer to drawings SB-203520 and CT-920081 for the proposed Overhead Transmission Line route between Qurayyat BSP and Jordan Boundary. ‘A. 400kKV OVERHEAD TRANSMISSION LINE BETWEEN QURAYYAT BSP AND JORDAN BOUNDAR’ 1. Design and construct one (1) - 400kV double circuit overhead transmission line, vertical configuration, latticed steel towers, approximately 52.00 kilometers long, using four (4) - 795 kemil ACSR/AW CONDOR 54/7 conductor per phase from Qurayyat BSP to Jordan Boundary. 2, Provide and install two (2) OPGW along the length of the line, OPGW shall be 120kN rated strength with 24kA fault current for 0.3 sec, at 55°C. initial temperature for a distance of 12.00 km from the Qurayyat BSP and Jordan Boundary. and 70KN rated strength with 13KA fault current for 0.3 sec, at 55°C initial temperature for the remaining length of the line towards Qurayyat BSP in accordance with the requirement of TES-P-122.03. CONTRACTOR shall indicate in the Plan and Profile and Structure List the locations of the OPGW with 120kN/24kA and 7OKN/13KA 3. Provide and install two (2) additional OPGW, 24KA fault current capacity at 0.30 sec. at 55°C initial temperature between the last tower and gantry for shielding purposes at Qurayyat BSP. 4. Connect the grounding of the last tower (at two locations on the tower) before the BSP/substation gantry structure to the grounding grid of the proposed Qurayyat BSP. 5, Following are the crossing points along the proposed OHTL. CONTRACTOR shall_survey the proposed OHTL route and locate all crossing points. CONTRACTOR shall check at the site the actual OHTL connections and crossings. CONTRACTOR shall inform the COMPANY of any discrepancy. 2. At the crossing points, if required, the CONTRACTOR shall modify or change the location of the 380kV tower/s to provide the required electrical clearances. CONTRACTOR shall propose, design and construct all the required temporary bypass line WORK so as not to interrupt the power supply of the existing line/s during the WORK, CONTRACTOR shall submit the cutting plan including the temporary bypass plan to the COMPANY for review and approval CONTRACTOR has the option of using Emergency Restoration System (ERS) and any other means for the temporary bypass of the existing OHTL during construction at no additional cost to the PROJECT. ERS and temporary bypass structure will remain the property of the CONTRACTOR, Crossing below the 380kV OHTL shall use latticed steel gantry or steel monopole structures as appropiate. CONTRACTOR stall design, fabricate and install the required latticed steel or steel monopole structures. The OPGW shall be continuous and should shield the crossing portion of the line. In the event the OPGW cannot be continuous because of the clearance problem, the ONTRACTOR shall provide an Underground Non Metallic Fiber Optic Cable in concrete encased ductbank. The grounding of the crossing latticed steel or steel monopoles gantry shall be interconnected to each other at a minimum of two locations. All crossing points other than shown on drawing SB-203520 shall be determined by the CONTRACTOR. All crossings shall be as per the requirements of the COMPANY Standards and this PTS. CONTRACTOR shall construct all crossings without outage. CONTRACTOR shall perform all required survey WORKS at the crossing points. If required, CONTRACTOR, shall design, fabricate and install all required towers/structures to cross the existing OHTL. CONTRACTOR is Not allowed to excavate the existing ground level at all the crossing area to provide/achieve the required clearance of the 380kV OHTL crossing (Excavation/Trimming at all the crossing plot is Not acceptable) 6. If required, the proposed 400kV overhead transmission line shall be transposed as per the requirement of TES-P-122.01, Section 16. Phasing arrangement of the line shall be as per the requirement of TES-P-122.01, Section 7 and Section 16. CONTRACTOR shall submit the transposition and phasing arrangement drawing for COMPANY review and approval. 7. For pipeline crossing, if possible, CONTRACTOR shall design the OHTL to cross the entire width of the existing pipelines (without any tower in between the pipelines). CONTRACTOR shall provide all required line identifications, warning plates, anti climbing guard, and necessary crash barriers on the proposed 400kV OHTL. CONTRACTOR shall provide three (3) letter abbreviation from the originating and terminating substations on structure identification plates for Ground and Aerial Inspection. CONTRACTOR shall perform full-scale load test on prototype foundations for one (1) Tangent type structure and one (1) Heavy Angle type structure for all types of foundations for the 400kV OHTL to be used in this PROJECT before proceeding with the final construction of the foundations of the 400kV. All other line crossings shall be determined by the CONTRACTOR based on decision will be taken by SEC concemed departments and CONTRACTOR shall provide the necessary crossing arrangement as per the requirement of this PTS and SEC Standards at no additional cost to COMPANY. CONTRACTOR is Not allowed to excavate the existing ground level at all the crossing area to providelachieve the required clearance of the 400kV OHTL crossing (Excavation/Trimming at all the crossing plot is Not acceptable). CONTRACTOR shall construct all crossings without outage CONTRACTOR shall consider the existing and future roads when spotting the locations of the towers. CONTRACTOR shall coordinate with the concemed agencies of the future road details, If necessary, CONTRACTOR shall conduct the induced voltage study as per the requirement of TES-P-122.09 clause 3.0 if SEC Standard requirements are not met. All required mitigation requirements shall be done by the CONTRACTOR. Provide a minimum of 20m vettical clearance for the proposed and existing railway crossing. Proposed location of tower crossing the proposed or existing railway shall be located at a minimum distance of 200 meters from the centerline of the railway Refer to Appendix-VI for the requirement of the communication WORKS. CONTRACTOR shall hire a National Center for Environmental Compliance (NCEC) accredited Environmental Consultancy Firm to perform the Environmental and Social_Impact Assessment (ESIA) Study as mentioned in Appendix-XIX. CONTRACTOR shall propose the Consultancy Firm to the COMPANY for review and approval. CONTRACTOR shall acquire the completed form (as required in Appendix-XIX). The approval of the ESIA and construction permit (permit to operate) from PME, through the proposed Consultancy Firm must be completed before the construction starts. CONTRACTOR shall execute the recommendations of the ESIA Report 400kV Towers: (Note: the predesigned SEC 380kV Family of towers will be used for the proposed 400kV OHTL) The tower designifabrication drawings of the 380kV latticed steel towers (double circuit vertical configuration) type provided by the COMPANY are included in this PTS (Refer to drawing control sheet). CONTRACTOR shall determine the required height and weight of towers to be used. All other or new overhead transmission line structuresigantry, other than COMPANY provided towers which are required to complete the PROJECT, shall be designed, fabricated, and erected by the CONTRACTOR in accordance with the requirement of the COMPANY Standards. The new transmission line structures shall be designed considering the requirement of TES-P-122.05 (Pl) clause 5.0 Table 05-4. For new 400kV transmission line structure/s, designed due to the requirement of increasing height of tower 80m and above or exceeding the wind/weight span of the existing family of tower design, the over load capacity factor under high/extreme wind shall be considered as 2.5. For clarity, the first note of TES- P-122.05 (PI) clause 5.0 Table 05-4 shall read as follows: “For special and long span towers (towers with heights 65m and above for 230kV and towers 80m and above for 400kV, and towers with longer windiweight spans than those of the existing family of towers), the Overload Capacity Factor under high/extreme wind loading shall be considered as 2.5”. 2. Stub angle shall be tested for mechanical and chemical properties to verify the mill certificate proposed by the CONTRACTOR. Minimum of two (2) samples for every batchilot are required to be tested for mechanical and chemical properties and to verify the mill certificate. Testing shall be witnessed by a COMPANY approved Third party inspector. 3. No change of the materials shall be permitted unless it is proven by several suppliers that the original material is not available. The suitabilily of the proposed materials shall be verified by calculation and testing. M. CONTRACTOR shall design, fabricate and install the required structures crossing existing lines, wadis, farms, hills, valleys, pipeline, paved road, tracks and any other facilities or for any valid reasons and requirements so as to complete the WORK successfully to the satisfaction of COMPANY. N. Line Crossings: Unless other means of crossing, i.e, using GIL or Underground cable is specified in the scope of work, the following requirements and details shall be considered: 1. Crossing below the existing 380KV O/H T/L, CONTRACTOR shall design and construct all required gantry structures that will be used in crossing below the existing lines. Crossing below the existing/proposed line shall use latticed steel or steel monopole gantry, horizontal configuration or individual steel monopole to satisty the required clearances. CONTRACTOR shall design, fabricate and install the required latticed steel or steel! monopole gantry or individual steel monopole which shall also be designed as full dead end structure (all conductors and OPGW on one side only). The height of the latticed steel or steel monopole gantry or individual steel monopole shall be such that the shielding angle shall cover all the circuits. The portion of the proposed line crossing below the existing/proposed line shall be fully shielded. OPGW shall be continuous. In the event the OPGW cannot be continuous, then the CONTRACTOR shall provide an Underground Non Metallic Fiber Optic Cable {in concrete encased ductbank), and the grounding to the next structures shall be connected at minimum of two locations. If two circuits cannot cross on the same span due to the available clearance restriction, then CONTRACTOR shall determine an alternate route at no additional cost to the COMPANY. Crossing above the existing 380kV OHTL when security and class of importance of lines allow such type of crossing. Under no condition that this option is allowed when it jeopardize the safety, security and reliability of the existing lines. This option can only be implemented upon approval of the COMPANY. 3. Crossing line shall be arranged so that the higher voltage line or line of higher security shall be over the line of lower voltage or lower security. All methods of crossings shall be subject to approval and review of the COMPANY. 4. CONTRACTOR shall route the proposed O/H T/L crossing such that it will salisfy all clearance requirement. If crossing will be below the existing OH TL, CONTRACTOR shall provide Type-| fence around the entire gantry crossing with two 6 meter wide drive gate with access road connected to the OH TL access road, and warning signs. Fence shall be 7 meters away from the edge of the gantry/structure. The entire area shall be developed similar to the requirement of TES-P-122.11 5. Contractor shall prepare separate drawings with full details for each crossing Drawing shall show all vertical and horizontal clearances, elevation of the existing conductor (including the temperature considered in the sag of the conductor). Drawing should also show the stringing sag and tension of the proposed conductor and OPGW/OGW. 6. It is the CONTRACTOR's responsibilty to obtain all data and information pertaining to the existing OH TL, existing facilities, and perform all necessary survey works at crossing points/area. Above WORK shall be done by the CONTRACTOR at no additional cost to the COMPANY. CONTRACTOR shall identify the location of the line crossings, if any, in the route map. CONTRACTOR shall propose the method of crossing subject to COMPANY’s approval. 7. When the proposed OHTL is crossing above the existing OHTL, and there are no restrictions in spotting or locating the proposed towers, in such case, as much as possible, the existing OHTL shall be located near the middle of the span (between the proposed towers). 8 Reviewer (COMPANY) shall review the method submitted by the CONTRACTOR considering all the above requirements and the security and importance of each line crossing ©. CONTRACTOR shall check the conductorfinsulator clearances to the tower body of the drawings provided by the COMPANY. If necessary, the tower shall be modified to provide the required clearances subject to the approval of the COMPANY and at no any additional cost to the COMPANY. Live line washing accessories are not required, however, one (1) level platform located at the mid cross arms shall be provided when overhead transmission line tower height is more than 65 meters or higher. R, CONTRACTOR shall coordinate with Saudi Civil Aviation Authority, MODA, SAUDI ARAMCO and other concerned authorities if spherical markers, conductor lights and ‘warming lights (beacon lights), tower painting (red and white) within the vicinity of airports and airstrips, helipad and any other areas are required by the concerned authorities. Such requirement shall be provided and installed by the CONTRACTOR it required in accordance with the requirements of TES-P-122.01 and 12-TMSS-03. CONTRACTOR shall inform in writing to the COMPANY the decision obtained from the concerned authorities. = [= [=] S. Conduct line impedance measurements to determine the positive and zero sequence of the transmission line in coordination with the COMPANY REPRESENTATIVE, and result shall be furnished to the COMPANY. 20. Tower and foundation testing if required, shall be witnessed by two (2) designated COMPANY REPRESENTATIVES at the full expense of the CONTRACTOR. CONTRACTOR shall submit the load test procedure for COMPANY review and approval 21. Testing and commissioning, 22. Demobilization and clean up \V. Refer to Appendix VI for the requirement of the communication WORKS. W. CONTRACTOR shall provide and install signboard with electronic counter. Refer to drawing no. ET-907744 for the Scope of Work and specifications. CONTRACTOR shall install the signboard within thirty days (80) from the project start date. The Electronic Counter shall show the number of days remaining for the project completion’. Separate signboard shall be provided for each line. CONTRACTOR shall provide and install two (2) signboards with electronic counter. Locations of signboards shall be determined in consultation with the COMPANY X. Allremoved and dismantled materials shall be transported by the CONTRACTOR to one of the COMPANY warehouses as specified by the COMPANY REPRESENTATIVE. The removed hardware shall be kept inside wooden box, labeled with its quantities and material descriptions. Conductors and OPGW shall be reeled on cable reels and labeled with its length and material description CONTRACTOR shall provide the cable reels and boxes. CONTRACTOR shall prepare all the necessary documentations for turnover of materials to the COMPANY designated warehouse. Y. CONTRACTOR shall strictly comply with the requirements of the Right of Way approvals. CONTRACTOR shall comply with the following, 1. Itis the responsibility of the CONTRACTOR to coordinate with MOT, MODA, Municipality, SAUDI ARAMCO and other concerned agencies to obtain the necessary approvals and work permits. 2. CONTRACTOR shall provide interference free access for the COMPANY maintenance personnel, SAUDI ARAMCO and other concerned personnel. 3. CONTRACTOR shall ensure strict compliance to the approval conditions of the MOT, MODA, Municipality, SAUDI ARAMCO and other concerned agencies. 4. CONTRACTOR shall protect the existing faciliies/utiities and shall be responsible for repairing any damage to the existing facilties/utiities including, but not limited to, roads, buried telephone cables, underground water/sewage lines, underground pipelines, underground power cables etc. at no cost to the COMPANY if such damage is caused during the course of execution by the CONTRACTOR or his SUB-CONTRACTOR. CONTRACTOR shall verify the exact locations of these facilities. 5. CONTRACTOR shall protect and relocate (if necessary) all utilities, which may be uncovered or otherwise, are affected by the WORK. Emergency rectification WORK as deemed necessary shall be put in hand without delay and without prejudice to the indemnity of the COMPANY, 6. The WORK within the jurisdiction of related agencies should be carried out under the supervision of their representatives. 7. It is the responsibility of the CONTRACTOR to visit the complete Line Route/WORK SITE, all crossings at sites as per Scope of Work, and satisfy himself as to the extent of work locations and all conditions under which the ‘WORK will be carried out. No extra claim based on lack of any such knowledge shall be entertained. 8 Approval of final location of spotted structures on the transmission line route drawings shall be obtained from MOT, MODA, Municipality,, SAUD! ARAMCO and other concerned agencies in writing prior to commencement of WORK. ‘Any changes or deviations from the approval condition stated in the approved letters shall be specifically approved by the MOT, MODA, Municipality, SAUDI ARAMCO and the concerned agency. 9. CONTRACTOR shall avoid the location of structures at the intersection of existing roads, existing/proposed roads and at the cuts/opening in the proposed roads, The final layout of proposed roads if any shall be considered during the time of execution. It is the responsibility of the CONTRACTOR to coordinate and ascertain with MOT, MODA, Municipality, SAUD! ARAMCO and other ‘concerned agencies during the implementation/construction stage. Z. CONTRACTOR shall prepare the overhead transmission line drawings including drawing control sheet of the OHTL from the source up to the end substations/BSP for the O/H T/L as described below 1, 400kV OHTL Circuit connection from Qurayyat BSP to Jordan Boundary (Circuits 1 & 2): CONTRACTOR shall prepare the complete As Built drawings from Qurayyat BSP to Jordan Boundary OHTL. As built drawings, shall also include calculations, geotechnical report, vendor drawings, foundation tests, and those listed under Section 3.03, and all other information which are required for the complete As built submittals. 3.02 COMMUNICATION WORK Refer to Appendix VI 3.03 PROJECT DESIGN DOCUMENTS, CALCULATIONS, AND DRAWINGS ‘A.
