AN ORDINANCE DECLARING AUGUST AS “TIGBAUAN YOUTH MONTH” IN THE


MUNICIPALITY OF TIGBAUAN AS OBSERVANCE TO LINGGO NG KABATAAN
CELEBRATION AND PROVIDING FUNDS THEREFORE AND FOR OTHER PURPOSES:

WHEREAS, Section 13, Article II of the 1987 Constitution states that, the State
recognizes the vital role of the youth in nation-building and shall promote and
protect their physical, moral, spiritual, and social well-being. It shall inculcate in the
youth patriotism and nationalism, and encourage their involvement in public and
civic affairs;

WHEREAS, the Republic Act No. 10742 also known as the Sangguniang
Kabataan Reform Act of 2015 provided in Chapter VI Section 33 paragraph (a) states
that every province, cit, municipality and barangay shall conduct an annual activity
known as Linggo ng Kabataan on the week where the 12th of August falls to coincide
with the International Youth Day. The SK, in the case of barangay, and the respective
LYDC in cooperation with the Pederasyon ng SK, in the case of province, city and
municipality, shall take lead in this observance;

WHEREAS, through the Linggo ng Kabataan, the youth is given a venue that
gives due importance to the development of an active and empowered youth sector;

WHEREAS, the Municipality of Tigbauan recognizes the vital role of youth in


nation-building and encourages their involvement in community affairs that can
enhance their physical, moral, spiritual, intellectual and social well-being.

WHEREAS, the Local Government Unit shall establish adequate, effective and
enabling mechanism and support systems that will ensure the meaningful
participation of the youth in local governance and nation building;

NOW, THEREFORE, BE IT ENACTED, as it is hereby enacted by the


Sangguniang Bayan of Tigbauan, Iloilo in session duly assembled that:

SECTION 1. TITLE. An Ordinance Declaring August as “Tigbauan Youth Month”


in the Municipality of Tigbauan as observance to Linggo ng Kabataan celebration and
providing funds therefore and for other purposes.

SECTION 2. DECLARATION OF POLICY. Pursuant to Section 13 of the


Philippines Constitution, the State recognizes the vital role of the Youth in nation-
building. It shall promote and protect their physical, moral spiritual, intellectual and
social well-being, inculcate in their patriotism and nationalism and encourage their
environment in public and civic affairs, thus, under Sec.30, Chapter VI of RA 10742
otherwise known as the SK Reform Act of 2015 provides that every local government
unit shall conduct an annual activity to be known as "The Linggo ng Kabataan" on the
week where the 12th of August falls to coincide with the International Youth Day.

SECTION 3. GENERAL OBJECTIVES. The Sangguniang Kabataan aims to achieve


the following purposes.
1. To inculcate among youth the love of country, discipline, civic
mindedness, unity, courage, respect for the rights of others,
sportsmanship and quest for excellence.
2. To promote competition as a vehicle for brotherhood and cooperation
among youth.
3. To serve as a training ground for the management and implementation
of government programs.
4. To promote the Sangguniang Kabataan as an organization and initiator
of programs vital for the enhancement of the social, cultural,
intellectual, moral, spiritual and physical development of the youth.

SECTION 4. PROGRAMS AND ACTIVITIES. The youth of the Municipality of


Tigbauan are encouraged to participate in the Linggo ng Kabataan activities. These
activities shall focus on the Youth of the Municipality of Tigbauan to unify their
actions towards the total development of the youth, to encourage them to participate
in various programs of the youth in government and to provide them the venue for
actual public service. During the celebration of the Linggo ng Kabataan, various
programs and activities will be conducted for the youth, such as the following:

1. On the Spot Logo/Slogan/Poster Making Contest

An enhancement activity for the youth's artistic expression of


patriotism, nationalism and social issues (i.e. environmental awareness,
child labor/abuse etc.). This activity is primarily directed towards the
development and improvement of arts and culture.

2. Quiz Bee

An intellectual exercise for the youth of the Municipality of Bacolor


which aims to develop love of country and nationalism and enhance their
awareness of the history of Tigbauan, Iloilo.

3. Community Service Activity

This shall be a program whereby the youth through their respective SK


Chairperson conduct pre-planned activities that enable them to
concretize their own objectives. Activities such as, clean and green,
visiting and sharing for indigents, Person with Disabilities(PWD),
orphans, prisoners and disadvantaged groups and free medical mission
aim to promote their sense of social commitment, social responsibility
and civic-mindedness and the likes.

4. Leadership Training and Other Skills Development Workshops

As future leaders and caretaker of the country, training programs and


workshops are to be conducted to develop their leadership skills and
develop necessary knowledge, attitude and values.

5. Awarding For Outstanding Youth

A culminating day to award outstanding youth in the academe,


government, sports and arts. Other Organizations and institutions which
are supportive of vital youth issues concerns ' shall also be recognized.
Plaques of Appreciation shall likewise be given by the Executive
Committee.
6. One day 3 vs 3 Basketball/Laro ng Lahi

Promotes physical health and develops skills among youth, builds strong
camaraderie and sportsmanship.

7. Such other projects and programs may be considered valuable to the


total development of the youth.

SECTION 5. EXECUTIVE COMMITTEE. There shall be an Executive Committee


to lead and oversee the conduct of all programs and activities of Linggo ng Kabataan
in the Municipality of Bacolor which shall be composed of the following;

Chairman Local Chief Executive

Vice Chairman Sangguniang Kabataan Municipal Federation President (SKMF)

Members Local Youth Development Officer (LYDO)

Sangguniang Kabataan Municipal Federation Officers

Youth Organization Representatives

Sangguniang Bayan Member- Vice Chairman on Committee on Youth

SECTION 6. FUNCTION. The Executive Committee shall organize a working


committee to manage the implementation of the different component programs and
such other committees necessary for the success of the activity. It shall require exact
compliance with the rules and regulations, guidelines and procedures it has
promulgated, as recommended by the working committees.

SECTION 7. COUNTERPART OF LOCAL AND NATIONAL AGENCIES. All local


elective and appointive officials, as well as heads of National Agencies stationed or
assigned in the territorial jurisdiction of the local government unit including barangay
officials are enjoined to provide necessary coordinative and logistic support to ensure
the success of the program.

SECTION 8. FUNDS. The required funds needed for the implementation of the
Linggo ng Kabataan shall be duly allocated as determined by the Executive Committee
and subject to the usual accounting and auditing procedures in the disbursement of
funds.

SECTION 9. FAILURE TO OBSERVE THE PROVISION OF THIS ORDINANCE


SHALL DEALT THE PENALTIES IMPOSED UNDER R.A 10742.

SECTION 10. APPLICABILITY CLAUSE. The provisions of existing ordinances


dealing on the same subject matter which are not in conflict with, or contrary to the
provisions of this Ordinance are hereby adopted and made an integral part of this
Ordinance.

SECTION 11. REPEALING CLAUSE. All ordinances, rules and regulations, or


parts thereof, the provision of which are in conflict with or contrary to, the provision
of this Ordinance are hereby repealed, amended and modified accordingly.

SECTION 12. EFFECTIVITY CLAUSE. The provision of this Ordinance shall take
effect immediately after its approval.
