3. Briefing on Solar PV Plant
Solar power plant uses photovoltaic cells that absorbs the solar radiation and convert them into DC power.
Then this DC power is converted to AC power with the help of solar inverters.
After conversion of DC Power to AC Power by inverter, total 2 nos. of Power Blocks are there in Array yard
i.e.

These above power blocks consist 55 nos. Inverter duty transformers (27 for Block 8 and 28 for block 7) to
step up the inverter output AC voltage to 33kV intermediate voltage level along-with the 33kV Ring Main Unit
(RMU). All these 33kV Power at will be clubbed at 33kV HT Panel in Master Control Room cum O&M room
location and then again further step up to available grid voltage i.e. 161kV through Power Transformers
(1x22MVA) in the 161kV LILO Switchyard which also consist the 2 Nos. Line feeders located inside the solar
plant boundary. Here LILO stands for Loop-In & Loop-Out.
161kV Transmission line is passing near (approx. 600 meter) to the Solar plant which connect the two existing
Sub-station located at Sokode and Atakpame. This 161kV Line needs to be break at the nearest 161kV
Transmission tower and extended with Transmission line to Solar plant at Blitta Location. These extended
161kV transmission line will be connected in LILO manner with available 2 Nos. 161kV Line feeders in solar
power plant boundary.

4. Purpose
The purpose of this document is to define the process for conducting the Plant performance Test for
the 16MW/20MWp Solar Power plant.

5. Scope
The Scope of this document is to carry out the test in compliance of IEC 61724 standard to evaluate
the performance of Solar PV plant. There are two parts of the plant performance test:
Part-1: Provisional Acceptance Tests
Part-2: Final Acceptance Tests

6. Provisional Acceptance Tests


M/s Jakson will perform the following tests as an integral part of Provisional Acceptance Tests

EPC contractor shall perform the Plant start-up tests incorporating both visual inspection and functional
testing as per the manufacturer’s recommendation and approved documents. Tests will be performed
in the presence of Developer’s representative and all the data will be recorded under his/her
supervision.

Minimum but not limited to the followding equipment shall be commissioned in all respect with proper
functioning without any fault or in defective condition.

1. Solar Photo-voltaic module

Acceptance Criteria
Functioning of all above mentioned equipment, will be found satisfactory as per the manufacturer’s
recommendation and approved documents supported with commissioning report.

6.2 DC Capacity Test


First, the Flash test report data of all PV modules of the Plant shall be located and the STC maximum
powers shall join to know the power of the Flash test in the STC installed.

Then, a representative sample of new PV modules installed in the Plant (a minimum of 50 PV modules
randomly selected) shall be selected and the measurement of peak power output should be done with
the well calibrated PV analyzer or curve tracer.

With this test the maximum power in STC for the sample PV modules at the time of measurement is
obtained.

Once the values have been obtained, they shall be extrapolated for all the Plant.
To realize the extrapolation, the following Table-1 shall be filled for each model of PV module (same
brand, model and nominal characteristics):

Acceptance Criteria
First, it shall be checked that the Flash Test power is higher or equal to the Contracted Peak Power.

After fulfilling the previous condition, it shall check that the measured power is higher or equal to the
Contracted Peak Power, taking into account the tolerance of the curve tracer.

If the above conditions are not met, it may require the measurement of an Independent Expert, whose
costs shall borne by the Danway whether the Independent Expert measurement differs from the one
realized by the Owner’s Engineer, otherwise by the EPC Contractor.

6.3 Provisional Acceptance Performance Ratio Test

The test shall be carried out in compliance of the IEC standard 61724. The objective of conducting the
Provisional Acceptance Performance Ratio is to demonstrate that plant is capable of performing to the
guaranteed 10 days PR value with the following considerations

• On each day of the test, the test will be deemed to have commenced at 50W/m2 plane-of-array or Global
Inclined Irradiance (GII).

• During the 10 days of trial Operation period, there shall be at least 20 hours of plane-of-array irradiance
of 600 W/m² measured in the period.

• Irradiance will be measured as the average of all the plane of array (POA) pyranometers installed at the
Facility. One (1) nos. of POA pyranometers are installed at block-8 & One (1) nos. at Block-7 for this purpose.

• At least one (1) POA pyranometer shall be available and sensible in order for the sampling period to be
considered in the performance ratio calculations.

• Cell temperature will be calculated from the average of all the module temperature sensors installed at the
rear of the PV Modules. 1 No. module temperature sensors are installed in each inverter block.

• At least one (1) module temperature sensor will be available and sensible in order for the sampling period
to be considered in the performance ratio calculations.

• Sampling data duration for Provisional Acceptance test, shall be 1 minute.

The following irradiation and temperature conditions should be required for the test. Otherwise, the data is
considered outlier and not taken into account in the calculation:

• Where pyranometers disagree by greater than 10% of the average over the sampling period for throughout
day, the outlying results shall be disregarded;

• Where the module temperature sensors disagree by greater than 10% of the average over the sampling
period for throughout day the outlying results shall be disregarded; and,

• The sampling period each day will cease when no further energy from the inverters is being received and
plane-of-array irradiance is below 50W/m2.

6.3.1 Procedure

The PR testing for acceptance shall be tested for a duration of 10 consecutive days. The irradiation data shall
be provided by the onsite pyranometers. The irradiation data shall be measured on the PV module Plane of
Array, and logged per minute values in W/m² and further calculated for the entire generation hours in kWh/m²
for particular day. All data shall be accessible locally and over an internet portable as pre-condition to the
performance of the PR test. If deemed necessary, before the start of the PR test, all the PV modules and
pyranometers shall be cleaned according to methods to be agreed beforehand.

6.3.2 Checking the Availability of the PV Plant

The availability is defined as follows:

Http: The Theoretical Total Production hours during the PR Test (10 days + extended days caused by
unavailability) measurement being the daylight time during which the measured irradiance (in the plane of
array) is greater than 50 W/m².

Inv: is the aggregate AC power of all installed inverters.

Invoff: is the aggregate AC power of all non-functioning inverters during any Incident.

Hun: The Component Unavailability Hours being the daylight hours with irradiance greater than 50 W/m²,
during which the Generation Facility up to the AC side of the Inverters was not available due to an Incident.

Hec: The External Cause Hours, being the hours with irradiance greater than 50W/m², during which the
availability of the Generation Facility up to the AC Side of the Inverters was reduced due to an Incident.

Incident: is every outage of at least one inverter, including outage incidents caused by an event under the
control of Project company such as but not limited to Force Majeure Event and/or CEB/CEET grid System
Interruption and/or Interruption Event.

Incident_ec: is every outage of at least one inverter, caused by an event not under the control of Project
Company such As but not limited to Force Majeure Event and/or CEB/CEET grid System Interruption and/or
Interruption Event.

Acceptance Criteria

The availability of the PV Plant is equal 100% for Provisional Acceptance Test duration.

6.3.3 Checking the Performance Ratio of the PV Plant

The PR is defined as follows:

• 𝑃𝑝𝑒𝑎𝑘 is the sum of the peak (=nameplate) power in kW dc of all PV modules as per as-built design
• 𝐼𝑆𝑇𝐶 is the STC irradiation of 1 kW/m²
• 𝐼𝑃𝑂𝐴 is the sum of the irradiation on the Plane of Array (“POA”) measured in kWh/m2 during the testing
period when plane-of –array of GII > 50W/m2 plane-of-array or Global Inclined Irradiance (GII). 𝐼𝑃𝑂𝐴
measurements shall be excluded from the sum for periods of grid downtime or other downtimes for reasons
not due to the EPC Contractor (such as force majeure). 𝐼𝑃𝑂𝐴 is further calculated as
IPOA = Average Value of [GI ] of all three POA Pyranometers

In SCADA, per minute GII values shall be captured in W/m² for each POA pyranometer and with following
formula, the same will be calculated in kWh/m2

• GII is Global Inclined Irradiance of individual POA pyranometer
• Ik is per minute Irradiance value in W/m²
• k is sampling period for 1 minute when irradiance more than 50W/m² for each day
• x1 is the first value of measurement when irradiance more than 50W/m² for each day
• xn is the last value of measurement when irradiance more than 50W/m² for each day

Where:

• 𝑃𝑅𝑠𝑖𝑡𝑒 is the site measured temperature corrected PR at the Delivery Point.


• 𝛼 is the Power temperature coefficient of the PV modules as per datasheet, e.g. -0.34%/K
• 𝑡𝑚 is the average PV module temperature during operating hours as measured on the site during the test
period.
• 𝑡𝑟𝑒𝑓 is the average PV module temperature during operating hours as obtained from the bankable yield
report simulation.

Note: 𝑃𝑅𝑠𝑖𝑡𝑒 = 𝑃𝑅𝑟𝑒𝑝 for those particular days when 𝑡𝑚 < 𝑡𝑟𝑒𝑓 as day-wise temperature is not produced by
PV-syst simulation.

For the avoidance of doubt, the monthly reference PR and temperature values are shown in the Table-2
below which derived from Schedule-4 and Procedure-21 of the Contract document.

Acceptance Criteria

The PR obtained shall comply with the following:

𝑃𝑅𝑠𝑖𝑡𝑒 ≥ 95% ∙ 𝑃𝑅𝑟𝑒𝑓

Where 𝑃𝑅𝑟𝑒𝑓 is the reference PR provided in “Schedule-4 Performance Guarantees; Clause a.1” with month-
wise PR value for the PR test on Plant Completion.

6.3.4 Requirements for Successful Completion

The Trial Operation will be considered as successfully completed if the following conditions are met:

(i) PR at taking over (𝑃𝑅𝑠𝑖𝑡𝑒 ) meets or exceeds the guaranteed taking over PR (𝑃𝑅𝑟𝑒𝑓 ) with 95% tolerance.

(ii) Duration = 10 days (understood as valid days, up to a total of 20 days);

(iii) Plant availability = 100%; and,

(iv) SCADA and meteorological instrument system availability = 100%.

(v) Solar Plant Power Factor to remain at 1.

Should the Plant or the SCADA and meteorological instrument system availability be less than 100% for any
sampling period during a day for the 10 consecutive days of the test, that days data will be discarded and the
test will be extended for a full day, provided that the Trial Operation test will not be extended for more than
10 days in total. For the avoidance of doubt: should the Trial Operation test not be successful after 20
continuous days have elapsed, the entire test shall be repeated.

If the trial operation is interrupted due solely to any reason beyond EPC Contractor’s control (as a system
event), then the trial operation will be suspended during such period and will be continued following the
interruption at the point.

“Daily Plant Performance Ratio Calculation for Provisional Acceptance PR Test Period” shall
be provided along-with this Document which used for provisional PR test period.

7. Final Acceptance Tests

The duration of the FAT shall be the 12 month period after the completion of the Provisional Acceptance Test
(PAT). The procedure for establishing PR is defined below which will be extended to cover a full 12 month
period.

• There will be no limitation to the irradiation and the irradiance levels.

• Irradiance will be measured as the average of all the plane of array (POA) pyranometers installed at the
Facility. One (1) nos. of POA pyranometers are installed at Block-8 & one (1) no. at Block-7 for this
purpose.

• At least one (1) POA pyranometer shall be available and sensible in order for the sampling period to be
considered in the performance ratio calculations ;

• Cell temperature will be calculated from the average of all the module temperature sensors installed at the
rear of the PV Modules. Total Four module temperature sensors installed in entire solar plant for this
purpose.

• At least one (1) module temperature sensor will be available and sensible in order for the sampling period
to be considered in the performance ratio calculations.

• Sampling data duration for Plant Acceptance test, shall be 15 minute.

The following irradiation and temperature conditions should be required for the test. Otherwise, the data is
considered outlier and not taken into account in the calculation:

• Where pyranometers disagree by greater than 10% of the average over the sampling period for throughout
day, the outlying results shall be disregarded;

• Where the module temperature sensors disagree by greater than 10% of the average over the sampling
period for throughout day the outlying results shall be disregarded; and,

• The sampling period each day will cease when no further energy from the inverters is being received due

to lower plane-of-array irradiance.

7.1 Procedure

- The PR for plant acceptance shall be carried out for complete 12 months duration. The irradiation data shall
be provided by the onsite pyranometers. The irradiation data shall be measured on the PV module Plane of
Array, and logged on for every 15 minute values in W/m² after inverters will start to produce AC energy and
further calculated for the entire generation hours in kWh/m² for particular day. All data shall be accessible
locally and over an internet portable as pre-condition to the performance of the PR test. If deemed necessary,
before the start of the PR test, all the PV modules and pyranometers shall be cleaned according to methods
to be agreed beforehand.

7.2 Checking the Performance Ratio of the PV Plant

The PR is defined as follows:

generation period. 𝐼𝑃𝑂𝐴 measurements shall be excluded from the sum for periods of grid downtime or other
downtimes for reasons not due to the EPC Contractor (such as force majeure). 𝐼𝑃𝑂𝐴 is further calculated as

Site measured Temperature corrected PR shall be obtained as below

Where:

• 𝑃𝑅𝑠𝑖𝑡𝑒 is the site measured temperature corrected PR at the Delivery Point.


• 𝛼 is the Power temperature coefficient of the PV modules as per datasheet, e.g. -0.34%/K
• 𝑡𝑚 is the average PV module temperature during operating hours as measured on the site during the test
period.
• 𝑡𝑟𝑒𝑓 is the average PV module temperature during operating hours as obtained from the bankable yield
report simulation.

Note: 𝑃𝑅𝑠𝑖𝑡𝑒 = 𝑃𝑅𝑟𝑒𝑝 for those particular days when 𝑡𝑚 < 𝑡𝑟𝑒𝑓 as day-wise temperature is not produced by
PV-syst simulation.

For the avoidance of doubt, the annual (12 months) reference PR for O&M period Year-1 and Year-2 shall be
considered from “Schedule-4 Performance Guarantees; Clause a.2 and a.3” as per .

Acceptance Criteria

The PR obtained shall comply with the following:

Where 𝑃𝑅𝑟𝑒𝑓 is the reference PR provided in “Schedule-4 Performance Guarantees; Clause a.2 & a.3” with
given annual PR value.

Plant Performance Ratio Calculation for Plant Acceptance PR Test, shall be developed in
SCADA system and included in a SCADA simulated “Daily Generation Report”.

7.3 Checking the Availability of the PV Plant

The availability is defined as follows:

Http: the Theoretical Total Production hours during the 12 month of measurement being the daylight time
during which the measured irradiance (in the plane of array) is greater than 50 W/m².

Inv: is the aggregate AC power of all installed inverters.

Invoff: is the aggregate AC power of all non-functioning inverters during any Incident.

Hun: The Component Unavailability Hours being the daylight hours with irradiance greater than 50 W/m²,
during which the Generation Facility up to the AC side of the Inverters was not available due to an Incident.

Hec: The External Cause Hours, being the hours with irradiance greater than 50W/m², during which the
availability of the Generation Facility up to the AC Side of the Inverters was reduced due to an Incident_ec.

Incident: is every outage of at least one inverter, including outage incidents caused by an event under the
control of Project company such as but not limited to Force Majeure Event and/or CEB/CEET grid System
Interruption and/or Interruption Event.

Incident_ec: is every outage of at least one inverter, caused by an event not under the control of Project
Company such As but not limited to Force Majeure Event and/or CEB/CEET grid System Interruption and/or
Interruption Event.

Acceptance Criteria

The availability of the PV Plant is equal or higher than 99% for the Year-1 and Year-2.
