Duties
Basic Function of Position: The incumbent supports Facility Management (FAC) procurement and acquisition actions. Initiates a variety of
procurement actions and serves as FAC's primary purchasing agent for all types of commodities including expendable and nonexpendable
supplies material, equipment and other goods. Receives goods, process invoices and maintains procurement and purchasing records. The
incumbent maintains official procurement records and internal Facilities inquires. Conducts market research in advance to understand
availability and quality of commodities and vendor options. Provide back-up support to the Administrative Support Specialist. The incumbent
works under the guidance of the Supervisory Manager for Administrative Operations & Customer Services.

Qualifications and Evaluations
Requirements: All selected candidates will be subject to a background investigation and may be subject to a pre-employment
medical exam. Selected candidate must be able to begin working within a reasonable period of time upon receipt
of agency authorization and/or clearances/certifications or their candidacy may end.

Education Requirements: Completion of secondary school certificate (10 years of education) is required.

Job Knowledge: The incumbent must have the knowledge of procurement and purchasing principles and
practices. Must have the knowledge of purchasing material, supplies, equipment, tools and other goods.
Knowledge of local market for facility related material, supplies, equipment, tools and other goods. Must have the
knowledge of customer services, facility operations and maintenance and active office environment. The
incumbent should have basic knowledge of math and capable of handling currency and working a balance sheet.
Must have the knowledge of how to set up and maintain a filing system and must be customer service oriented
and must be able to handle difficult customers. The incumbent must have strong knowledge of utilizing databases
and computer applications.

SKILLS AND ABILITIES: Must be able to manage large databases and customer service applications. Must have
excellent interpersonal skills and be able to handle a large workload and multiple tasks simultaneously. Must be
organized, methodical, decisive and have professional telephone skills. Must have strong computer skills, able to
use the Microsoft Office Software Suite (Word, Excel, Power Point, etc.). Must have excellent filing skills to keep
track of current and historical information including documents that must be kept in the maintenance library. Must
have a keen aptitude to work independently, have impeccable integrity, strong initiative, good judgment and must
maintain confidentiality. Must be able to to lift a maximum of 51 lbs.(23kg). The incumbent must be able to
operate heavy and light transit vehicles and heavy transport vehicles including passenger vans, pickup trucks,
and water/fuel tanker trucks. Valid Pakistani driver's license HTV (Heavy Transport Vehicle) is required.
Applicants must show proof that they have a minimum of five years of licensed driving experience. Skills and
abilities may be tested.

1. Health insurance for yourself, spouse and children up to 26 years of age (child must be unmarried and
financially dependent upon the LE Staff) with maximum annual coverage up to PKR 2 million and additional
catastrophic coverage up to PKR 2 million

2. Self-Enrollment in Group Life Insurance;

3. Enrollment in Variable Contribution Plan (VCP) immediate after joining

4. Annual, Sick, and Casual leave;

5. Severance pay, payable after 3 years of creditable service and;

6. Within-Grade-Increase (WGI), upon successful completion of each year of service.

For EFMs, benefits should be discussed with the Human Resources Office. The pay plan is assigned at the time
of the conditional offer letter by the HR Office.

connected disability, equivalent documentation, or certification. A “certification” is any written document from the
armed forces that certifies the service member is expected to be discharged or released from active duty service
in the armed forces under honorable conditions within 120 days after the certification is submitted by the
applicant. The certification letter should be on letterhead of the appropriate military branch of the service and
contain (1) the military service dates including the expected discharge or release date; and (2) the character of
service. Acceptable documentation must be submitted in order for the preference to be given.

** This level of preference applies to all FS employees on LWOP and CS with re-employment rights back to their
agency or bureau.

ADDITIONAL EMPLOYMENT CONSIDERATIONS:

The following apply to EFMs, USEFMs, and AEFMs only:

1. Current employees who used a hiring preference to gain employment who are within their first 90 calendar
days of employment are not eligible. This does not apply when the hiring mechanism is TEMP or the work
schedule is intermittent or irregular.

2. Candidates with a hiring preference who have already accepted a conditional offer of employment may NOT be
extended a second conditional offer of employment unless and until they withdraw their candidacy for the first
position in writing.

The following apply to Locally Employed (LE) staff only:

1. Management may consider any of the following when determining successful candidacy: nepotism, conflicts of
interest, budget, and residency status.

2. Current employees serving a probationary period are not eligible.

3. Current employees with an Overall Summary Rating of Needs Improvement, Unsatisfactory, or an MBC score
of less than 100 points on their most recent Employee Performance Report are not eligible.

4. Current employees who have voluntarily been reassigned/promoted from one position to another are not
