1. INTRODUCTION

1.1. Project Introduction

The Dai Hung oil field is located in Block 05-1(a), approximately 250 km from the coastline
of the South Eastern Viet Nam, and is situated in a water depth of 110 m (average). It has
been operated by PVEP since 2003.

The development of the Dai Hung Project Phase 3 shall consist of a newly build unmanned
wellhead platform WHP-DH01 including infield pipelines and a submarine cable connecting
to existing FPU.

The field facilities and work scope of Phase 3 are as follows:

• One (01) new unmanned 4-leg wellhead platform WHP-DH01 located near the existing
FPU. WHP-DH01 will be designed with 12 slots for drilling by jack-up rig. Full well stream
of WHP-DH01 will be routed to a Production Separator (on WHP-DH01), then the separated
liquid is transported to FPU for further processing, a portion of gas is transported to FPU fuel
gas at FPU. The separated gas is exported to BK-TNG.

• Infield pipelines and Submarine Cable:

- 01 flexible production flowline 10”, 2.8km long transporting separated liquid from
WHP-DH01 to FPU (including ~2500m static flowline & ~300m dynamic Riser).

- 01 flexible fuel gas flowline 6”, 2.8km long transporting 3MMSCFD associated gas from
WHP-DH01 to FPU (including ~2500m static flowline & ~300m dynamic Riser).

- 01 flexible flowline 8”, 2.8km long, transporting injection water from FPU to WHP-
DH01 (including ~2500m static flowline & ~300m dynamic Riser).

- 01 Power, Signal and Control cable (Submarine Cable) from FPU to WHP-DH01.

- One Middle Depth Buoy Structure (Mid Water Arch) which located near existing
Floating Production Unit DH1 (FPU DH1) to accommodate/support all three (03) Riser and
Cable (dynamic segment).

- 01 rigid gas pipeline 12”, 5.21km long, transporting associated gas from WHP-DH01 to
the tie-in point of the existing 20km 16” gas export pipeline from WHP-DH02 to BK-TNG.

• FPU Modification for the tie-in with WHP-DH01 for further process, control and
power/water injection supply.

1.2. MWA (MDB) SYSTEM

The MDB will have 4 slots for the following flowlines and submarine cable according
to MDB’s preliminary motion analysis in Flexible Flowlines Riser and Submarine
Cable Riser Configuration Assessment Report, FPU DH1-L-R-2001:

 One (1) x 10” flexible production flowline from WHP-DH01 to FPU.

 One (1) x 6” flexible fuel gas flowline from WHP-DH01 to FPU.

 One (1) x 8” flexible water injection flowline from FPU to WHP-DH01.

 One (1) x Power, Signal and Control cable (Submarine Cable) from FPU to WHP-
DH01.

3. SCOPE OF WORK

The Sub-Contractor shall provide manpower, equipment and materials to carry out
fabrication, testing and load-out compliant with code / standard,
CONTRACTOR/CLIENT requirement and this document.

Sub- Contractor shall at all times provide adequate fabrication facilities, labor, trades,
equipment and materials to enable Sub- Contractor to complete the Work, in
accordance with AFC drawings, Project Specifications, Codes and Standards and all
requirements in the contract.

Contractor reserves the right to inspect all phases of Sub- Contractor’s construction
operations including field and fabrication shop, equipment assembly, testing, packing
and load-out operations to ensure conformity to the AFC drawings, Project
Specifications, Codes & Standards and safe working practices.

Sub- Contractor shall demonstrate, as a critical success factor and as a priority in all
construction planning and execution, the philosophy that to the greatest extent possible
completion, testing, and integration activities shall be performed onshore.

Sub- Contractor shall complete of all components for the Facilities: fabricated,
installed, tested in accordance with the Project Specification and Technical
Requirements. Sub- Contractor’s responsibilities include but are not limited to,
fabrication and erection of Materials, mechanical completion and testing, cleaning, as
well as related activities of trial fitting, surveying, weight control, dimensional

control, outfitting and site engineering and mobilization. The MWA shall be
fabricated on load-bearing structures supplied by Sub- Contractor.

Sub- Contractor is also responsible for defining and providing all construction
facilities (quayside, reinforcements), Construction Equipment, temporary works,
including steelworks, sea-fastening, guides, padeyes/ trunnions, and the like,
temporary systems, testing requirements, all consumable and other items necessary to
complete the Work and Facilities.

The Scope of work of Sub-Contractor shall be based on back-to-back basis with


regard to MWA Fabrication and Load-out scope as set forth in CLIENT’s ITB.

Optional Scope: The Sub-Contractor carry out the procurement of materials for MWA
Fabrication.

The other general requirements of construction include but not limited to the
following:

a) The fabrication/construction and final assembly will be performed in approved


yards and locations in yard. Such yards and locations shall be to the acceptance of
Contractor suitable for performance of the WORK including load-out and sea-
fastening.
b) Sub- Contractor shall complete all fabrication/construction, testing WORK and
achieve onshore Mechanical Completion in line with the Approved Contract
Schedule and prior to the load-out.
c) Sub- Contractor shall obtain Contractor’s written acceptance of the proposed
construction sequence prior to the fabrication of any major structural component.
d) Fabrication/Construction Yard Facilities: Sub- Contractor shall provide the
following as a minimum:
- All temporary and permanent site offices, stores, warehouses, materials and
equipment, yards, roads, hard-standing, load-out, sea-fastening, etc., to the
satisfaction of the Contractor for the proper execution of the WORK.
- Competent personnel and proper equipment for satisfactory operation of the yard
facilities and for the receipt, handling, storage, and preservation of each and every
item of construction material and equipment supplied to and by Sub-Contractor.
- All necessary scaffolding required to complete the WORK. All scaffolding shall
be in accordance with British Standard BS5973 (or equivalent which accepted by
CLIENT).
- All necessary temporary lifting, slinging and rigging equipment are required. All
such equipment shall be tested, certified and colour coded. All certification shall
be available for Contractor/CLIENT inspection.
- Sufficient lighting for execution and inspection of the WORK.

- Sufficient weather shields to protect the WORK that is sensitive to weather.


- Access to the WORK for Contractor/ CLIENT personnel at all times.
- Assurance that sand, spent grit blast material or other loose material is regularly
dampened in order to prevent it from being blown into stored materials or onto
the WORK. The entire site shall be maintained in a clean, dust free and orderly
condition.
- Clean up of the work site. As a minimum, Sub-Contractor shall remove excess
materials, temporary facilities and scaffolding when no longer needed, rough
sweep or clear the area, and pick up and safely dispose of refuse.
- Washing or further clean up as required or as directed by Contractor Site
Representative and/or their delegates.
- Arrangements to have yard facilities immediately available upon having been
advised by Contractor to proceed with the WORK.
- Potable water, sanitation, resting shelters and first aid facilities at ground level in
close proximity to the site, for all personnel use.
- Protection from damage caused by grit blast material, water from hydrostatic
pressure tests, dust generated from grinding machines, welding operations and
dropped objects for all Contractor/CLIENT-furnished equipment and Sub-
Contractor’s equipment up through MECHANICAL ACCEPTANCE. Sub-
Contractor shall be responsible for clean-up, repair and replacement of any
damaged parts at its own cost.
e) Shop Drawings - Sub-Contractor shall prepare all shop drawings, sea fastening
drawings, load-out structure drawings and any other drawings that are required
for the WORK. All such drawings shall be reviewed by Contractor prior to the
commencement of fabrication. Contractor reserves the right to review any or all
shop drawings at its sole discretion. Shop drawings shall be revised to incorporate
Contractor and MWS comments. All shop drawings shall be based on “Approved
for Construction” (AFC) drawings.
f) Notification and Access to Work - While work in progress, Sub-Contractor
/CLIENT representative and his authorized designates shall be given access to the
WORK at all times. Contractor/CLIENT reserves the right to specify “HOLD”
points in the conduct of the WORK where they deems that witness inspections or
conferences between They and Sub- Contractor to review accomplished work or
plan future work must occur prior to continuation of further work. No work may
recommence from a designated HOLD without written approval to recommence
work from Contractor.
g) Risk Assessment – Sub-Contractor shall be responsible for the conduct of Risk
Assessment of the WORK. The Date and time of this Risk Assessment shall be
established at key milestone points in the project schedule. As a minimum, the
Risk Assessment shall be scheduled to coincide with the completion of design

confirmation and AFC package issuance. The Risk Assessment shall address cost,
schedule, constructability, installation methodologies and all impacts to WORK
including concurrent activities with other projects. CONTRACTOR and CLIENT
shall provide appropriate personnel to participate in Risk Assessment. All issues
identified in the Risk Assessment shall be catalogued in a Risk Register which
will be kept current at all times throughout the Project as new risks are identified.
Contractor Representative and Sub- Contractor shall evaluate the Risk
Assessment issues and jointly address all issues. The action sheets shall be
established and closed out and submitted for Contractor’s review and approval
prior to commencing construction. Sub- Contractor shall arrange and conduct
Construction Risk Assessment (CRA) Workshops for all major construction,
lifting, load-out, seafastening activities for onshore WORK.
h) Sub- Contractor shall operate a Permit to Work (PTW) System to control
activities up to the point of Mechanical Acceptance. Sub- Contractor system shall
also specifically manage and control energizing of sub-systems and systems. Sub-
Contractor shall submit said procedures for APPROVAL prior to commencing
fabrication/construction activities.
i) During the course of fabrication/construction Sub- Contractor shall undertake all
necessary engineering, design and supply to support the fabrication/construction
process. This shall include, but not be limited to:
- Design and engineering of all temporary fabrication aids (such as platforms and
staging, bracings, supports, lifting points, and others). Sub- Contractor shall also
be responsible for the specification, procurement and fabrication of all materials
for these temporary fabrication aids.
- All required structural analyses to ensure that the fabricated steelwork is not over
stressed at any time during fabrication.
- Design of all temporary strengthening to structure, including internal
seafastening, weather protection and green water protection.
- Provision of lifting method statements for lifts above 50 tons including tandem
lifting operations and prepare appropriate structural analyses to support a safe lift
that does not overstress the structure or lift points/rigging. Lifting
schematic/drawing is required and reviewed by Contractor for all lifts above 10
tons.
- Design of main and temporary supports.
- Confirmation of yard foundation integrity.
- Provision of verifying calculations to support any material/size substitutions
- Provision of design calculations and structural analyses for MWA to ensure that
the steelwork is not over stressed during lifting and transportation from another
yard to Sub- Contractor yard.
- Development of the weighing procedure.

- Miscellaneous engineering support.


- Design documentation associated with these activities shall be reviewed by
Contractor prior to the associated fabrication activity commencing.

Sub- Contractor’s construction organization shall include all functions and


resources necessary for performance of the Work, including, but not limited to,
site engineering, supervision and inspection for all onshore construction activities.

Sub- Contractor shall be responsible for checking all drawings against all certified
equipment vendor data and for making all necessary design revisions prior to
fabrication.

Sub- Contractor shall provide a complete list of shiploose materials and drawings
identifying all items for each discipline complete with a tagging (piece mark)
system. Sub- Contractor shall provide to Contractor an updated list, drawings and
sketches of all inter-connecting tie-in points and shiploose for use in hook-up and
commissioning WORKS.

Sub- Contractor shall produce an "As-built" revision of all AFC drawings of the
completed WORKS at the end of fabrication.

Provision of independent safety studies and specialist review/assessment/audit of


all process and safety system and mitigate all finding.

Sub- Contractor shall have a valid Third-Party certification for the all
construction cranes. Sub- Contractor shall conduct load test and visual inspection
of the crane’s condition and shall be witnessed and certified by Third-Party with
the presence of Contractor Representative prior to commencement of WORKS.
The result of the tests and inspection shall be furnished to Contractor/ CLIENT
immediately upon completion.

Sub- Contractor shall provide complete on-site facilities for the radiographic,
ultrasonic and other non-destructive testing and inspection of welds including
dark room, equipment for development of films, viewing facilities, and full-time
services of qualified technicians conversant with radiographic, ultrasonic, and
other inspection techniques, who will be competent to operate the above
equipment as directed by Sub- Contractor and/or Contractor.

Sub- Contractor shall conform on the availability of Quality Assurance and


Quality Control (QA & QC) plans and ensure that all activities shall be adhered to
these plans. All fabrication WORKS shall be subjected to inspection and testing
in accordance with the specifications, codes and standards and the manufacturer’s
recommendation at the Jobsite by Sub- Contractor and witnessed by Contractor/

CLIENT. Sub- Contractor shall furnish Contractor/CLIENT with copies of


records for all inspections.

Sub- Contractor is responsible for the safety, quality and conformance to


requirements of the WORKS. Any mistakes or omissions on the part of Sub-
Contractor shall be re-worked and corrected at no extra cost to Contractor and
Sub- Contractor will not be relieved of its responsibilities until such time as the
project has been satisfactorily completed and fully handed over to
Contractor/CLIENT.

4. SUB-CONTRACTOR CAPABILITY AND EXERIENCE


4.1. Sub-Contractor's Capacity
The Sub-Contractor must have experience in construction of works similar to or larger
scale and nature in the past 5 years. The Sub-Contractor provides all information related to
similar projects that have been constructed, including but not limited to: general description
of the project, investor, scope of work of the Sub-Contractor, time project implementation, …
4.2. Project Organization Chart
The Sub-Contractor must establish an organization chart of suitable personnel to carry
out the project with all key positions, technical staff, and appropriate experience to implement
the project. Each key position and technical staff must have a summary of qualifications and
experience (Curriculum Vitae – confirmed by the host company) and attached
qualifications/certificates (certified copies).
4.3. Key Personnel
a. Project manager
The position of project manager must have the following requirements:
- At least 10 years of experience in the oil and gas industry, having worked as a
manager of at least 02 projects of similar size and nature.
- Having certificates related to project management according to state regulations.
- Have a university degree or higher.
b. Safety Head
The position of safety manager must have the following requirements:
- At least 08 years of experience in the oil and gas industry, having worked as a safety
manager for at least 02 projects of similar size and nature.
- Having group II safety certificate according to OSH law.
- Have a certificate of HSE officer/safety supervisor/work safety inspector.

- Have a certificate of accident and incident investigation.


- Have a certificate of risk assessment and job safety analysis.
- Have a university degree or higher.
c. Head of QA/QC
The position of QA/QC manager must have the following requirements:
- At least 08 years of experience in the oil and gas industry, having worked as a QA/QC
manager for at least 02 projects of similar size and nature.
- Trained in welding and NDT knowledge.
- Have a university degree or higher.
d. Construction manager (site commander)
The position of construction manager must have the following requirements:
- At least 08 years of experience in the oil and gas industry, having worked as a
construction manager for at least 02 projects of similar size and nature.
- Having a certificate of site commander, issued by a competent authority.
- Have a university degree in a related discipline.
e. Material Management Manager
The position of material manager must have the following requirements:
- At least 8 years of experience in the oil and gas industry, having worked as a material
control manager for at least 02 projects of similar size and nature.
- Have a university degree or higher.
f. Document Control Officer
The document control location must have the following requirements:
- At least 5 years of experience working in the oil and gas industry, having worked as a
document control manager at least 1 project of similar size and nature.
- Have a college diploma or higher.
4.4. Equipment and Tools for Construction
According to the human resource plan along with technical solutions and construction
organization measures, the Sub-Contractor shall provide a list of all existing equipment of the
Sub-Contractor or leased equipment to prove that it can meet the construction schedule.

For lifting/moving equipment, the registration and inspection period must still be valid.
For construction equipment/machinery, there must be a valid inspection stamp.

All equipment/machinery must have documents proving the Sub-Contractor's owner


(for Sub-Contractor's equipment) or a valid lease contract (for leased equipment).
4.5. Construction Manpower
The Sub-Contractor provides a list of human resources, along with a chart of human
resource mobilization (according to the project schedule), directly serving construction
participation in accordance with the scale and nature of the project. In which, details of types
of workers, workers' grades, quantity, ... together with relevant professional certificates are
valid until the end of the construction period of the project.

5. SCHEDULE OF WORK AND DELIVERABLES


5.1. Execution plan
On the basis of documents and design drawings issued by VSP, the Sub-Contractor
must prepare a detailed technical solution and construction organization measure to ensure the
requirements and progress of the project, in which Fully describe the sequence of steps to be
performed from the time of project commencement (first cut) to completion of the work, the
contents to be shown will include but not limited to the following:
- Organization chart
- Regulations on assigning responsibilities to key positions.
- Management and control of materials
- Construction and progress management and control.
- Quality management (dimension/welding...).
- Safety, health and environmental sanitation management.
- Project management and documentation.
- List of equipment and machinery for construction.
- List of human resources participating in the project.
- Completed acceptance test and project handover.
5.2. Construction progress
On the basis of the overall project schedule provided by VSP, the Sub-Contractor
establishes a detailed schedule level 4-5 (level 4-5) suitable for project implementation for the
MWA Fabrication and load-out, which describes in detail all related tasks. The information to
be shown in the progress sheet includes but is not limited to:
- Codes.
- Work’s title.

- Key milestones of the project.


- Start time (start).
- Duration of execution.
- Finish time.
- Links between tasks.
- Project critical path diagram.
The key project timelines in the Sub-Contractor's detailed schedule must match the key
project timelines provided by the VSP.
Make daily/weekly/monthly reports according to the general regulations of the project.
Every week, the Sub-Contractor must update the actual progress of the project to have
control solutions to meet the required progress.
Sub-Contractors are required to attend weekly and meetings related to the project.
5.3. Personnel mobilization plan
On the basis of the detailed schedule level 4-5, the Sub-Contractor makes a chart to
mobilize appropriate human resources to carry out the project on schedule for the MWA
Fabrication and Load-out.

6. SAFETY, HEALTH & ENVIRONMENT


The Sub-Contractor confirms that self-equipment of labor protection according to the
requirements of labor safety, environmental safety, industrial hygiene and comply with the
regulations of the OHSAS occupational health and safety system of Vietsovpetro.
In addition, the Sub-Contractor must confirm compliance with the policies on the
collection of fees for vehicles entering and leaving the port of Vietsovpetro in accordance
with current regulations.

7.1. Site Diary


The Sub-Contractor confirms that he will complete the site diary during the project
implementation. The Site diary must contain all information including but not limited to:
- Information about the weather’s daily.
- Number of employees participating in the project during the day (indirect workers,
direct workers).
- Equipment and machinery used for construction (type, quantity).
- Tasks performed during the day.
- Work plan for the next day.
- Comments of the supervisory representative of VSP.
All site diaries must be signed daily by the contractor and by the construction
supervision representative of VSP.
The Sub-Contractor sends a sample of the rafter site logbook according to the technical
documents for consideration as a basis for evaluation.
7.2. Construction Progress Report
The Sub-Contractor confirms that he will make full daily and weekly reports for the
project throughout the project implementation.
The construction progress report (day/week) must show all information related to the
project, including but not limited to:
- Number of human resources (direct/indirect).
- Construction progress updated to the present time.
- Tasks performed during the day/week.
- Work plan for the next day/week.
- Difficulties encountered in the implementation process.
- Offer.
All daily project reports must be certified by VSP's construction manager, weekly
project reports must be confirmed by VSP's project manager.
The Sub-Contractor sends the daily report form and the weekly report together with the
technical documents for review and evaluation.

8. AS-BUILT DOCUMENTS
The Sub-Contractor shall prepare as-built documents for the work in accordance with
the CLIENT's As-Built documentation requirements.

The Sub-Contractor must provide as-built documents in accordance with Party A's
sample form, including but not limited to the following documents:
- Fabrication Documents.
- Acceptance protocol and handover of completed work.
- Volume settlement records.
- Material control records.
- Dimension control records.
- Anti-corrosion test report.
- Welding quality inspection report.
- Technical Query
- Project diary
- As-built documents;

9. WARRANTY
The Sub-Contractor is responsible for the warranty for the work. The warranty period
must be specified in the tender. The warranty period must not be less than 24 months from
the date of signing the acceptance protocol.
All costs of manpower - materials - equipment in service of warranty performance shall
be borne by the Sub-Contractor.

10. PROJECT DOCUMENTS REQUIREMENT


The Sub-Contractor confirms that the entire volume of construction, fabrication, and
installation work will absolutely comply with the project's technical documents, standards and
processes provided by VSP, including but not limited to:
- Design documents.
- Specifications.
- Technical Requirement
- Welding Procedure, NDT.
- Dimension control procedure.
- Fabrication & Construction procedure.
- Material control procedure.
- Document management procedure.
- Operation and Maintenance Manual
