1.0 Scope / Objectives / Purpose


This method statement details the procedure to be employed for excavation, backfilling and
compaction.

The purpose of this procedure is to ensure that correct methods are employed during excavation,
backfilling and compaction to achieve compliance with the Contract Specifications and approved
drawings.

3.0 Responsibilities

3.1 Project Manager & Construction Manager


The Project Manager and the Construction Manager have the overall responsibility or the
implementation of method statement and ensures that his team of Engineers and foreman
are aware of this MS and all resources – human, material and equipment’s are available
to carry out the work as planned and without any delay.

3.2 Quality Control Engineer


The Quality Control Engineer has the responsibility to ensure that the completed work is
acceptable as per specifications, inspection are done as per ITP and to ensure that all
related documentations are prepared and files in the Quality Control Department filing
system.

3.3 Project / Site Engineer


The Project / Site Engineer responsible for the section of the under his control has the
responsibility to check and ensure that the excavation, backfilling and compaction are
carried out and is in accordance with the approved method statement.

3.4 Safety Engineer


The Safety Engineer prepares and ensure effective implementation in respect of
adherence to HSE policy and procedural requirements. Ensure HSE principles are
aligned with approved corporate code of practice and company technical Safety
Engineering Standards.

3.5 HSE Officer


The HSE Officer is responsible to ensure that all safety precautions are in place and that
all personnel on sire are using the required PPE’s like helmet gloves, shoes, mask and
coveralls, also ensures that all relevant permissions are available for the works.

3.6 Surveyor
The Surveyor is responsible to ensure to establish benchmarks from agreed points which
is approved by Engineer and will provide required setting out and level markings and
follow up with the construction activities through regular check. Co-ordinate with the
project / site engineer and ensure that the survey works are carried out according to the
drawings

5.0 Method and Procedure

5.1 Setting out


Area shall be surveyed by surveyor and mark as per the approved layout and workshop
drawings. Where difficulty is being experienced in achieving accuracy, then the
Construction manager will be consulted and agreement will be reached on the best
solution. All control points given on the survey drawings issued for construction shall be
followed. AFC surveyors shall verify all survey control points from the DM given reference
prior to implementing the survey control layout.
Once AFC verified that all the given points survey layout conformed to the DM control
point and duly check by the Engineer. AFC surveyor shall start making the layout of the
primary vertical and horizontal controls point. This control points shall be fixed
permanently using concrete around the steel peg and location is mark on the drawing.
An empty drums or visible marking shall also be provided for easy identification to avoid
any trucks, equipment in damaging the control points. This setting out has to be approved
by Engineers Surveyor.

5.2 Excavation
5.2.1 Starting time, sequence and the completion time of the excavation will be
according to the detailed construction program, which will be prepared
separately.

5.2.2 Prior to excavation commencing, the area will be checked for existing
services. This information shall be obtained from the relevant
authority/drawings. All the services/obstruction discovered will be
communicated to Engineer. To verify the existing services, necessary trial
pit / trenches has to be done and recorded.

5.2.3 Where permanent works are clashing with existing services, the following
action will be taken

a. The Engineer will be notified immediately in advance of any proposed


service interruption.

b. No interruption to any existing services will be done until permitted in


writing by the concern authority approving the measures to be taken for
the alternatives.

5.2.3.1 NOC will be taken authorities, if any underground cables and utilities
are suspected in that area

5.2.4 Where permits or licenses are required to be utilized, they will be obtained
before excavation works starts.

5.2.4.1 CAT Scanner will be used to find the presence of underground


cables and utilities and depth of the utilities.

5.2.5 Before the excavation starts, hand excavation will be done to ensure the line
and depth of all the underground services if any and shall be recorded for
future use.

5.2.6 Clearing and grubbing will be done by scarifying and removal of top loose soil
before the excavation.

5.2.7 Excavation will be done by using mechanical machines, suitable sized for the
task, as shown in the equipment list or by hand. An experienced labor will
accompany the mechanical operation, to observe the excavation in case of
an unmarked services.

5.2.8 If uncharted or incorrectly charted services be encountered during the


excavation, the Engineer will be informed immediately, and such services will
be removed/sealed/rerouted as per the Engineers instructions. To avoid
encountering uncharted services trial pit / trench has to be carried out.

5.2.9 Excavation will be performed to the lines and grades indicated on the
drawings. The surveyor will monitor the excavation depths to prevent any
unauthorized excavation and maintain the excavation levels within the
tolerance. Survey report will be submitted by surveyor for Engineers
approval.

5.2.10 Existing structures or facilities adjacent to the excavation area, which are
likely to be damaged by settlement that may occur due to excavation, will be
protected prior to the excavation works and method of protection will be
submitted for the approval of the Engineer, Existing structure's photograph
will be taken before and after construction if possible. Fixed benchmarks will
be maintained to check levels and coordinates of existing structures before
and after construction. Any damage to the existing structures will be
reinstated to its original condition as per the direction of the engineer.

5.2.11 The sides of any excavation done as per approved excavation shop drawing
which is likely to collapse, will be sloped, stepped or shored to an extent
depending on the materials being excavated.

5.2.12 During the trench excavation extra care will be taken to ensure the sides are
stable, sufficiently wide enough for ample working room, and bottom of the
excavation will be angle sloped to establish invert elevations.

Sloping and benching will be done in the Excavation trenches as per


approved drawings. If sloping and benching could not able to do it, then
shoring will be provided.

Excavations greater than 1.25 meters deep shall not be permitted unless a
shoring system is provided in accordance with a specific design by a
professional.

All the Excavated sand will be kept 2mtr away from the edge of the
excavation. Exclusion zone will be maintained, and separate access will be
given for vehicle and pedestrian.

5.2.13 If the existing ground water table is above the excavation level, dewatering
may be required and in that case, a detailed dewatering system procedure
will be submitted for approval to maintain the excavated area free of water.

5.2.14 Manual excavation shall be done 150mm before required level to avoid over
cutting and disturbance of formation level.

5.2.15 Any loose / soft spot and or weathered rock encountered to be conformed
with Engineer by Field Density Test results before blinding shall be removed
and replaced with approved blinding concrete up to the required formation
level.

5.2.16 Any over excavated area made, the same shall be reinstated by filling it
approved blinding concrete up to the required formation level

5.2.17 Compaction of the excavated bottom will be achieved by utilizing a suitable


sized compacting machines. Plate compactors will be used at the localized
areas and rollers will be adopted for open areas.
5.2.18 Upon completion of the compaction, the Engineer will be informed and
suitability of the sub grade will be decided by conducting compaction tests,
plate bearing capacity test and soil classification tests by Independent testing
agency.

5.2.19 Excavated materials will be tested for suitability for backfilling purposes.
Suitable materials will be stored on site or off-site and unsuitable material will
be removed to the dumping area as per the instruction from the Engineer.

5.2.20 Water will be sprayed on dusty heap of materials.

5.3 Backfilling

5.3.1 Identify approved material stockpile to be used for backfill


5.3.2 Ensure that any backfilling material from outside source other than the
allocated stock piles is tested and approved
5.3.3 Materials will be free from rubbish and vegetation.
5.3.4 Water used for backfilling will be free from oil-grease, organic matter as
approved by the Engineer.
5.3.5 Record and agree the existing ground levels in areas where no excavation
was done.
5.3.6 Mark top of each layer and top of backfill level.
5.3.7 Inspect that all waterproofing activities have been completed, approved and
adequately protected.
5.3.8 Ensure that the structural elements to be backfilled has been inspected and
approved.
5.3.9 Special care shall be taken to prevent wedge action, eccentric loading or
overloading of the structure by equipment used in compacting backfilling
materials and to prevent damage to waterproofing.
5.3.10 Ensure coordination with other trade before backfilling.
5.3.11 Backfill shall be laid in layers of 250mm compacted to 95% MDD.
5.3.12 Survey report will be submitted by the surveyor.

5.4 Compaction

5.4.1 Once the areas is level and clear to the right invert elevation. A mechanical
compactor will follow to compact the area to the required compaction limit as
per specified percent of compaction Formation levels to min. of 95% MDD as
per BS 1377 Part 4 test 3.5 or 3.6. MDD shall be taken at frequent interval
and or as directed by the Engineer and area shall be selected by them.

5.4.2 The excavated, leveled and compacted area shall be at all times be kept free
from whatever source arising in contamination of any dirt or standing water
source arising by pumping or other means.

5.4.3 Trial for compaction shall be performed, recording the number of passes
using the required compaction machine. Once tested by an approved
independent laboratory and meet the required compaction min of 95% MDD it
will be the bases of compaction and guide for the whole operation. Using this
method the following operation shall be implemented at once.

a. Testing should be done every 250mm using the same method of


compaction.

b. 3rd layer follow using the same mention above.

Once 3rd layer is compacted using the same number of passes and or more
passes. Depth test for the 2nd and testing the 3rd layer shall commence at
the same times.

9.0 Health and Safety Provision

9.1 Major importance will be given to safety matters so that the excavation activities can be
carried out in safe working practice.

9.2 For all excavation activities, adequate barriers, signboard, advance warning signs, traffic
control and flashlights will be provided. Warning tape will be installed around the
excavated area 1m away from the top of excavation. Steel bars will be used as posts with
warning tape on top all around.

9.3 Where an excavation crosses road or access track, permission from the appropriate
authority will be taken, and where required a stage system or a diversion will be adopted
to maintain the access. If an existing service is exposed during the excavation, the
service should be properly protected and supported during all the activities.

9.4 Whenever the excavation is deeper and which may result a side collapse the sides of the
excavation will be sloped, stepped or shored.

9.5 Proper and safe access to the bottom of the excavation will be given by ladders with
handrails.

9.6 Water will be sprayed on dusty heaps of materials.

9.7 All the dusty materials will be covered by Tarpaulin during the transportation.

9.8 Ensure Mandatory PPE are worn includes hard hat, coverall or HV vests, safety shoes,
mask, hand gloves.

9.9 Adequate cool drinking water, shade and heat stress awareness training to be provided

No hazardous waste to be generated. All wastes that will be generated during the work
shall be disposed-off properly.

14.0 Documentation/ Forms/ Records


a. Work Inspection Request Form
This is the form used by the Site Engineer for the inspection required by the
Consultant.
b. Material Inspection Request Form
This form is used to verify that the materials delivered on site are in accordance with
the approved material submittals. The inspections of the delivered materials will be
carried out by AFC & WS ATKINS. The approved forms will be filed in the Quality
Control department filing system.
c. Excavation & Backfilling Check Sheet Form This form is used by the nominated Site
Engineer who is responsible for the work. Copies of the form will be filed in the quality
control department filing system.

The above referenced documentations will be retained in the filing system until
project/contract completion and thereafter in the archives for the prescribed period of
time.
