MEMORANDUM

SUBJECT : Tasking During the Conduct of Aspirants’ Briefing, Walk for


Peace, and Peace Covenant Signing

DATE : February 27, 2025

1. Reference: Memorandum received from Command Duty Officer,


PRO CAR dated January 14, 2025 with subject: Actionable Items During the
1st Meeting of the Security Task Force for the 2025 National and Local
Elections (NLE) and Bangsamoro Autonomous Region in Muslim Mindanao
(BARMM) Parliamentary Elections.

2. This pertains to the conduct of Aspirants’ Briefing, Walk for


Peace, and Peace Covenant Signing in connection with the 2025 NLE
scheduled on March 14, 2025 at 5:00 AM starting from the Commission on
Elections (COMELEC) Office to Aliwa Gym, San Isidro Sur, Luna to be
facilitated by Atty. Mae Richelle B. Chaudhary, Provincial Election Supervisor
(PES) II. The activities are proactive measures that help safeguard
democratic values, reinforce trust in the electoral process, and prevent
election-related violence.

3. In this regard, the following tasks are to be undertaken:

a. DPDO
1) Overall Supervisor of the activity.

b. C, PCADU
1) Office of Primary Responsibility for the activity;
2) Designate personnel to document (photo and video coverage) the
activity;
3) Ensure the availability of Pat Reymark G Andallo as one of the
Master of Ceremonies;
4) Ensure the availability of venue;
5) Coordinate with the Office of the PES regarding the activities; and
6) Perform other tasks as directed.

c. AC, PARMU
1) Issue order to all personnel who will participate on the lined-up
activities; and
2) Perform other tasks as directed.

d. Logistics Section
1) Provide materials needed in the stage preparation;
2) Ensure the availability of PCpl Jolan O Badua as technical
operator for the sound system, backdrop (Light Emitting Diode
Wall) and Audio-Visual Presentations needed during the activity;
3) Provide at least ten new permanent black markers along with a
tray;
4) Ensure the availability of the flags and stand to be used by the
Philippine National Police (PNP) Colors and venue; and
5) Perform other tasks as directed.

e. Finance Section
1) Provide necessary funds to support the activity;
2) Provide budgetary requirements (table setting) for the activity; and
3) Perform other tasks as directed.

f. GSO
1) In charge of the physical arrangement of the venues; and
2) Perform other tasks as directed.

g. AC, PIU
1) Provide covert security during the activity;
2) Report timely intelligence to be acted upon; and
3) Perform other tasks as directed.

h. C, POMU
1) Develop and implement a security plan for the activity to ensure
the safety and security of all participants including Very Important
Persons;
2) Provide situational report (five minutes) to be presented by the
DPDO during the activity;
3) Ensure the availability of PCpl Mark Bryan A Balderama to
perform an intermission number on any patriotic or election-
related songs; and
4) Perform other tasks as directed.

i. C, PPPU
1) Ensure the availability of PSMS Aris R De Jesus as the team
leader for the stage preparation; and
2) Perform other tasks as directed.

j. AC, FC 1st PMFC


1) Provide personnel who will serve as PNP Colors during the
activity;
2) Ensure the availability of Pat Rea Mae C Obina as one of the
Master of Ceremonies; and
3) Perform other tasks as directed.

k. COPs MPS
1) To attend the activity on March 21, 2025;
2) Provide at least 2 personnel to serve as the usher/usherette on
the registration of participants at the COMELEC office;
3) Provide at least 10 new permanent black markers along with a
tray; and
4) Perform other tasks as directed.

l. Other Provincial Staff


1) Provide necessary operational and administrative support to the
activity pertaining to respective functional areas; and
2) Perform other tasks as directed.

4. Coordinating Instructions:

a. All available key officers are advised to attend the activity;


b. Provide at least two personnel from all units of the Provincial
Headquarters and Luna MPS to attend the preparations and after-
care of the activity;
c. All participants must be at the venue at earlier prior to the scheduled
time of the activity;
d. Any incident that will arise during the activity shall be reported initially
to the PD, Command Group and Staff through Short Message
Service and Viber; and
e. Lateral coordination among concerned units/offices is highly
encouraged.
