Skill Development and Employment

Inputs on Mizoram
1. Pradhan Mantri Kaushal Vikas Yojana (PMKVY)

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) aims to support youth for skill training and
certification and promote sustainable Skill Centres for greater participation of the private
sector. Insights from Tables 1A & 1B are as follows:
 As of 08.04.2025, under the PMKVY scheme, 47,916 candidates have enrolled, out of
which 89.11 % of candidates have completed their training in Mizoram. It represents 0.26
% trained candidates out of the total candidates qualified in India.
 Of the total candidates certified in India, only 0.22 % of candidates have been in the
State.

2. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY)

Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) is a placement-linked skill


development program for rural poor youth under the National Rural Livelihoods Mission
(NRLM). It is a market-led, placement-linked skill development program for providing wage
employment to rural poor youth.
Of 17,16,016 candidates trained in India, only 0.10 % are from Mizoram under DDUGKY.

3. Craftsmen Training Scheme (CTS) for ITI


The objective of the CTS scheme is to ensure a steady flow of skilled workers in different
trades for the domestic industry, where implementation is through Govt. and Private ITIs.
Insights from Tables 3 are as follows:
 The total number of ITIs in Mizoram is 3, of which NIL are private ITIs in the state. The
seat utilization is about 54.22 %.

4. E-Shram Portal
The E-Shram portal aims to create a database of Unorganized Workers (UWs) to deliver the
social security benefits and accidental insurance cover of 2 Lacs under PMSBY. Govt.
agencies use the database.
As seen in Table 5 below, in the e-Shram Portal, more than 65 thousand registrations were
made in the state. Mizoram has achieved 17.92 % of the target set by the Ministry of Labour
and Employment vide letter dated 13th August 2021 for E-shram registration. Targeted
interventions are a must for increasing rolls.

5. PM-SYM (Pradhan Mantri Shram Yogi Maan-dhan)
The PM-SYM (Pradhan Mantri Shram Yogi Maan-dhan) scheme is for old age protection and
social security of Unorganised Workers (UW) who are primarily working as rickshaw
pullers, street vendors, mid-day meal workers, head loaders, brick kiln workers, cobblers, rag
pickers, domestic workers, washer men, home-based workers, own account workers,
agricultural workers, construction workers, beedi workers, handloom workers, leather
workers, audio- visual workers or in similar other occupations. Out of the total registrations,
only 0.023 % of Mizoram people use the PM-SYM portal. The data for the scheme is as
follows:

6. National Pension scheme for Traders and Self-Employed Persons (NPS-Traders)

The National Pension Scheme for Traders and Self-Employed Persons (NPS-Traders) scheme
is for old age protection and social security of retail traders/ shopkeepers and self-employed
persons whose annual turnover is not exceeding Rs. 1.5 crore. These retail traders/
shopkeepers and self-employed persons primarily work as shop owners, retail traders, rice
mill owners, oil mill owners, workshop owners, commission agents, real estate brokers, small
hotels, restaurants, and other Laghu Vyaparis.
Out of the total registrations, only 0.037 % of people from Mizoram register on the NPS-
Traders portal. The data for the scheme is as follows:

7. National Career Service (NCS)


The National Career Service (NCS) scheme's objective is to provide various employment-
related services in an online mode like job matching, career counseling, vocational guidance,
information on skill development courses, apprenticeships, internships, etc.
As seen in Table 8 below, only 0.06 % and 0.10% of job seekers and employers from
Mizoram register on the NCS portal compared to Total Registration on a Pan-India basis.

8. Periodic Labour Force Survey (PLFS)


The Periodic Labour Force Survey conducted by the Ministry of Statistics and
Programme Implementation (MoSPI) reveals that according to the usual status (ps+ss) in
the rural + urban population of the age group of 15-59:
 Labour Force Participation Rate (LFPR) in 2017-18 was 54.0 % and has increased to
60.5% in PLFS 2023-24 in Mizoram.
 LFPR at 60.5 % is lower in Mizoram than all India LFPR at 64.3 %, according to
PLFS 2023-24.
 FLFPR in Mizoram was 31.4 % in 2017-18 and has increased significantly to 60.5 %
in 2023-24.
 Women's labour force participation rate at 47.1 % is higher in Mizoram than all India
FLFPR at 45.2 %, according to PLFS 2023-24.
 Unemployment Rate in 2017-18 was 10.8 % and has decreased significantly to 2.3 %
in 2023-24 in Mizoram.
 The unemployment rate at 2.3 % is lower in Mizoram than the Pan-India
Unemployment Rate at 3.5 %, according to PLFS 2023-24.
