ACTION PLAN FOR RABI MARKETING SEASON 2025-26

1. The Action Plan as outlined hereunder is to help/ achieve objectives of


procurement of Wheat during RMS 2025-26 and to gear up the procurement
operations.
2. The objective of the Government of India is to help the farmers by procuring
their FAQ quality produce adhering to prescribed specifications at the minimum
support price and to safeguard the interests of the consumer by ensuring supply of
quality foodgrains to the vulnerable sections of the society at a reasonable price as
well as to maintain a buffer stock for emergent situations or unforeseeable
circumstances.

3. INSTRUCTIONS FOR PROCUREMENT OF WHEAT


3.1 The Price Policy announced by the GOI vide their letter no. 6-
2/2024MSP-ES dated 23.10.2024 for the RMS 2025-26 has already been
circulated by Headquarters vide e-mail dated 28.10.2024 [Annexure-I]

3.2 Instructions of the GOI vide letter no. 15(1)/2012-PY-III-Part(1)


(E.367559) dated 08.10.2024 for colour coding of gunny bags to facilitate
identification of crop year of stock for RMS 2025-26 have also been
circulated by Headquarters vide letter no. FCI HQ-Pur011(12)1/2024-PUR
dated 10.10.2024 [Annexure-II]
4. ADMINISTRATIVE ARRANGEMENTS
4.1 As per prevalent instructions and practices, all concerned to ensure
that the arrangements of allotment of mandis, posting of staff, availability of
gunnies, sufficient moisture meters, weighment equipment, analysis kit,
deputing squads, setting up of Control Rooms, lifting/quick movement of
wheat and its safe storage, monitoring of day to day progress, timely
payment to the farmers, availability of storage space, procurement of stocks
as per GOI specifications and giving wide publicity etc. are put in place in
advance, before the commencement of procurement, as per procurement
period declared by GOI.
4.2 General Manager (Region) has to ensure that there is no inadequacy
in arrangements for smooth procurement operations. In particular, the

required staffs at each of the Procurement Centres have to be positioned


well in time and clear instructions be given to them regarding their role.
Other administrative requirements, such as depot readiness, availability of
storage space, the appointment of the Mandi Labour Contractors, Handling
and Transport Contractors, provision of labour, placement of gunnies,
wooden crates, moisture meters, polythene covers and all other
arrangements be kept ready.
4 . 3 In case CAP storage has to be undertaken in emergent situation, it
must be ensured that the area/plinth selected meets all the requirements of
scientific CAP storage so that quality of stock remains unaffected due to un-
timely rain, water logging, rodent etc. Adequate arrangements must be
made in time to save stocks from rain, rodents and pests as per the
procedures mentioned in the QC manual and instructions issued by the QC
Division of Hqrs. from time to time.

4.4 It should also be ensured that all weighbridges and weighing scales in
the depots are certified by Weights & Measurement Department and kept in
a proper working condition. Similarly, weights in use should be duly
stamped by Weights and Measurement Department. Duly calibrated
Moisture meters are to be kept available in sufficient number.

4 . 5 The instructions regarding uniform specification for wheat


procurement for RMS 2025-26 issued by GOI vide letter dated 13.02.2025
has been circulated by QC Division vide their letter no. FCI HQ-
QC011(11)/1/2024-QC dated 20.02.2025 to all the concerned Zones/
Regions [Annexure-III].

5. SUPPLIES OF GUNNIES BY FCI FOR WHEAT

5.1 FCI would make available gunnies to in-charges at wheat purchase


centres, for packaging of procured wheat wherever applicable for Rabi
Procurement under Price Support Scheme. The jute bags are procured
through Jute Commissioner Office/GOI instructions and HDPE/PP bags
should be procured through GeM as per GOI guidelines. Further, for
identification purpose, the peripheral marks on the body of the gunnies shall
be as per the guidelines of Purchase Division, FCI, Hqrs issued from time to
time.
5.2 At the time of issue of gunnies to Kucha Arthias/Sub-Agents, the
above details should be noted in a register maintained by the In-charge of
the Mandis. The filled in gunnies should once again be checked by them
before dispatch to the linked depots, to ensure that purchased wheat has

been filled in the same gunnies which were issued to the Kucha Arthias. The
Depot In-charge at the time of receipt in the depot will also ensure that
stocks being received from the mandis are filled in the FCI supplied gunnies
only. Inspecting Officers will also ensure checking of the gunnies during the
course of their visit to the mandis/depots.
6. PROCUREMENT ESTIMATES AND PROCUREMENT PERIOD OF
RABI MARKETING SEASON 2025-26:

6.1 The minutes of the meeting of the State Food Secretaries and officers of the
FCI, held on 28.02.2025 at Vanijya Bhawan, New Delhi, have been circulated to
all zones/regions by the Procurement Division through email on 12.03.2024
[Annexure - IV]. Estimates and procurement period proposed for procurement
of Wheat during RMS 2025-26 by the State Governments are as under:

6.2 Other Regions, where there is possibility of procurement of wheat, should


make necessary arrangements for procurement in consultation with the State
Govt. so as to prevent any possibility of distress sale of wheat by the farmers.

6.3 MOU between the GOI and States for undertaking procurement of wheat
must be strictly implemented. Concerted efforts should be made for achieving
the targets and responsibility for achieving the above targets may be assigned

upto the level of Divisional Managers and other field


Officers/officials. GM (Region) would also ensure that terms and condition of
MoU signed between State Govt. and GOI are scrupulously adhered to by the
State Govts. as well.

6.4 A monitoring mechanism may be kept in place to ensure that effective and
close liaison is maintained with the State Government authorities at all levels.
General Manager (Region) must actively remain in touch with the State Food
Secretary to sort out day-to-day operational problems relating to procurement.
GMs (Region) must also send monthly/weekly procurement highlights to the
HQrs. by way of a D.O. letter, to be sent by 5th of next month/ weekly highlights
on every Friday, apart from keeping the Hqrs. updated on important procurement
related issues promptly.

7. EQUIPMENT FOR QUALITY INSPECTORS/ GODOWN STAFF FOR

PURCHASE CENTRE/ MANDI


7.1 Manager (QC)/ Technical staff in every purchase center/ mandi
responsible for purchase, must be fully equipped with analysis kit and
moisture meter duly calibrated and certified by competent authority. In
addition, they must carry with them quality specifications issued by GOI
vide letter dated 13.02.2025 for Rabi 2025-26 in local language, Hindi and
English.
7.2 Purchase staff must ensure that the specifications of wheat, MSP and
bonus ( wherever applicable ) are prominently displayed in all the purchase
centers/ mandis. Wide publicity of the same may be ensured for percolation
of the information upto farmers.
7.3 Manager (QC)/ Technical staff must have adequate number of cloth
and polythene bags along with analysis kits for collecting samples as per
instructions.
7.4 The moisture meters (for Moisture determination) with printerfacility
duly calibrated with Hot air oven method available with Regions shall be put
to use effectively in the procurement operations. A copy of print out, shall
be pasted in the moisture register, systematically. Relevant instructions
issued by QC Division relating to usage of moisture Meter with printing
facility circulated to all regions/ Zones vide letter No. QC.19/FCI-
Lab/DDM/2016 dated 09.02.2018, must be followed scrupulously.

8. PROCUREMENT PRICES OF RABI FOODGRAINS


FCI HQ-Proc013/1/2025-PROC I/1993671/2025

8.1 For wheat, the Minimum Support Price of₹ 2425/- per quintal has been fixed
by Govt. of India for Rabi Marketing Season 2025-26 which already stands
conveyed to all concerned vide Headquarters e-mail dated 28.10.2024.
8.2 Whenever any State Govt. announces “State Bonus” over and above
MSP fixed by the Govt. of India, respective Regional Office of FCI shall
immediately inform FCI, Hqrs. and should devise a suitable mechanism of
taking advance payment from State Govt. for disbursement of bonus
alongwith MSP to the farmers so that no financial liability / interest on
account of State bonus is borne by FCI/ GOI. Prior permission must be
obtained from GOI/FCI, Headquarters for implementing the same.
9. OPERATIONS IN PURCHASE CENTRES/ MANDIS
9.1 Stocks brought by the farmers would be heaped separately to maintain
individual identity. Prior to the bidding, the Manager(QC)/Technical staff
should test check the stocks, heap-wise, by drawing multiple random
samples from each heap to assess the quality and advise cultivators/
farmers to do the necessary cleaning/drying/up-gradation, wherever
necessary.

9.2 The Manager (QC)/Technical staff must recheck the wheat stocks by
drawing samples from different points of the heap to assess the quality of
the heap as per the Govt. of India's specifications at the time of final bidding
in the presence of officials of the mandi board, farmers / arhtiyas and only
stocks conforming to the Govt. of India's specifications shall be purchased.
In order to inspect the quality properly the size of the heap should be kept
small so as not to exceed 200 bags.

9.3 The Manager (QC)/ Technical staff should always endeavor to win the
confidence and trust of the farmers by offering them correct advice
regarding cleaning/ drying of stocks, wherever necessary, so that the
farmers are not exploited by the traders. The Manager (QC)/ Technical staff
at the purchase centers/ mandis as well as depot points shall maintain a
proper record of rejections made in a register in the prescribed format.
They should also be able to convince the farmers about the reasons
for the rejection, if any, by analysing the stocks in presence of farmers on
the spot, wherever necessary. The record indicating the reasons for
rejection of each lot must be maintained by the QC officials in the prescribed
register. This is very important to cross check objections/complaints
received, if any.

9.4 In case of any dispute arising out of quality, the Technical staff should
bring the matter to the notice of the senior officers having jurisdiction over
the respective purchase centers / mandis viz. M(QC), AGM(QC)/ Divisional
Manager, who should promptly look into and settle the dispute and record
the decision. In case, M(QC)/AGM(QC) or Divisional Manager are not
available, it shall be resolved by a local committee comprising quality
inspectors of State Govt. dealing with procurement matters and the
Secretary of the Market Committee or by any such Committee, as appointed
by the appropriate State Authority responsible for overseeing the
procurement operations.
9.5 For each day’s bidding, the Market Committee would be maintaining
bidding record containing the name of the farmers, approximate quantity in
heap and the names of the katcha arhtias etc., if any, as also the highest
and final bids at which the stocks were sold. Similar details should be
maintained by the Manager (QC)/ Technical Assistants for the rejected lots,
with reasons for rejection and signatures of the farmers/seller obtained
thereon. Where direct purchases are being made from cultivators, similar
record must also be maintained.
9.6 Market committee may be requested to give wide publicity about the
presence of procuring agencies in mandi along with their contact details,
mobile no. etc. to avoid distress sale.

10. ACTION FOR MAINTAINING PROCUREMENT TEMPO

1 0 . 1 All procurement agencies should make all-out efforts to


achieve th e targets including opening of more number of procurement
centers, whenever necessary.
10.2 All the regions should also identify areas with maximum wheat
production/market surplus. State agencies/FCI should necessarily open
purchase centers in those areas to maximize procurement.
10.3 The purchase staff is required to be positioned, at all the purchase
centres/ mandis, well before the commencement of the season. District
labs. etc. be kept ready and functional in all respects.
10.4 It shall be ensured that bidding of wheat stocks is done on daily basis.
Further, lifting of procured wheat stock is also ensured on daily basis to
avoid glut at purchase center/ mandi and to create space for fresh arrivals.
10.5 Stocks must be procured on 'first come first serve’ basis and delivered
at FCI's designated depots in the same manner, unless otherwise
considered appropriate.

10.6 Efforts to provide support price should be coupled with the observance
of the laid down procedures in the matter of bidding, inspection, quality
analysis, weighment, movement, storage and dispatches from the
purchase centres. Proper cleaning of the stocks must be ensured before
stocks are put to bid/purchased.
10.7 Proper liaison with State Food department/State agencies and
District/State administration should be maintained at District/Regional level.
10.8 The procurement centers of FCI and State agencies and storage
depots of FCI should be linked in such a manner that transport and
handling costs are minimum. Optimum utilization of the storage space
should also be ensured.
10.9 Immediate clearance and liquidation of the procured stocks from the
purchase centers/ mandis must be ensured. In case of heavy receipts,
direct dispatch to consuming Regions may also be undertaken in
consultation with Movement division.
10.10 Supervisory and other senior officers should be on the move for
close supervision of procurement operations for which inspection
programme may be drawn up and implemented. They should specifically
check whether the directions contained in this Action Plan are being
followed or not.
10.11 Programme for expeditious takeover of stocks from the State
procuring agencies should be drawn and all out and concerted efforts
should be made to economize this operation. FCI, at the field level, should
extend all possible cooperation to State agencies to ensure that State
agencies do not find any grounds/reasons for complaints regarding delay in
takeover of stocks by FCI.
11. PUBLICITY CAMPAIGN DRIVE
In order to achieve the goal of procuring wheat to the maximum extent and
to give benefit of MSP to the farmers, wide publicity is to be given through
radio, print and electronic media, pamphlets and banners etc. regarding the
MSP announced by the GOI, quality specifications, number and location of
purchase centers, facility provided in effecting procurement like prompt
payment to farmers, correct weight etc. It must be ensured that the support
price and specifications are prominently displayed at all the purchase
centres/ mandis for the information of cultivators/farmers. Hand bills may be
displayed and distributed to the farmers giving the necessary guidelines
and explaining the need for bringing clean and dry stocks to get the MSP
fixed by GOI. Local language may also be used in all media platforms.

12. GRIEVANCE REDRESSAL

Grievance redressal mechanism should also be put in place and contact


information of responsible officers be displayed/publicized prominently.

13. SPECIAL ATTENTION/ EMPHASIS POINTS


On the basis of the deficiencies observed in the past, the following
guidelines may be kept in view:
13.1 The heap of the wheat should not be on "Katcha" ground/ floors so as
to avoid mixing of mud, sand, pebbles, stones with the sound grains,
particularly during the peak arrival period of wheat at the purchase centers
and size of the heap should not exceed more than 200 bags.
13.2 There should not be shortage of covering materials and dunnage such
as, tarpaulins crates etc. Non-availability of the same may create the
possibility of damage to the wheat purchased in case of sudden rains.
13.3 The Govt. of India vide their letter No DO No 8-11/2002 S&I dated
9.10.2002 has made it mandatory to have machine stitching of all bags of
wheat.
13.4 There should not be any type of irregularity in bidding register and the
lifting of stocks from the purchase centers.
14. STENCILING

The stencilled matter on gunnies should indicate:

a. Name of the commodity.


b. Name of the State.
c. Crop year
d. Name of the Purchase Centre with Code.
e. Net weight.
f. Name of the Procuring Agency.
g. Name of the Katcha Arthias/ Society/ SHG/ Panchayat/ FPO -
(wherever applicable).
The colour code for stenciling should be as per letter no. 15(1)/2012-PY-III-
Part(1) (E.367559) dated 08.10.2024 prescribed by GOI for RMS 2025-26.

15. RECORD OF PURCHASE:

For each day's bidding, the Mandi committee would maintain bidding record
containing the name of the cultivator, approximate quantity in heap and
the name of the katcha arthia (wherever applicable) as also the final bids at

which the stocks were sold. Similar details should be maintained by the
Technical Assistants for the rejected lots recording reasons for rejections. In
States where direct purchases are made from cultivators, similar record
should be maintained by the procuring agency/ mandi committee.
16. PROCUREMENT METHODOLOGY & MIS THROUGH e-
PROCUREMENT MODULE
16.1 EDs (Zone)/ GMs (Region) must ensure that Minimum Threshold
Parameters are to be adhered to by the States for procurement essentially
through the respective State Procurement Portals which have seamless
integration with the Central Foodgrains Procurement Portal (CFPP). The
MTPs are as under:
a. Online Registration of Farmers: Name, Father’s name, address,
Mobile No., Aadhar No., Bank A/c details, Land details (Khata/
Khasra), Self- cultivated or land on rent/share cropping/contract.
b . Online integration of registered farmer data with State’s land
record portal.
c . Integration of Digitized mandi/procurement center operations:
Digitally generation of buyer/seller forms, bill of sale proceeds etc.
d . Online payment with integration to the Expenditure Advance
Transfer (EAT) module of PFMS, for direct and speedy transfer of
MSP to farmers.
e. Wheat delivery management – Auto generation of billing upon
uploading of Acceptance note/Weight Check Memo on take-over of
the stock.
f. Procurement related information is to flow, through API-based
integration, to the GOI Portal (CFPP), for real time reporting of
farmers benefitted, quantity procured, payment made as per SOP
circulated by DFPD,GOI vide DO letter dated 20.10.2023 of AS(P),
DFPD, GOI.
g. Procurement of foodgrains through bio-metric based procurement
system.
h. Tracking of vehicles’ movement from procurement centers to rice
mills and from mills to godowns for paddy /rice and from procurement
centers to godowns in case of wheat and coarse grains.

16.2 The procurement staff /Manager (QC)/ Technical Assistants must

send details of daily arrivals (variety-wise) at the respective purchase


centres/ mandis and purchases made by them, purchases made by the
State Govt. and Agencies as well as the traders along-with prevailing market
rates to the respective Divisional Managers. The Divisional Office would
maintain close liaison with mandi/ State Govt. to obtain such information as
market arrival, ruling market prices, quantity purchased by private parties,
number of farmers benefitted by MSP operations, payment made through e-
mode or not, etc. The Divisional Manager would, in turn, furnish the
position, for the whole district, to the General Manager (Region). The
General Manager (Region) should ensure reporting of arrival and
procurement on daily basis to Procurement Division of FCI, Headquarters .
16.3 A control room may be set up to ensure prompt gathering, reporting &
entering of data at District, Regional & Zonal level. The final figure of
procurement must be intimated to Hqrs/GOI within 07 days of cessation of
procurement period prescribed by GOI.
17. WEIGHMENT
17.1 At Purchase Centres:
At purchase centers, 100% weighment in standardization of wheat stocks,
purchased by the FCI has to be ensured. Similarly, 100% weighment of the
stocks procured by the other Agencies and handed over to the FCI at the
godowns or other point is also to be undertaken. In order to expedite
weighment operations, all available weigh bridges and if required, private
weigh bridges may also be used. FCI depots should be linked with
purchase centers of FCI/ State Govt. agencies on least cost basis.
17.2 Records related to average weight of gunny bag used for
procurement must be maintained at the purchase center after conducting
test weighment of the gunnies periodically. Gunnies fulfilling standard
specifications and permitted by GOI should only be used for procurement
of wheat.
17.3 At Depots
At depots, all stocks should be accepted on 100% weighment of
standardized bags. The total quantity of the stocks received in the depot,
both in terms of the number of bags and weight, should be thoroughly
checked at the time of receipt. Strict vigil should be kept during the course
of shifting of wheat from purchase centers to storage points or railheads.
Besides, the number of trucks, bags and quantity dispatched should be
tallied with receipts, on daily basis. The quality of the stocks should also

be checked thoroughly by quality control officials to ensure that wheat are


as per prescribed specifications. After such checks have been exercised,
the depot in-charge/Manager(QC) shall give an acknowledgement for the
quantity as well as the quality of the stocks received. This should be apart
from the acknowledgement on the truck chits normally issued for the
payment of transportation bills.
18. RESPONSIBILITY FOR QUALITY/QUANTITY OF WHEAT STOCKS
PURCHASED AT PURCHASE CENTERS/ MANDIS

18.1 The Manager (QC)/Technical staff posted in each of the purchase


centers/ mandis will be authorized official of the FCI for the purchase of
wheat as per laid down specifications. In purchase operations, he may be
assisted by certain godown/account cadre staff posted at the purchase
centers who will attend to the supervision of filling, standardization,
weighment and stitching of bags, maintenance of gunny & Stock account.
The responsibility for the proper discharge of these operations will also
jointly rest with the technical cadre staff posted as in-charge of purchase
centers.
18.2 The circular/guidelines issued by Ministry/ Hqrs. with respect to
relaxations in uniform specifications, if any, should be strictly followed and
stock identity and accounting of such different categories i.e. FAQ & URS,
if any, should be separately maintained at the time of receipt, storage and
issue/dispatch.
18.3 The responsibility for the proper discharge of these operations also
will be that of the Manager (QC)/Technical Assistant posted as In-charge of
the mandi. He/she shall be responsible for the entire quantity procured till it
is acknowledged by recipient warehouse/ FSD In-charges as stressed in
Hqrs. Circular Letter No. S&S/TL-II/38/5-19(2)/86 dated 08/10.09.1986
[Annexure-VI].

18.4 Concerned State Government agencies would be responsible for the


quality and quantity of the stocks purchased and stored by State them.

18.5 The quantity of wheat stock (in MT & Bags) procured by State Govt.
and its Agencies under Central Pool shall be made final and figures are to
be frozen within 07 days from the last date of procurement of wheat as
notified by GOI. For this purpose, a certified census list containing
quantity of wheat in bags/MT along with their storage points be obtained
from the District Head of concerned State Agencies. Similarly, in case of
FCI HQ-Proc013/1/2025-PROC I/1993671/2025

any shifting of wheat from one storage point to another, similar declaration
from the agency head must be obtained. The final figure of wheat must be
reconciled with the census list to avoid any discrepancies and complication
at later stages.

18.6 In case of DCP States, as per MOU, FCI will make joint teams with
the State Govt to oversee the conduct of procurement operations, conduct
2% inspection of DCP stocks covering 10% of purchase centres and 25%
of storage points and to attend to specific complaints, problems, etc.

18.7 FCI officials of the concerned Region will undertake periodical


inspections in consultation with State Govts. of the DCP States to assess
the effectiveness of procurement operations, quality control measures,
process of stock verification, etc so that the GOI could closely monitor the
implementation of the DCP Scheme in the State.

19. TRANSPORTATION OF STOCKS PURCHASED


19.1 The stocks purchased by the procurement center staff will be
dispatched by them to the linked storage depots. The staff shall maintain
proper records of dispatches showing name of the consignee depot and
send complete dispatch documents to the depot concerned. They should
obtain clear acknowledgement from the consignee depots regarding the
quantity and quality of wheat dispatched by them from the purchase points.
There should be no variation between the quantity and quality of the stocks
dispatched by them and those acknowledged by the consignee depots.
19.2 All the wheat purchased in a purchase center/ mandi in a day should
be moved out of the purchase center/ mandi on the same day or on the
next day. There should not be any delay in movement. The movement out
of the purchase points should be undertaken during day time to ensure that
the stocks reach the depots on the same day. There should be daily
reconciliation of stocks purchased at purchase center, stocks dispatched
from purchase center and stocks received at the depot and payment
against stocks purchased. Immediate corrective action is to be undertaken
if any difference is noticed by the purchase centre in- charge/pay-point
incharge and Manager (Depot). Similarly, the gunny account should also
be reconciled periodically. The periodicity should not be more than one
week.
19.3 In exceptional circumstances, when the procured stocks have to be
kept at the purchase centres overnight, proper protection/security

arrangements for the same should be ensured to avoid damage and theft
to the procured stocks.

20. PAYMENTS
20.1 The Manager (QC)/ Technical Assistant shall scrutinize the bills
submitted by Aarthias/ Society / SHG/ Panchayat/ FPO etc. (wherever
applicable) on day-to-day basis for stocks purchased through them and
arrange payments preferably within 48 hours through electronic mode.

20.2 If the purchase is made directly from the farmers, the Manager(QC)/
Technical Assistant will ensure preparation of bills and that the payment is
made preferably within 48 hours to the farmer as per extant instructions
issued by GOI/ FCI, Hqrs.

20.3 All out efforts should be made to ensure implementation of EAT


module of PFMS and direct online payment to farmers account during
RMS 2025-26 as mandated by Ministry of Finance, GOI.

20.4 Whenever non-finance cadre officials are deployed at purchase


centers or Pay offices for making payment of MSP, it should be ensured
that these officials are responsible for discharge of all accounting
requirements like stock reconciliation, bank reconciliations etc. and submit
the required documents to Divisional Office within stipulated time frame.
They should not be transferred before discharging their responsibilities.
Divisional Managers/ GMs (Region)/ Zonal EDs shall closely monitor that
payment are released as per instructions.

21. TAKE OVER OF WHEAT STOCKS


It is necessary that advance planning is done in consultation with the State
agencies for taking over of stocks procured by them for Central Pool.
Mandis/purchase points/State Govt. storage points to be linked with FCI
storage points where wheat stocks procured by State agencies can be
taken over. All-out efforts have to be made for takeover of maximum stocks
at the earliest from the State Govt. and its agencies to minimize the carry
over charges. Stocks conforming to GOI specifications should be accepted/
taken over from the State agencies in the gunnies as specified by GOI/ FCI
Hqrs.
22. RECEIPT AT THE DEPOTS
The stocks dispatched from the purchase centers to the various depots
should be received by the Depot In-charge on the same day. Any
difference in quantity dispatched from mandi and quantity received at the

depot, the same be informed to purchase in-charge on daily basis.


23. STACKING
The stocks received in the depot should be properly stacked as per the
stack plan. As far as possible, identity of the stocks should be maintained
mandi/ purchase center-wise / agency-wise.
24. PRESERVATION
The stocks accepted for storage at the storage point must be preserved by
the QC staff posted in the godowns as per the procedure prescribed in the
QC Manual and instructions issued by the QC Division of Headquarters,
from time to time.
25. SQUADS AND QUALITY CHECKS
Team/Squads of Quality Control & Vigilance officers and other senior
officers should be formed and assigned the task of continuous touring of
purchase centers/ mandis, railhead and storage godowns for thorough
inspection of all aspects of the operation and for suggesting measures
required to achieve the objectives of procurement.
26. PROCUREMENT AND SALE/OFFTAKE OF STOCKS

The procurement center will not be, repeat will not be a distribution center
of foodgrains during the procurement period. The stocks for issue against
TPDS/OWS will only be undertaken from base depots as mutually decided
by FCI and State Govt. Instructions of Sales Division in this regard may be
complied with.

General Managers (Region) shall keep strict vigil to ensure that the round-
tripping of PDS foodgrains in procurement process does not take place.
Any such incident to be immediately brought to the notice of State Govt.
for remedial action and to Hqrs..

In order to plug any loopholes, quantity of wheat procured by State Govt.


agencies under Central Pool must be frozen and declaration/storage
pointwise census list be obtained within 07 days as referred at point 18.5.
27. DISTRESS SALE COMPLAINTS

Any complaint or information regarding distress sale of wheat by farmer


is to be attended on "TOP PRIORITY" for remedial action and report be
furnished to the Headquarters within 3 days.

28. IMPORTANT

The “Action Plan” contains only broad guidelines and are not exhaustive.
Compliance to the instructions issued separately by Headquarters/
Government of India on specific aspects of operation are to be ensured.
29. EDs (Zone)/GMs (Region) who are intimately aware of the ground realities
and local problems, may take suitable action to plug any loopholes in the
system to safeguard the interest of the FCI. In case they feel any systemic
change is required to be made where intervention of Hqrs. is essential, they
shall find themselves free to make any such reference to Hqrs. with full facts
and their recommendations.
30. MOU with Non-DCP / DCP State

EDs(Zone)/GMs(Region) would ensure adherence to the provisions of


MOU signed between GOI, FCI and State Govt. for procurement of wheat.

lam directed to say that it has been decided to adoptRED Colour


Coding for gunny bags for RMS 2025-26|KMS 2024-25(Rabi). The colour
coding will be in the manner as indicated below:
a. Stencil or Branding as per indenters' requirements shall be in "BLUE"
colour.

b. Marking or stitching on the mouth of the bag after filling the grain will
be done by the FCI/State Agencies in a "RED" colour.

c. For identification marking of the marketing season, there will be


colour-coded strip/s on every jute bag. The width of each strip will be 4
threads. Each strip will be run along the length of the Bag and shall be in
"RED".
For bags to be supplied through the rute Commissioner of lndia,
d.(i) A single strip is to be printed for bags to be supplied through the
Jute Commissioner of lndia. This single strip shall be printed at a distance
of about 150 mm away from any selvedge of the bag.

d-(ii) For the supply of jute bags to Andhra pradesh, Telangana, Tamil
Nadu, Kerala and Karnataka through the Jute Commissioner of lndia, an
additional Black colour strip will be printed on each bag at a distance of
about 150 mm away from other selvedges of the bag.
For bags not purchased through the Jute Commissioner of lndia
e. For jute bags not purchased through the Jute Commissioner of lndia,
two strips shall be printed on each bag. Each of the two strips shall be
printed at a distance of about 150 mm away from the respective
selvedges of each bag.

UNIFORM SPECIFICATION FOR INDIAN WHEAT OF ALL VARIETIES FOR RABI
MARKETING SEASON 2025-2026
Wheat shall:

a. be the dried mature grains of Triticum vulgare, T. compactum, T. sphaerococcum, T. durum,


T. aestivum and T. dicoccum.
b. have natural size, shape, colour and lustre.
c. be sweet, clean, wholesome and free from obnoxious smell, discolouration, and admixture of
deleterious substances including toxic weed seeds and all other impurities except to the extent
indicated in the schedule below.

d. be in sound merchantable condition.

e. not have any admixture of Argemone mexicana and Lathyrus sativus (khesari) in any form,
colouring matter and any obnoxious, deleterious and toxic material.

NOTE:

l. Moisture in excess of l2Yo and up to l4o/o will be discounted at full value. Stocks containing
moisture in excess of l4Yo are to be rejected.

2. Within the overall limit specified for foreign matter, the poisonous weed seeds shall not exceed
of which Dhatura and Akra (Vicia species) shall not be more than 0.025Yo and 0.2Yoby

weight respectively.

3. Kernels with glumes will not be treated as unsound grains during physical analysis, the glumes
will be removed and treated as organic foreign matter.
4. Within the overall limit specified for damaged grains, ergot-affected grains shall not exceed 0.05

5. In case of stocks having a living infestation, a cut at the rate of Rupee two per quintal may be
charged as fumigation charges.

6. For weevilled grains determined by count, stocks containing weevilled grains in excess of 1% will
be rejected. The rate of cut for weevilled grains will be @ Rs.2 per quintal.

Method of Analysis

As given in Bureau of Indian Standard No. IS 4333 (Part I and Part II) 2018 and as amended from
time to time except for weevilled grains which are to be determined by count method.

Rabi Crop in KMS 2024-25.


The meeting was held under the Chairmanship of Secretary (Food & Public
Distribution), Government of India. The list of participants is enclosed at Annexure-
I.
2. At the outset, Joint Secretary (Policy & FCI), DFPD welcomed all the
participants and briefed about the agenda of the meeting. She stressed upon the
significance of procurement of wheat and other Rabi crops in the ensuing Rabi
Marketing season (RMS) 2025-26. She also emphasized upon the States to not
only enhance the milling capacity for paddy but also to augment the storage
capacity in the states JS(P&FCI) informed the gathering about forthcoming
presentations during the course of day.
3. Thereafter, ED (Finance), FCI delivered the message on behalf of Chairman &
Managing Director (CMD), FCI and presented the likely production scenario of
wheat across the procuring regions in the country for RMS 2025-26. It was
mentioned that considering higher MSP this season, there was expectation of
good procurement during the ensuing RMS while also indicating the challenges for
public procurement of wheat by Govt. agencies. It was stated that full
preparedness on part of all agencies involved will be the key factor in this
endeavour. Furthermore, the measures taken by the Government in order to
facilitate procurement from farmers such as simplification of registration process for
farmers, allowing procurement of wheat from share croppers, tenant farmers etc.
so that they are also benefitted from MSP operations. It was apprised that Govt. of
India has issued instructions regarding procurement through panchayats and
FPOs. Instructions have been issued to ensure payments to farmers within 48
hours of the procurement. Govt of India and FCI will ensure every possible step to
facilitate wheat procurement in the states. It was assured that in the eventuality of
quality issues of the foodgrains offered for procurement, the requests for State
Govts for relaxation in specifications would be examined without delay to avoid
distress sale by farmers.
4. Secretary, Department of Food & Public Distribution extended warm welcome to
all the participants. Secretary, DFPD emphasized that the focus of Department of
Food & PD has been to ensure efficiency and effectiveness based on data made
available by the states. Of late, the decision making, has become more evidence
based so that states can not only be assisted but also be nudged, whenever
required to make required improvements in their processes. He referred to the SoP
issued by DFPD for CMR delivery of rice by the States which streamlined the entire
process of procurement related documentation. He also informed that the services
of Agri Stack will be utilized for the first time in Odisha for procurement of Rabi crop
of paddy of KMS 2024-25 and it would gradually be ramped up for procurement in
other states from KMS 2025-26. This would be a major improvement and is likely
to make the procurement process greatly transparent.
5.Secretary, DFPD also stressed on the efforts required to be made within the
existing systems to ensure that instances of recycling are eliminated. Recycling of
rice, whwerever detected, is a blot on the entire dept. and the entire machinery.
He also informed that the requests for extension of milling period and for release of
subsidy are being examined on the basis of data of procurement and storage of
paddy on CFPP and CFSP, respectively. All the mills are getting onboarded and
they would also need to ensure that their stocks are available for verification in
countable position. It was mentioned by Secretary, DFPD that Odisha have
engaged QCI to undertake random checks of the stock disclosed on CFSP.
6. With regard to the wheat procurement, Secretary, DFPD told the procuring
states that the importance of wheat for food security can’t be overemphasized.
The consumption of wheat is increasing and moreover, it is limited to a few states.
The Govt. is making every possible effort in tandem with the state govts to ensure

that the wheat procurement is good. Sufficient stocks of wheat will help us in
maintaining a buffer which could be used for price control and price moderation.
This year, we have sold 30 LMT of wheat under OMSS to keep the market prices in
check and it is expected that once the arrivals start, the prices are going to come
down a great deal.
7. He also made a mention of SCAN FCS which has stabilised and now has been
integrated with PFMS. The application is also in the process of being integrated
with the Mapper report so that that payments of subsidies to states gets released
seamlessly. The only support needed from the states is timely uploading of the
right documents.
Weather Forecast for Rabi season
8. Programme Head Mission Mausam and Additional Director-General, Indian
Meteorological Department (IMD) made a presentation on forecast outlook for
spatial distribution of temperatures and rainfall in the country during ensuing RMS
2025-26. He informed that minimum and maximum temperatures during March-
May, 2025 are forecasted to be above normal for most parts of the country, except
southern India where the maximum temperatures would stay normal during this
period. With regard to the rainfall, he informed that pre-monsoon during March-
May, 2025 is forecasted to be above normal over southern part of the country and
largely below normal for eastern & north-eastern parts of the country. He also
informed that the early forecast of South-West Monsoon during June-2025 to Sept-
2025 indicates that rainfall would be normal to above-normal over most parts of the
country.
Advance Estimates for foodgrains production by D/o A&FW
9. Also, the representative of Directorate of Economics and Statistics,
Department of Agriculture & Farmers Welfare informed that 2 nd advance estimate
of production, which covers advance estimates for Rabi Crops, have not been
released yet. Further, with regard to sowing area, he informed that crop sowing
area under Wheat, Rabi Rice, Barley and Maize is slightly higher than last year but
crop sowing area under Jowar has reduced in comparison to the last year.

Procurement of wheat in RMS 2024-25 and paddy in KMS 2023-24 (Rabi)


10. Thereafter, based on the information furnished by the respective State
Governments, State-wise procurement estimates and timelines for procurement of
wheat during RMS 2025-26 and State-wise procurement estimate and timeline of
procurement of rice of Rabi crop of KMS 2023-24 and its milling period were
discussed with State representatives and FCI officers. All States were requested to
keep the estimates and timelines realistic. State-wise procurement estimates of
wheat and paddy during RMS 2025-26 and Rabi crop of KMS 2024-25 for all
procuring regions of the country were proposed and duly agreed upon by the
Principal Secretary/Secretary of the respective State Government. The details of
the estimates fixed and period of procurement of wheat during RMS 2025-26 are at
Annexure- II and details of estimate of rice, period of procurement and period of
milling/delivery for rice for various States for KMS 2024-25 (Rabi) are at Annexure
– III.
11. Secretary, DFPD remarked that the States should ensure that their wheat
procurement is at least as much as their consumption under PMGKAY. The states
having bumper production of wheat but still not procuring due to various reasons
need to make focused efforts to maximize wheat procurement in respective states.
There should be some mechanism to regulate inter-state movement of wheat and it
is incumbent upon the states, particularly Rajasthan, MP & UP to check
unregulated inter-state movement of wheat and to ensure that entities moving

wheat from one state to another must have disclosed their stocks on the portal and
must have paid all the taxes to the Mandi/State Govt. Besides, State Govt.
officials must maintain an oversight on the quality certifications and it cannot be left
to inexperienced and under qualified outsourced staff.
Central Foodgrains Procurement Portal (CFPP)
12. JS (Policy & FCI) made a presentation on CFPP indicating the background for
the portal and salient data features available on the portal for monitoring and
decision making. During the presentation, major discrepancies between data
pushed on CFPP by the States and the D2 (Manual Statement) in respect of
quantity of paddy procured as well as CMR delivered were highlighted . JS (Policy
& FCI) requested the State Governments to push real-time data on CFPP so as to
mitigate the discrepancies. A new feature introduced in the portal for submission of
report/recommendations by the officers deputed to identified districts for monitoring
of wheat procurement, was also demonstrated during the meeting.
13. Secretary, DFPD reiterated that requests for release of subsidies and for
extension of milling timelines would be examined subject to updated data being
available on CFPP & Central Foodgrains Storage Portal (CFSP). He also remarked
that manual data pushing to CFPP needs to be replaced with API integration for
seamless transition. It may also be examined that D1/D2 practice can be done
away with and monitoring is to be done only through CFPP.

Procurement of Coarse grains/Millets in KMS 2024-25(Rabi)


14. Further, based on the information furnished by the State governments, State-
wise procurement estimates and timelines for procurement of Coarse Grains
during KMS(2024-25 (Rabi) were also discussed with the States. The details of the
estimates fixed, during KMS 2024-25 (Rabi) is at Annexure-IV. Telangana was
requested to send the procurement plan as informed in the meeting for 10 LMT of
Maize and 1.5 LMT of Jowar.
15. JS(P&FCI) informed that the States should promote procurement and
consumption of coarse grains. Secretary (DFPD) added that millets are more
nutritious than wheat/ rice, and that any additional estimate of coarsegrain
procurement would be proactively taken up by the Department.
16. Procurement of coarsegrain (Kharif corp) during of KMS 2024-25 was also
Reviewed. JS(P&FCI) stated that the procurement of coarsegrain was below the
target in KMS 2024-25. State Govt. of Maharashtra was requested to increase
procurement of coarsegrains. State Govt. of Karnataka was requested to start the
procurement of Jowar and Ragi immediately. On this, State Govt. representative
informed that the procurement would start from 03.03.2025. Secretary (DFPD) then
requested State Govt. of Kerala and Tamil Nadu to send their requirement of Ragi,
if any.
Wheat Stock Limit
17. JS (P&FCI) informed that Govt. of India has revised limit on wheat stock for
entities (Traders/ Wholesalers, Retailers, Big Chain Retailers, Processors). A
total of 25,749 entities are registered holding around 40.29 LMT wheat. It was
suggested that there is need to monitor enforcement of stock limits of wheat by
means of carrying out inspections by teams of (i) State Authorities & (ii) Joint
teams of States, FCI and QCC/DFPD; and initiate action under the EC Act in
case any violation is found. Secretary (DFPD) also emphasized the need for
wheat stock disclosure on portal w. e. f 1 April 2025 and said that any
unregulated movement of wheat has to be checked.

Gunny Bags:
18. JS (P&FCI) informed that there is sufficient availability of jute bags for KMS
2024-25(Rabi)/RMS 2025-26 and that DFPD has allocated 20.36 lakh gunny bags
to State Govts./ FCI. Out of this, indent of 11.61 lakh gunny bales only were placed
and State Govts. were requested to place indent for the remaining gunny bags on
priority.
19. FCI informed that a new initiative on revised Payment Mechanism based on
lien on Cash Credit Account for purchase of gunny bags has been started by FCI
since last year and working smoothly. Secretary (DFPD) thereafter suggested that
all States should follow the procedure and can approach Jute Commissioner,
Kolkata and FCI/ DFPD in case of any doubt.
SCAN-FCS Module:
20. Submission of Provisional Cost Sheet (PCS) proposals for wheat for RMS
2025-26 through SCAN Module were discussed. All wheat procuring States except
Bihar, Madhya Pradesh and Rajasthan were requested to submit their PCS
proposal through SCAN portal by the 1 st week of March, 2025. All States were
also requested to submit their Final Cost Sheet (FCS) proposal through SCAN
portal alongwith Audited Accounts including P&L accounts etc. and all relevant
documents.

Amendments in TPDS Control Order, 2015


21. It was inormed that the following amendments in Clause 3, Sub-Clause 13
have been proposed:
i) Mandatory eKYC -every 5 yrs.
ii) Age Criteria for Ration Card Eligibility: A member shall be eligible to hold a
separate ration card only after turning 18 years old. A new member can be added
as a beneficiary in an existing ration card only after turning 6 years old. Aadhaar
seeding mandatory for all beneficiaries.
22. Further, in clause 4, new sub-clauses, viz 4 (22): Temporary disabling of
inactive ration cards (6+ months inactivity; 3-month revalidation window); 4 (23):
Temporary disabling of duplicate beneficiaries (identified for 6+ months; 3-month
revalidation window) and 4 (24): Transparent state-wise waiting list for ration cards
to be displayed on state portals has been proposed to be added.
23. All States & UTs were requested to submit written feedback within a week on
proposed amendments. States were asked to submit highlight concerns in
writing. States were also advised that inactive ration cards should be re-
examined to ensure that benefits reach the truly needy. Periodic reviews of ration
card and beneficiary databases should be conducted by states.

Assistance-Intra-State movement and FPS dealers’ margin


24. During the discussions, 05 States - Assam, Maharashtra, Tamil Nadu, Odisha
and Rajasthan were urged to expedite the expenditure against the Mother Sanction
already issued to the States. The States, to whom Mother Sanctions have been
issued recently, were also requested to start submitting the payment files in order

to utilize earmarked funds.


25. Assam, Maharashtra Tamilnadu, Odisha and Rajasthan were requested to
expedite the expenditure against Mother Sanction and all other states were
requested to submit payment files whom Mother Sanctions have been issued
Integration of ePoS devices with electronic weighing scales
26. JS (PD, NFSA & BP) requested the States to expedite the integration of ePoS
devices with electronic weighing scales by 31st March, 2025. He also reiterated
applicability of revised norms of expenditure towards intra-state movement &
handling of foodgrains and Fair Price Shop Dealer margin only for those states and
UTs who comply with the reforms including integration of eWS with ePoS devices.
Foodgrains allocation ceiling- Schedule IV of NFSA
27. JS (PD, NFSA, BP) also highlighted the issue of present monthly allocation of
foodgrains to 20 States, in excess of ceiling prescribed in Schedule IV of NFSA,
2013, based on number of beneficiaries in States / UTs under the provisions of
Section (9) of the Act. These States have crossed allocated limit primarily because
of lower average Antyodaya Anna Yojana Household size of approx. 3.25, which is
less than 5 which was used to determine the foodgrain entitlement of the States /
UTs. He emphasized on the need for urgent action for taking up an exercise for
corrective action in this regard. He also added that the States would be allocated
foodgrains only upto ceilings prescribed under Schedule IV of NFSA.
28. Secretary, DFPD highlighted the disparity between average Household size
under PHH and AAY categories specially in case of Mizoram, Chhattisgarh, Uttar
Pradesh etc. The States were asked to examine these issues so as to ensure
compliance to NFSA provisions and facilitate adherence to prescribed ceilings.
Progress on eKYC, De-duplication,
29. JS (PD, NFSA, BP) also highlighted the issue of present monthly allocation of
foodgrains to 20 States, in excess of ceiling prescribed in Schedule IV of NFSA,
2013, based on number of beneficiaries in States / UTs under the provisions of
Section (9) of the Act. These States have crossed allocated limit primarily because
of lower average Antyodaya Anna Yojana Household size of approx. 3.25, which is
less than 5 which was used to determine the foodgrain entitlement of the States /
UTs. He emphasized on the need for urgent action for taking up an exercise for
corrective action in this regard. He also added that the States would be allocated
foodgrains only upto ceilings prescribed under Schedule IV of NFSA. All states &
UTs were directed to complete Aadhaar seeding and eKYC before 31st March
2025 and resolve duplicate beneficiary cases within a two-month timeframe
30. Secretary, DFPD highlighted the disparity between average Household size
under PHH and AAY categories specially in case of Mizoram, Chhattisgarh, Uttar
Pradesh etc. The States were asked to examine these issues so as to ensure
compliance to NFSA provisions and facilitate adherence to prescribed ceilings.
Mobile Seeding with Ration Cards
31. It was emphasized that correct mobile number seeding is critical to provide
real-time SMS alerts about entitlements, foodgrain lifted, Eliminate dependency on
printed receipts, increase transparency and beneficiary awareness. All States &
UTs were asked to expedite mobile number seeding and ensure only active and
valid numbers are linked to ration cards.

Mapper Report (New SoP):


32. It was informed to State that New SoP will implemented from 1st April 2025.
States have reported excess foodgrain distribution beyond entitlements. States
were advised to sanitize their RCMS databases before implementation of new SoP
to prevent subsidy loss due to excess distribution. All States & UTs were directed
to ensure that only government-authorized email IDs are used for official
communication with DoFPD
Manual Distribution
33. It was informed to States Govt that from April 1, 2025, only authenticated
distribution will be permitted. Exceptions due to natural calamities or serious issues
will be required prior approval from DoFPD. States must ensure a full transition to
digital transactions. States were directed to investigate and take action against
FPSs conducting manual transactions despite online capability. States were asked
to submit a list of shadow area FPSs using the DoFPD template for coordination
with DoT and BSNL.
MERA Ration App
34. States have suggested for provision in the app to annually verify each FPS by
DFSO. The DFPD will share the Mera Ration App Android APK with states to
gather their feedback.
Grievance Redressal System
35. The existing grievance redressal systems (1967, call centre, CPGRAMS, etc.)
and their ineffectiveness were discussed. The new Advanced Grievance
Redressal System (AGRS) envisaged by the department had been introduced
leveraging latest technologies like WhatsApp, IVRS, Mera Ration chat bot, AI/ML
enabled voice/chat bot. States were advised to avoid duplication of developing
GRS by the states. Any suggestion from the States in the development of AGRS
by DFPD may be submitted in writing.
Dashboard Analystics
36. Suspect Beneficiaries were shown to all States & UTs on Live dashboard for
Rightful Targeting. Rajasthan has reported that they have integrated the IFMS
portal (for state government employees) with RCMS and identified potential
suspect beneficiaries. Secretary DFPD mentioned that other states may also adopt
this integration, and the central government is working on linking with PFMS to
identify central government employees.
37. An API to upload suspect beneficiary data into RCMS for CAS States has been
developed and will be integrated soon. For Non-CAS States, NIC will develop the
API, and it will be updated on IMPDS.
SMART-PDS Module Development and Fund release
38. It was observed that several states have not claimed the next tranche of funds
despite availability. States were directed to submit Utilization Certificates (UCs) at
the earliest as unclaimed funds may lapse and need to be returned to Ministry of
Finance
Optimum utilization of storage space available with DCP states
39. During the discussion in the meeting the following points were observed:

i. Punjab and Haryana to expedite the tender award for creation of 60 LMT and
30 LMT under PEG respectively.
ii. Further, Punjab and Haryana to expedite the tender award for creation of 35
LMT and 12 LMT CAP capacity respectively.
iii. States are required to store more food grains of the central pool in view of storage
infrastructure crunch
iv. NE states to expedite the tender award for creation of capacities under Modified PEG
Scheme for North-Eastern and Hilly States

Implementation of “Anna Chakra” intra state PDS Supply Chain Optimization


40. During the discussion in the meeting the following points were observed:
i. Uttarakhand (Incomplete), Arunachal Pradesh, Assam, Chhattisgarh, Goa,
Haryana (unsigned), Karnataka, Ladakh, Meghalaya, Tripura to submit
progress report along with saving details in specified format.
ii. Kerala, Jammu & Kashmir, Odisha, Nagaland, Maharashtra to implement
optimized results and share the progress report
iii. Delhi, Uttar Pradesh to start the implementation
iv. Delhi, Uttarakhand, Uttar Pradesh to provide the server for installation of
Anna Chakra tool
v. FITT to complete the installation of tool for Madhya Pradesh, Maharashtra
vi. Manipur to provide the data.
vii. Further, scope and objectives of Phase-2 Optimization (Optimization of procurement
operations) were outlined:(a) Reduction of Transportation cost (b) Optimization
of Routes from Procurement Centers to Warehouse for Wheat and
Procurement Center to Mills and Mills to Warehouse for Rice.
(c) Optimum Utilization of capacity of Procurement Centers, Warehouses &
Mills.
viii. Planning of Optimization of Procurement Operations in different States
Phase-1:
a. Madhya Pradesh, Haryana, Punjab, Bihar, Rajasthan, UP,
Uttrakhand
Phase-2:
b. Andhra Pradesh, Assam, Chattishgarh, Jharkhand, Karnataka, Kerala,
Odisha, Maharashtra, Tamil Nadu, Telangana, West Bengal

Utilization of godown created by PACS under World’s Largest Grain Storage


Plan
41. During the discussion in the meeting the following points were observed:
i. Uttarakhand, Tripura, Tamilnadu, Assam & Karnataka to utilize the godowns
constructed by PACS on pilot and submit the report.
ii. Maharashtra, Odisha, Rajasthan, Jammu & Kashmir, Tripura to provide
details of assurance letters issued against PACS approved in DCDC

CFSP API Integration With MSS Compliant State Storage Portal (SFSP)
42. During the discussion in the meeting the following points were observed:

i. All 18 states to address the mismatch in all 4 MSS parameters namely OB,
Receipt, Issue/Despatch, CB between data reported on Integrated Rapid
Reporting Service (IRRS) & CFSP
ii. All 18 states to ensure data integration through API with CFSP
iii. Jharkhand state to comply MSS parameters and push it on CFSP.

Vehicle Tracking System in PDS Movement


43. Presentation on PDS Supply Chain monitoring system in Gujarat and
Telangana was presented by the states. All the states were informed that
Government of India is aiming at Vehicle Tracking System with GPS tagging in
movement of PDS stock to enhance Real-time Monitoring, transparency,
Accountability, efficiency, timeliness and data-driven decision making. After
detailed deliberations, following direction were issued:

i. States require to implement point to point monitoring of PDS supply chain


and tracking of vehicles udned fpr PDS supply chain. Implementation of
VLTS will be a prerequisite for the release of the Transport Subsidy by the
Centre
ii. All states to ensure adherence to continue availing central assistance
iii. Roadmap for all states for Implementation of VLTS:

a. Phase 1 (0-3 Months): Procurement and installation of GPS devices of


vehicles transporting PDS stock
b. Phase 2 (3-5 Months): Integration with State PDS systems and pilot
implementation
(c ) Phase 3 (5- 6 Months): Full-scale rollout and monitoring

All States are requested to initiate immediate action towards


implementation.
Quality Management System (OMS) Portal:
44. All Slates require to integrate their portals with DFPD's QMS or replicate the
same portal in their States. FCI shall provide technical support in this regard.
ForTrace Portal (Fortified Rice Traceability):
45. The Food Safety and Standards Authority of India (FSSAI) launched the FoR
Trace portal to address the issues of end to end monitoring, quality management
and its traceability. The portal is meant for all the stakeholders involved under the

Fortified rice manufactures i.e. Rice Millers. All states and FCI, in coordination with
FSSAI will take necessary steps to on board all the stakeholders on FoR Trace
Portal by 31.03.2025. The rice procurement for Central Pool under Rabi season
2024-25 will be done only through the FoR Trace portal.
State Level Coordination Committee:
46. State level Committees constituted for Quality Management of foodgrains of
Central Pool Comprising officers from DFPD, FCI and State Government. State
Food Secretaries may review the working of the Committee in respective States on
quarterly basis to resolve quality and storage related issues.
Grading of Procurement Centres-PCSAP
47. A presentation on Grading of Procurement Centres based on PCSAP portal

was made by ED (IT), FCI wherein the status of the data of facility available at
Procurement Centres was presented. All states were requested to upload of data
on PCSAP portal and analyse the same so as to esnure that all essential and vital
facilities are available at all procurement centres.
