Affirming the importance of moving Less Economically Developed Countries (LEDCs) away from over-

reliance on agriculture, mining, and other primary activities to diversify their economies and create
new sources of wealth,

Recognizing that many LEDCs face structural challenges, such as a lack of infrastructure, limited
access to technology, and dependency on fluctuating commodity prices, which hinder economic
diversification,

Taking into consideration the success of countries like Vietnam, which have successfully transitioned
to the secondary sector by focusing on manufacturing and attracting foreign investments,

Aware of the ongoing global challenges related to climate change, environmental degradation, and
resource depletion, which make it essential to balance economic growth with sustainable
development,

Noting with regret the failure of previous initiatives such as the Structural Adjustment Programs
(SAPs) in the 1980s and 1990s, which led to economic instability and limited the potential for long-
term diversification in many LEDCs,

Believing that international cooperation, investment in education and infrastructure, and the
development of green technologies are critical for helping LEDCs make a smooth transition into more
sustainable and diverse economies,

1. Encourages Making It Easier for More Countries to Move Away from the Primary Sector;

a. By improving basic facilities;


i. Build better roads, ports, and airports to help businesses easily reach new markets and customers,
both in the country and around the world;
ii. Improve transportation links between factories and suppliers so businesses can move products
more easily and at lower costs;
iii. Make sure the internet and communication networks are fast and reliable, so businesses can
connect with each other and customers quickly;

b. By setting up industry hubs;


i. Create special areas where businesses that do similar things—like making electronics, clothes, or
food—can be close to each other. This way, they can share ideas, workers, and resources to grow
faster;
ii. These hubs attract investment from other countries and help businesses grow by giving them easy
access to skilled workers, tools, and suppliers in one place;
iii. Build support services in these hubs, like training programs and business advice, to help new
businesses grow and move away from farming and mining;

2. Suggests Helping Businesses Grow and Succeed;

a. By offering financial help;


i. Give businesses loans or grants to help them buy better equipment or open new factories, so they
can start making more products and move away from farming and mining;
ii. Offer tax breaks or discounts for companies that set up in industry hubs, encouraging them to
grow and bring in more jobs;
b. By offering training and support;
i. Set up programs where people can learn how to run businesses, use new technology, and sell
products to other countries;
ii. Work with schools and private companies to offer workshops and training to help new businesses
grow and succeed;

3. Encourages the Government to Help Businesses Connect with the World;

a. By making trade deals;


i. Help LEDCs make agreements with other countries so they can sell more of what they make in new
markets;
ii. Support businesses by helping them attend trade shows and events to meet new buyers, investors,
and other business owners;

b. By improving supply chains;


i. Encourage businesses to get their materials from different countries to build stronger supply
chains;
ii. Help businesses work with companies from other countries so they can learn new skills, share
ideas, and grow faster;

4. Encourages Supporting the Local Workforce to Transition;

a. By providing skills training;


i. Offer programs where people can learn new skills like working in factories, using technology, or
managing businesses so they can get better jobs;
ii. Create apprenticeship programs in growing industries where workers can learn on the job and gain
valuable experience;

b. By offering support for workers who leave the primary sector;


i. Set up programs that help farmers and miners move into new types of jobs by offering financial
support and career advice;
ii. Offer transition assistance, like relocation programs or retraining, to help workers successfully
move to other industries;
