5 Drug addiction is not only a domestic problem but also a worldwide issue. Its
6 rapid increase from being the cause and effect of the problem is one of the main reasons
7 of the unstable and slow development of the country. Rampant consumption of illegal
8 drugs and criminal acts related to drug addiction are some of the major problems faced by
9 the Philippine society. The Drug Prevention Campaign Program is one of the programs of
10 the national and local government in fighting against the drug dependency among all the
11 levels of society. This program will be effective if the government will respond to the
12 needs of the community and if it will incorporate strong monitoring and evaluating
16 reduction on intake of illicit drugs among all sectors of society by raising the public's
17 awareness and participation. The program is designed to educate the public of the
18 different kinds of illegal drugs and issues associated with it. The campaign commonly
22 and drug abuse is known as "Oplan Tokhang.". The War on Drugs and Drug abuse is an
23 issue that many people around the world are dealing with today. The War on Drugs
1
24 movement was launched with the aim of defining and reducing the illicit drug trade as
25 well as fighting drug traffickers. The campaign was carried out with the assistance of
26 participating countries, which faced several controversies that are still being debated
27 today. The laws were enacted with the aim of lowering the amount of not only drug

33 Since the said program gives chance to suspected individuals involved in illegal drugs to
34 change themselves and become one of the good citizens, arrests and killings can be
35 avoided in case they put up a fight with the authorities in the future. According to
36 Regional Prosecutor Jaime Umpa, the said campaign may greatly reduce the number of

42 are indeed involved in drugs because there are instances that barangay captains
43 themselves are behind the illegal drug trade and list down names of their rivals. The list
44 might be added or trimmed down after validation but authorities will visit catch suspect at
45 their residence and ask them to stop from peddling or using illegal drugs in their
46 community. Since President Duterte took office 10 months ago and vowed to turn Manila

48 agency and police have launched more than 53,000 anti-drug operations leading to the

147 The results of the study are only applicable in the mentioned Barangay and cannot be
148 applicable to other places in the country. This research looked into the success of oplan
149 tokhang as well as the effects in the lives of the drug surrenderees after they turned
150 themselves to the authorities as part of President Rodrigo Duterte’s anti-drug campaign.
151 The researchers were only interested in effects to their drug usage, health, and social life
152 and family relationship. The respondents of the study were the selected drug surrenderees
153 in Barangay Poblacion and Barangay Señor. Since the proponents are dealing with a
154 sensitive topic, they only asked the respondents’ age, civil status, and economic status as
155 part of their profile. The study’s instrument was a survey questionnaire.

265 (Martinez & Guadamor, 2017). A healthy mind and body are essential elements in coping
266 with mental health issues such as depression and anxiety, as well as with a substance use
267 addiction. Nutrition often plays an underutilized, undervalued and overlooked role with

275 the respondents talk to their family members very often. While the lowest mean of 3.16
276 also reveals that the respondents often spend time for bonding with their family. Overall,
277 the grand of 3.42 signifies the Oplan Tokhang is very effective in terms of family
278 relationship.
279 Support from family members not only increases the likelihood of successful
280 treatment, it can also help improve psychiatric symptoms, and even prevent relapses
281 (Dooley, 2021). Family support is an important part of recovery. The first part of
282 establishing this support is fixing the bonds and relationships within the family that have
283 been damaged by addiction. While recovery might be a long bumpy road, it results in
13
284 much better, loving relationships with the family (Uloth, 2021). The family remains the
285 primary source of attachment, nurturing, and socialization for humans in our current
286 society. Each family and each family member are uniquely affected by the individual
287 using substances including but not limited to having unmet developmental needs,
288 impaired attachment, economic hardship, legal problems, emotional distress, and
289 sometimes violence being perpetrated against him or her. In order for treatment to be as
290 effective as possible, all family members must be involved in some capacity (Murray,
291 2019)

299 The lowest mean of 2.53 implies that the respondents often engage in social activities
14
300 such as religious gatherings, occasional events and etc. Overall, the grand mean of 3.34
301 signifies that the oplan tokhang is very effective in terms of Social life.
302 Building a daily routine also provides a familiar structure that prevents boredom
303 and thoughts about using. Going to bed at a regular time, attending support groups, and
304 making time for new hobbies creates stability and something to look forward to (Juegens,
305 2019).
306 Get a gym membership, take a yoga class, enroll in school, join a sports league,
307 pick up music lessons – do something that is healthy, that makes you happy, and that will
308 introduce you to others who share the same interests. Oftentimes, these sober activities
309 can serve as the best building blocks for proactive, authentic, long-term relationships
311 Another options would be joining churches or getting involved in hobbies that
312 encourage independence as well as positive focus. This takes the mind of past destructive

329 Problem: In your perception how effective is the Oplan tokhang to you?
330 There were seven (7) themes that emerged on the perception of the respondents as
331 to the effectiveness of oplan tokhang. Six (6) participants responded effective and one (1)
335 According to Caliwan, (2019), from July 1, 2016 to July 31, 2019, the PNP has
336 conducted a total of 163,622 anti-illegal drugs operations resulting in the arrest of more
337 than 256,000 drug personalities, the death of more than 6,000 in police operations, and
338 the surrender of more than 1,200,000 under Oplan Tokhang. Stop using of illegal drugs is
339 the first thing to do in order to stop addiction. The statement below strongly conveyed
340 how oplan tokhang motivates them to refrain from using illegal drugs.
359 drugs because of oplan tokhang. Oplan Tokhang motivates them to refrain from using
360 illegal drugs. Oplan Tokhang which was first developed in Davao City Police Office
361 (DCPO) by then Police City Director Police Senior Supt Ronald Dela Rosa was intended
362 to speed up drug-problem solution by visiting houses of the illegal drug personalities and
363 asking them to stop the illicit acts (Tamayo & Adrian, 2018).
365 According to Hudson (2021), from the moment an addict decides to seek
366 treatment, they are preparing to go through a drastic change in their life. While
367 this change is for the better, it comes with its own set of challenges to face,
368 starting with detoxification. Oplan Tokhang gives them the chance to rehabilitate
375 The goal of drug rehabilitation is to stop drug use and learn the tools to build a productive
376 life. That may sound easy enough, but it can often be very challenging. For many, the
377 most difficult part is acknowledging a need for treatment (Gilles, 2021).
379 According to Gilles (2021), once you are free from drugs, you have the
380 ability to think more clearly and can educate yourself about your addiction.
381 Learning about your addiction means gaining insight into which people, events,
382 sensory experiences and habits trigger cravings for drugs. Most drug rehab
383 facilities can help you explore those triggers so that you can make deliberate
384 efforts to avoid or manage them when you transition back into your daily life.
407 the oplan tokhang. “The best thing that happened to me when I was reformed from illegal
408 drugs is when I came to know the Lord Jesus Christ. We may have different struggles,
409 mine was illegal drugs back then, but these are all part of God’s plan for us to know
410 Him,” Mr. Bulatao said on attesting the Positive effect of oplan tokhang (Austria, 2018).
412 Almost 20 percent of individuals who have been able to fight their
413 addiction to drugs or alcohol have found themselves becoming obese after rehab
414 and many more struggle with an eating disorder, compulsive overeating or what is
415 now being called “food addiction” (Ross, 2019). Weight gain is a common side
416 effect of addiction treatment. It's very normal for people to gain weight after they
417 stop drinking. While this is not ideal for most recovering addicts, there are
418 strategies to deal with weight gain in recovery without allowing it to overwhelm
419 you.
430 gained weight. Cowan and Devine (2012) were able to show that nutrition education and
431 changes in diet offered to men in a residential treatment program improved eating habits
432 and reduced weight gain during recovery. While it is important to put your recovery from
433 drugs or alcohol first, there are steps you can take to improve your overall health and
434 well-being.
438 According to research that tracks individuals in treatment over extended periods,
439 most people who get into and remain in treatment stop using drugs, decrease their
19
440 criminal activity, and improve their occupational, social, and psychological
454 The responses above show that after they surrendered to the oplan tokhang, the
455 direction of their life was placed in the right path. In the past, you probably used to spend
456 the majority of your energy and time using drugs or alcohol. Now that you are sober, you
457 should spend that time with hobbies and other things that you enjoy. Participating in
458 healthy and fun activities can help to prevent relapse (Mendez, 2021).
460 The government claims that more than a million users and street-level
461 dealers have voluntarily “surrendered” to the police. Many do so out of fear of
462 being killed otherwise. Many who surrendered do not necessarily have a drug
463 abuse problem as they surrendered preemptively to avoid being killed if they for
466 conducting this kind of operation that results in the deaths of other drug users.
470
471 The response above shows that due to the rampant killings of drug users and
472 pushers, some of them have voluntarily surrendered because they fear they will be the
473 next to be killed. Both police officers and members of neighborhood councils are afraid
474 not to participate in the killing policies, fearing that if they fail to comply, they will be
476
479 According to Dizon (2018), the survey also showed that 71 percent
480 believed there were fewer drug addicts in their localities in the past six months,
481 while 12 percent said the number of drug addicts was the same as before. Only 9
482 percent thought there were more drug addicts now. The administration had fought
514 administration to fight against illegal drugs, it is undeniable that there are still drug users
515 in this country. Around 1.67 million or two out of one hundred Filipinos aged 10 to 69
516 are current users of drugs, according to the results of the 2019 National Household
517 Survey on the Patterns and Trends of Drug Abuse, released by the Dangerous Drugs

561 signifies that it was effective. However, there are few respondents who said it was not
563 Conclusion
564 From the summary of findings of the study, it can be concluded that the program
565 of oplan tokhang was implemented very well because it was effective in terms of
566 stopping the surrenderees from using illegal drugs and it also helps them to improve their
567 physical attributes. The oplan tokhang has given them the chance to build a strong
568 relationship with their family and to the community. Oplan Tokhang has given them the
569 chance to rebuild their ruined life and regained their self-confidence on socializing with
570 others. However, there is still a room for improvement in implementing this program
571 because there are still drug users out there that still using illegal drugs and there are some
573 Recommendations
575 1. The Police and Barangay Official should conduct regular monitoring on
