EXECUTIVE SUMMARY

The role of traffic enforcers in enhancing pedestrian safety in public markets is crucial to
ensuring the well-being of both shoppers and vendors. Public markets are often bustling
with activity, where the mix of vehicles and foot traffic creates a challenging
environment for maintaining safety. Traffic enforcers play a key role in managing this
dynamic, ensuring that pedestrian crossings are respected and that vehicular flow is
controlled. The researchers utilized a case study design where the respondents of the
study were 10 interns from CPAT. The respondents were selected purposely to
participate on the data gathering. In conclusion, the interns highlighted the significant
impact of traffic enforcers’ presence and strategies in maintaining safety and order. Their
roles in directing traffic, assisting pedestrians, and ensuring adherence to safety protocols
were perceived as crucial in reducing accidents and congestion. Strategies such as
whistle signals, guiding vulnerable populations, and prioritizing pedestrian crossings
were praised for their effectiveness. These experiences allowed interns to observe and
appreciate the complexities of traffic management while gaining valuable hands-on
insights into maintaining public safety. However, the interns also encountered challenges
that affected their perception of traffic enforcers' effectiveness. Key concerns included
limited assertiveness in enforcing rules, insufficient manpower during peak times, and
gaps in coverage when enforcers were on break. Communication issues, such as unclear
hand signals and inconsistent focus on pedestrian safety, were also noted as areas for
improvement.

Introduction
The role of traffic enforcers in enhancing pedestrian safety in public markets is

crucial to ensuring the well-being of both shoppers and vendors. Public markets are often

bustling with activity, where the mix of vehicles and foot traffic creates a challenging

environment for maintaining safety. Traffic enforcers play a key role in managing this

dynamic, ensuring that pedestrian crossings are respected and that vehicular flow is

controlled. Their presence and active intervention help to reduce accidents and promote a

safer, more orderly marketplace for everyone. Additionally, their efforts contribute to a

more pleasant shopping experience, fostering a sense of security among the public.

Studies on public safety have highlighted the significant role of perception in

evaluating the effectiveness of law enforcement personnel. According to Brown (2020),

individuals’ perceptions of public safety officials, such as traffic enforcers, are influenced

by visible presence, responsiveness, and adherence to established protocols. A positive

perception fosters trust and cooperation, which are vital in ensuring pedestrian safety in

high-traffic areas. Interns often base their perceptions on observable actions. For instance,

Ferguson (2019) found that law enforcement officers’ ability to demonstrate competence,

fairness, and friendliness significantly impacts how they are perceived by both the public

and trainees. Practical experience plays a pivotal role in shaping CPAT interns’

perceptions. Hands-on exposure to traffic management tasks allows interns to directly

observe and evaluate the challenges faced by traffic enforcers. As interns engage in

assisting traffic enforcers, they gain insights into the complexities of ensuring pedestrian

safety, such as balancing the flow of vehicles and pedestrians and addressing emergencies

promptly (Liu et al., 2020).

The CPAT interns and CPAT Personnel assigned to the People’s Market faced

numerous challenges in their efforts to ensure pedestrian safety, particularly during peak

hours when the market was bustling with activity and the highway became congested

with both vehicles and people. Among the most pressing difficulties were dealing with

hard-headed motorcycle and pedicab drivers who frequently disregarded traffic

regulations, drunk drivers whose impaired judgment increased the risk of accidents, and

short-tempered vehicle riders who often reacted aggressively to traffic enforcement

measures. These challenges posed significant dangers not only to the pedestrians but also

to the CPAT traffic enforcers themselves, who diligently worked to manage the flow of

traffic amid these adversities. The chaotic and unpredictable nature of the market

environment required the enforcers to remain vigilant, patient, and resourceful, as they

navigated conflicts and enforced compliance with traffic rules. Despite the inherent risks

and obstacles, the CPAT traffic enforcers demonstrated unwavering dedication to their

responsibilities. They employed a range of strategies to mitigate hazards, including

directing vehicle flow efficiently, mediating conflicts on the road, and educating drivers

and pedestrians about the importance of adhering to traffic laws. Despite all these, there

is still more to explore regarding the perception of the CPAT interns on the effectiveness

of traffic enforcers in promoting pedestrian safety.

This study aimed to determine the perceptions of CPAT interns regarding the

effectiveness of traffic enforcers in promoting pedestrian safety within the People’s

Market in Tangub City. Additionally, this study also aimed to identify the specific roles

and strategies employed by traffic enforcers that are perceived as most effective by the

CPAT interns.

Literature Review

Understanding the perceptions of CPAT (City Peacekeepers Asenso Team)

interns regarding the role of traffic enforcers is essential for improving pedestrian safety

in urban environments. Interns often serve as a bridge between the community and public

safety initiatives, providing valuable insights into the effectiveness of traffic enforcement

strategies. This literature review explores existing research on pedestrian safety, the role

of traffic enforcers, and the perceptions of stakeholders, particularly focusing on the

unique perspective of interns.

Traffic enforcers are critical in maintaining pedestrian safety, especially in high-

traffic areas such as markets. According to Huang, (2019), effective traffic enforcement

can lead to a significant reduction in pedestrian accidents. Their study highlights that the

presence of traffic enforcers at pedestrian crossings not only deters reckless driving but

also encourages pedestrians to adhere to safety protocols. Additionally, Lee and Kim,

(2021) found that community engagement initiatives involving traffic enforcers

significantly improved pedestrian safety perceptions among local residents, further

emphasizing the importance of visible enforcement in enhancing pedestrian safety. As

such, these studies provide a compelling rationale for prioritizing the deployment and

active involvement of traffic enforcers in areas where pedestrian traffic is high, like the

People's Market in Tangub City.

The perceptions of various stakeholders regarding traffic enforcement can

influence its effectiveness. Miller and Smith, (2020) conducted a study examining public

perceptions of traffic enforcers in urban settings. They found that while many individuals

recognize the importance of traffic enforcers, there is often skepticism about their

effectiveness, particularly in busy areas. This skepticism can stem from a lack of

visibility or perceived inaction during critical times, which may resonate with the

experiences of CPAT interns in Tangub City. Furthermore, Johnson, (2022) highlighted

that perceptions of traffic enforcement effectiveness are often linked to the frequency of

interactions between the public and traffic enforcers, suggesting that increased visibility

could enhance public trust. The study suggests that increasing the visibility of traffic

enforcers could significantly enhance public trust and confidence in their ability to

maintain safety, further reinforcing the need for a proactive and engaged traffic

enforcement strategy in busy areas like the People's Market in Tangub City.

Interns, particularly those involved in community service programs, can provide

unique insights into the dynamics of traffic enforcement and pedestrian safety. A study

by Garcia, (2021) emphasizes that interns often observe the challenges faced by traffic

enforcers firsthand. Their experiences can reveal gaps in enforcement strategies and

highlight areas for improvement. Additionally, Thompson, (2020) found that interns who

participated in community safety initiatives reported a greater understanding of the

complexities involved in traffic management, suggesting that their perspectives could be

instrumental in shaping effective safety programs. This suggests that their insights can be

crucial in shaping and refining safety programs, making their contributions not only

beneficial for their own learning but also for the broader community's safety efforts.

The literature indicates that traffic enforcers play a vital role in enhancing

pedestrian safety, yet perceptions of their effectiveness can vary among different groups.

The insights from CPAT interns are particularly valuable, as they can provide a fresh

perspective on the challenges and successes of traffic enforcement in Tangub City.

Further research is needed to explore these perceptions in depth, which could lead to

improved strategies for pedestrian safety in urban markets.

General Objectives

This study aimed to determine the perceptions of CPAT interns regarding the

effectiveness of traffic enforcers in promoting pedestrian safety within the People’s

Market in Tangub City. Additionally, this study also aimed to identify the specific roles

and strategies employed by traffic enforcers that are perceived as most effective by the

CPAT interns.

Significance of the Study

The findings of this study will be beneficial to the following individual and

institutions:

City Peacekeeper Asenso Team. The result of this study will provide the City

Peacekeeper Asenso Team with crucial insights into how CPAT interns

perceive the role of traffic enforcers in enhancing pedestrian safety,

particularly in high-traffic areas such as the People's Market in Tangub

City. Additionally, the CPAT can assess the effectiveness of current traffic

enforcement strategies and identify areas that may require further

improvement.

CPAT Interns. For CPAT interns, this study offers an opportunity to reflect on

their observations and experiences regarding traffic enforcement and

pedestrian safety. This will help the interns to understand the impact of

traffic enforcement on community safety, highlighting both the successes

and challenges in current practices.

Institute of Criminal Justice Education. This study will be beneficial to the

Institute of Criminal Justice Education by gaining a clearer understanding

of how well their internship programs prepare students for real-world

challenges related to traffic enforcement and pedestrian safety. The results

of this study will enable the institute to assess the potential of their

curriculum in preparing interns for the real life challenges.

Local Government and Traffic Management Authorities. The results of this

study could be beneficial to the local government officials and traffic

management authorities in Tangub City. If CPAT interns perceive this to

be the case, the authorities can use such information when assessing their

traffic enforcement as it presently exists and how that might improve in

some busiest zones like People’s Market. Concisely, the results of this

study could help to properly execute measures that will result in more

pedestrian safety reflections for a better organization and safer urban

gravity.

Research Methodology

This section discusses the research design, research setting, research participants,

research instrument, validation of instruments, data gathering procedure, and data

analysis.

Research Design. The researchers utilized a case study design. Case study

research is a qualitative methodological approach aimed at gaining an in-

depth understanding of a specific phenomenon, program, event, or

individual within a bounded system. Various authors emphasize its

importance in exploring complex issues, allowing researchers to delve into

detailed contextual analysis and gather rich, comprehensive data (Priya,

2021).

Research Settings. This study was conducted at Tangub City Global College.

Tangub City Global College (TCGC) is an educational institution located

in Tangub City, Philippines. The college is known for its commitment to

bridging theory and practice, particularly through hands-on experiences

and internships that enhance students' skills and knowledge in real-world

settings.

Research Participants. In a purposive sampling approach, the researchers

intentionally selected ten criminology interns who were specifically

assigned in Tangub City People’s Market. This method was used to ensure

that the participants had relevant experience and insights related to their

role within the team, allowing the researchers to gather in-depth

information on their experiences, perspectives, and contributions to the

program.

Research Instrument. The primary instrument used for data collection was a

researcher-made questionnaire fit to address the specific objectives of the

study. The questionnaire was designed to elicit detailed and relevant

responses from the participants. It consisted of both closed-ended and

open-ended questions to ensure a comprehensive understanding of the

respondents' perspectives. Closed-ended questions provided quantifiable

data, while open-ended questions allowed for more in-depth insights and

explanations.

Validation of Instrument. To ensure the validity and reliability of the instrument,

a multi-stage validation process was employed. Initially, the questionnaire

underwent a thorough review by subject matter experts, including the

panel members and the Dean of the Institute of Criminal Justice Education,

as well as the research adviser. Their expertise and critical feedback were

invaluable in refining the content, structure, and clarity of the

questionnaire. Suggestions and constructive criticisms were incorporated

to enhance the overall quality and appropriateness of the instrument.

Data Gathering Procedure. The researcher secured a letter of permission to

conduct the study that was noted by the research adviser and the Dean of

Institute of Criminal justice Education for the City Peacekeepers Asenso

Team Tangub City. After the permission was granted, the researcher

immediately proceeds to data gathering. The interview was conducted

through face to face by the researcher.

Data analysis. Researcher study and reread the data, take notes, search for

significance, and assess which pieces are valuable. Researcher defined

major issues they sought to address through the analysis in these steps.

The researcher began by finding themes or patterns, which include ideas,

concepts, behaviors, relationships, and words, among other things. The

researcher looked for themes, ranked the importance of the responses,

found connections between topics or data sets, and attempted to deduce

meaning from the data. The researcher assigned meaning and relevance to

the data after identifying themes, patterns, links, and correlations.

Ethical Considerations

The researcher used pseudonyms to conceal the identity of the informants. Before

the start of the interview, written informed consent was presented to the respondents. It

was pointed out that the gathered data will be used for academic purposes only. The

researcher ensured the respondents that the information would be severely confidential

and privacy of their identities would be endlessly protected.

The Truthfulness of the Study

This study was conducted with utmost dependability and rigor. To ensure the

reliability of the interpretation, the researcher engaged in consultations with experts and

professionals in the field. This deliberate effort aimed to validate and corroborate the data

collected from the participants, thereby fortifying the trustworthiness and credibility of

the study’s interpretations.

Case Study

On November 4, 2024, at approximately 8:15 AM, the CPAT (City Peacekeepers

Asenso Team) in Tangub City, together with interns from Tangub City Global College,

responded to a motorcycle collision at the People’s Market. The incident occurred when

two motorcycles collided at a busy intersection near the market’s entrance, resulting in

injuries to both riders and a pedestrian. The crash caused a significant commotion, with a

crowd gathering and congestion building in the area.

Upon receiving the report, CPAT personnel and the interns promptly arrived at

the scene and established a secure perimeter to ensure the safety of bystanders and

prevent further complications. CPAT personnel administered basic first aid to the injured

while coordinating with emergency medical services for their immediate transport to the

nearest hospital. Meanwhile, the interns played a critical role in calming the crowd,

redirecting pedestrian traffic, and clearing the area to allow emergency respondents

unhindered access. Their training in crowd management and situational awareness proved

invaluable during the response.

As the injured were transported to safety and the scene was secured, CPAT

personnel conducted a preliminary investigation to determine the cause of the collision.

The interns assisted by documenting the incident, collecting statements from the involved

riders and key witnesses, and taking photographs of the scene for further review. By 9:00

AM, the site was cleared, traffic flow was restored, and market activities resumed.

Analysis of the Study

This study was conducted to determine the perceptions of CPAT interns regarding

the effectiveness of traffic enforcers in promoting pedestrian safety within the People’s

Market in Tangub City. Additionally, this study also sought to identify the specific roles

and strategies employed by traffic enforcers that are perceived as most effective by the

CPAT interns.

Problem 1. What are the perceptions of criminology interns regarding the

role of traffic enforcers in promoting pedestrian safety within the

People’s Market in Tangub City?

Traffic enforcers play a critical role in maintaining order and safety in

high-traffic areas, particularly in market zones where pedestrian congestion is

common. Their visibility and active management of traffic flows help prevent

accidents and promote safety for both pedestrians and drivers. According to

Garcia, (2019), public perception of traffic enforcers can vary depending on the

consistency of their actions and the level of community engagement. In regions

where traffic enforcers are seen as responsive and reliable, community members

reported higher levels of trust in their effectiveness. In contrast, inconsistent

enforcement led to negative perceptions and reduced adherence to safety

protocols.

In this problem there are three (3) themes emerged as to the perception of

criminology interns regarding the effectiveness of traffic enforcers in promoting

pedestrian safety within the People’s Market in Tangub City.

Theme 1. Importance of Traffic Enforcers’ Presence

Traffic enforcers play a critical role in maintaining safety and order within

crowded and high-traffic areas, particularly in locations such as public markets

where pedestrian and vehicular traffic often intersect.

As stated by the participants:

For me, traffic enforcers play a big role in ensuring


pedestrian safety, especially with so many people in the market.
(P1)

They’re doing a good job, but sometimes it feels like their


presence is lacking in certain crowded areas. (P3)

I think they’re essential for safety, but there’s a gap in
coverage across the whole market. (P8)

Their presence is really helpful, especially with so many


vehicles and vendors around. (P9)

Traffic enforcers are vital in maintaining order and ensuring pedestrian safety within the

market. Their role becomes even more significant given the dense flow of people, vehicles, and

vendors, which collectively create a dynamic and sometimes chaotic environment. While traffic

enforcers demonstrate commendable efforts in monitoring and directing pedestrian and vehicle

movements, there is a noticeable gap in coverage. In high-traffic zones, particularly in crowded

sections of the market, the absence of traffic enforcers can increase safety risks for pedestrians.

According to Goh et al. (2018), traffic enforcers help reduce pedestrian-related accidents by

directing foot and vehicle traffic, implementing rules, and ensuring that both drivers and

pedestrians adhere to safety protocols. This physical presence not only contributes to smoother

traffic flow but also instills a sense of order and security, making them indispensable in crowded

areas where spontaneous pedestrian behavior and vehicular movement intersect.

Studies by Stevenson and Smith (2020) highlight that traffic enforcers serve as a

preventive force, deterring accidents through their presence and management of traffic flow.

Their presence is associated with a reduction in jaywalking and other risky pedestrian behaviors,

which in turn decreases the likelihood of collisions.

Theme 2. Appreciation of Traffic Enforcers’ Efforts

Traffic enforcers are responsible for managing vehicular flow, ensuring

pedestrian safety, and upholding traffic laws. Their duties often involve complex

decision-making, quick response to unforeseen situations, and the ability to

interact with the public effectively.

As stated by the participants:

They’re crucial for managing both vehicles and pedestrians.


Without them, the roads would be chaotic. (P2)

I appreciate their work because they help reduce accidents,


especially during peak hours. (P4)

They contribute a lot to pedestrian safety, though there’s


room for improvement during busy times. (P7)

Traffic enforcers play a vital role in maintaining order and ensuring safety on

the roads for both drivers and pedestrians. Their presence is instrumental in

preventing chaotic situations that could lead to increased accidents and inefficiencies,

especially during peak hours when the volume of road users is highest. Through their

consistent management and vigilant oversight, traffic enforcers help reduce incidents

and facilitate smoother traffic flow. While their contributions significantly impact

pedestrian safety, there remains a need for further enhancement in their approaches

and strategies, particularly during high-traffic periods, to maximize their effectiveness

and responsiveness to the dynamic needs of road users. According to Santos and

Garcia (2020), traffic enforcers act as intermediaries in crowded urban settings, where

they ensure safe interactions between vehicles and pedestrians. Their work,

particularly during peak hours, has been shown to reduce accidents and create a more

manageable flow of traffic.

Studies suggest that enforcing speed limits, providing safe pedestrian

crossings, and intervening in traffic congestion are among the critical tasks that

contribute to enhanced safety and order in these environments (Wegman et al., 2021).

Theme 3. Enhancing Authority and Communication in Traffic Management

The role of traffic enforcers in maintaining pedestrian safety in public

spaces like markets has been widely studied, with particular attention to

I think they’re effective, but sometimes they lack authority

importance of their role in road safety and the challenges they face. While many recognize

their contribution in enforcing pedestrian rules, there is concern about their limited authority,

especially in managing traffic in congested areas. Respondents also highlight the need for

more enforcers, particularly during peak hours, to ensure smoother traffic flow. Effective

communication between traffic enforcers and pedestrians is crucial, as it can foster better

understanding of safety rules and increase public compliance. Enhancing enforcers' authority,

Problem 2. What specific roles and strategies employed by traffic enforcers do the

criminology intern perceive as most effective?

The role of traffic enforcers in urban spaces is critical in ensuring the safety of

pedestrians, managing traffic flow, and reducing road accidents. Their presence,

combined with effective strategies, can significantly impact pedestrian behavior and

overall safety in congested areas such as markets, schools, and commercial districts.

According to Zhang, (2016), traffic enforcers using proactive communication, such as

signaling to pedestrians when it is safe to cross and guiding them through congested areas,

are seen as key factors in enhancing pedestrian safety. In Tangub City, where markets and

public spaces draw large crowds, these strategies may be especially effective in

mitigating risks associated with pedestrian accidents.

traffic areas. Additionally, the support provided during adverse weather

conditions, such as rain, demonstrates a proactive approach to minimizing hazards

and protecting pedestrians from potential accidents. The use of whistles and other

signaling devices by traffic enforcers is highlighted in studies on urban safety

rights. Studies indicate that consistent enforcement of these regulations

significantly contributes to safer road environments.

Their guidance during peak hours is very helpful; it


reduces congestion and prevents accidents. (P1)

complemented by their efforts to remind pedestrians about designated crossing

areas, reinforcing safe practices. Overall, the effectiveness of traffic enforcers lies

not only in their authoritative presence but also in their active engagement in

creating a safer environment for both drivers and pedestrians. Research by Shinar,

(2018) indicates that visible enforcement can deter reckless driving and enhance

compliance with traffic law.

exacerbates traffic congestion but also compromises pedestrian safety by

encroaching on designated walking areas. Furthermore, the reliance on warnings

rather than stricter enforcement measures appears to foster a culture of non-

compliance among violators. This suggests that a more robust and consistent

approach to enforcement is necessary to enhance the overall effectiveness of

traffic management strategies and ensure pedestrian safety. To improve traffic

management and pedestrian safety, several strategies can be considered. These

include increasing the visibility and presence of traffic enforcers during peak

times, adopting a zero-tolerance approach for violations, and implementing

regular training programs for enforcers to enhance their effectiveness.

Additionally, integrating community awareness campaigns about the importance

of compliance with parking regulations could foster a more collaborative

As stated by the participants:

They’re less effective when they’re on break since traffic


builds up without anyone managing it. (P4)

If they’re just grouped together talking, it doesn’t really


help. It would be better if they spread out to cover the whole area.
(P6)

Their approach to handling jaywalkers is sometimes too


relaxed, which doesn’t help build discipline among pedestrians.
(P10)

The observations regarding the effectiveness of traffic enforcers during

breaks and their approach to managing pedestrian behavior highlight critical areas

for improvement in traffic management strategies. When traffic enforcers are on

break, the absence of their presence often leads to increased congestion and a lack

of order on the streets, underscoring the necessity for a consistent enforcement

presence. Furthermore, the tendency for enforcers to congregate in groups rather

than strategically position themselves across the area diminishes their potential

impact on traffic flow and pedestrian discipline. This lack of proactive

engagement with jaywalkers and other pedestrians may inadvertently contribute

to a culture of laxity regarding traffic rules, ultimately undermining efforts to

instill a sense of responsibility among pedestrians. Addressing these issues

through better staffing strategies, continuous monitoring, and more assertive

enforcement policies could significantly enhance pedestrian safety and traffic

areas. Many participants expressed concern that the current approach prioritizes

vehicle traffic over pedestrian safety, suggesting a misalignment in focus that

could endanger vulnerable road users. The confusion surrounding hand signals

further highlights a need for clearer communication strategies, as the effectiveness

of traffic enforcement is significantly hampered when pedestrians are unable to

understand the directives given. Additionally, the tendency to concentrate on

about the overall strategy employed by traffic enforcers. The observation of

speeding motorcycles in pedestrian zones emphasizes the urgency for a more

balanced approach to traffic management, ensuring that both vehicle and

cities that implemented targeted enforcement in pedestrian areas experienced a

significant decline in pedestrian-related incidents. This suggests that a shift in

Conclusion

The findings revealed both positive and negative experiences of the interns,

offering a well-rounded understanding of their observations. On the positive side, the

interns highlighted the significant impact of traffic enforcers’ presence and strategies in

maintaining safety and order. Their roles in directing traffic, assisting pedestrians, and

ensuring adherence to safety protocols were perceived as crucial in reducing accidents

and congestion. Strategies such as whistle signals, guiding vulnerable populations, and

prioritizing pedestrian crossings were praised for their effectiveness. These experiences

allowed interns to observe and appreciate the complexities of traffic management while

gaining valuable hands-on insights into maintaining public safety.

However, the interns also encountered challenges that affected their perception of

traffic enforcers' effectiveness. Key concerns included limited assertiveness in enforcing

rules, insufficient manpower during peak times, and gaps in coverage when enforcers

were on break. Communication issues, such as unclear hand signals and inconsistent

focus on pedestrian safety, were also noted as areas for improvement. These negative

experiences underscored the need for enhancements in authority, manpower, and

communication strategies to optimize the role of traffic enforcers.

Overall, the interns’ experiences emphasized the importance of traffic enforcers in

promoting pedestrian safety while identifying opportunities for improvement. This dual

perspective provides valuable insights for strengthening traffic management strategies

and enhancing public safety, particularly in busy urban environments like the People’s

Market.

Recommendations

The following recommendations are suggested to improve the role and effectiveness of

traffic enforcers in promoting pedestrian safety within the People’s Market in Tangub City.

City Peacekeepers Asenso Team (CPAT). It is recommended that CPAT increase their

visibility and presence during peak hours and weekends when pedestrian and

vehicle traffic is at its highest. Theoretically, enhancing their presence in these

times will allow for better enforcement of traffic rules, which is crucial for

maintaining order and safety. Training sessions that focus on crowd management,

de-escalation techniques, and effective communication with pedestrians should be

implemented regularly. This would theoretically bolster their authority and

communication skills, enabling more effective traffic control. CPAT should

schedule regular patrols specifically targeting the People’s Market during

weekends and peak times. This includes deploying additional personnel equipped

with communication tools to manage congestion, direct pedestrian traffic, and

enforce safety protocols. Establishing communication channels between enforcers

and the public, such as using whistles or hand signals, can also be enhanced by

providing clearer instructions and visual aids to improve understanding and

cooperation among market-goers.

Criminology Interns. Criminology interns should be integrated into the CPAT’s traffic

management activities as part of their training. Theoretical studies emphasize that

hands-on experience with traffic control can deepen understanding of urban safety

challenges and enhance the interns’ practical skills in managing pedestrian and

vehicle interactions. During peak hours, interns can assist in monitoring traffic

flow, guiding pedestrians, and collecting data on compliance and congestion

patterns. By working closely with CPAT personnel, interns can gain valuable

insights into the enforcement process and contribute to more effective safety

strategies, particularly in areas frequented by walk-ins, visitors, and tourists from

neighboring provinces.

Local Government Unit of Tangub City. The local government should consider

expanding the CPAT’s role to include more proactive community engagement.

Theoretically, regular community forums can be established where enforcers can

directly interact with residents, vendors, and visitors to discuss traffic rules and

gather feedback. This engagement would theoretically foster better compliance

with traffic regulations and improve public trust in the enforcement process. The

local government should allocate additional resources, such as manpower and

funding, to support the expanded role of CPAT. This includes providing facilities

for training and communication, such as message boards or electronic signage to

relay real-time traffic updates. Enhancing infrastructure, such as additional

pedestrian lanes, traffic signals, and lighting in the market area, can also support

enforcement efforts and make the area safer for pedestrians.

Institute of Criminal Justice Education (ICJE). The internship programs at ICJE

should include modules on urban traffic management, with a focus on the unique

challenges of high-traffic public markets. Theoretically, this would provide

interns with a more comprehensive understanding of the dynamic interactions

between pedestrians, vehicles, and enforcers. Practical training should involve

scenarios where interns can practice traffic control, response to accidents,

promoting pedestrian safety by setting clear policies regarding market operations

and safety protocols. Theoretically, by collaborating with CPAT, market

management can help ensure that pedestrian pathways are well-marked and

accessible, reducing congestion and enhancing safety. Regular meetings between

market management, CPAT, and vendors can establish best practices for traffic

flow within the market. The installation of visible signage to guide pedestrians

and alert drivers to market operations should be prioritized. Additionally,

promoting a zero-tolerance policy for parking violations in pedestrian areas can

significantly reduce hazards for market-goers.

II. Program Description

This program is developed based on recommendations from the study addressing

pedestrian safety challenges in Tangub City. The program aims to improve coordination among

traffic enforcers, criminology interns, local government, and the People’s Market management to

enhance pedestrian safety. The core objective is to foster collaboration, raise awareness, and

implement practical strategies for maintaining safe pedestrian pathways.

III. Rationale:

The program is rooted in the need for a comprehensive approach to pedestrian safety that

incorporates insights from various sectors. By collaborating and actively involving criminology

interns, traffic enforcers, and local government, the program seeks to address current pedestrian

safety issues while building community resilience.

IV. The program is divided into three (3) phases. Phase 1 is the preparation phase wherein

approaching all the different department heads to deliberate the endorsed program for the
