Introduction
This document presents the specifications for Automatic Number Plate Recognition (ANPR) systems to
be approved for implementation across all entities in Qatar. The document is prepared by Security
Systems Department of Ministry of Interior-Qatar (MOI) to define minimum functional and integration
requirements for any ANPR solutions to be used in State of Qatar. The specification is divided into two
sections mentioned below;
Functional Specifications: Describes the standard feature requirements for any ANPR product to be
used in Qatar. It list down the minimum plate recognition criteria as well as some basic system
components.
Integration Specifications: Describes the minimum requirements and scope for any ANPR solution to be
able to integrate with Qatar National ANPR System. MOI requires each entity in Qatar, using ANPR
system, to integrate with National ANPR System for sending ANPR transaction data and images in real
time.
Functional Specifications
1. The ANPR system should store the ANPR data and image of each transaction for 120 days.
2. The system must be able to capture and recognize vehicle traveling with speeds from zero to
200 KMPH on roads and highways and 120 KMPH for stop & go scenarios (entry/exit points).
3. The system must be able to capture and recognize vehicle with LP position on either side of
bumper.
4. The system must be able to capture and recognize vehicle with High Beam Headlights on.
5. The ANPR system must have a back-office software application to record and display ANPR
transactions.
6. The ANPR system must have a database to store ANPR transaction data.
7. The access to ANPR data should be secured and only authorized users can login and view ANPR
transactions.
8. The ANPR must be able to recognize LP Type (i.e. Private, Transport, Taxi, Police, etc.) of Qatari
number plates. The system must be able recognize Country of license plate for at least GCC
countries.
9. The ANPR system must be able to recognize plates of following criteria but not limited to;
a. Latin alphabets and numbers (For example: ABC 123)

b. Arabic alphabets and numbers (For example اب ت١٢٣ )
c. Up to 10 characters on the plate
10. The system must have minimum following accuracy of vehicle number plate recognition:
a. Minimum of average 95% vehicles (of one day) within any 24 hours must be accurately
recognized regardless of the plate color.
b. In all cases, vehicle detection must be 100% and all vehicles transactions must be
recorded in system.
11. All remote system devices (servers or cameras) date and time should be NTP synchronized and
within milliseconds deviation from UTC time.
Integration Specification
1. The ANPR system vendor/contractor must implement the integration with MOI’s centralized
ANPR system to upload ANPR transaction data and images.
2. The ANPR system must be able to send each ANPR transaction data and image to MOI system in
real time.
3. In case of disconnection or system issue, the system must post all those transaction to MOI
service which were missed.
4. MOI ANPR system exposes a REST API interface for 3rd party ANPR subsystem integration. The
interface is secure over SSL and will require 3rd party system to be authenticated over given
security token and using SSL certificate. The integration with MOI’s REST service to be
implemented at application-to-application level, enabling both application working
independently.
5. The Vendor/contractor is responsible for the development and cost of implementing the
integration with MOI’s ANPR system.
6. The ANPR must maintain, but not limited to, following attributes against each ANPR recognition
record;
Plate Number
Plate Type (Private, Transport, Police, Diplomatic, etc.)
Plate Country ( Min. all GCC countries)
Transaction Date & Time
Vehicle Detection Date & Time
OCR confidence value, in percentage, against each recognition result.
Transaction Status (Recognized/Unrecognized)
Camera ID
Transaction ID (unique ID of each ANPR transaction record)
Camera GPS Location
Vehicle ID (RFID or other unique number assigned to vehicle).
ANPR Image (file path/Image object in DB).
Overview Image (if supported by the system. Overview image could be image from
driver camera, 2nd sensor of the ANPR camera or overview camera).
