The Maritime Labour Convention 2006 (MLC) is an international agreement of the


International Labour Organisation ('ILO') which sets out seafarers' rights to decent
conditions of work.
Most important IMO convention are MARPOL, STCW and SOLAS
MLC 2006 is called the 4th pillar.The Marine Labour Convention forms the fourth mainstay
of the International Maritime Organisation in terms of providing qualitative transportation
in the marine areas. The other three mainstays include the MARPOL, STCW and SOLAS
conventions.
Why was it necessary to have MLC 2006 ?
There were many cases of ship’s crew not getting fare treatment from employers.
They were Exploited , over worked and on unsafe ships . International Labour organization
(ILO) and International Transport-workers federation (ITF) had made many attempts to
resolve the issues, especially relating to pay disputes.
MLC brings together, in one place, international minimum standards that ensure decent
work for the estimated more than 1.5 million seafarers around the world whose work is
essential to international trade as well as to an increasingly important form of tourism and
recreational activity. Under the MLC, 2006 every seafarer has the right to:
 Freedom of Association & Collective Bargaining
 Elimination of Forced or Compulsory Labour
 Abolition of Child Labour
 No discrimination in Employment & Occupation

What are ‘working hours N Hours Of Rest ?


Eight-hour day, 1 day off a week, and public holidays or better
Maximum Hours of Work, during which required to work
Not more than 14 in a day
Not more than 72 in a week
Minimum Hours of Rest, does not include short breaks
Not less than 10 in a day
Not less than 77 in a week
May be divided in 2 periods, one of which shall be at least 6 hours, and the
interval between them not > 14 hours
Musters/Drills don’t disturb rest and Call-outs compensated
Schedule of work at sea and in port to be displayed
Records to be maintained & monitored
