1. General Technical Requirement for 11 KV Automatic Switched Capacitor
Banks and Associated Equipments

1. SCOPE
This specification covers design, manufacture, testing at manufacturer’s works
supply and delivery at 33/11 KV substation of Visakhapatnam Port Authority of
11 kv Automatic Switched Capacitor Banks, Vacuum Circuit Breakers, Control
Panel, RVT’s, Isolators, Lightening Arresters and other associated
materials/accessories for their completeness, efficient and trouble free operation
without any additional commitment.
One set of 11 KV, 2000 KVAR Capacitor Bank should essentially comprise of 12 Nos.
Series Reactor besides 3 nos. each of CT, LA, Capacitor Switch and also 1 No. each
of Capacitor Units’ set (2000 KVAR), VCB,RVT, Control & Relay Panel, Isolator Set,
ACU(Automatic Control Unit) and Mounting Structure. The Cable quantity should
mandatorily be as below:-
(i) HT Cable -70 m(Metres)
(ii) 2 Core Cable - 50 m
(iii) 4 Core cable - 100 m
(iv) 8 Core cable - 125 m
(v) 12 Core cable - 100 m
Rates quoted should include the above stated quantities of the Capacitor Bank
elements as given above.

2. STANDARDS :
The capacitor banks and associated equipments shall conform to the latest edition
of following standards except specified otherwise in the specification:-

a) Capacitors IS : 13925
b) VCB IEC56/IS : 13118
c) Current transformers IS : 2705
d) Potential Transformers IS : 3156
e) Isolators IS : 9921
f) Fuses (External) IS : 2208`
g) Protection relays IS : 3342
h) Surge Arresters IS : 3070
i) Automatic Switched Unit IEC 61000
j) Series Reactor IS:5553

Equipments meeting the requirement of any other authoritative standards
which ensure a quality equal to or better than as per standards mentioned above shall also be
acceptable. However, a copy of such standard, in English version, may be enclosed with the
offer.

3. DESIGN:

3.1 The equipments shall be designed to ensure satisfactory operation under such
sudden variation in voltage as may be met with under working conditions in the
system including those due to short circuits
3.2 All material used shall be of the best quality and of the class most suitable
for working under the following conditions:-
(i) Peak ambient temperature in shade 45 degree C
(ii) Maximum temperature attainable by an object 50 degree C
exposed to sun
(iii) Minimum relative humidity 10%
(iv) Maximum relative humidity 95%
(v) Average number of thunder storm days per annum 40 days
(vi) Average number of rainy days per annum 90 days
(vii) Average annual rainfall 152 Cms
(viii) Number of month of tropical monsoon conditions 6 months
(ix) Maximum wind pressure 100 Kg per Sq
mm
(x) Altitudes not exceeding 1000 Metres

4. Associated equipments to be offered along with capacitor banks :

Bidders may please not that they have to submit their offer complete in all respects
and therefore the following equipments should also be offered along with the capacitor
banks. In each cases, make and name of manufacturer should be clearly stated, if it is a
bought out item:-
a. 11 KV Vacuum Circuit Breakers: All technical parameters for the circuit breakers shall
be furnished. The breakers have to be complete with support structures, terminal
clamps, operating mechanism etc. The specific confirmation that the breaker can
perform switching in and out of the capacitor banks and restrain the maximum
dynamic over voltage to 2.3 PU, even under conditions of current chopping shall be
given. Type test report to this effect shall be submitted and demonstrated by field
measurement. The minimum rupturing capacity shall be 350 MVA.
b. Control panels for the control metering and protection of the complete capacitor
installation may be offered with all the associated relays, and accessories and ACU as
required as required for the scheme in totality.

c. Necessary 11 KV current transformers of outdoor type with adequate metering and
protective class of service, ratio, accuracy, VA burden and saturation factor suitable
for mounting contiguously with the breaker shall be provided
d. Bus and equipment isolators with earth switches as required for isolation and
earthling of the equipments shall be included in the scope of the supply.
e. Matching RVTs should be included in the scope of supply. RVTs should be rated for
100% phase to phase voltage as above for unearthed neutral system. The design shall
ensure that the capacitor does not suffer over voltage nor there is flash over across
breaker contacts on trippings with isolators in closed position.
f. Suitable gapless lightning arrestors should be included in the scheme for protection of
the installation
g. The breaker with associated CTs, RVTs, Isolators and LAs could be offered as an
outdoor type unit.
h. Any other equipment and accessories which has not been specifically described but is
considered necessary for the purpose of ensuring proper and reliable service and for
the complete installation should also be included in the supply and offered prices
accordingly.
i. The necessary structure / cable required for connectivity to capacitor bank is also
included in the scope of work.

j) EXPULSION FUSES:
Suitable outdoor type 11 KV expulsion fuses along with the mounting insulators etc. to
provide proper protection for the capacitor unit shall form part of the equipment to
be supplied.

k) SERIES REACTORS:
0.2 % Series reactor per phase per step of capacitor rating for inrush current
restriction to be connected on neutral end as per IS: 5553.The rated voltage shall be
12 KV. The reactor shall be dry type single phase reactors mounted on post insulators,
and designed to carry 130 % of rated current continuously without exceeding the
temperature rise & shall be applicable for thermal class of insulation used. The reactor
shall be mounted on structure. The Maximum allowable loss per reactor is 125 watts.
The Reactor shall be aluminum wound.

5. While submitting offer, the following may please be carefully noted by the bidders:
a. Technical specification for Capacitor units/banks, Vacuum Circuit breakers,
control panels, CTs, Isolators, RVTs & Las has been given in the following
Annexures:-

b. All equipments included in the scope of supply will have to be delivered


complete with suitable terminal clamps/connectors inter-connections and
mounting structures etc. Detailed technical particulars for each and every
item should be brought out in the offer clearly. In respect of bought out
items, it may be noted that the make of the equipments shall be as per
purchaser’s choice. The bidders may suggest maximum three alternatives
makes.
c. Specific confirmation to the effect that the offered 11 KV VCBs are suitable
for switching duty of capacitor banks is to be demonstrated. Test
certificates and filed measurement results in support of the suitability
should be furnished.
d. Mounting structures for all the equipments should provide minimum phase
to ground clearance of 3.2 meter.

6. GUARANTEED TECHNICAL PARTICULARS :


Guaranteed technical particulars of the capacitors and associated equipments as
called for in Schedules – (A to L) shall be furnished by the bidder.

7. DRAWINGS :
The bidder shall provide general outline drawings of capacitor unit/bank, vacuum
circuit breakers, current transformers, RVT, Las and Isolators with the P.O. Drawing
indicating structure details for capacitor bank and associated equipments should also be
furnished.

8. TOOLS AND ACCESSORIES :


All the tools and accessories required for proper maintenance of the capacitor
banks and other associated equipments will be provided free of cost. A detailed list of the
tools and accessories to be provided shall be enclosed with the offer.

9. TYPE TEST REPORTS :


(I) The bidders are required to submit complete set of following type test reports
including attested drawings from the testing authorities of capacitor unit and VCB as
per our specification as per relevant ISS from CPRI, ERDA and Recognized Govt.
Standard Test Laboratories in India or form any recognized reputable lab. Of not older
than five years from the date Bid opening.

a. Capacitor Unit: (As per IS 13925-1998 (Part – I), IS : 13925-1994 (Part – II)
i. Thermal stability test
ii. Capacitor loss tangent (tan delta) measurement at elevated temp
iii. AC Voltage test between terminals and container
iv. Lightning impulse voltage test between terminals & Container
v. Short circuit discharge test
vi. Endurance test (IS : 13925-Part-I)
b. VCB: (As per IS : 13118) :
i. Short time current rating test
ii. Short circuit duty test
iii. Single capacitor bank switching test
iv. Temperature rise test
v. Mechanical endurance test
vi. Dielectric test
vii. Lightning impulse voltage withstand test
viii. Power frequency voltage withstand test

(II) For other equipments viz. CTs, RVTs, Isolators, LAs and Control Panels,
automatic control unit, capacitor switch unit, series Reactor, control and XLPE cable.
Complete set of type test reports of the equipment as per our specification shall be
required to be submitted by the bidders after placement of order within 28 days from
the date of agreement and before commencement of supply of the equipment. Thus,
there is no need to submit type test report of these equipments with the offer.

(III) In all cases, type tested equipment as per relevant ISS, of proven quality and
purchaser’s choice shall only be acceptable.

10. QUALITY ASSURANCE PLAN:

10.1 The bidder shall invariably furnish following information along with his
P.O. failing which his offer may be a ground in the rejection of the P.O. Information
shall be separately given for individual type of 11 KV Capacitor banks and associated
equipments offered:
i. Statement giving list of important raw materials, names of sub-suppliers for
the raw materials, list of standards according to which the raw materials are
test, list of tests normally carried out on raw materials in presence of bidder’s
representative, copies of test certificates.
ii. Information and copies of test certificates as in (i) above in respect of bought
out accessories
iii. List of manufacturing facilities available
iv. Level of automation achieved and list of area where manual processing exists.

v. List of area in manufacturing process where stage inspections are normally
carried out for quality control and details of such tests and inspection.
vi. List of testing equipments available with the bidder for final testing of 11KV
Capacitor bank and associated equipments specified and test plant limitation,
if any, vis-à-vis the type, acceptance and routine tests specified in the
relevant standards. These limitations shall be very clearly brought in
schedule of deviations from specified test requirements.

ANNEXURE I

2. Technical Specification for 11 KV, 2000 KVAR Automatic Capacitor Bank

1. This section covers the technical specification of 11 KV 2000 KVAR Capacitor Bank

2. STANDARDS:
The three phase capacitor bank shall conform to the Indian Standard 13925: 98
(Part – I), 13925: 94 (Part – II), ICE 871-2-87 with its latest version/amendments, if any
shall conform to the latest edition of standards or to any equivalent International
Standard except specified otherwise in the specification.

3. TECHNICAL SPECIFICATIONS:
3.1 The rating of capacitor banks shall be comprise of 20x100KVAR units of 3 separate
unit of 400 KVAR, 800 KVAR and 800 KVAR with steps for on/off are 400,800,
1200, 1600, 2000 KVAR have 3 switches at 11 KV, 3 Ph 50 Hz, neutral solidly
grounded system and controlled with suitable vacuum circuit breaker.
3.2 The normal system frequency is 50 Hz and may vary between (plus-minus) 3% i.e.
48.5 Hz to 51.5 Hz.
3.3 The capacitor shall be connected to the system with nominal voltage of 11 KV. The
highest voltage of the system shall be 12.1 KV on sustained basis.
3.4 The 2000 KVAR Capacitor will be installed in the 33/11 KV substations where
neutral is solidly grounded in the 11 KV system.
3.5 The maximum continuous system rms voltage that may be applied to the capacitor
shall be of the order of 10% more than the rated rms voltage of the capacitor.
However, the bidder shall ensure that under breaker opening conditions, due to
current chopping, the maximum dynamic over voltage level does not exceed 2.3 PU
value of normal rated rms voltage.
3.6 The increase in current or reactive output of capacitor unit & bank over the rated
value may be as per IS:13925: 98 (Part I) with latest version/amendment, if nay.
3.7 The capacitor banks shall have a rated voltage of 12.1 KV. However, the rating of
capacitor bank shall be 2000 KVAR at 11 KV. The capacitor bank shall be suitable for
outdoor installation. The bank shall be arranged in single tier with capacitor units
mounted vertically having their bushings upright. The bank shall be complete with
mounting racks fabricated from galvanized steel sections with high protective quality
to impart durable weather resistance and shall be maintenance free and complete
with rack insulators and other hardware etc. assembled into complete bank. The
heights of the racks of the capacitor banks shall be such that for making electrical
connections with other electrical equipments proper clearances are made.
3.8 The standard basic unit rating of capacitors (single phase) shall be 121 KVAR at 6.98
KV and will be suitable for outdoor installations

3.9 2000 KVAR banks shall consist of 20 single phase capacitor units of 121 KVAR. Each
phase shall have 5 units in parallel which are connected then in ungrounded star.
The capacitor bank shall consist of 3 separate units of 400, 800 KVAR
KVAR and 800KVAR. All the capacitor unit shall be controlled through separate
capacitor switch and complete capacitor bank shall be protected through a VCB
suitable for capacitor duty. The automatic power factor control unit shall
continuously monitor power factor at 11 KV side of power transformer and
automatically switched ON/OFF capacitors units in steps of 400, 800, 1200, 1600 and
2000 KVAR according to the requirement to maintain the power factor. The power
factor control unit and relays provided for the protection of control unit shall be
SCADA compatible so that whenever required capacitor bank shall be put on SCADA.
3.10 The power loss in capacitor shall not exceed 0.2 Watt/KVAR.
3.11 Each capacitor unit shall be provided with built in discharge resisters, to permit the
capacitor unit to discharge the capacitor to 50 V or less in less than 10 minutes after
disconnection from supply.
3.12 The container of each capacitor unit shall be provided with suitable earthing
terminals and should be clearly marked. The capacitor unit/container should be
provided with lifting lugs for ease in handling
3.13 Each capacitor unit shall be individually protected by an external fuse of suitable
rating so that the faulty unit is disconnected by the fuse with a visual indication. The
fuse shall be of expulsion type. This would permit disconnecting the defective unit
as also equivalent rated capacitor from the other two healthy phases to resume
supply with partial but balanced compensation The characteristics of the fuse shall
be such that it isolates the faulty unit only and prevent it from mechanical
destruction due to internal faults. The fuses shall not melt out or deteriorate when
subjected to in-rush current which occu8rs during the switching of the bank. Fuses
shall be capable of carrying continuously a current of at least 1.65 times the rated
rms current of the associated unit current.
3.14 Each capacitor unit shall be built with number of elements comprising of high
quality embossed aluminum foil acting as electrodes separated by dielectric of
biaxially oriented hazy polypropylene film. Capacitor shall be vacuum impregnated
with non PCB oils only.
3.15 Each capacitor unit shall be suitable for continuous operation of 1.3 times therated
current at rated voltage and frequency. This over current factor shall include the
combined effect of presence of harmonies and over voltage up to and including
1.1 times the rate voltage.
3.16 The container for the capacitor unit shall be made from sheet steel of thickness not
less than 2.00 mm (14 SWG) and shall be hermetically sealed by controlled arc
welding process. The metal flanges of the bushing should be4 soldered to the
container Suitable mounting brackets and lifting lugs shall be welded to the
container. Outside surface of the containers shall be painted with two coats of

weather proof and corrosion resistant paint of light grey shade 631 as per IS: 5 over
the basic primer coat.
3.17 The bidders shall also supply a set of three fuse barrels with leaf spring & 36 nos.
fuse elements extra along with each capacitor bank.
3.18 The capacitor bank shall be designed and capable of withstanding the following
power frequency and impulse test voltage.
(a) Nominal System Voltage 11 KV (rms)
(b) Highest System Voltage 12.1 KV (rms)
(c) Power frequency test voltage 28 KV (rms)
(d) Impulse test voltage 75 KV (Peak) (However 95
KV Peak is preferable)

3.19 Each of the capacitor units as well as banks shall be provided with a rating plate and
terminal markings as stipulated in IS: 13925:98. Elevating structures made from
suitable solid steel sections should be provided to fix effective height of the lowest
accessible live terminal of the capacitor bank at 3.2 meters above the grounded level
inclusive of matching plinth.

3.20 FUSES :
Each capacitor element shall be protected by external fuse of suitable rating and
interruption capacity so that a faulty capacitor element shall be disconnected by
fuse. The fuse shall satisfactorily operate under ambient conditions. The following
requirements shall be considered while selecting the right size of fuse.
a. Ability to withstand the maximum discharge current from healthy capacitor
element.
b. Capability of handing fault current so as to Blow off before the in case rupture
takes place thereby avoiding damage to adjoining capacitor elements/capacitor
units

3.21 TESTS :
Each capacitor units will be subjected to following routine/acceptance tests at the
manufacturers works as per IS: 13925:98 (Part I with its latest
version/amendments, if any or any equivalent International Standards:

(a) Routine / Acceptance Test:-


i. Visual examination.
ii. Sealing test
iii. Measurement of capacitance
iv. Voltage test between terminals
v. A.C. Voltage test between terminals and container
vi. Test of discharge device
vii. Measurement of Tangent (Tan-delta) of dielectric loss angle

(b) Type Tests:
.
The bidder shall furnish following type test reports of offered capacitor units as
per IS: 13925:98 (Part-I 13925:94 (Part- II), ICE 871-2-87 with its latest
version/amendments, if any or to any equivalent International Standard along
with the offer from CPRI/ERDA Test House which will not be more than 5 years
old form the date of opening of the bid.

i. Thermal stability test


ii. Capacitor loss angle (tan-delta) measurement at elevated temp.
iii. AC Voltage test bet6ween terminals and container.
iv. Lightning impulse Voltage test between terminal and containers
v. Short Circuit discharge test
vi. Endurance Test as per IS:13925 :94 (Part-II) or to any equivalent International
Standard.

ANNEXURE II

3. Technical Specification for 11 KV Vacuum Circuit Breakers

1. SCOPE
This section covers the technical specification for 11 KV outdoor type polymer clad
vacuum circuit breakers (Capacitor Duty) suitable for 11 KV 3 phase , 50 Hz solidly
earthed grounded system and also the supply of instruments and protective relays
suitably mounted on panel
The circuit breaker required under this specification are to be installed at
33/11 KV sub-station with capacitor bank suitable to control capacitor banks of
2000 KVAR at 11 KV, more particularly to limit condition involving over voltage level to
2.3 PU under ON/OFF operating condition, involving current chopping.
The main equipment covered in this specification shall be polymer clad vacuum
circuit breaker mounted on structures which will be used to control capacitor bank
2000 KVAR at 11 KV. The control and instrumentation panels will be located in
adjacent control building. In this case, 11 Kv current transformer will be mounted on
the same structure as the circuit breaker.
The basic requirement of breakers for capacitors are :-
(i) A fast closing operation to minimize voltage surges due to excessive pre
strikes.
(ii) A fast, clean and re-ignition & re-strike free opening operation even at highest
operating voltage of the bank.

2. STANDARDS :
The circuit breakers shall comply with the requirements of IEC 56 or IS 13118
(1991) with latest amendment thereof, or any equivalent International Standard
except wherein specified otherwise. Equipment, meeting any other authoritative
standard, which ensures equal or better quality then the standard mentioned
above, will also be acceptable. The bidders shall clearly indicate the applicable
standards to which their equipments complies-with. A copy of such standard with
the offer in English version may be enclosed.

3. TYPE AND RATING


The circuit breaker shall be suitable for outdoor operation under the climatic
conditions, as specified in Section-I, without any additional protection from sun
and rain.

The above are our minimum requirement. The bidders may offer their standard
design, keeping in view our minimum requirements.

4. GENERAL
4.1 The circuit breaker shall be of polymer clad vacuum type. The breaker shall be
supplied as complete unit with all accessories in-place and all internal wiring
installed and terminated in the mechanism housing.
4.2 The circuit breakers shall provide rapid and smooth interruption of current under all
conditions, completely suppressing all undesirable phenomena, even under the
most severe and persistent short-circuit conditions or when interrupting small
currents or leading/lagging reactive currents. The details of any device incorporated
to limit or control the rate of rise of re-striking voltage across the circuit breaker
contacts shall be stated. The over voltage caused by the circuit breaker switching on
inductive or capacitive load shall not exceed 3.2 times the normal phase to neutral
voltage. The total break-time for the circuit breaker, throughout the range of
breaker opening duty, shall be stated by the bidder and guaranteed.
The specific confirmation that the breaker can perform switching in and out of the
capacitor banks and restrain the maximum dynamic over voltage to 2.3 PU, even
under conditions of current chopping should be given. Type test report this effect
shall be submitted and demonstrated by the filed measurements.
4.3 The breaker shall be re-strike free and suitable for capacitor switching for 5 MVAR
Bank.

4.4 The breakers shall be provided with trip free mechanism
4.5 Circuit breakers shall be suitable for mounting on steel structures. The frames for
mounting the circuit breakers shall also include strongly supported bracket or frame,
for mounting associated 3 nos. 11 KV CTs. All the structures shall be hot dip
galvanized. Please note that cantilever type supports for mechanism box are not
acceptable. The mechanism box shall have firm supports from bottom. This is
necessary to minimize vibration of mechanism box, which in turn may disturb
various settings.
4.6 The mechanism box shall be centrally mounted in front of the middle pole. Breaker
with mechanism box mounted by the side of one of the extreme poles is not
acceptable.

5. SPECIFICATION FOR CIRCUIT BREAKERS :


The circuit breakers shall consist of three identical phase units with a common
operating mechanism. While offering the circuit breaker, the following details
should be confirmed and furnished:
i. Complete construction details of the equipment offered. It should be noted that
the breakers should be suitable for out-door duty. Indoor breakers
accommodated in out-door kiosks are not acceptable.
ii. Make & source of vacuum bottles with relevant details shall clearly be indicated in
the offer.
iii. The capacity of breaker to interrupt inductive and capacitive currents shall be
indicated in the offer.
iv. Indicate the frequency of inspection of contacts for the offered breaker.

6. VACUUM INTERRUPTER :
The design of the vacuum interrupter shall be such that it gives trouble free
operation under normal load and fault conditions throughout the life of the equipment. As
the efficiency of the breaker depends on the degree of vacuum inside the interrupter,
manufacturer shall ensure that the same is maintained consistently during service. The
bidder shall indicate procedure for testing of vacuum in the interrupting chamber of breaker
in service.
The insulating ceramic body of the interrupter should have high mechanical
strength and it should be capable of withstanding high temperature without any significant
deterioration in its mechanical and electrical properties.
The metal/alloy used for the fixed and moving contacts shall have very low
resistivity and low gas content. They should be resistant to are erosion and the contact
should have not tendency to get Cold Welded under the high vacuum in the interrupter.
The interrupter design should ensure rapid de-ionization of the gap so that normal
electrical strength of the gap is restored instantaneously.

The metallic bellow or any other similar vacuum sealing arrangement should be
provided at the moving contact and should have a long fatigue life. Manufacturers’
catalogue on vacuum bottle, indicating all the details shall essentially be submitted with the
bidder.

7. MOUNTING OF 11 KV CTs :
The offered steel structures for breakers should also have adequate strength to accommodate
3 nos. 11 CTs on it by providing suitable supports from ground, to be supplied by the manufacturers.

8. TEMPERATURE RISE :
The maximum temperature attained by any part of the equipment, when in
service at site, under continuous full load conditions, exposed to the direct rays of the sun,
shall not exceed 45 Degree Centigrade, above ambient temperature. The limits of
temperature rise shall be as per relevant standard. The corrections proposed shall be
stated by the bidder and shall be subject to approval of the purchaser.

9. INSULATION OF THE CIRCUIT BREAKER :


The insulation to ground the insulation between open contacts and the insulation
between phases of the completely assembled circuit breaker shall be capable of
withstanding satisfactorily dielectric test voltage corresponding to specified basic insulation
level in the standard.

10. INSULATORS :
The basic insulation level of the Insulator and insulating polymer shall be as
specified and polymer shall be homogenous and free from cavities and other flaws. They
shall be designed to have ample insulation, mechanical strength and rigidity for satisfactory
operation under conditions specified above. All insulators of identical ratings shall be
interchangeable. The puncture strength of the insulators shall be greater than the flash
over value. The insulators shall be type tested from CPRI/NABL/ERDA Laboratories.

11. OPERATING MECHANISM :


11.1 The circuit breaker shall be designed for remote control from the control room
and in addition there shall be provision for manual operation of circuit breakers
during maintenance and for local tripping and closing by the normal means.
11.2 The circuit breakers shall have operation control and mechanical ‘open’‘closed’
indicator, in addition to facilities for remote electrical indicators
11.3 The operating mechanism shall be designed to with stand continuous operation
through out the life of the breaker without requiring any capital maintenance.
The mechanism should require minimum efforts for operation. It should be

simple in design. The contact closing mechanism should be capable of delivering
sufficient contact pressure to ensure proper contact for maintaining low contact
resistance.
11.4 The closing Mechanism should be motor operated spring charged type preferably
without chain drive. The motor for spring charging shall be suitable for operation
on 230 Volt A.C. supply. The A.C. Motor should be provided overload protection.
Provision should also be made for Mounting of Mechanism Box at an adequate
height and gear ratios shall be so chosen that one man should be able to charge
the spring, without any additional efforts.
11.5 All working parts in the mechanism shall be of corrosion resistant material and all
bearing which require greasing shall be equipped with pressured grease fittings.
The mechanism shall be strong positive quick in action and shall be removable
without disturbing the other parts of the circuit breaker. The mechanism and
breaker shall be such that the failure of any spring will not prevent tripping & will
not cause tripping or closing.
11.6 The contact opening mechanism shall be spring operated shunt trip type suitable
for 24 Volt DC supply. It will ensure perfect and fast opening of the contact. The
opening spring shall be mounted as close as possible to the moving contact and
should have minimum linkages.
11.7 Control Cubicle:
A common control cubicle shall be provided to house electricals, controls,
monitoring devices and all other accessories, except those which must be located on
individual poles. The cubicle shall be IP-55 of gasketed weather – proof construction,
fabricated from sheet steel of minimum 2.5 mm. thickness. The type test report on degree
of protection test (IP-55) shall also be furnished.
The cubicle shall have front access door with lock and keys. Thermostat
controlled space heater, internal illumination lamp, 3 pin 5 A socket with individual ON-OFF
switches shall be provided in the cubicle.
For local operation following shall be provided:-
a. LOCAL/REMOTE selector switch.
b. TRIP/NORMAL/CLOSE control switches with pistol grip handle.
11.8 The control circuits shall be designed to operate on 24 V DC as indicated in
schedule and it shall be possible to adopt to work on other voltages by simply
changing the operating coils. The closing and tripping coils shall be designed to
operate satisfactorily at any control voltage from 70% to 110% of the normal
voltage. However circuit breaker, when not carrying current should be capable of
operating satisfactorily when control voltage at the terminal of trip coil is less than
50% of normal voltage.
11.9 Power supply for auxiliaries will be available at 230 V single phase 50 C/s.

11.10 Necessary cable glands for the cables of the operating mechanism shall be
provided. The cables used for operation are all un-armoured 2.5 Sq.mm. copper
control cables of 1100 V grade. The cable glands shall be suitable for 1 no. 19 core
and 2 nos. 4 core cables 2.5 Sqmm copper armoured cable.
11.11 The Circuit breaker shall be provided with trip free Mechanism so that tripping
instructions could over=-ride the closing instructions. An additional tripping coil
shall also be provided in the trip circuit.
11.12 A heater along with switch should be provided in the cubicle for connection to
single phase 230 V AC to prevent moisture condensation.
11.13 Provision should be made to enable suitable mechanical electrical interlocking for
the opening or closing of Isolator
11.14 The circuit diagram of Control circuit of VCB along with operating instructions
(DOS/DON’T) shall be embossed on metallic plate duly laminated and the same
shall be fixed on the rear door of the control cubicle from inside.
11.15 Wiring :
Wiring shall be completed in all respects to ensure proper functioning of the
control, protection, and monitoring and interlocking schemes.
All the wiring shall be carried out with 100 V grade, PVC insulated stranded copper
conductor of 2.5 sq mm.
Each wire shall be identified at both ends with permanent markers bearing wire
numbers as per wiring diagrams.
Wire termination shall be done with crimping type connectors with insulating
sleeves. Wires shall not be spliced between terminals.
All spare contacts of relays, push buttons, auxiliary switches etc, shall be wired
upto terminal blocks in the control cubicle.

11.16 Terminal Blocks:


Terminal blocks shall be of 1100 V grade, box clamp type ELMEX 10 sq.mm or
approved equivalent. Not more than two wires shall be connected to any terminal. Spare
terminals, equal in number to 20% of active terminals, shall be provided.
Terminal block shall be located to allow easy access. Wiring shall be so arranged
that individual wires of an external cable can be connected to consecutive terminals.

11.17 Terminal Connectors:


6Nos. Terminal connectors suitable for 240 Sqmm XLPE cable shall be supplied
with each breaker. Suitable earth connector for earthing connections shall also be supplied.
The connector drawing shall be got approved from the purchaser.

11.18 Auxiliary Contacts :
Eight numbers each of silver coated auxiliary contacts both of the normally open
and normally closed types shall be provided in each circuit breaker for ruse in the remote
indication and control scheme of the circuit breaker and for providing safety interlocking.
Special contacts for use with trip coils which permit for relative adjustment with respect to
the travel of the circuit breaker shall also be provided, wherever required. There shall be
provision to add more auxiliary contacts at a later date, if required.

12. ACCESSORIES:
12.1 The vacuum circuit breaker shall be supplied as a complete unit with internal
wiring installed and terminated in mechanism box and equipped with the
following accessories :
1. Motor operated spring charged mechanism (Motor voltage – 230 V 1 No.
AC.)
2. Trip coil suitable for 24 V DC 2 Nos.
3. Closing coil suitable for 24 V DC 1 No.
4. Pistol grip C.B. Control switch having trip/normal/closes position 1 No.
5. Local/remote selector switch 1 No.
6. Spring Charged indicator 1 No.
7. Manual operating handle 1 No.
8. Facility for manual charging of spring 1 No.
9. Operation counter 1 No.
10. Auxiliary contacts (8 NO + 8 NC) 1 Set

12.2 Other standard accessories which are not specifically mentioned above, but are
required for efficient and trouble free operation of breaker, should also be
provided without any extra cost.

13. TYPE TESTS :

13.1 Type test certificates for the following tests, as per ID 13118, with latest amendment
thereof from any of the CPRI/ERDA/NABL Laboratory:-

i. Short circuit duty test.


ii. Short time current rating test for 3 sec.
iii. Mechanical endurance test
iv. Temperature rise test
v. Lightning impulse voltage withstand test
vi. Capacitor switching duty test for single bank of 5 MVAR capacity
vii. Power Frequency Withstand Voltage testdry & wet.
viii. Degree of protection IP-55 for control cubicle.

13.2 The above type test certificates must accompany drawing of type tested equipment,
duly signed by type testing authority.
13.3 The above test must not have been conducted on the equipment earlier than 5 years
from the date of opening of bids.
13.4 In case of any change in design/type of breaker already type tested and the one
offered against this specification, the purchaser reserves the right to demand
repetition of tests, without any extra cost.

14. ACCEPTANCE AND ROUTINE TESTS :


14.1 All acceptance and routine test, as stipulated in relevant standards, shall be carried
out by the manufacturer on each VCBs and witnessed by the VPA’s representative during the
inspection, if desired.

15. RATING PLATES :


The detailed rating plate shall be as per IS and in addition shall indicate serial
number of the equipment, manufacturer’s name, out order number and date.

16. GRARANTEED TECHNICAL PARTICULARS AND TECHNICAL QUETIONNAIRE :


Proforma of guaranteed technical particulars and Technical Questionnaires are
enclosed with this specification. Bidders are required to furnish clear replies to both the
questionnaire and the particulars. In case of incomplete or ambiguous replies, the offer is
liable to be rejected.
