1.0 GENERAL

EBDA attach importance to HSSE training, endeavor to improve the management realization
and ability of staff. The training organized by EBDA can be categorized to three levels: HSE
orientation, HSE occupational training and HSSE specific training.

To ensure that Engineering, Procurement, Construction and Commissioning Service for


“PROJECT” has a safe manner, it is important that all management level, supervisory level,
staff and others subcontractor with specific roles are adequately trained. It is also important the
safety training and orientation / induction training is conducted at regular intervals to maintain
a high level of safety awareness and safe work practices to reduce risk to an acceptable level
and as low as is reasonably practicable. EBDA will manage and comply with the Safety
Training standards of “Client” criteria and to act in accordance with the requirements of the
local government regarding HSSE Training as a minimum requirement.

2.0 SCOPE

This HSSE Training Program will be applied to all over “PROJECT”. All staff levels,
subcontractors will be trained prior to getting on site. To make sure that everyone on site is
knowledgeable about the danger of each working location and potential hazards from work,
HSE rules and the minimum requirements of PPE for safety of themselves, colleagues and third
party.

3.0 DEFINITION

HSSE-- Health, Safety, Security and Environmental.

Safety Induction /Orientation --The primary training to all employees before starting work

Specific Training-- The course special for the hazardous work which indicated in JSA, Risk
Assessment.

JSA --Job Safety Analysis.

4.0 RESPONSIBILITIES

4.1 Project Manager

Project Manager is responsible to review the safety training plan and training programmer
and give full support training personnel with training materials/equipment provision. He will
monitor and observe the implementation of training activities and share his time for
orientation to the specific course.

The Project Manager shall approve Training Plans and facilitate training by providing
adequate resources to execute such activities.

Ensure that appropriate training is given to all Staff as may be necessary.

Determine at the Project Planning Stage the need for any particular training or instruction
required for Site Personnel.
4.2 HSSE Officer

HSSE Officer is responsible for the following issues:

a) STOP WORK interventions for unsafe acts and conditions at the project sites.

b) Report to project manager and ensure effective enforcement of HSSE compliance with
corporate policy, regulations, and national law.

4.3 The Construction Manager and Safety Supervisors

a) Support the training with experience from their own area of expertise and encourage the
participants to get the most out of the training.

b) Ensure that key personnel have received adequate training and instruction to permit them to
carry out their obligations satisfactorily.

c) Follow up with employees to ensure understanding of the subject matters.

d) Attend supervisor training

e) Identify training needs and advise the Project Manager and HSSE Officer of these as and
when necessary.

4.4 Administrative Department

a) Supply and guarantee the necessary training support such as training room, PC and
projectors for the smooth implementation of the training.

b) Supply necessary facility for the training.

4.5 Employee

a) Understand, and comply with the EBDA’s safety policy, safe work practices, procedures,
and rules contained within the safety program.

b) Refrain from horseplay and abuse of safely devices, equipment’s, and welfare facilities &
trainings.

c) Participate actively in toolbox meeting.

d) Attend Requirement Training Programs according to their careers.

4.6 Subcontractors

Subcontractors must give adequate training and instruction to their operatives to make them
aware of hazards existing on the site and the correct procedures to deal with these risks.

5.0 EXECUTION

The HSE department will prepare a training program as a backup of all the induction to be
applied in the Project. The HSE training will be based on the following.
5.1 HSE Orientation

EBDA shall ensure that all of its personnel and Subcontractor’s personnel have been given the
necessary safety, survival and job-related training prior to the start of the work or as required
by Contractor when site conditions change such as when there is a change in the construction
phase and /or during pre-commissioning and start-up, The HSSE department will develop and
implement the orientation. These Subjects covered in the Orientation include the following:

a) Overview the COMPANY Policy and Project Presentation & scope of work

b) Company policy & Presentation

c) Site, camp access control and issuing ID

d) The Safety and Security Policy and objectives of the safety and security program

e) Risks associated to the region

f) Rights and obligations of the employees

g) Relationship with the local communities

h) Medical and emergency resources

i) Personnel protective equipment

j) Reporting of incidents, personal injury and near-misses

k) Permit to work system

l) Fire accident reporting

m) Fall protection

n) Emergency response procedure

o) Respirator

p) Scaffolding, housekeeping, trenching, rigging, electrical, industrial trucks and crane safety

q) Hazardous material storage, handling and transportation

r) Compressed gas cylinder

s) Confined space main guidelines

t) Portable tools and electrical tools

u) The main danger sources and warning marks

v) Outline all hazards of construction activities

w) Hygiene and housekeeping


x) The taboos, Warning & Admonishment

y) The incident/accident happened in the past

All these matters will be supported and documented by means of audiovisual aids adapted to
the culture level of the local employees. Interpreter will be used whenever it will be necessary.

All induction sessions will be minted and signed by all attendees. All the new comer to the
camp will be allowed to enter the camp only after they have received the orientation and pass
the examination; The training for the visitor can be simplified, but the visitor must be warned
about the HSE regulations, the emergency procedure and the place where the dangers sources
are.

5.2 Employees Training

The HSSE Manager / HSE trainer is responsible for the development of all training material
and Project Management to provide the necessary resources to ensure the distribution and
presentation of pre-prepared safety material. The objective is to ensure that safety is an integral
element of all prepared employees over all training.

5.3 Preventive Action Induction

After the working teams are mobilized, the Site Safety Manager will assist the respective
supervisors in a specific training session that will include the specific risks of the tasks involved.
The following subjects will be discussed:

a) Emergency Response Procedure

b) Responsibilities

c) Operational risks / risk assessments

d) Protection elements

e) Health and Security Policy

f) After completion of the specific training session, attendance and document registration will
be filled in proper form.

5.4 Toolbox Meeting

EBDA shall also conduct a minimum 10-15 minute daily “toolbox” safety meetings with their
crew prior to the beginning of each shift to discuss safety and security items from the previous
day, to pre-plan for safety for the commencement of the present shift, to discuss housekeeping,
to check for defective tools, and to check ladders and scaffolds, security issues etc. Each
member of EBDA's and Subcontractor's crews must attend these meetings. Please refer to
APPENDIX-3 Toolbox Agenda Form.
5.5 HSE Refresher Training

To maintain the value of safety awareness imparted at the Orientation and Induction Training
sessions, refresher sessions at periodic intervals (in every 6 months) and at specific changes in
the site conditions will be provided if needs be. Names of participants are to be recorded.

5.6 HSE specific training

HSE specific training is organized to improve the HSSE management or to solve some
problems in the execution process of the project.

The specific HSSE Training Course will be prepared by the management for the Hazardous
Working or Operating / job specific hazardous activities. The Training Instructor will be the
Competent Person that has the Operating & training Experienced required.

The specific HSSE Training Courses are as follows:

a) Equipment operators-specific to the type and or model of equipment

b) Forklift operators- initial training specific to the model and annual refresher training

c) Electrical lock Out/ Tag Out ( LOTO)

d) Working on or around energized electrical equipment/ circuits

e) Confined space (CS)-Supervisor, Entrant, Attendee

f) Scaffold-Builder, User, Inspector

g) Trenching and Excavation- Competent Person

h) Fall Protection- Usage, Inspection, 100% fall protection and tie-off policy. Working at
height must attend.

i) Respiratory Protection-Use, inspection, care

j) Hazard Communication

k) Personal Protective Equipment (PPE)

l) First Aid- first aid, bleeding, CPR

m) Fire prevention- firefighting, fire extinguisher, fire prevention

n) Hot work-gas cylinders, burning, welding ,cutting, grinding or any other work that creates
sparks or might create sparks

o) Pre-commissioning and start-up

p) Others –as required


5.7 HSSE occupational training

HSSE training is organized for the management staff

The trainer can be HSSE Engineer of Project of Subcontractor, department manager and
specialist of HR department.

All the management staff of the project and Subcontractor will accept the training and pass the
examination.

The content includes: Knowledge about HSSE management system, HSSE system of
COMPANY, the operation of HSSE system, emergency management and system of safely
production.

6.0 HSSE TRAINER COMPETENCE

The competence trainers who can give training can be the following personnel:

HSSE management personnel such who is well aware of the HSSE policy and have HSSE
supervision experience;

Foreman who have many years work experience and meantime whose team had a good
performance in the past can assist with the training.

The trainers themselves should be trained. Persons delivering training should attend a
professional Train the Trainer course.

7.0 TRAINING RECORD

Attendance of training shall be documented and the original shall be forwarded to the Quality
Manager to be filed as quality records and copies kept by the respective training recipient
department.

Assessment records shall also be regarded as quality record to justify the quality of training to
meet its defined objective(s).

Assessment may be conducted immediately after training or after a specified period.

The HSSE performance is considered as most important index for assessment. The unqualified
employee should get training again; the staff who do special operation and in the key position
are not allowed to start work before get a certificate.

8.0 EQUIPMENT AND FACILITY

Identification of equipment required to conduct training shall be carried out parallel with the
training identification and scheduled.
These requirements shall be communicated to the corresponding department or to be designated
to the specialist agency.
