We are excited to welcome you to an American Campus Communities property.

American Campus
Communities and University Square staff hopes that your stay here builds many fond memories. We know
college is exciting, scary, and overwhelming; so, we have compiled a list of rules and regulations to make your
stay here successful. We know success is your goal and if we can assist you in any way to achieve it, please stop
by the University Square clubhouse and or notify your Community Assistant.

The Resident Handbook answers many commonly asked questions regarding living in University Square. In
addition, it describes policies that act as an addendum to the policies laid out in your Lease Agreement. The
Lease Agreement and the Resident Handbook are important guides to familiarize yourself throughout your stay
at University Square. You are expected to comply with both the Lease Agreement and Resident Handbook in
addition to all applicable local, state, and/or federal laws.

Please keep in mind management reserves the right to amend or change the rules and regulations at any time
throughout the community per your lease agreement.

Rowsheka Cobbs is the General Manager at


University Square. Ms. Cobbs has the
overall responsibility for managing staff,
business operations, & facilities. Ms. Cobbs
has an open-door policy and is very willing
to help you in any way possible.
Joel Leon is the Assistant General Manager
at University Square. Mr. Leon assist the
General Manager in the day-to-day
operations of the facility and Residential
Life. Mr. Leon has an open-door policy and
is willing to assist in any way possible.
Gustavo Tejada is the Maintenance
Manager. Gustavo Tejada is responsible for
all maintenance at University Square.
Your Community Assistant(s) is someone
you will see frequently. The CA is a full-
time student living here at University
Square. The Community Assistant acts as
your contact for lockouts, maintenance
issues, roommate issues, neighbor issues, &
emergency assistance. Your Community
Assistant should be the first point of contact
when trying to solve an issue.

Friday 8:00 am- 5:00 pm.

Our Community Assistants plan a variety of residential programs throughout the year, which help create the fun
atmosphere that is brought to you here at University Square. Our numerous programs throughout the year are
geared towards the resident’s needs and wants.

University Square provides residents with access to the clubhouse and its amenities. The clubhouse contains an
assortment of facilities for our community members. The services provided are:

• Recreation Center w/Billiards


• Foosball Table
• Conference Room instead of Mass Study Room
• Study Areas
• Kitchen
• Academic Success Center
• 24-hour State-of-the-art Fitness Center

Your access to these rooms is on a first come, first served basis.

The Pool table and Foosball Table/Game Room is located in the Community Center. The Pool table & pool cues
may be borrowed from the front desk with an ID.
You are responsible for your guests & any damage you or your guests may cause.

The Media Room is located in the West Courtyard. It provides an “Outdoor Movie-Theater” experience &
contains a Movie Wall. In addition, the outside movie theater provides a movie projector for the residents to
enjoy. The resident will have to check out the projector equipment in the clubhouse at the front desk.
If you need any assistance, you can contact the Office. The Office provides residents the right to reserve the
Media equipment during business hours. Residents must reserve the equipment with a member of the Office staff
& fill out the appropriate paperwork.
Note: At any time, the staff may determine the noise level allowed & what is shown in the theater. Management
also reserves the right to cancel reservations with or without notice.

The Business/ Academic Success Center is located in the Clubhouse near the Fitness Center. The Academic
Success Center provides you with access desktop computers & printer.
Please be courteous & mind the amount of ink/paper that you use as two reams will be used in the community a
month.
Please do not visit inappropriate websites while in the computer lab.
Management maintains the computers & the office staff is to be notified immediately of any problems.
Computers are reserved for residents & are limited. Note: Computers & printers are assigned on a first come,
first served basis.

Rules & regulations are necessary for the smooth functioning of any community. Here at University Square, we
believe that you have the right to an environment in which you can study, socialize, & live comfortably. There
are three basic principles involved in achieving this:

• Demonstrate care for yourself


• Demonstrate care & consideration for others
• Respect others’ & community property

Take time to familiarize yourself with the rules & regulations, as both you & your guests are responsible for
following them.

Prairie View A&M University is a dry campus. Alcohol is not permitted anywhere on University Square
property. Students who violate this rule are subject to fine & eviction.

To facilitate an environment conducive to academic growth, University Square has a 24-hour courtesy policy.
Any behavior or noise that may be disturbing to another resident must cease upon the request of other residents
or any member of University Square staff.
The use of amplified musical instruments, outside of designated music rooms, is not allowed within the complex.
These policies apply to all areas of University Square, including, but not limited to, parking lots, breezeways,
hallways, the courtyard, common areas, & apartments.
Any resident or resident’s guest found violating these policies must immediately conform to them. Repeat
violations may result in disciplinary action by Management.

Large parties involving nine or more guests are not allowed without Management approval. The number of
guests is limited to two per resident. If the number of people in one apartment is larger than that number,
University Square staff reserves the right to disperse the group & issue a fine to resident(s) in violation of the
guest policy.
You are to escort your guests at all times. Your guests require your presence for access into the property.
Per the lease, only you can reside in the premises. You may not permit another person to live in the premises or
in the Apartment. Management will evict any resident who persists in violating the limitations on the visitation
policy.
University Square reserves the right to adjust visitation privileges at any time.

Please note that neither charcoal nor gas powered grills are allowed on patios, balconies, or inside your
apartment. There are grills available at both courtyards for your use on a first come, first served basis. You are
responsible for cleaning the grill & grilling area after each use. Please email the Assistant General Manager to
reserve the grill 24-48 hours prior.

All residents wishing to park a vehicle on property MUST receive a Prairie View A&M University parking pass
from the university. In addition, a University Square gate pass must be hung BEHIND your PVAMU parking
pass in order to gain entrance. University Square gate passes are issued at the Community Center for Square
residents only. There is a $100.00 replacement fee for lost/stolen passes. Parking is available on a first come,
first served basis & not guaranteed.
Please call the office to report a parking violation. The staff may notify the towing company, which will in
accordance with the law, tow the vehicle, if any of the following situations exist:
1. The vehicle is parked in such a manner as to obstruct a
fire lane.
2. The vehicle is obstructing an entrance, exit, space, or aisle of the parking facility.
3. The vehicle is in a reserved parking space, which is
covered parking.

The vehicle may be towed without notice to the owner or operator of the vehicle & at the expense of the owner
& operator of the vehicle.

Residents found climbing over a fence, gate, or door for any reason; will be in violation of their lease. Any
person who is not a resident found climbing on the fence or walking unescorted through the property is
criminally trespassing.
If you see any suspicious persons around the property or see anyone climbing over the fence, door or gate please
contact the apartment staff or call PVAMU Police at 936-261-1375.

You are to keep your room keys in your possession at all times. Keys are not to be in anyone else’s possession,
do not give your keys out!

University Square does not allow any pets on property, with the exception of guide/ESA animals approved
through Disability Services on campus and management.
Fines (up to eviction) will be assessed to any resident in violation of the pet policy.

Rental installments are due according to your lease agreement. If you were approved for Housing Deferment, you will not
need to make payments towards your housing. If you were not approved for Housing Deferment, you may navigate to the
resident portal located at UniversitySquarePV.Com, to make payments towards your housing or on any outstanding balances
on your housing account.
We also accept check, money order and cashier’s checks in our Housing Hub located across from panther stadium made
payable to University Square. As an alternative payment option, we also accept credit cards, debit cards and ACH payments
online. We are unable to accept cash.

When paying online:


All credit/debit card and ACH payments will be made via your Community Portal through Zego, using the resident’s
information.
In addition to being able to make a one-time payment, you can also set up a recurring payment to be paid automatically each
month. All recurring payments must be set up the day before the initial draft date.
Please be aware that there are convenience fees associated with online payments. For questions about your resident
account, status of a payment, or the fees associated with online payments, please contact the Business Office.
When paying by personal check, money order or other certified funds please ensure:
▪Your check is made out to University Square
▪Your full name and Student ID number are listed on the memo line of the check
▪Your check is NOT POST-DATED
▪You receive a receipt of payment from the office

Residents can be assessed fees for the following (but not limited to):

• Lost keys/ gate pass


• Noise violations
• Fire alarm tampering
• Trash outside of door and/or undesignated places
• Lost/stolen parking pass
• Pet policy violation
• Violation of Visitation Policy
• Lock-outs
• Drugs/Alcohol
• Nuisance/ Disorderly conduct
• Candles/ Incense

You will receive written/electronic notification of fines before they are added to your account.
Note: If you or your guest incur any damage to your apartment or University Square property, you will receive a
fine after a notification has been sent to you. In addition, you will receive a statement of deposit after move-out
that will detail any unpaid charges and/or deposit refunds.
Fines are subject to change (but will not exceed $150 per sanction) & may be accompanied by an
eviction/deferred eviction:

Lost Room/Bedroom Key $100.00

Illegal Party $150.00- up to eviction

Illegal Resident $150.00- up to eviction

1st Offence $250.00


Pet Violation 2nd Offence Additional
$500.00 & Eviction

Trash $25.00 per bag, per day

The management would like you to be aware of some important guidelines for the safety of yourself & property.
We recommend that you consider following these guidelines, in addition to other safety practices:

1. Lock your doors at all times.


2. You have deadbolt locks on the doors; use them while you are inside your room.
3. When answering the door, first determine who is there by looking through the peephole. If the person is
unknown, first talk with them without opening the door & do not open if you have concerns.
4. If the person says they work for management, maintenance, housekeeper etc., please feel free to call the
office to confirm it is an employee needing to enter your room.
5. Make sure to keep your windows locked when you are not in your room & at night.
6. Do not give or lend your keys, ID, or gate pass to anyone.
7. Do not put markings on your key ring to identify your name, address, or phone number. This includes
your apartment/room number.
8. If you are concerned because you have lost your key or because someone you distrust has a key, please
notify University Square clubhouse.
9. Dial PVAMU Police 936-261-1375 for emergencies. Immediately following, please contact staff so we
may take appropriate measures.
10. Frequently check your door locks & other devices to make sure they are working properly.
11. Immediately report to the office in writing any malfunction of other devices outside your room, such as
broken gate locks, burned out lights, blocked passageways, broken railings, etc.
12. Mark or engrave identification on valuable personal possessions, such as your computer or bicycle.

1. Lock your doors & windows every time you leave your apartment regardless how long you will be
away.
2. When walking at night, please walk with another person.
3. Inform your CA if you are going to be gone for an extended period of time.

2. Whenever possible, do not leave any visible items in your car, such as phone, wrapped packages,
briefcase, purses, etc.

3. Do not leave your keys in your car.
4. Carry your key ring in your hand while walking to your car whether it is daylight or dark.
5. Remember to check the back seat & under the car before getting in it.

1. Room & apartment doors should be locked at all times. Residents should always keep their keys with
them even when leaving for a short period of time and/or when your roommate is in the apartment &
not expected to leave.
2. Valuables should be kept locked & out of sight.
3. Residents should practice being their “neighbor’s keepers”. This can be done by knowing the other
residents & reporting to staff any suspicious person(s) seen around the property.
4. Please call 936-261-1375 or local law enforcement if your personal safety or the personal safety of
another is at risk.
5. University Square does not allow soliciting. Please report those individuals to your CA or office.
6. Lost keys should be reported immediately to your CA or office.

Please remember there is no such thing as a full safe system. Even the most elaborate of safety precautions are
not guarantees against crime. You should always proceed as if such systems do not exist. All systems are subject
to mechanical malfunctions, tampering, human error, & personnel absenteeism. University Square makes no
expressed or implied warranties of security. The best safety measures you can take are the ones you yourself can
perform as a matter of good practice & habit.
University Square is not responsible for any personal damages or thefts. We highly recommend that you obtain
renter’s insurance by visiting GradGuard.com

Electric bills are provided each month. University Square pays a $25.00 utility cap per unit. Any amount
exceeding the $25.00 will be split amongst the roommates in the unit.

Water is provided as part of your rental installment

Cable is an amenity here at University Square. If you are experiencing problems with your cable please contact
Pavlov Media at pavlovgo.com or dial (888)472-8568 or put in a service request with a community assistant.

Internet is an amenity here at University Square. If you are experiencing problems with your WIFI/Ethernet
connection, please contact Pavlov Media at pavlovgo.com or dial (888) 472-8568

Residents are expected to throw away trash in dumpsters located in the parking lots on property. Those who
leave trash on stairwells/in front of door are subject to being fined.

Q: How do I put in a service request for maintenance?

A: You can put in (and manage) your service requests through your Community Portal. You can access your
Community Portal on the Resident tab of the University Square website.

In order to keep the community looking great, we also try to repair any damages as quickly as possible. This
goes for inside, as well as outside resident units. When we enter units for routine preventative maintenance or to
complete a service request, we also inspect for damages. Any substantive damages will be repaired when
identified, and the resident will be billed for the cost of the repair at that time.

Q: How long will it take for my service request to be resolved?

A: Most service requests are resolved within 24 to 48-hours. Some service requests may take longer if parts need
to be ordered, but you will be notified if that is the case.

Q: How will I know if my service request has been completed?

A: You can check the status of your service request anytime by logging into your Community Portal or by
contacting the Business Office during business hours.

Q: Where do I put my trash?

A: In the three trash receptacles located in the resident parking lot.

Q: What do I do if I lose power to my whole apartment?

A: Contact the on call number immediately.

Q: What do I do if I lose power to just part of the apartment?

A: Contact the on call number immediately.

Q: Can I use regular dish soap in the dishwasher?

A: No. The dishwashers are designed for dishwasher safe soaps only.

Q: What do I do about insects in the apartment?

A: Put in a in a maintenance request for pest control to resolve your issue.

Q: What do I do if my toilet is clogged?

A: If your toilet is clogged and overflowing, please shut off the water using the water shutoff switch, located on
the wall below the toilet tank. After the water is off, you may use a plunger to unclog the toilet bowl. Turn the
water back on and flush again. If the problem persists, you can put in a service request for the issue. If problem
persists contact the on call phone number.
