ESTABLISHES A MULTIYEAR FRAMEWORK FOR THE
PLANNING PROCESS. IT SUMMARIZES THE PLANNING
PROCEDURES, DISCUSSES THE IMPORTANT ISSUES
THAT WILL BE ADDRESSED DURING PLANNING,
DESCRIBES THE RESPONSIBILITIES OF EACH AGENCY
THAT IS PARTICIPATING IN PLANNING, AND DESCRIBES
THE STATUS OF ALL ELEMENTS IN THE PLANNING
PROCESS.

UNIFIED PLANNING WORK


PROGRAM
THE UNIFIED PLANNING WORK PROGRAM HAS TWO
FUNCTIONS. IT DESCRIBES ALL URBAN TRANSPORTATION
AND TRANSPORTATION-RELATED PLANNING ACTIVITIES
THAT ARE ANTICIPATED OVER THE NEXT YEAR OR TWO,
AND IT DOCUMENTS WORK TO BE PERFORMED WITH
FEDERAL PLANNING ASSISTANCE.

TRANSPORTATION PLAN
THERE ARE TWO ELEMENTS IN THE
PREPARATION OF A COMPREHENSIVE
TRANSPORTATION PLAN TO GUIDE
IMPROVEMENTS TO THE TRANSPORTATION
SYSTEM. THE TRANSPORTATION SYSTEM
MANAGEMENT ELEMENT AND THE LONGRANGE ELEMENT WORK TOGETHER TO
FORMULATE A TRANSPORTATION

THE TRANSPORTATION SYSTEM MANAGEMENT


ELEMENT

The transportation system management


(TSM) element is concerned with making
existing system as efficient as possible and
with making provisions for an areas shortrange transportation needs. Automobiles,
taxis, trucks, terminals, public transit,
pedestrians, and bicycles are all parts of
the urban transportation system.

THE TRANSPORTATION SYSTEM MANAGEMENT


ELEMENT
The four basic strategies applied in TSM elements
are:
Actions to ensure the efficient use of existing road space.
Actions to reduce vehicle use in congested areas.
Actions to improve transit service.
Actions to improve internal management efficiency.

Planning tools have been developed for use of transportation


planners to work out details of alternatives and to provide sound
advice to decision makers.

THE LONG-RANGE ELEMENT


The long-range element identifies facilities to
be constructed, major changes to be made to
existing facilities, and long range policy
actions.

THE LONG-RANGE ELEMENT


As in the TSM element, many long-range
alternatives must be evaluated before decisions can
be made. Thus planning for analysis of long-range
alternatives must be developed. These tools also
provide information to help decision makers select
the most promising alternatives. Travel-demand
forecasting plays an important role as major
contributor to the planning tools used in evaluating
alternatives.
