Development Authority
TESDA) was established through the enactment
of Republic Act No. 7796 otherwise known as
the "Technical Education and Skills
Development Act of 1994", which was signed
into law by President Fidel V. Ramos on August
25, 1994. This Act aims to encourage the full
participation of and mobilize the industry,
labor, local government units and technical-
vocational institutions in the skills
development of the country's human resources.
TESDA is mandated to:

 Integrate, coordinate and monitor skills development


programs;
 Restructure efforts to promote and develop middle-
level manpower;
 Approve skills standards and tests;
 Develop an accreditation system for institutions
involved in middle-level manpower development;
 Fund programs and projects for technical education
and skills development; and
 Assist trainers training programs.

National Certificate is issued when a candidate
has demonstrated competence in all units of
competency that comprised a Qualification.
The assessment process seeks to determine
whether the graduate or worker can perform to
the standards expected in the workplace based
on the defined competency standards.
Certification is provided to those who meets the
competency standards. This ensures the
productivity, quality and global competitiveness
of the middle-level workers.
What’s the difference between a
National Certificate (NC) and a
Certificate of Competency (COC)?

While a Certificate of Competency is


given to individuals who performed
satisfactorily in a particular group of
units, a National Certificate is issued to
certify that a candidate has been
deemed competent in all given units
upon assessment.
What do I need to expect
from the assessment?
Assessments are either done
through any of the following:
demonstrations, oral
questions, portfolios, written
exams, interviews, third
party reports, or submission
of work projects.

Disabilities
Situation:

• Over a billion people, about 15% of the


world's population have some forms of
disability
• Between 110 million and 190 million adults
have significant difficulties in functioning.
• Rates of disability are increasing due to
population aging and increases in chronic
health conditions, among other causes.
• People with disabilities have less access to
health care services and therefore they
experience unmet health care needs.

Housing shows that there are 16 per
thousand of the country’s
population had disability, wherein
50% are children.
