• We regulate the TV and radio sectors, fixed line telecoms, mobiles, postal
services, plus the airwaves over which wireless devices operate.
• Ofcom is funded by fees from industry for regulating broadcasting and
communications networks, and grant-in-aid from the Government.
• Ofcom is relevant to pre production because they have to make sure that the
film production have sectors where they can put their films on for show so that
people can access the film. Without Ofcom, there would be no broadcasting of
anything like films, no communication networks.
An example of an Ofcom regulation was on Celebrity Big Brother on Channel 5 –
when Roxanne Pallet alleged assault by her fellow housemate Ryan Thomas. More
than 25,000 people complained – accounting for around half of all broadcasting
complaints in 2018.
Regulations - BBFC
•BBFC stand for (British board of film classification) which is a non-governmental organisation, founded by the film
industry in 1912 and responsible for the national classification and censorship of films exhibited at cinemas and video
works. BBFC helps regulate film, video, tv via age guidance.
•BBFC is very important because it ensures that there is an age limit on films that are in some way inappropriate. Without
the regulations from BBFC, it could lead younger people the wrong way into copycat behaviour through the violence that
is shown in age limit 18 films.
Services offered and responsibilities of the BBFC include:
•Protecting the public, especially children and the vulnerable from content which could be harmful
•Responding to and reflecting changing social attitudes towards media through proactive research and public consultation
•Working with industry to provide advice and guidance
An example is a film from 1997, The Lost World: Jurassic Park was shown at test screenings before hundreds of primary
school-age children in order to test its suitability for a PG rating. Lolita (1997) was the subject of expert professional
opinion owing to the difficulties implicit in its theme.
Another example of where BBFC regulations has come into place is In 2001, a single cut was made to the French film
Baise-moi (2000) and in 2002 another French film, Irreversible, was passed 18 uncut, in spite of a protracted rape scene.
The film was assessed by a consultant psychologist, and although it presented some challenging issues, it did not breach
the BBFC's Guidelines
Regulations - UKCCS
• Copyright protects your work and stops others from using it without
your permission. There isn't a register of copyright works in the UK.
You automatically get copyright protection when you create:
original literary, dramatic, musical and artistic work, including
illustration and photography.
• In the UK, copyright in artistic works generally lasts for the lifetime
of the artist plus 70 years after their death.
For example, when a photograph is made by a company employee, it
could well be the company, rather than the individual photographer,
that owns the copyright.
Regulations - PRS
• PRS pay royalties to our members when their work is performed, broadcast, streamed, downloaded,
reproduced, played in public or used in film and TV.
• PRS works for Music collects and distributes money on behalf of songwriters, composers and music
publishers, for the use of their musical compositions and lyrics. PRS collects performing royalties from when
music is publicly performed.
Royalties - As a member, you'll be able to manage your account online, check your royalty payments, register
and amend your works, claim unpaid royalties and report your live performances once you've signed in.

Advertising standards - ASA
• The Advertising Standards Authority (ASA) is the UK’s independent regulator of advertising across all media.
• Our mission is to make every UK ad a responsible ad. As well as responding to complaints, we monitor ads to check they're following
the rules. If they don’t follow the rules, then there ad could potentially be banned or kicked off the channel.
Paddy Power’s Oscar Pistorius ad with 5,525 complaints. The seriousness of the ad’s content, making light of a murder trial and the
death of a woman, prompted us to suspend the ad immediately. The fact that the three most complained about ads ever have appeared
in 2014 reflects the rise of social media, which has allowed members of the public to voice and co-ordinate their concerns about ads.
