CORRECTION

A branch of the Criminal Justice System concerned with the custody,


supervision, and rehabilitation of criminal offenders.
CORRECTIONS
 A field of criminal justice administration, which
utilizes the body of knowledge and the practices of
the government and the society in the general
involving the processes of handling individuals who
have been convicted of offenses for purposes of
crime prevention and control.
 A study of jail or prison management and
administration as well as the rehabilitation and
reformation of criminals.
■ To this group belong the various Jails (Municipal, City and
Provincial Jails), the Bureau of Corrections (in Muntinlupa) and
other correctional facilities. While the criminal case is pending
in court, the accused shall be detained at the Municipal, City or
Provincial Jail unless he posts a bail bond for his provisional
liberty and if the offense is bailable. After conviction, the
convict will be sent to the Bureau of Corrections to serve his
sentence.
PENOLOGY “POENA” – Pain, Suffering

■ The study of punishment for crime or of criminal offenders.


It includes the study of control and prevention of crime
through punishment of criminal offenders.
■ Known as “Penal Science”. It is actually a division of
criminology that deals with prison management and the
treatment of offenders, and concerned itself with
philosophy and practice of society in its effort to repress
criminal activities.

Approaches in Philippine Correction
1. Community-Based Approach – Not all convicted offenders have
to serve their sentence behind bars. Some of them are allowed to
stay in the community, subject to the conditions imposed by the
court. They are either granted probation, parole, or recognizance.
The Parole and Probation Administration under DOJ is the
government agency that supervises activities.

2. The Institutional-Based Approach – has three levels and are
manned by three different government agencies responsible for the
supervision and control of the numerous institutional facilities
nationwide which provide safekeeping and rehabilitation of inmates,
namely:
The national prison’s and penal farms under the DOJ;
The provincial and sub-provincial jails under the provincial
government; and
The City, Municipal and District Jails under the DILG.

At Bitucan rehabilitation centre patients take part in sports and leisure activities.
On arrival, new patients are monitored by others who have been in therapy for longer
and are ahead in the programme.

are required to look after the newcomers.

to check in to rehabilitation out of fear of falling victim to vigilantes or police raids.

• Renamed the Bureau of Prisons into Bureau of
Corrections
• Under the Department of Justice (DOJ)
• It states that the head of Bureau of Corrections is the Director of
Prisons who is appointed by the President of the Philippines with
the confirmation of the Commission on Appointments.
• Has general supervision and control of all national prisons or
penitentiaries.
• Charge with safe keeping of all Insular/National Prisoners
confined therein or committed to the custody of Bureau.

• The provincial jail system was first established in 1910 under the
American Regime. Each of the eighty one provinces of the country has
a provincial jail which is under the supervision and control of its
respective provincial government and headed by provincial jail warden

• It exercises supervision and control over all cities and municipal jails
throughout the country.
The enactment of Republic Act. No. 6975 created the BJMP. That operates
as a line bureau under the .
4 major programs under the mandate of BJMP 
1. Inmates custody, security and control program.
2. Inmates welfare and development program.
3. Decongestion program.
4. Good governance.
IMPRISONMENT AS A SYSTEM OF
PUNISHMENT
 PUNISHMENT – is the penalty imposed for the transgression of
law. It refers to any ill suffered as a consequence of wrongdoing. The
two (2) main goals: to inflict deserved suffering on evil doers; and to
prevent crime

 PENALTY – refers to the consequence/effect that follow the


violation of laws. Strictly speaking, it is the judicial punishment for a
crime that is required by law.
■ IMPRISONMENT – refers to the state or condition of being
constrained, restrained, or incarcerated in a confined room or building.
Three traditional purposes: to insure presence of the accused during
trial; to administer; and to secure the society from being molested by
undesirable characters

■ DETENTION - refers to the state or condition of being restrained,


confined or under custody, which is usually temporary.
