responder;

3. Be given utmost consideration when responding


to the scene crime and to develop their knowledge
and skills in responding to a crime scene.

When a crime of violence or crime incidence or


any other crimes occur, who do you think should
be the first person from the government to get
there at the crime scene immediately?

What is the First Responder (FR)?


9.1 First Responder in Crime Scene

First Responder - The first Police Officers to


arrive at the crime scene are the FRs who were
dispatched by the local police station/unit
concerned after receipt of incident/flash/alarm
report.

Note: The person who can be the First to Respond


may be the Barangay Tanod or Security Guard or
Concerned Citizen or those whom we call Force
Multiplier.

HOW TO RESPOND TO A CRIME SCENE

1. Proceed to the crime scene to validate the information


received.
2. Record the exact time of arrival and all the pertinent
data regarding the incident in his issued pocket
notebook and notify the TPOC;
3. Self Preservation;
4. Cordon off the area and secure the crime scene with a
police line or whatever available material like ropes,
straws or human as barricade to preserve its integrity;
5. Check whether the situation still poses imminent
danger and call for back up if necessary;

HOW TO RESPOND TO A CRIME SCENE

6. Evacuate the wounded to the nearest hospital using


emergency services;
7. Identify possible witnesses and conduct preliminary
interview and ensure their availability for the
incoming investigator-on-case;
8. Arrest the suspect/s if around or in instances wherein
the suspect/s is fleeing, make appropriate notification
for dragnet operations;
9. Prepare to take the “Dying Declaration” severely
injured persons.

HOW TO RESPOND TO A CRIME SCENE

10. Account for the killed, wounded to the nearest hospital


using emergency services;
11. Prevent entry / exit of person/s within the
cordoned area;
12. Conduct initial investigation;
13. Brief the investigator-on-case upon arrival and turn
over the crime scene; and
14. Conduct inventory on the evidence taken at the crime
scene; inventory receipt should be properly signed by
the first responder, SOCO and the investigator.

1. Record the time it was reported.
2. Get the identity of the caller/complaint.
3. Get the nature of the incidence.

5. Record a brief synopsis of the incident.
6. Direct the nearest mobile car/beat patrollers
or the nearest police precinct to act as first
responder equipped with a camera
“PoliceLine” to secure the place of incident.

team of investigators.

REQUISITES OF A DYING DECLARATION


•That the declaration relates to facts which the victim
is competent to testify.

That the declaration is offered in a case where in the


declarant’s death is the subject of the inquiry.

That death is eminent, and the declarant is


conscious about that fact. PNPM-DO-DS-3-2-13

That declaration refers to cause surrounding and


circumstances of such death.
