SECTION – 1 INTRODUCTION

1.Introduction
 Our directorate conducts detailed condition survey, per a year, to
update the road condition information with quality , eligible data
and propose Need Based Annual Budget requirement .
Condition Survey is very crucial not only for budget Propose but
also:-
 A ranking system to prioritized maintenance needs
 To prepare the annual work program
 To highlight routine, periodic and heavy maintenance
requirements.
 An historical record of pavement performance and
maintenance practices

2. Description of the Road Network
 Generally, to address development constraints caused by poor
condition of road network and lack of appropriate access
throughout the country, reduce poverty and facilitate
economic integration across the country.

3.1.Methodology Adopted
• The 2005 ERA MMS manual is used for reference while
in conducting the condition as well as estimating the
defects.
• Distresses are recorded as the extent and severity within
the 500m section. The defects are recorded when they
exceed the intervention levels shown in Appendix A of
ERA MMS manual 2005. Where the defects are less
than the intervention level then a ‘0’ was recorded.
• The accuracy (actual length) of the survey was
improved by calibrating the measurement using the
existing kilometer posts as of ERA MMS manual 2005.

B. Severity and Extent
The condition survey measured in terms of severity of a distress or
defect and the extent of the distress or defect As per ERA MMS 2005
Manual Appendix A. The severity and Extent are recorded as ‘0’ (Good)
to ‘3’ (poor).
Severity – the physical measure of the distress or defect.
Recorded as a number from ‘0’ (Good) to ‘3’(Poor).
 Extent -- area of the distress or defect.
Recorded with a number from ‘0’ (no extent) to ‘3’ (great extent)
1. Less than 20% or area/length affected
2. Greater than 20% but less than 50% area/length affected
3. Greater than 50% area/length affected
NB: The extent combined with the severity will determine the
quantity of the relevant activity to be undertaken on the road section.

3.3 Road Condition Survey Procedure
 Once the pavement condition information is
collected it must be analyzed to determine the
maintenance needs. This analysis must be
made used a certain standards, along with
sound engineering judgment .
 The analysis should look at the measured
condition of each section (Area) and the cause
of the observed distress and decided how it
can be corrected.

 As far as long term performance of the
pavement is concerned , it only matters that
the proper preventive maintenance activity
was applied at a right time.
 So, in our Road condition survey assessment
that can considered for paved Surface.
 Routine maintenance – for roads in reasonably
good condition usually includes local
patching ,crack sealing ,and others relatively
low cost action

reasonably poor condition usually includes
asphalt patching (hot min mix),pothole

 With in certain range of condition, one must
be look at the fact that went into the over all
condition rating predominantly surface
distress such as weathering , failure, raveling
or bleeding would indicate a need for
preventive maintenance.

rating is a result of structural distress such as
alligator cracks , pothole or failed patches then
it may be best need heavy maintenance effort.

certain activities
 Systematic Approach-- some of the roads may
be performing very well and will need a
treatment only every 3 and 5 years other may
be failing after one year.

3.5. Plan preparation Procedure
In our directorate we were follow the following
points for preparing plan;
1. We got training for all inspectors and consultant
about how to identify road defect, how to measure
the road defect and how to estimate road
condition quantity and Purpose of annual need
based plan.
2. The team leader assign crew for each area but for
the road segment Gondar –Humera and Azezo-
Metema & Shehedi-Gelego didn’t assign because
of security problem.

format, manual and vehicles having good
kilometer gauge and good calibration.

3.6. Intervention type (Activity ) based on defects observed
As of we observed on the road there are many
defect types for each paved , unpaved road
segment & road furniture. Each defect types has
their own intervention type (activity ) as per road
condition survey manual depending on the
severity and extent amount found on the severity
-extent format

Shoulder: deformation or scour for this type of
defect we use two types of intervention type
based on their damage extent.
• (240) shoulder blading for lesser damaged
Edge damage asphalt patching activity 214
should be used to repair this type of defect.
Should the damage be savior there may be a
requirement to carry out some road base
activity as well
• (214)asphalt patching (hot mini mix)

edge step activity 241(shoulder rehabilitation) should be
used to repair this defect its noted that there are some
roads with paved shoulders which will require a different
activity however it’s unlikely that edge step will be severe
in these few cases

treatment).
Potholes activity no 216 and 218 should be used based on
the extent of the damage.

1 We have problems in ROW acquisition, cause of ERA and regional states land
value estimation differences.
2 The vehicle maintenance work by ECWC is not done in time. They can't supply
spare and maintain on time. So we had to find best solution to our vehicle to
effectively.
3 We have a shortage of vehicle.
