 • WHEREAS, Article 359 and 360 of the Civil Code if the
Philippines provide that the government shall establish
Councils for the protection of Children
• WHEREAS, Sec.1 of RA No. 4881, otherwise known as an
Act creating a Council for the protection of Children in

• WHEREAS, DILG Memorandum Circular No. 2002-121

the implementation of all children’s programs and

Justice and Welfare Act of 2006” mandates LGUs to
establish their LCPC at the City, Municipal and Barangay
Levels and allocate 1% of Internal Revenue Allotment for

projects and activities
• WHEREAS, The City of Manila needs to develop and

• WHEREAS, there is a need to reorganize the Local

Council for the Protection of Children not only to
comply with the law, but more importantly, to craft
creative programs and projects for children
 • Formulate plans, programs and policies for children that
are gender-fair, culturally relevant and responsive, to
the needs of diverse groups of children from 0 to below
18 years of age
• Prepare Annual Work and Financial Plan (AWFP) for
children and recommend appropriations to the

support to the Barangay Council for the Protection of
Children

survival, protection, participation and development,
