ETPBS - STARTING COUNTING PROCESS
• The counting of Electronically transmitted Postal Ballots (ETPBS) shall be done along with the
postal ballot counting.
• The counting of votes in EVM can commence 30 minutes after starting the counting of PB’s.
• Note that Candidates/Election Agents/Counting Agents have right to be present at the time of
counting of Postal Ballots
• PB’s received after the expiry of time fixed for counting shall NOT be opened & shall be
separately sealed with suitable endorsement.
• Note that the number of such PB’s is not be included in the total number of rejected votes.
• PB’s received in time shall be considered for counting one by one
COUNTING OF ETPBS - PRE-COUNTING STEPS
STEP 1: The QR Code on lower right hand side of the Outer covers Form 13-C will be scanned by QR Code
Reader and necessary valid checks will be performed for possible duplicates and verification of the
service voter. A unique serial number will be provided by the computer. This serial number will also be
manually marked by RO on the envelope being verified.

STEP 2: If no duplicate and correct verification is found, then only outer envelope (Form 13-C) will be opened.

STEP 3: Open the outer cover (Form 13-C) and take out the two documents which are required to be found
inside. The first one is declaration (Form 13-A) and the second one is inner cover (Form 13-B)
containing the postal ballot paper.

STEP 4: RO should take out the declaration from Outer Envelope, Form 13-A and the inner cover in Form 13-B.
COUNTING OF ETPBS - PRE-COUNTING STEPS
STEP 5: Now scan two QR Codes on Form 13-A one by one and after that scan the QR Code which is on lower
right side on Form 13-B.
STEP 6: Note down the Sl. No. generated in all the above covers respectively.
STEP 7: If the QR Code reading does not raise any abnormality, keep Form 13-B envelope and Declaration
back in Form 13-C envelope and keep the envelope in a tray meant for valid envelopes to be taken up
for counting.
If the QR Code reading indicates any discrepancy such as the documents not being genuine or
multiple copies of the document have been received, such envelopes shall be kept in a separate tray
meant for rejected envelopes.
In case of rejection of envelopes/documents on QR Code reading, the ARO in-charge of the team should see and
satisfy himself about the discrepancy shown in QR Code reading that results in rejection
Envelopes declared INVALID shall not be opened for further processing
COUNTING OF ETPBS – COMMUNICATION ISSUES

• Helpline Contact number will be provided on the day of Counting for any support related to
ETPBS
• Never change the Mobile Number or E-Mail Id till elections are over
• Ensure that DND is not activated on your mobile number
• Ensure proper Internet Connectivity, as far as possible prefer wired connection
• Ensure availability of Power to Computers and Mobile
POSTAL BALLOT
COUNTING
Procedure/Monitoring of PBs received by post
(Service Voters, Special Voters and Preventive detention voters)
The RO receives PBs from the post office Acknowledgement of the number of postal
every day. The postal ballots delivered by the ballots received by post will be prepared in

Counting Hall for PB/ePB
• Under Rule 54A of CER 1961, the counting of postal ballot papers shall be started
first at the ROs table
• Prepare separate Counting Hall/Room for PB/ePB as number of PB is expected to
be high
• RO Table shall be placed in this Counting Hall/Room
• All PBs/ePBS received before the hour fixed for commencement of counting should
be counted. All PBS received after commencement of counting should not be
opened and all these covers in Form-13C should be put in a larger cover and sealed.
• Number of Counting Tables for PB/ePB
• Depending upon the number of PB/ePB expected
• Assuming gross scanning speed of 4 scans per minute per team/table
• Counting of PB should be completed within 5-6 hrs from start of counting, that is, before 2
PM.
• In short, one PB/ePB counting table can count 200-250 PBs/ePBs per hour
Postal Ballot Counting Procedure
• Rule 54A. Counting of votes received by post.—
(1) The returning officer shall first deal with the postal ballot papers in the manner hereinafter provided.
(2) No cover in Form 13C received by the returning officer after the expiry of the time fixed in that behalf shall be opened
and no vote contained in any such cover shall be counted.
(3) The other covers shall be opened one after another and as each cover is opened, the returning officer shall first scrutinise
the declaration in Form 13A contained therein.
(4) If the said declaration is not found, or has not been duly signed and attested, or is otherwise substantially defective, or if
the serial number of the ballot paper as entered in it differs from the serial number endorsed on the cover in Form 13B, that
cover shall not be opened, and after making an appropriate endorsement thereon, the returning officer shall reject the ballot
paper therein contained.
(5) Each cover so endorsed, and the declaration received with it shall be replaced in the cover in Form 13C and all such
covers in Form 13C shall be kept in a separate packet which shall be sealed, and on which shall be recorded the name of the
constituency, the date of counting and a brief description of its content.
(6) The returning officer shall then place all the declarations in Form 13A which he has found to be in order in a separate
packet which shall be sealed before any cover in Form 13B is opened and on which shall be recorded the particulars
referred to in sub-rule (5).
(7) The covers in Form 13B not already dealt with under the foregoing provisions of this rule shall then be opened one after
another and the returning officer shall scrutinise each ballot paper and decide the validity of the vote recorded thereon.
Legal Provisions
(8) A postal ballot paper shall be rejected—
2[(a) if it bears any mark (other than the mark to record the vote) or writing by which the elector can be
identified; or] 3[(aa)] if no vote is recorded thereon; or
(b) if notes are given on it in favour of more candidates than one; or
(c) if it is a spurious ballot paper; or
(d) if it is so damaged or mutilated that its identity as a genuine ballot paper cannot be established; or
(e) if it is not returned in the cover sent along with it to the elector by the returning officer.
(9) A vote recorded on a postal ballot paper shall be rejected if the mark indicating the vote is placed on the
ballot paper in such manner as to make it doubtful to which candidate the vote has been given.
(10) A vote recorded on a postal ballot paper shall not be rejected merely on the ground that the mark indicating
the vote is indistinct or made more than once, if the intention that the vote shall be for a particular candidate
clearly appears from the way the paper is marked.
(11) The returning officer shall count all the valid votes given by postal ballot in favour of each candidates,
record the total thereof in the result sheet in Form 20 and announce the same.
(12) Thereafter, all the valid ballot papers and all the rejected ballot papers shall be separately bundled and kept
together in a packet which shall be sealed with the seals of the returning officer and of such of the candidates,
their election agents or counting agents as may desire to affix their seals thereon and on the packet so sealed

GENERAL INSTRUCTIONS
• For Counting of Postal Ballots, a separate room may be identified with adequate
nos. of A.R.Os
• On the day previous to the date of counting, the RO shall meet the Observer and
furnish the latest Account of the total number of Postal Ballot Papers received both
from the facilitation centres and those received through post.
• At the time of commencement of counting RO should also give similar information
to the Observer in respect of Postal Ballot Papers received subsequently and till the
time fixed for commencement of counting on the day of counting.
• The Postal Ballots shall be taken up for counting first at the ROs table.
• There should be one Counting Supervisor (Gazetted Officer), 2 Counting Assistants
(Group D Govt. Employee) and one Micro-Observer for each table.
GENERAL INSTRUCTIONS
• In each table for counting of postal ballot there should be an ARO.
• Thus, there will be as many ARO’s for counting of Postal Ballot Papers as are the
number of tables provided for counting of Postal Ballot.
• RO or one of the AROs shall explain and demonstrate the requirements of a valid
declaration to all counting supervisors.
• There shall be an additional Micro Observer for each table for Postal Ballot counting.
Micro Observer has to watch the proceedings on the table, being the representative of the
Observer.
• The Contesting Candidates will be entitled to appoint a Counting Agent for each table
provided for counting of Postal Ballot papers.

IMPORTANT POINTS

• All the cases of rejection of Postal Ballot on account of defects in declaration in Form
13A should be re-verified by the Returning Officer before they are actually put in the
rejected category.

• Thereafter, all the valid Postal Ballot Papers and all Rejected Postal Ballot Papers will be
separately bundled and kept together in a packet

• These packets are then sealed with the RO seal and the seals of such of the candidates,
their election agents or counting agents, as may desire to affix their seals thereon.
IMPORTANT POINTS

• A CD containing the record of complete videography of counting process may be given by the
Returning Officer to the candidates or their election agent requesting for the same free of cost after
the counting process is over.

• Returning Officer shall not declare the result without receiving the authorization in the prescribed
format from the Observer.

• It shall be the personal responsibility of the Observer and Returning Officer to ensure fairness of
counting of votes and accurate compilation of result.

• Where the margin of victory is less than the number of Postal Ballot Papers rejected as
invalid, all the rejected postal ballot papers shall be mandatorily re-verified by the Returning
Officer. Whenever, such re-verification is done, the entire proceeding should be
videogrpahed.
VALID POSTAL VOTES

• There is no particular mark prescribed by law for recording the vote on postal

ballot.
• Any mark is valid; if it is clear and beyond reasonable doubt that it has been

given in favour of single candidate.


• A mark made anywhere in the space allotted to a candidate will be taken as a

valid vote in favour of the candidate concerned.


• If the mark has been made more than once to clarify choice in favour of single

candidate, the PB is valid

GENERAL INSTRUCTIONS
• After 30 minutes of commencement of Postal Ballot counting, the EVM counting can start.
If in separate room, can start at 8 AM itself.
• The EVMs can be brought under escort (agents can accompany) from the Strong Room to
the Counting Hall, even if the Postal Ballot counting is still going on.
• Only CUs and sealed envelopes containing Form 17C shall be brought to the table as per
EVM Movement Sheet.
• One Senior Officer to monitor the movement of CUs from strong Room to Counting Hall,
one round after another, then to sealing place.
• Only after completion of one round in all respect, CUs of next round will be moved to
counting hall.
• An account on such distribution of CUs shall be kept and brought to the notice of RO time to
time.
• Placing of CUs & sealed Form 17 C in counting table as per EVM Movement Sheet.
DUTIES OF STAFF ON COUNTING TABLE
• On every Counting table, there shall be one Counting Supervisor, one Counting
Assistant & Micro-observer.
• Distribution Officer shall issue sealed carrying cases containing Control Unit/s to
each table.
• Remove seals of the carrying case and take out CU allowing the counting agents to
note down serial numbers of the seals.
INSPECTION OF CONTROL UNIT
• Inspect both Pink Paper Seal and Green Paper Seals. Both
these seals MUST be intact.

• Immediately report to RO/ARO even if there is slightest


doubt that these seals are tampered with.

• Any doubts raised by Election agents as regards to seals


must be addressed to RO/ARO

• Ensure that Candidates/Election agents verify the unique


ID of Pink paper seal and unique ID of Green paper
seal on the Control Unit.

• Show to the Candidates/Election agents that the Unique ID


of Green Paper Seal matches with that in Form 17C.

COPIES OF FORM 17C

• Note that Part II of Form 17C has to be prepared in duplicate using carbon paper.

• And both these copies should be got signed from the candidates/their agents present.

• One copy of this form will be handed over to RO/ARO for computing round wise
tally of votes.

• The other copy will be handed over to official designated for the purpose, who will
prepare xerox copies of the same and give the same back to counting supervisor.

• These Xerox copies are to be distributed amongst the counting agents present at
counting table.
COPIES OF FORM 17C

• The original second copy of every counting round will be retained by the Counting
Supervisor till end of counting.

• At the end of counting, the Counting Supervisor will keep all these copies in an
envelope superscribed “Duplicate copy of result of counting in Form 17C Part-
II”

• Counting Supervisor will personally hand over this envelope to RO/ARO.

• Counting Staff shall not leave the hall till the results are declared without prior
permission of RO/ARO.
REPEATING THE RESULT SEQUENCE

• If required, repeat the result sequence to enable the Candidates/Election agents to


note down the results.

• After the result has been noted, close the outer cover of the Result Section.

• SWITCH OFF THE CONTROL UNIT.

• Retain every seal opened by you. Keep it in an envelope and hand over the same
to RO/ARO.

• Keep the CU in Carrying case and hand over the same to the Officer designated
for the purpose.
ADDITIONAL TABLE
• This table will have 2 Counting Staffs who would assist the Observer to cross
check correctness of counting.
• After completion of every round, the Observer will randomly select two EVM’s

TREND RESULTS

• Once RO receives filled in Form 17C in Part II of every round,

SEALING OF CONTROL UNIT

• After completion of counting, all the Control Units whether result has been
retrieved from it or not should be kept back inside their respective carrying

• The carrying cases should then be sealed by Returning Officer and Observer
should put their signatures on the seal.

• Candidates and their election agents should also be allowed to put their
signature on the seal. The Control Unit should be then kept in the strong room
(s).
VVPAT COUNTING
ARRANGEMENTS FOR COUNTING OF

One of the Counting Tables inside the Counting Hall (RO
Hall) shall be earmarked by the Returning Officer as VVPAT
Counting Booth (VCB) for Counting of VVPAT Paper Slips.

Dimension of VCB: 6ft x 6ft x 8ft


VCB shall be enclosed in a wire-mesh just like a
Bank Cashier Cabin, so that no VVPAT paper slip can
be accessed by any un authorised person.

SEQUENCE OF VVPAT PAPER SLIPS COUNTING

1. Counting of VVPAT slips of polling station (s) due to non-display of result on CU.
2. Counting of VVPAT slips of polling station (s) due to non-compliance of mock poll or
Form 17 C mismatch [VVPAT slips count is NOT required, if winning margin is more
than the total votes in that particular polling station(s)]
3. Counting of VVPAT slips under Rule 56D of the Conduct of Elections Rules 1961
4. Mandatory verification of VVAPT slips of randomly selected 05 polling stations per
AC/each AS of PC.

• NOTE: In case more than 1 VVPAT used in a PS, both will come in VCB, but
counting of slips shall be done one by one.
WHEN BALLOT SLIPS FROM VVPAT ARE COUNTED
• VVPAT Counting is done in the following cases subject to conditions:
• If result from the Control Unit of EVM of any Polling Station cannot be
retrieved.
• If CLOSE Button of CU was not pressed.
• If Mock Poll data has not been cleared from the CU during the Poll
• Recount: Recount of Ballot slips of VVPATs of any/all polling station is requested
under Rule 56 D by the candidate/election agent & allowed by the RO.
• Mandatory Counting - Ballot slips counting of VVPATs of FIVE Polling Stations
for each Assembly Constituency.
APPLICATION FOR VVPAT PAPER SLIPS COUNTING

•After announcement of result sheet entries, any candidate, their election agent or their counting agents
may apply in writing (Under Rule 56 of the Conduct of Elections Rules 1961) to the RO to count the
printed VVPAT paper slips in any or all polling stations. If such application is made, the RO shall pass a
speaking order on whether the VVPAT paper slips should be counted. If the RO decides to allow the
counting of the VVPAT paper slips of any or all polling stations, such decision of the RO must be
recorded in writing along with the reasons thereof. The RO shall give due consideration to the following:
• 1. Whether the total number of votes polled in that polling station is greater or lesser than the
margin of votes between winning candidate and candidate making the application
• 2. Whether EVM had a problem and was replaced at that polling station during poll
• 3. Whether there was any complaint about VVPAT not printing or complaints by any voter under
Rule 49MA in that polling station during the poll.
ROLE OF RETURNING OFFICER

• If the RO decides to allow counting of VVPAT paper slips of single


or all polling stations; such decision shall be recorded in writing and
shall contain the reasons, therefore.

• Procedures for counting of ballot slips from VVPAT shall than be


followed at the VVPAT Counting Booth.
VCB REQUIREMENTS
• The VCB table shall carry an transparent container which can accommodate nearly
1400 printed ballot slips to keep the paper slips taken out from the drop box of the
VVPAT.
• There shall also be an pigeon hole framework having number of pigeon holes equal
to No. of candidates + 2.
• The additional pigeon holes are kept for keeping the self-test slips of the VVPAT
and Ballot slips of NOTA respectively.
• The symbol of each contesting candidate as per the Ballot Paper are affixed on the
wall of the pigeonhole allotted to the particular candidates.
VCB REQUIREMENTS BACK
UNSEALING DROP BOX OF VVPAT
• The VVPAT unit(s) of the respective polling station(s) shall be brought to the VCB
one by one.
• In case a VVPAT unit was replaced during poll at that polling station, all the
VVPAT units used at that polling station shall be brought to the VCB.
• Counting team to check the VVPAT address tag and confirm that the VVPAT
pertains to the same Polling station.
• Allow the candidates/election agents to compare the serial number of these
Address Tag.
• Unseal Ballot slip compartment of VVPAT by removing the address tag(s).
UNSEALING DROP BOX OF VVPAT
EMPTYING VVPAT DROP BOX
• Remove all the Printed Ballot Slips from the drop box of VVPAT and keep them in
the container with lid.
• Counting Supervisor to ensure that no VVPAT paper slips are left inside the
VVPAT drop box.
• Show the empty drop box to the counting agents.
• In case a VVPAT unit was replaced, it may so happen that an uncut fully or
partially VVPAT paper slip is hanging and has not got cut and dropped in the drop
box and still connected to the paper roll.
• Such uncut VVPAT paper slip should not be torn and should not be counted
because the vote is not recorded electronically in the CU unless the VVPAT paper
slip is cut.
EMPTYING VVPAT DROP BOX

• In the drop box of the VVPAT will also have VVPAT slips of self-test report.

• These are easily identified, as they do not have either the name or the symbol of
any candidate.

• These self-test report slips are to be preserved along with the VVPAT paper slips as
part of the record but they are not to be counted.

• The ballot paper slips shall be segregated one by one and put in the pigeon holes of the
respective candidates after showing each slip to the Counting Agents.

• The paper slips bearing self-tests report shall also be segregated and put in a separate
pigeonhole provided for the purpose.

• Bundles of 25 Ballot slips of respective candidates will then be prepared for counting
purpose.

• VVPAT Paper Slips shall then be counted by the counting staff.

• Result of the VVPAT paper slips count shall be prepared in the format as per the
Annexure-VII & attached to Part-II of Form 17-C.
COUNTING OF BALLOT SLIPS

• The result of the count of VVPAT paper slips shall be announced loudly in the counting
hall and shown to the counting agents

• If there is discrepancy between the count of votes displayed on the control unit and the
count of printed-paper slips in respect of any Polling Station, the result sheet will be
amended as per the printed-paper slips count.

• After completion of counting of VVPAT paper slips, the bundles of all the VVPAT Paper
Slips shall be kept back in the Drop Box of the respective VVPAT and door of the Drop
Box shall be sealed using address tags.

• The candidate(s)/their agents may also be allowed to affix their signature with party
abbreviation on the Address Tags
MORE THAN ONE VVPAT IN PS

• In case counting of votes of VVPAT paper slips in respect of those PS where more
than one VVPAT were used.

• VVPAT paper slips of each VVPAT will be counted separately, one by one.

• Result of each VVPAT will be entered separately in Annexure attached to


Form 17C.

• Thereafter, a Final Result sheet shall be prepared by combining all results of


that particular polling station and the same shall also to be attached to Form 17C.

polling stations shall be conducted after the completion of the last round of
counting of votes recorded in the EVM’s as under:

• The Ballot slips from these VVPATs shall be counted sequentially one after
the other.

• The Returning Officer shall announce the result of such counting.


SEQUENTIAL COUNTING OF FIVE VVPATS
1. The Verification of VVPAT paper slips of randomly selected 05 (five) polling stations for
each Assembly Constituency shall be taken up after the completion of the last round of
counting of votes recorded in the EVMs and VVPAT paper slips count due to non-
display of result from the Control Unit(s) or whatsoever the reason.
2. The random selection of 05(Five) shall be done by Draw of lots by the Returning Officer
concerned, in the presence of candidates/their agents and the General Observer appointed
by the Commission for that Constituency.
3. The draw of lots must be conducted immediately after the completion of the last round of
counting of votes mentioned, in the designated Counting Hall for the particular Assembly
Constituency/Assembly Segment.
4. A written intimation shall be given by the Returning Officer to the candidates/their
election agents well in advance
SEQUENTIAL COUNTING OF FIVE VVPATS

5. The following procedure shall be followed for conduct of draw of lots:

a) White colour paper cards of postcard size for conducting the draw of lots.
b) Total number of such paper cards should be equal to total number of polling
stations in the Assembly Constituency. The Polling station(s) whose VVPAT
paper slips have been counted due to non-display of result from Control
Unit(s) or whatsoever the reason, shall not be included in the draw of lots for
mandatory verification of VVPAT slips count.
c) The paper cards shall have pre-printed AC/AS number, name and date of
polling on the top, and the polling station number in the centre. Each digit of
the polling station number shall be at least 1” X 1” (one inch by one inch) size
and printed in black
SEQUENTIAL COUNTING OF FIVE VVPATS

d) The paper cards to be used for draw of lots should be four folded in such a
way that polling station number is not visible.

e) Each paper card shall be shown to the candidates/their agents before


folding and dropping in the container.

f) The paper cards shall be kept in the big container and must be shaken
before picking up 05 (five) slips by the Returning Officer.
SEQUENTIAL COUNTING OF FIVE VVPATS
6. The verification of VVPAT paper slips shall be done in a ‘VVPAT Counting
Booth’(VCB), specifically prepared for this purpose inside the Counting
Hall.
7. Count of VVPAT paper slips of the randomly selected 05 (five) polling
stations shall be conducted sequentially i.e. one after another.
8. The verification count of VVPAT paper slips shall be conducted strictly in
accordance with the instructions of the Commission on counting of printed
paper slips.
9. The Returning Officer and Assistant Returning Officer, as the case may be,
shall personally supervise the counting of VVPAT paper slips at this booth.
The General Observer shall ensure close and careful observation of the entire
exercise and ensure compliance of the Commission Instructions.
SEQUENTIAL COUNTING OF FIVE VVPATS
10. In case of any mismatch between electronic count of the control units and
VVPAT slips manual count, recounting of the VVPAT slips of the
particular EVM shall be conducted till the recount is tallied either with the
EVM count or one of the previous VVPAT slips count.

11. After completing the process as specified in para 10 above, if there is any
discrepancy between EVM count and VVPAT paper slips count, as per
Rule 56D(4)(b) of the conduct of Elections Rules 1961, the VVPAT paper
slips count shall prevail. The result sheet will be amended as per the
printed paper slips count.

12. The above process shall be fully video-graphed.


SEQUENTIAL COUNTING OF FIVE VVPATS

12. After completion of the above process, the Returning Officer shall give a certificate in
the annexed format (Annexure-A) separately for each polling station to the Chief
Electoral Officer concerned.

13. The Observers appointed by the commission shall also submit their report to the
Commission through Zonal Secretary concerned in the annexed format (Annexure – B)

• If the winning margin is more than the total votes polled in all such
polling stations, those polling stations will not be taken up for counting
and the result will be declared without counting of votes of these polling
stations. [For Parliamentary Constituency, VVPAT Slips shall be
mandatorily counted irrespective of winning margin in CUs where
exceptional issues are encountered.]

• If the winning margin is equal to or less than total votes polled in these
polling stations, in such case only counting of the respective VVPAT(s)
paper slips will be done and the Control Units shall not be used for
counting of votes.
Mock Poll: Data not cleared from CU/Slips not taken out of VVPAT

• Even in cases where VVPAT paper slips pertaining to mock poll have not been taken out
from the drop box of the VVPAT, the VVPAT slips shall be counted and the candidate
wise votes from mock poll certificate (Pr.O’s report-I) shall be deducted to arrive at
correct count of candidate wise votes polled.

• The VVPAT slip count result of all these polling stations shall be added to the candidate
wise tally and the final result compiled.
ROLE OF MICRO OBSERVER
• Each counting table shall have one micro observer.

• Since every step in counting is crucial, the role of MO becomes very important as to
ensure that the counting supervisor & counting agent perform their duty correctly.

• Micro Observer has to watch the proceedings on the table, being the representative of the
observer.

• MO will note down the details of votes exhibited by the EVMs being counted in each
round in that Table.

• MO would be provided with a pre-printed statement on which they would note down the
CU No., Round No., Table No., Polling Station Number and thereafter the names of all the
contesting candidates as they appear in the ballot paper.
ROLE OF MICRO OBSERVER

• Micro Observer shall fill the vote details of every round of his table on the proforma for

the purpose.

• They will put their signature at the end of the statement and shall hand over the statement

to the Observer after each round.
