Introduction to
Transportation
Planning &
Engineering
Julianne Lagariza
Riziel Vicedor
Transportation has always played an
essential role in the development of
society, originally with regard to trade
routes and harbors, but more recently
with regard to land- and air-based
systems as well.

Transportation helps shape an area’s

economic health and quality of life. Not
only does the transportation system
provide for the mobility of people and
goods, it also influences patterns of
growth and economic activity by
providing access to land.

Transportation
Engineering
is a sub-discipline of civil engineering, which
deals with the application of technology, a
scientific principles to the planning, functional
design, operation and management of facilities
for any mode of transportation in order to provide
the safe, rapid, comfortable, convenient,
economical, and environmentally compatible
movement of people and good transport.

It is the transportation engineer's responsibility to

plan, design, build, operate and maintain these
systems of transport, in such a way as to provide for
the safe, efficient and convenient movement of
people and goods.

Transportation
Planning
consists of those activities that collect information
on the performance of the existing transportation
system; forecast future performance levels given
expected changes to key factors such as land use,
price of fuel, and growth in employment; and
identify possible solutions to expected problems in
system performance.

Function of
Transportation
Engineering
• To identify highway system component
• To define transportation planning
• To recall the process and purpose of
construction planning design
• To identify 4 models of transportation

Transportation
Planning Period
1. Short Term (Action Plan)
• (1-3 years) and medium-term (3-5 years)
• They are less complex and put no great
demand on construction activities
• require less capital expenditure

2. Long Term
• (More than 5 years)
• complex problem and requires huge financial
expenditure
• involves large and extensive construction programs
which affect the environment in economic, social and
natural aspects.

Importance of
Transportation
Planning &
Engineering
• Efficiency and Productivity: Well-designed
transportation systems enhance the efficiency
Economic of moving goods and people, leading to
increased productivity.
Impact
• Economic Growth: Transportation infrastructure
attracts businesses and stimulates local
economies by providing access to markets and
resources.

• Job Creation: The development and

maintenance of transportation infrastructure
create numerous jobs in construction,
engineering, and related industries.
• Accessibility: Good transportation planning

Social ensures that all community members, including

those in underserved areas, have access to

Benefits essential services, jobs, and opportunities.

• Quality of Life: Reduced travel times, less

congestion, and safer transportation systems
improve the overall quality of life for residents.

• Equity: Proper transportation planning can

address social inequities by improving access to
transportation options for marginalized groups.
• Reduction in Emissions: Efficient transportation
systems, including public transit and non-
Environmental motorized options like biking and walking paths,
reduce greenhouse gas emissions and pollution.
Sustainability
• Land Use Planning: Integrating transportation
planning with land use helps create sustainable
communities, reducing urban sprawl and
preserving natural resources.

• Energy Efficiency: Optimized transportation

networks reduce fuel consumption and promote
the use of renewable energy sources.
• Accident Reduction: Engineering solutions such
as better road designs, traffic management
Safety & systems, and safety regulations significantly
reduce accidents and fatalities.
Health
• Public Health: Encouraging active
transportation modes (walking, cycling)
contributes to public health by promoting
physical activity.

• Emergency Response: Well-planned

transportation networks are crucial for effective
emergency response and disaster
management.

Modes of a) Primary Mode
• Land Transportation (Highway,

Transportation Railway)
• Air Transportation (domestic &
international)
• Water Transportation
• Pipeline Transportation

b) Secondary Mode
• Ropeway (gravity ropeway, podway)
• Belt conveyors
• Canal
