• The construction industry is vital to economic development in Cagayan
de Oro City.

performance against industry standards or best practices, enhance

construction industry of Cagayan de Oro City.

STATEMENT OF
THE PROBLEM
The absence of standardized benchmarking practices
has resulted in recurring issues, such as ineffi ciencies,
poor resource utilization, and suboptimal project
outcomes.
This study seeks to address this gap by examining the
specifi c challenges hindering the adoption of
benchmarking in government-led construction projects
and identifying strategies to promote its integration
into the sector's quality management framework.

SIGNIFICANCE
OF THE STUDY
This study is signifi cant in assessing the current state
of quality management and benchmarking practices in
Cagayan de Oro City's construction industry.

It will shed light on the barriers hindering the adoption


of such practices, and the potential benefi ts of
incorporating these tools into the government sector.

The study supports sustainable development goals by


promoting resilient construction practices and
establishing guidelines to improve public sector
effi ciency and long-term economic growth. 7
SCOPE AND
LIMITATIONS
This study focuses exclusively on the government
sector in Cagayan de Oro City, specifi cally analyzing
construction projects managed by the Department of
Public Works and Highways (DPWH) representing the
region, as well as the City Engineer’s Offi ce
representing local government units (LGUs).
Data collection will primarily involve surveys and
statistical analyses to capture quantitative insights
into the barriers and strategies for benchmarking
adoption.
The study is limited to government-initiated
construction projects and does not include private
sector construction activities. 8
