What does this PR do?

These changes add a detection of lock files to connecting a database, as well as a handler for a CTRL+C signal that triggers a regular close to avoid hanging lock files. If a lock is detected on connect a message is printed.

Motivation

Inconvenience in local database management via console.

I added a minor change to the list databases help string.
