The reason the Decepticon Justice Division allowed the existence of Delphi near their territory was due to a deal with chief medical officer Pharma, who provided their leader with deceased patients' transformation cogs in exchange for Delphi being left alone. How Ratchet Got His Hands Back
Delphi had been operational for at least five years by the time of the Surge. After the Surge, an Autobot squad consisting of Dogfight, Backstreet, Schema, and Dodger were attacked by the Decepticon Justice Division, and travelled to Delphi for repairs after the conflict ended. Chief paramedic Ambulon rushed the critically injured Schema into a CR chamber, while staff medic First Aid performed his always-obsessive check of the group's Autobot insignias. Bullets
The DJD's demand for transformation cogs kept increasing until Pharma was forced to let half of the patients at Delphi die every month. Growing tired of the situation, he devised a plan to infect the facility with a plague, thus forcing Autobot High Command to shut it down. He developed a "soundbomb" that would cause everyone who heard it to develop "Red Rust" and begin wasting away from the inside when they next transformed, then paid the Decepticons Sonic and Boom to "surrender" themselves to Delphi and set it off. How Ratchet Got His Hands Back Autobots began dropping like flies, with the miners and security team dying within hours, and only the medics and long-term patients were "immune" as they didn't transform due to personal reasons or injuries. In search of help, First Aid beamed out a datalog detailing the increasing death rates in the past two years, and it was caught by Ratchet on the Lost Light who took Pipes and Drift with him to Messatine. Life After the Big Bang There, Pipes and Drift were infected and Sonic and Boom were killed by Fortress Maximus, a coma patient at Delphi revived by First Aid. Once he figured out there was something suspicious about Pharma, Ratchet confronted him and ultimately let him fall off a building to his doom. After all survivors were cured from Red Rust using Pharma's sole sample of antidote, Delphi was abandoned and everyone there joined the crew of the Lost Light. How Ratchet Got His Hands Back
Later, Lost Light crewmembers sent a message into the past, warning their past selves not to go to Delphi. It arrived on Cybertron only after the ship had already left, and history did not change. How to Say Goodbye and Mean It Predestination: An Expert's Guide
