Job Title Project Manager- Enhancing Citizen Participation in


Municipal Services Improvement Programme, Jacobabad

1. Role of Position in the Organization


The Project Manager (PM) will be responsible for overall management of the
UNICEF funded project Enhancing Citizens Participation in Municipal Services
Development Programme (MSDP) in Jacobabad. The position is based in
Jacobabad initially for a period of 12 months with possible extension, subjected that
the project funds are secured for the next 12 months.

2. Reporting Line
The position lies in the category of Pakistan Country Programme (National Staff).
The individual holding the position of Project Manager will report directly to the
Manager Urban Progarmme, who in turn is responsible to the Head of
Programmes-WaterAid in Pakistan.

3. Key Working Relationships


Internal: Manager Urban Programme, Manager Policy Advocacy, Manager BCC,
Programme Manager Rural, Manger Finance, Manger Quality Assurance & Fund
Raising and other relevant staff of WaterAid in Pakistan.
External: WaterAid in Pakistan Implementing Partners, Consultants,
Intergovernmental agencies, Sector stakeholders and other NGOs. Relevant staff of
consortium partners for the project including UNICEF, UN-Habitat, Programme
Director-MSDP, HANDS, City District Government-Jacobabad, Sindh Urban Unit,
North Sindh Urban Services Cooperation (NSUSC).

4. Overall purpose of the Job

I. The Project Manager will be responsible for overall management of the


project in 8 urban union councils of Jacobabad District which aims at
promoting active community participation and ownership in social and
physical infrastructure to strengthen ownership and sustainability of MSDP
interventions through community mobilization, organization and promotion of
improved hygiene behaviours.
II. The PM would be coordinating with the implementing partners and ensuring
that project is implemented according to the agreed standards and timelines.
In addition, PM will also be responsible for donor liaison and coordination
with the Government counterparts.

5. Key Responsibilities

1. Responsible for smooth implementation of project activities within Project


Contractual Agreement (PCA) frame work.
2. Provide technical support and mentoring of the implementing partner in
developing, designing and implementing project activities
3. Reporting and liaison with the country office as per their requirements
4. Plan and execute Behaviour Change Communication Campaigns in the form
of city wide campaigning
5. Liaise and coordinate with the relevant government departments at district
level, TMAs and other local stakeholders in WASH, Gender and Health
sector for the successful implementation of the project activities
6. Monitor and evaluate project activities at district level adopting participatory
approaches
7. Responsible for timely delivery of the project activities and spending of
allocated budgets for the project activities
8. Participate and represent WaterAid in district level forums as well as to other
relevant Government Departments
9. Responsible for developing an activity based results matrix and carrying out
activities as per project work plan
10. Ensure adherence to WaterAid operational policies, procedures and
standards of conduct
11. Representing WA with government agency and other inter-agency and
NGO's network in the project area.
