• Highlight some basic policies, principles, and guidelines
embedded in the DOTr Department Order 2017-011 or
the “Omnibus Guidelines on the Planning and
Identification of Public Road Transportation Services and
Franchise Issuance”
• Otherwise known Omnibus Franchising Guidelines
(OFG) issued on 19 June 2017
• Foundation for the successful creation and
implementation of Land Public Transport Route Plans
(LPTRPs)

Road Public Transport should be:
• Reliable – predictable in terms of travel time, waiting
time, and schedule

• Safe – PT vehicles and services should comply with


national standards and international safety conventions.
Use of dashcam and CCTV encouraged

• Accessible – Public transport must be available in every


community, with accessibility for all segments of
society including senior citizens and PWDs.

Road Public Transport should be:
• Environmentally sound – PT vehicles with combustion
engines should be EURO IV compliant. Other preferred
vehicles use electric drives and/or run on alternative
fuels e.g. electric or solar

• Comfortable – With comfortable seats and ideally, no


more than 5 persons/sqm standees. Free WiFi
encouraged.

Hierarchy Transportation Modes
• In general, modes of public transportation
shall follow the hierarchy of roads. Higher
capacity modes shall have priority in terms
of Certificate of Public Convenience (CPC)
allocation and transit right of way over lower
capacity modes

• Taxis, TNVS, tourist transport services, and


shuttle services are deemed door-to-door
services and do not have fixed routes hence
are excluded

• Tricycles should only be confined along


city/municipal roads not national roads

• Expressways – Limited access roads
with toll. Public Transport vehicles are
not allowed to drop off or pick up
passengers.
• Arterials – Roads that provide the
highest level of service for long
uninterrupted distances. Buses are the
appropriate public transportation mode.
• Collectors – Medium speed and medium-flow roads. Jeepneys,
UVs, Filcabs are appropriate
• Local Roads – Slow speed/low-flow roads. Example are
subdivision roads and barangay roads. Tricycles are appropriate

– Specs: Length below seven (7) meters. Door
locations should allow boarding and alighting
only from the curbside (not from the rear)
– With GPS, free wifi, CCTVs and dashboard
cam, speed limiter.

– Fixed routes (regular, limited stop and/or
express) and intra-zonal (i.e., zones as
defined in the LGU Zoning Ordinance) within
a specified area as authorized.
– Operation shall be prohibited on arterial
roads, highways, and expressways.
– Fare: Distance or zone-based fare
– Specs: Mini-jitney/multicab, seating capacity of seven (7) to eleven (11)
passengers excluding driver. Door locations should allow boarding and alighting
only from the curbside (not from the rear)
– With GPS, free wifi, CCTVs and dashboard cam, speed limiter.
– DENR standard-compliant. Must have lay-over/garage facilities.
