CHAPTER 1: INTRODUCTION

BACKGROUND OF THE STUDY

What programs could the government offer?

The programs could the government offer are the following:

The Old Age Survivors and Disability Insurance (Social Security) Program,
Privatizing Social Security, Medicare, Medicaid, and Unemployment Insurance,
Supplemental Nutrition Assistance Program (Food Stamps), Temporary assistance to
needy families and 4P’s.

The Pantawid Pamilyang Pilipino Program (4P’s) is a human development


measure of the national government that provides conditionals cash grants to the
poorest of the poor, to improve the health, nutrition, and the education of children
aged 0-18. It is patterned after the conditional cash transfer (CCT) scheme in Latin
American and African countries which have lifted millions of people around the
world from poverty.

Conditional Cash Transfer (CCT) are essentially providing financial incentives or


resources to poor families in exchange for their compliance to a set of conditions
aimed at improving their capacities. More often than not, the conditionalities are
linked to education and health outcomes to address the chronic poverty of the
household.

The Philippines version of the CCT is the Pantawid Pamilyang Pilipinong


Program. It has two goals: 1. alleviation of immediate income poverty (Social
Assistance) and 2. break the inter-generational cycle of poverty through human capital
investment and nutrition (Social Development).

It targets the poorest of the poor in the country, and as beneficiaries, they receive
a monthly cash grant of 500.oo for health expenses, and 300.oo per school child
member in elementary school or 500.oo if the child is in high school (maximum of 3
children). The program was formally launched in 2008 with 360,000 household
beneficiaries; by 2015, the number of beneficiaries was 4.4 million.

STATEMENT OF PROBLEM

Our research or study aims to explore and gathers data regarding in our research
title which is 4P’s Program: its implication towards beneficiaries of Bulagao. There is
a question in our mind that serve also as our general problem in our research which is,
how 4P’s program supplements the right needs of beneficiaries of Bulagao
specifically financial problem. We also have specific problem to serve as a guidelines,
these are;
1. What is 4P’s program?

2. What are the benefits that you can get from 4P’s?

3. How does the members of 4P’s react regarding its implication?

4. How will the beneficiaries of Bulagao use the money they are receiving?

5. What are the advantages of being member of 4P’s?


SIGNIFICANCE OF THE STUDY

This study is believed important that the findings of this study will be benefited to
the following:

4P’s Parent- the parent will be benefit by the finding of this study so, they will
be aware with the attitude of their children towards their works.

Future researchers- this study will help the future researchers as their basis in
their studies and perception.

Teachers- this study would help teachers to be aware and enable to help the 4Ps
students and parents.

School principal- this study would help the school principal to improve or
monitor the attitude of the 4Ps students towards their concerned grades and parents.
SCOPE AND DELIMITATION

Before we will start our research, we will tell you first the scope and delimitation.
Well, the scope and delimitation only of our research is that we focuses on the
beneficiaries of Bulagao from 4Ps program. Only the beneficiaries of Bulagao for 4Ps
program will serve as our participants to gather data or information and to answer our
hypothesis if it is correct or not.

CHAPTER 2: REVIEW OF RELATED LITERATURE


The 4Ps program is a program implemented by the government where money
(cash grants) is given to eligible beneficiaries to comply with certain conditions such
as nutrition, education, family development session and other services offered by the
government, and the DSWD is the lead government agency of the 4Ps. It is
considered the government’s “ anti poverty centerpiece” or flagship anti poverty
program (Bartleby, 2016).

A beneficiary household receives a monthly cash grant of 500.oo for health


expenses, and 300.oo per school child member if in elementary school, 500.oo if in
high school (maximum of 3 children). The maximum amount of cash grant represents
only 7 percent of the beneficiary household’s average income poor to its receipt
(Albert, 2014).

According to DSWD (2009), through the implementation of the 4P’s, women


were empowered because they are the one who are the primary recipient or holder of
the monetary transfer. In addition, attained from community meetings, were
individuals develop open communication with the local officials show provision and
commitment to the program by guaranteeing the active participation of focal person
on health and education at the community level.

Tutor (2014) observes that the poverty level of the beneficiary household may
inhibit sustainability of the behavior changes expected after they graduate from
Pantawid. The rising cost of basic goods and services, including education expenses st
the secondary level, may render child labor a more viable option than keeping older
children in school.

Similarly, in a study on Pantawid implementation in Cebu, the researchers stated


a possible scenario where the poorest of the poor might discourage from joining the
program the of compliance to Pantawid conditions is higher than its expected benefits
(Agbon et al. 2013)

A simulated impact analysis by the world bank on the Pantawid highlighted that
improving the compliance to conditionalities will enhance the poverty reducing
impacts of the program, yet the Pantawid is constrained to do because of many factors,
including gaps in monitoring and supply side issues (Velarde and Fernandez, 2011).

Evidence from studies and evaluations of the Pantawid show that it is meeting its
targeted results, that is, human capital investments of the poorest of the poor
population are increasing with the infusion of CCT. The results vary from area but
generally findings indicate a significant increase in the spending of the Pantawid
households in their members’ educated, health and nutrition, compared with
non-pantawid households which have the same profile as the former (Tutor 2014;
(Chaudhury, Friedman & Onishi 2013; DSWD n.d). There is also a significant
increase in the enrolment rates and school attendance in Pantawid areas. (Social
Weather Stations, 2010, as cited in SEPO 2011). The beneficiaries also reported
appreciating the Family Development Sessions as venues for learning (Agbon et al.
2013).
DEFINITION OF TERMS

For better understanding of the study, some terms are defined:

4P’s - it is the acronym for the program, PANTAWID PAMILYANG PILIPINO


PROGRAM. A program of DSWD, is a poverty reduction strategy.
CCT (conditional Cash Transfer)- a program which aims to reduce poverty by
making welfare programs conditional upon the receivers’ action.

Beneficiaries- as used in the study, recipients of founds or other benefits; citizens who
receive government assistance.

DSWD - it is the acronym for the agency, DEPARTMENT OF SOCIAL WELFARE


AND DEVELOPMENT.

Social Assistance - benefits paid to bring incomes up to minimum levels established


by law.
