ILOCOS SUR NATIONAL HIGH SCHOOL

FACULTY AND EMPLOYEES CLUB

CONSTITUTION AND BY-LAWS

PREAMBLE

We, the teachers and employees of the Ilocos Sur National High School (Junior and Senior High
School), imploring the aid of the Almighty God, have voluntarily established an organization that shall
embody our professional ideals, promote our common welfare, cultivate cooperative activities and foster
a high standard of professionalism without violation to existing laws of the government and rights of the
individual person, do hereby ordain and promulgate this Constitution and By-Laws.

Article I - NAME AND DOMICILE

Section 1. This organization shall be known as the Ilocos Sur National High School – Faculty and
Employees Club (ISNHS-FEC).

Section 2. The office address of the club is at the PTA/FEA Bldg, Ilocos Sur National High School
(ISNHS), Gomez Street, Barangay VII, Vigan City, Ilocos Sur.

Article II - SEAL AND COLOR

Section 1. The official logo of the organization shall be comprised of a torch at the center representing
the school, with hands representing the administrators and teachers/employees, and wheels
represent the different academic departments/subject groups and non-academic groups that
expresses commitment and dedication to the school.

Section 2. The colors of the club shall be maroon and blue. The red color symbolizes support and service
while the blue color denotes basic education.

Article III - DECLARATION OF POLICIES AND OBJECTIVES

Section 1. The general aim is to promote optimum cooperation, unity, cordial and friendly relation of
organized and well-coordinated programs, projects and activities toward a common good to all
its members.

Section 2. The specific objectives of the club are:

a. foster camaraderie, goodwill, understanding and unity among the members;


b. develop situational, innovative and transformative leadership to facilitate assistance to the
members;
c. undertake programs, projects and activities that promote social, economic and professional
welfare among the members;
d. act as feedback mechanism on matters that promote the interests and welfare of the
members;
e. give due recognition to all members who celebrate their birthday, promoted to higher position
and separates from government service through a simple recognition/program; and
f. initiate funds, enter into agreements and contracts and engage in activities not contrary to
existing laws as may be necessary to realize the above-stated objectives.

Article IV. MEMBERSHIP

Section 1. Membership. The following are deemed bonafide members of the club:

1.1 All permanent, casual, and probationary teachers and employees whose plantilla items
are in the Junior High School (JHS) are if so facto members of the club.

1.2 All permanent and probationary teachers and employees of the Senior High School
(SHS) deployed at ISNHS are automatically members of the club.

1.3 Any member of the club shall be terminated upon resignation or voluntary separation,
retirement, permanent disability or death.

1.4 All new members from each academic and non-academic group shall be informed
immediately by the academic and non-academic heads through a written information to
the Secretary of the club.

Section 2. Annual Membership Dues. The members shall have the following financial obligations upon
entrance to the club:

2.1 A membership fee of two hundred (Php 200.00) pesos shall be collected from every
new member starting on the first school day of July through their representative and submit
it immediately to the Treasurer.

2.2 An annual fee of one hundred (Php 100.00) pesos for members shall be collected on
or before the first General Assembly of each year.

Section 3. Duties of a Member. Every member shall have the following duties:

a. pay the membership dues and other contributions legally authorized by the General
Assembly or the Regular Executive Meetings;
b. attend the membership meeting, General Assembly, regular or special meetings called for
any purpose;
c. obey the rules and regulations promulgated in this constitution and by-laws and the decisions
of the General Assembly and the Executive Officers Meetings, and
d. promote the objectives of the club, the success of its affairs and programs, projects and
activities, the welfare of its members and the school as a whole.

Section 4. Rights of Members. Every member shall have the following rights;

a. vote in all matters brought before such meetings;


b. participate in the academic discussions during membership meetings and General
Assemblies;
c. right to be elected as an officer of the club, subject to the provisions of this by-laws;
d. inspect and examine the book of accounts, the minutes of meetings, contracts, and other
records of the club and to exercise other rights and privileges of membership; and
e. right to be informed on matters and issues, approved plans and objectives which are decided
in the General Assemblies.

Article V. FINANCES (AIDS/DONATIONS)

Section 1. The club shall derive funds from:

1.1 A contribution of fifty (Php 50.00) pesos shall be collected as mutual aid to a member
upon the death of any of his/her three designated beneficiaries, effective immediately.
The beneficiary of the member shall receive Php 12 000.00.

1.2 There shall be three (3) designated beneficiaries of the members from among his/her
immediate family members (up to the fourth (4th) degree of affinity or consanguinity)
without age limit.

1.3 A voluntary contribution for an immediate relative of the member shall be collected within
the department/subject group where the member is affiliated.

1.4 A cash give gift of one hundred pesos (Php 100.00) from each member shall be given
to the retiree upon his/her retirement or a cash donation of one hundred pesos (Php
100.00) from each member shall be given to any member of the family upon his/her
permanent disability or death.

1.5 A member who resigned, transferred or promoted to another division, school or office,
shall be entitled to a cash gift depending on the year of service rendered, as follows:
3-5 years - Php 20.00
6-8 years - Php 40.00
9-11 years - Php 60.00
12-14 years - Php 80.00
15 years up - Php 100.00

1.6 Any member who resigned, transferred or promoted to another division, school or office
and returned as a member of the club, he/she will only get the remaining cash gift based
on the years of service rendered or if he/she already received the maximum amount,
he/she is no longer entitled to the cash gift.

1.7 All fees, dues, contributions, fund drives, campaigns and donations given to or solicited
by the club shall constitute its general fund.

Article VI - GOVERNANCE

Section 1. The General Assembly shall be composed of all the members of the JSH and SHS.

Section 2. The General Assembly shall be the highest governing body and policy making authority of
the club.

Section 3. The General Assembly shall be a venue for presentation and discussion of FEC’s programs,
projects, financial statements, reports and for election of club officers and representatives.

Section 4. A General Assembly shall be held at least twice every school year, first, within thirty (30) days
from the start of classes and the other is to be determined by the club. A special meeting of the
General Assembly may be called by a petition of at least two-thirds (2/3) of all the members.
Simple majority of the total number of members shall constitute a quorum to transact business
for the agenda.

Section 5. The General Assembly shall have the final decision for impeachment and recall.

Article VII
EXCUTIVE OFFICERS AND REPRESENTATIVES

Section 1. The Executive Officers. The executive officers are as follows:

a.) President, b.) Vice President, c.) Secretary d.) Assistant Secretary, e.) Treasurer, f.) two
Assistant Treasurers (one from JHS and one from SHS), g.) Auditor, h.) two Business
Managers, i.) Press Relations Officer and j.) two Peace Officers irrespective of sex.

Section 2. The Representatives. The departments/subject groups/non-teaching personnel shall


nominate two teachers/employees from their groups to stand as their representative. The
election shall be within the group.

Section 3. Term of Office. The term of office shall be three (3) years with reelection.

Section 4. Quorum. Simple majority (one half plus one) of the total number of executive officers shall
constitute a quorum. A simple majority vote of the quorum duly assembled in a meeting shall
be considered a valid and legal act.

Section 5. Vacancies. When a vacancy occurs by reason of transfer, promotion, death incapacity or
resignation, law of succession applies. In the case that law of succession is not feasible, an
election for the purpose of filling up shall be conducted.

Section 6. Powers and Duties of the Executive Officers. The Executive Officers, as a body has
general supervision and control over the affairs of the club. It shall prescribe policies consistent
with laws, DepEd orders, policies of the FEC constitution and by-laws, and the resolutions of
the general assembly for the management of the business and the guidance of its members
and officers.

Section 8. All elected executive officers and representatives shall attend meetings called by the
Executive Council and the General Assembly.

Article VIII
DUTIES AND RESPONSIBILITES

President. The President shall be the Chief Executive of the Club. The President shall have
the following duties:

a. Preside and convene over all meetings of the General Assembly and of the Executive
Council;
b. Perform any and all acts and duties usually performed as the head of the FEC;
c. Exercise general supervision over the affairs of the club and all its members and shall serve
as liaison between the teachers and administrators concerning school matters;
d. Sign checks, contracts and such other papers of the club which the council may authorize or
direct to be signed; and
e. Perform other functions as may be necessary and inherent to the office.

Vice President. The Vice President shall have the following duties:

a. Assist the President in all the affairs of the club;


b. In the absence or disability of the President, the Vice President shall take the place of the
President and perform its duties and responsibilities, and
c. Perform such other functions as may be necessary and inherent in his office.

Secretary. The Secretary shall keep the records of the club. The Secretary shall have the
following duties:

a. Keep a complete list of all the members and maintain a correct record of all meetings of the
Executive Council and the General Assembly;
b. Give notice of all meetings called, in-charge of all official announcements;
c. Turn-over to his successor all books and other properties and possession belonging to the
club; and
d. Perform such other duties as may be prescribed.

Assistant Secretary. The Assistant Secretary shall keep along with the Secretary a record of
the minutes of the meeting and shall be assisting for the safekeeping of the records pertaining to the club
and shall perform the following:

a. Records the minutes of the Executive Council and General Assembly in the absence of the
Secretary;
b. Discharges the functions of the Secretary in case the latter resigns or become incapacitated;
and
c. Perform such other functions as maybe assigned by the President.

Treasurer. The Treasurer shall be the custodian of the funds and property of the club. The
Treasurer shall have the following duties:

a. take custody of all finances and papers pertaining thereto of the FEC including the collection
of contributions or collections authorized by the club;
b. keep complete records of its cash transactions for the establishments of proof of cash
position at given time and date;
c. inform the members of the financial statement during the next school year;
d. pay upon the recommendation of the President or as authorized by the Executive Council,
all money transactions and certify to the correctness of the cash position of the club in all
financial statements and reports submitted to the Executive Council and the General
Assembly;
e. turn-over all money, securities, papers, books, and other properties belonging to the club
that may have in possession upon election of the successor;
f. sign checks together with the President; and
g. performs such other duties as the Executive Council may prescribe.

Assistant Treasurers. The Assistant Treasurers shall be the custodian of the funds and
property along with the Treasurer of the club. The Treasurer shall have the following duties:

a. collect fees, dues and other obligations of the officers and members and submit it to the
Treasurer for releasing to the beneficiaries and safekeeping of funds;
b. discharges the functions of the Treasurer in case the latter resigns or become incapacitated;
and
c. perform such other functions as maybe assigned by the President.

Auditor. The Auditor shall examine all accounts, receipts, and disbursement and shall make
the same report at the annual meeting. The Auditor shall have the following duties:

a. examine the book of accounts, financial statements of income, collections or receipts of


expenditures and other financial transaction of the club;
b. verify the cash on hand or in bank as well as other financial transactions regarding their
accuracy and truthfulness; and
c. perform other duties relative to the position.

Business Managers. The Business Managers shall take charge of the implementation of duly
approved programs, projects and activities of the club and perform all other duties assigned specifically,
the following will be taken care by the Business Manager:

a. represent the organization in the transactions of other entities regarding the programs,
projects and activities of the club; and
b. take charge of the implementation of the different programs, projects and activities of the
club.

Press Relation Officer. It shall be the duty of the PRO to circularize and publish all
announcements and vital information regarding the programs, projects and activities of the club.

Peace Officers. The Peace Officers shall be responsible for the order and discipline with the
club. The Peace Officers shall have the following duties:

a. secure safety and comfort of the officers and members during the conduct of the programs,
projects and activities of club;
b. prepare equipment and other materials needed in the management and operation of the
club, and
c. perform other duties relative to the position.

Representatives. The representatives shall perform the following duties:


a. Act liaison officer between the executive officers and the members of the club in their
respective department;
b. ccollect fees, dues and other obligations of the officers and members and submit it to the
Assistant Treasurer of the club; and
c. perform other duties relative to the position.

Advisers. The Principal and Assistant Principals shall be the adviser of the club. They shall
perform the following:
a. provide technical assistance in the management and operations of the club;
b. approve projects, projects and activities that promote the welfare of all the members; and
c. perform other duties deemed necessary for the smooth implementation of the club.

Article IX
FUNDS OF THE CLUB

Section 1. The President and Treasurer with the enclosed name of the Ilocos Sur National High School
Faculty and Employees Club (ISNHS-FEC) shall be the signatories of the bank account which
shall be determined by the Executive Council.

Section 2. Petty Cash Fund. The Executive Council may authorize the Treasurer to maintain a Petty
Cash Fund in the amount of two thousand pesos (2,000) for petty operating expenses.

Section 3: All members who failed to attend programs, projects, and any other related activities of the
club shall be fine an amount of one hundred pesos (Php 100.00) and two hundred pesos
(Php. 200.00) for the officers.

Section 4. Turn-over of Accountabilities. All funds, assets and duly certified and approved financial
statements shall be turned-over by the President and Treasurer to the newly elected officers.

Article X
STANDING COMMITTEES AND THEIR FUNCTIONS

Section 1. Committees. There shall be committees to be organized to handle activities of the club.
The committees shall be on: 1) Committee on Finance; 2) Committee on Programs, Projects
and Activities; 3) Election Committee; 4) Committee on Ways and Means; 5) Committee on
External and Community Affairs; and 7) Committee on Audit.

Section 2. Composition and Term of Office. Every Committee shall be composed of three (3)
members. The committee shall hold office for three years or until their successor shall have
been elected and qualified.

Section 3. Committee Chairman, Co-chairman and Members. The chairman, co-chairman and
members of the committee shall preferably come from the Executive Officers and
Representatives and shall perform duties and responsibilities as required by the nature of the
Committee.

Section 4. Committee Functions. Committees shall function as think-tank of the club for the initial
planning of programs, projects and activities for the club along their field of concern to be
forwarded/submitted to the Executive Council for appropriate action.

A. STANDING COMMITTEES

1. Election
a. Prepare guidelines and mechanics of the conduct of the election and other related activities
of the club;
b. Facilitate, administer and enforce all laws or rules relative to the conduct of elections,
plebiscites and referendum;
c. Implement measures for the conduct of honest, orderly, and credible elections, plebiscites
and referendum; and
d. Report the results of the elections, plebiscites and referendum the soonest possible time to
the officers and members.

2. Finance
a. Prepare along with the treasurer and assistant treasurers budgetary plans at the beginning
of the term and financial statement that would ensure at the end of the term;
b. Recommend measures that would ensure the proper and appropriate management of funds;
c. Initiate income generating projects that support the programs, projects and activities of the
club,
d. Conduct solicitation to benevolent and generous donors, alumni, and other stakeholders,
and
e. Act as guardian together with the treasurer of all funds of the club.

3. Ways and Means


a. Plan rules, regulations and measures in determining benefits favorable to the officers and
members,
b. Formulate policies that shall cater and benefit the members along financial aspect; and
c. Recommend special aid like saranay to other relatives and medical aid specifically surgery
to the members.

4. Programs, Projects and Activities


a. Formulate policies that would ensure the proper and appropriate implementation of
programs, projects and activities;
b. Provide assistance to members for the proper execution of matters pertaining to programs,
projects and activities; and
c. Review, concur and make possible suggestions/recommendations/appropriations duly
approved for programs, projects and activities,
d. Plan creative and innovative programs, projects and activities and recommend to the
Executive Council for appropriate action; and
e. Conduct surveys to the members of the programs, projects and activities they want to be
included in the plan.

5. External and Community Affairs


a. Formulate policies that shall cater to the external and community programs, projects and
activities of the club;
b. Coordinate programs, projects activities that shall promote unity and camaraderie among the
members of the club and potential stakeholders;
c. Recommend appropriate measures or activities that will promote better relations within the
community; and
d. Source out potential partners in the delivery of quality programs, projects and activities to the
members.

6. Audit
a. Formulate auditing rules and regulations of the finances (aids/donations/funds) of the club,
b. Examine the contracts, transactions and financial statements of the club;

c. Submit audited financial reports to concerned authorities before the end of each academic
year; and
d. Recommend measures deemed necessary for improving the efficiency and transparency of
the club with regards to financial matters.

Article XI
ELECTIONS

Section 1. The Election Committee (ELECOM) shall be organized on the second week of June before
the election of officers and representatives.

Section 2. The ELECOM shall be composed of one representative from each department in the JHS,
subject groups in the SHS (chosen by the teachers) and one department head/subject group
head (chosen by the heads) and one non-teaching personnel in the JHS and SHS (chosen
by the support staff). The chairman shall be chosen from the representatives.

Section 3. The manner of election shall be party system. The officers and representatives shall be
elected by secret balloting.

Section 4. The election of executive officers and representatives shall be held on the last Friday of the
first month of the school year after three school years.

Article XII
IMPEACHMENT, RECALL AND FORFEITURE OF OFFICE

Section 1. Impeachment. All Executive Officers and Representatives may be impeached or recalled.

Section 2. Any of the following shall be a ground for the impeachment or recall of an officer:

a. Committing or causing the club directly or indirectly of acts against the interest or welfare of
the club;
b. Gross misconduct unbecoming of a club Officer;
c. Willful violation of any provision of the Constitution and By-Laws or rules, regulations,
resolutions and decisions of the club; and
d. Accumulated absences of at least three (3) during Executive Council meetings without
justifiable reasons.

Section 3. Impeachment Procedures. A petition for impeachment or recall proceedings shall be


initiated by unanimous vote of all the members of the Executive Council or signed by at least
twenty percent (20%) of all the members of the club. If initiated by the members, a formal
petition or resolution addressed to the Complaints/Grievance Committee with the following:

a. The officer who is being charged shall be given five (5) day notice before subjected to
hearing/prior hearing and shall all the legal rights inherent as a defendant;
b. The President through the endorsement of the Complaints and Grievance Committee, shall
convene a general membership meeting to consider the impeachment or recall of an officer;
c. A majority vote of all the members of the club shall be required to impeach or recall an officer;
d. An officer impeached shall ipso facto be resigned or ousted from office shall no longer be
elected to any position in the club; and
e. The decision made in the general assembly on the impeachment or recall charge shall be
final and executory.

Section 4. Unjustifiable accumulated three (3) council meeting absences shall consequence the
forfeiture of the officer concerned provided that the Executive Council shall have the authority
to determine the validity of the reason involved.

Section 5. Any officer impeached or recalled shall be considered abandonment of duty and consequence
forfeiture of his opportunity for election.

Article XIII
AMENDMENTS AND RATIFICATION

Section 1. Amendments. Any member may initiate amendments/revisions to the Constitution and By-
Laws. Any proposed amendment is to be forwarded to the Executive Council and act on it
within fifteen (15) days upon receipt. The proposed amendment shall be presented to the
General Assembly in a meeting called for the purpose.

Section 2. Ratification. The proposed amendment/s of this Constitution and By-Laws shall take effect
upon approval by two-thirds (2/3) of the members at the General Assembly, or in a plebiscite
called for the purpose.

Article XIV
TRANSITORY PROVISION

Section 1. All incumbent officers of the club prior to the ratification of the constitution and by-laws shall
continue to hold office until such time that the new set of officers shall have been elected and
qualified.

Section 2. This constitutions and by-laws shall take effect immediately upon ratification by the majority
votes cast by the members of the General Assembly in a plebiscite.
