A design

A. Rationale

Zamboanga del Sur is bounded by three (3) major earthquake generators, flooding and landslide;
and is highly susceptible to different types of human – induced hazards such as fires, bombing,
armed conflict and terrorism which threatens the lives of the communities. Due to this, disaster
remains a major challenge to achieve a safer, adaptive and disaster-resilient Filipino community
towards sustainable development and MDRRMC members play critical roles in shaping the
coordination structures.

As provided for in RA 10121, one of the known DRRM mechanisms that can be used is
Contingency Planning and establishment of an Incident Command System. Contingency Planning is
used to establish preparedness measures and arrange response priorities ahead of time prior to a
certain disaster and ICS as a vital tool for effective and efficient disaster response.

In this regard, the course design for the conduct of contingency planning and Basic ICS training is
hereby prepared.

B. Objectives

For CP
At the end of the training, the participants will be able to obtain the knowledge, skills and
attitude that are essential in the formulation of Contingency Plan that is responsive to the needs that
will arise during a worst-case disaster situation.

Upon completion of the course, the participants will be able to:


 Explain the overview of the Contingency Plan, its background, development, as well as its
key principles and features
 Discuss the factors in DRRM and crisis management that affect the formulation of CPs
 Explain the steps and processes involved in formulating CPs and
 Explain the importance of subjecting the CP to an exercise to detect gaps and areas for
improvement

For Basic ICS


Generally, the training aims to enhance capacity of Tigbao Municipal Disaster Risk Reduction and
Management Council Members in preparing and responding to an emergency at the local level.

Specifically, the participants will be able to:


1. Enhance understanding of Incident Command System as a vital tool for effective disaster
response;
2. Provide an overview of ICS, its background, concepts, principles and features, capabilities,
organization, facilities and common terminologies, and
3. Demonstrate knowledge on basic ICS functions through exercise & class discussion context.

E. Duration and Venue

Contingency Planning will run for 3 days (December 2-4, 2019), and Basic ICS Training Course
also will be conducted for 3 days (Decemebr 5-7, 2019). Training will be conducted in Pagadian City.
