1. INTRODUCTION

This document provides the procedure for dividing the SRIP entire facility into systems and
sub-systems.

The purpose of breaking down the facilities into systems and sub-systems is to optimize the overall
planning and execution of the project, through allowing a systematic handover of the facilities based on
pre-defined priorities. Integrated Turnover Management System (i-TOS) database will be populated
based on the Project’s System/Sub-System List.

2. GENERAL DEFINITIONS

Within this document the following definitions shall apply:

Owner:
Oman Oil Refineries and Petrochemicals Company (ORPIC)

Pre-commissioning:
Includes all activities required to make the facilities ready for Commissioning (Conformity Checks,
Static Tests, Flushing and Cleaning).

Commissioning:
Includes all activities required to make the facilities ready for Start-Up (i.e. preparation for gas-in,
operational testing).

System:
A System is a major subdivision of an installation or facility, either process or utility that performs a
major operational function of the plant.
The division into System generally corresponds to the Unit

Sub-System:
A sub-System is a further division of a System that performs a given operational function with no or
little interference from the other sub-System.

4. DOCUMENTATION

P&ID's, PFDs, UFDs, SLDs, are used as the basis for the mark-up of the Sub-system scope.

Sub-system dossiers (including filled test sheets, completed punch lists) are used as the basis for
completion and handover from Contractor to Owner.

The marked-up P&ID’s show the minimum System/Sub-system boundary for flushing and/or blowing
activities considering the cleaning phase. After completion of cleaning work of the required bunch of
Sub-system, Pre-commissioning activities, such as mechanical run-in test, leak test, nitrogen purge or
etc. will commence.

After finishing off required Pre-commissioning activities, said System is ready for Commissioning
when the last Sub-system Pre-commissioning is over, Afterwards, Contractor shall declare to Owner
and proceed into the Commissioning of the System in accordance with the Contract.

When the last System of Commissioning is over, Contractor shall declare to Owner and proceed into
the Start Up of the Plant in accordance with the Contract.

5. DETAILED DESCRIPTIONS

For this procedure the following definitions shall be used:

5.1 SYSTEM DEFINITION

The Plant shall be divided by Contractor into discrete System for Mechanical Completion. These
System shall comprise utility or process Units, (or part of), and non-process sections, such as
buildings, pipe racks, substations or switchyards etc. Each System shall be unique and one System
shall not run into another.

The System shall be defined by Contractor on engineering drawings and shall be chosen such that
they are manageable, continuous, isolatable and functional (especially with regard to optimizing the
overall schedule). Wherever practical the System limits shall terminate at physical break points that
are part of the permanent installation.

This will enable the eventual coupling of adjacent System for Commissioning and Start up activities. In
the final phase of construction the planning, scheduling, documentation, reporting and control of
multidiscipline activities leading to Mechanical Completion shall be coordinated by System. The sum
of the System shall include all items of the Plant. The System includes all components/equipment that

allows it to operate. The division into System generally corresponds to the various fluids or services of
the installation or Plant.

5.2 SYSTEM SEQUENCING

The primary objective of the Plant Systemization is to sequence the construction and Pre-
commissioning of System and Units up to Mechanical Completion and subsequent Commissioning
and start-up operations. All utilities System required for the safe and effective start-up and operation of
the Facility shall be sequenced accordingly.
Another objective of Plant Systemization is to sequence the Pre-commissioning of the Plant such that
after attaining Mechanical Completion, activities can be effectively integrated into the progressive
Commissioning and startup operations. Wherever possible, erection completion and Commissioning
of utility System will be prioritized in the following order to enable the Pre-
commissioning/Commissioning activities throughout the project.

• Cooling Water System


• Fire Water System
• Instrument & Plant Air System
• Sea Water System
• Sea Water Desalination System
• Fuel & Natural Gas System
• Steam & Condensate System
• Potable & Service Water System
• Power Generation System
• Nitrogen System
• Waste Water System

The erection completion of process Sub-system will be prioritized such that one train can be
commissioned before the second train. Detailed System/Sub-system priority schedule will be
established once system definition is completed.

5.3 SUB-SYSTEMS

Where System cover a large geographic area, consideration should be given to division into Sub-
system with appropriate isolations to prevent System becoming live in area of Plant still under
construction. This also applies where a portion of a System is required for Commissioning when the
remainder of the System for construction/access/safety reasons, will not be available until a later
dates. Unnecessary Sub-system are not to be encouraged.

6. SYSTEMS AND SUBSYSTEM DELINEATION GUIDELINES

Systemization needs to support the following phases:

• Construction
• Pre-Commissioning
• Commissioning
• Start-up

System definition shall support the actual operational function with functional System that are clearly
identified and meet the requirement for all work processes. The Commissioning team will commission
and bring all System to the stage of Ready for Start-up (RFSU) with the System isolated from adjacent
System .

Where possible the delineation shall not cross between process areas to minimize Simultaneous
Operation (SIMOPS). Test packs shall not cross System-limits although System can be tested at the
same time, separate test packs shall be produced.

System and Sub-system limits shall be identified on PFDs, UFDs, P&IDs, SLDs, Instrument Drawings,
and vendor PFDs and PIDs using different colors with a “BLACK” colored directional flags pointing
into the System or Sub-system. A system of color coding of different Sub-system may be used to
differentiate several Sub-system on the same document.

Flags pointing in opposite directions will be used at the intersection of two System or Sub-system.
Figure 1 below illustrates the System Limit identification:

Note:
The initial mark-up will be on latest drawings made available by engineering. The final System and
Sub-system mark-up will be done after the AFC drawings as the drawings are issued. In the event of
revisions to the AFC drawings, the System or Sub-system mark-up changes will be reflected on the
revised drawings.

6.1 THE "SYSTEMS APPROACH"

The overall planning of the project will be optimized if the Pre-commissioning and Commissioning
activities are organized, not as whole Plant activities, but by sections of the Plant, called "System" and
"Sub-system".

The planning activities should be based on a Start-up Sequence that has been agreed between
construction, Commissioning and operation teams with coordination with Owner. At the project
planning level, planning activities and Sub-system should be comprised of a very similar level of
content.

Although it is acceptable for one planning activity to represent two or more Sub-system, it is
undesirable for a Sub-system to be split between different planning activities.
This would indicate that some of the Sub-system equipment is required at one stage in the planning
whilst other items of equipment are not required until later. A Sub-system cannot be signed off until all
equipment has been satisfactorily tested.

It is therefore required, as part of the Pre-commissioning and Commissioning preparation phase:

 To split the installation into System and Sub-system


 To define exactly the limits and contents of each System and Sub-system.

These activities are Contractor responsibility.

6.2 DIVISION OF THE PLANT INTO SYSTEMS AND SUBSYSTEMS

A System is a major subdivision of the Plant, being either process or utility that performs a major
operational function. The System includes all the various equipment that allows it to operate. Refer
Attachment-1 for preliminary System/Sub-system list.

The division into System generally corresponds to the Units. A Sub-system is a further subdivision of a
System that performs a given operational function, with no or little interference from the other Sub-
system for the Commissioning execution.

Contractor shall establish and submit to Owner for review the list of System and Sub-system
constituting the Plant.

This activity shall be performed in accordance with the following rules:

• The System/Sub-system list shall be initiated during the detailed Engineering phase

• The System/Sub-system list along with the colored PID System/Sub-system mark-up shall be
submitted to Owner for review during the Detailed Engineering phase
• Each process and utility Units has been considered as one System.

Whenever a System has no Sub-system, it will nevertheless be identified, and processed, as a Sub-
system.

The Sub-system are defined so as to be as independent as possible, not too small, yet of manageable
size. For this reason, in order to be consistent, the Sub-system should be identified by specific digit
number.

The identification of Sub-system shall be established so that it is compatible with the requirements of
the Unit initial start-up sequence. Equipment or parts of the Plant started-up at different steps of the
start-up sequence will not belong to the same Sub-system.

6.3 SYSTEM AND SUBSYSTEM IDENTIFICATION

The following methodology shall be used when assigning the unique identifier to each System and
Sub-system:

Ex) Crude mixed feed preheat for Unit 1400: 140-PR01-01

o For Utility System: System Code is the service fluid identification code in accordance
with P&ID legend and System Number will be followed according to the number of
System Code.

 System Code with 1 letter : Number is 001


Ex) Nitrogen System for Unit 1400: 140-N001-01
 System Code with 2 letters : Number is 01
Ex) Instrument Air System for Unit 1400: 140-IA01-01

6.5 SUBSYSTEM CLOSE OUT

Sub-system closeout marks the transfer of responsibility from one project body to another. For
example, at Pre-commissioning completion stage, the transfer of responsibility is from the Pre-
commissioning Subcontractor to the Commissioning team.

A Sub-system cannot be closed out until all of the related work is completed. This means that, if an
item of equipment is not available, related sub System cannot be closed out.

Sometimes this situation will develop due to unforeseen circumstances and is unavoidable, but in
other cases the situation could have been predicted and avoided.
Likely causes of this situation include:

• Supplier delivery times – some items of equipment might be delayed due to supply problems
with raw materials or lengthy manufacturing procedures.
• Overseas suppliers – equipment from different locations might, for a variety of reasons, have
vastly different delivery times.
• Shipping constraints – preparation, preservation, customs formalities etc.
• Availability of specialist manpower and materials – for on-site activities.
• Delivery schedules of package vendors – separate shipping of equipment items at different
time intervals.
• Availability of utility System – could force the need for temporary supplies.

If a particular item, or package, could significantly delay the closeout of a Sub-system then the same
and any other dependent equipment, should either be located in a different Sub-system or be placed
in a Sub-system of their own.

All of these factors should be considered when identifying the limits/contents of a Sub-system.

6.6 POINTS OF ISOLATION

The types of equipment contained within the Sub-system will dictate the points of isolation. Depending
on the Sub-system content, it will be necessary to consider the different requirements of piping
networks, instrument control System, electrical distribution networks, Fire and Gas System, HVAC
System and telecommunications networks.

It is not possible to generate a list of absolute rules that must be followed for Sub-system points of
isolation. Different installations will undoubtedly employ different construction and operating

philosophies, and these will have an impact on boundary selection. As a general ‘rule of thumb’, the
following guidelines could be adopted:

6.6.1 PIPING POINTS OF ISOLATION

• The isolation point between two piping Sub-system should be a valve or spade, located in the
Sub-system that has the higher priority and will be completed first.
• Flare, vent and drain Sub-system should contain the first isolation valves downstream of the
associated process or utility Sub-system. This must not include equipment associated with the
other Sub-system such as Pressure Control Valves (PCV), Flow Control Valves (FCV),
Blow-down Valves, etc.
• The limit of utility supplies should be downstream of the last manual supply isolation valve to
each consumer. The utility Sub-system should not contain any of the equipment directly
associated with the consumer Sub-system.
• Equipment such as heat exchangers, that require a utility supply such as cooling water, hot oil
or steam, will be included as part of the process Sub-system. The boundary will be the last
manual isolation ‘supply’ and ‘return’ valves.

6.6.2 INSTRUMENTATION POINTS OF ISOLATION

• An instrument control loop should be allocated to the Sub-system that contains the measuring
element. If a control System, such as a DCS, it should stand alone in its own Sub-system, from
the point of the I/O racks. Outgoing field wiring, from the I/O racks, will be allocated to the
appropriate process or utility Sub-system.

• ESD Programmable Logic Controller (PLC) based System should stand alone in a dedicated
Sub-system, from the point of the I/O racks. Outgoing field wiring, from the I/O racks, will be
allocated to the affected process or utility Sub-system.

• Fire and Gas Programmable Logic Controller (PLC) based System should stand alone in a
dedicated Sub-system, from the point of the I/O racks. Outgoing field wiring, from the I/O racks,
will be allocated to the appropriate Fire and Gas Sub-system.

• Instrument distribution System, comprising of multicore cables and field junction boxes, should
be allocated to a dedicated Sub-system. Outgoing field wiring, from the field junction box, will be
allocated to the process or utility Sub-system to which it is associated. An Exception to this is
where the multicore cables and field junction boxes are dedicated to a single process or utility
Sub-system. In this case, they will be allocated to that particular Sub-system.

6.6.3 ELECTRICAL

• The isolation point between electrical Sub-system should be the outgoing breaker of the
upstream equipment. When this breaker is opened, all downstream equipment will be
de-energized.

• Different categories of electrical supply networks should not be included in the same
Sub-system. Normal supplies, Essential supplies and Emergency supplies must be kept
separate.

• Generally, generators will be located in separate Sub-system, and these Sub-system should
include any dedicated control gear. Synchronizing control panels will located in their own
Sub-system.

• Transformer fed equipment should be included in the same Sub-system as the feeding
transformer.

• Distribution boards will be located in their own Sub-system unless they are dedicated to a
particular process or utility Sub-system. In this case, they should be included in the appropriate
process or utility Sub-system.

• Trace heating distribution boards, outgoing cabling and field junction boxes should be located
in an electrical Sub-system. The trace heating tapes will be included in the process or utility
Sub-system that they are serving.

• Electrical equipment that is directly associated with a process or utility Sub-system, will be
located in that particular process or utility Sub-system. This will usually refer to motor drives and
will include the starter, power and control cables, associated control equipment and the motor
itself.

• UPS System will usually be dedicated to a particular service or machine. In this case, the UPS
and associated distribution System should be included in the Sub-system of the protected
equipment.

6.6.4 FIRE AND GAS

 The Fire and Gas main control panel will usually have its own Sub-system. If there is a
dedicated UPS (Uninterrupted Power Supply) feeding the Fire and Gas System, then that
should also be included with the main panel Sub-system.

 Fire and Gas detection is usually arranged by zone or area. Each zone, or area, should have its
own Sub-system, the boundary of which will be the outgoing terminals from the control panel or
associated marshalling cabinet.

 Fire prevention System, such as sprinkler, deluge and CO2 are normally arranged to protect a
specific area. Each area should have its own Sub-system.

 Sub-system for passive fire prevention equipment, such as fire hoses and extinguishers, will
usually be arranged by area.

6.6.5 HVAC

 HVAC System are normally specific to a particular building, and each should have its own
Sub-system. Each Sub-system should contain the HVAC control panel, air handling Unit,
ductwork, fans, dampers, grills and all other associated equipment.
 Equipment or utility services that are common to a number of HVAC System, such as boilers
and coolers, should be assigned to separate Sub-system.

6.6.6 TELECOMMUNICATIONS

 Telecommunications System are usually custom designed for each installation and their
content, arrangement and operating philosophies will vary immensely. It is not possible to state
absolute rules for Sub-system boundary selection, only some general guidelines.

 Radios will normally be arranged by radio type, such as UHF, VHF, Marine, etc. and each type
could occupy a separate Sub-system. In some cases, different types of equipment will be from
the same supplier and located in a common console. In this case it may be better to combine
the equipment in a single Sub-system. Radio Sub-system will normally include all field
equipment, up to and including the distribution rack or console.
 Usually, telephone, public address and CCTV System will each occupy a separate Sub-system
or Sub-system of their own. In each case, boundary limits will include all field equipment, up to
and including the distribution rack or console. If there is any interface equipment, between
these System, it should be included in the Sub-system of the supplier’s main equipment.

6.7 INTERFACES BETWEEN PROCESS AND UTILITY SYSTEM/SUBSYSTEM

As a general rule, the physical limit of a Process or Utility System or Sub-system will be, wherever
possible, an isolation valve allocated to the System or Sub-system with the highest priority on the
schedule and is commissioned first as shown Fig.2, 3.

Where a blind is necessary, the Sub-system limit will be the most suitable flange. In some instances
where a facility is being extended, the limit will be at the tie-in point.

Where a utility is supplied to a vendor package Unit the System limit will be the last manual isolation
valve in the package on the line connected to the utility.

6.7.2 CLOSED DRAIN SYSTEMS/SUBSYSTEMS

Closed drain System or Sub-system shall include the isolation valves between associated process
System and closed drain System. Figures 6.1& 6.2 below illustrates the System break for a Closed
Drain System.

6.7.3 FUEL GAS SYSTEM/SUBSYSTEM

System/Sub-system limits to user System or Sub-system shall be downstream of the last manual supply
isolation valve to each user. All controls, blowdown, or ESD valves, filtration System, etc. shall be part of
the user System or Sub-system. Refer to Fig 7.

6.7.4 INERT GAS SYSTEM/SUBSYSTEM

Inert gas distribution to user Systems or Sub-systems shall be considered as part of the inert gas
System/Sub-system limits which shall be downstream of the last manual isolation valve to each user
and the supply valve for each injection point into process lines or equipment. Where inert gas is
supplied to a vendor supplied package the System limit will be the last manual isolation valve in the
vendor package on the line connected to the inert gas System.

6.7.5 CHEMICAL INJECTION SYSTEM/SUBSYSTEM

System/Sub-system limit shall be downstream of the supply isolation valve for each injection point into
process lines or items of equipment. Refer to Figure 8.
If the line downstream of the last isolation valve to the injection quill modular valve includes measuring
devices, then the System limit will be the modular valve.

6.7.6 EXCHANGERS

When heat exchangers require a utility service such as cooling water, steam, etc., to control the
temperature of a process, the heat exchanger shall be part of the process System or Sub-system. Refer
to Figure 9.

Utility pipe work within the limits of the heat exchanger supply and return valves shall also be part of the
process System or Sub-system. Refrigeration heat exchangers operating on the principle of
evaporation of a liquid such as propane or Freon shall be part of the refrigeration loop.

6.7.7 INSTRUMENT AIR

Instrument air distribution shall be considered as part of the instrument air System where headers
belong to utility units up to the area battery limit valves to process units. The limits shall be at each
branch of the distribution System downstream of the final piping isolation valves and before the item of
equipment being supplied with instrument air; e.g., control valves, etc.

6.7.8 PLANT AIR

Plant air distribution shall be considered as part of the Plant/utility air System. The limits shall be at
each branch of the distribution System downstream of the final piping isolation valves and before the
item of equipment being supplied with Plant air.

6.7.9 NITROGEN

Nitrogen distribution shall be considered as part of the Plant Nitrogen System. The limits shall be at
each branch of the distribution System downstream of the final piping isolation valves and before the
item of equipment being supplied with Nitrogen.

6.8 INTERFACES BETWEEN INSTRUMENT SUBSYSTEMS

6.8.1 PROCESS OR UTILITY SUBSYSTEMS

A process control loop will preferably be allocated to the process or utility Sub-system where the
measuring device is installed. Where a Distributed Control System (DCS) is utilized, the DCS CPU with
its power supply card, Input / Output (I/O) racks, etc., is considered a separate Sub-system.
Outgoing wiring to individual loops shall be defined as a Sub-system of the Process or Utility System
with either open or closed loops as defined in the Instrument Loop Diagrams.

6.8.2 FIRE AND GAS DETECTION System (FGS)

F&G System (PLC based) will be identified as a separate Sub-system from the Input/Output racks.
Input loops will be will be allocated to a FGS Sub-system based on the designated gas area to which the
loop is assigned. FGS is linked to the PCS through the serial redundant link and are allocated to the
FGS Sub-system.

6.9 ELECTRICAL DISTRIBUTION NETWORK

The Electrical Distribution Network will be subdivided by category of service: i.e.:

• Normal Service
• Essential Service
• Emergency Service.
• Uninterrupted Power Supply (UPS)

Switchboards and Distribution Boards are dedicated to a service and this forms the basis of an
Electrical Sub-system.
Depending on the complexity of the distribution network then these base Sub-system will be further
subdivided to suit the Project requirements.

The interface/break points between Sub-system will be at the most practical point as required by the
energization sequence. Typical break points are :
• Primary Transformers
• Switch/Distribution Board incoming breakers.
An Electrical Sub-system will contain all items relative to the distribution network but excluding all
starters, contactors, switch-fuse, etc., where the electrically powered device is allocated to a Process or
Utility Sub-system.

6.9.1 PROCESS OR UTILITY SUBSYSTEMS

As stated above, any electrically powered device (i.e. item of equipment) will be allocated to the
Process or Utility Sub-system.
For example, where the electrically powered device is a Motor, then the following will also be included in
the applicable System or Sub-system:
• Starter at switchboard
• Cabling (power and control)
• Associated control gear
• Motor.

The interface with Instrument Discipline will be at the point of the termination of any electrical control
into an instrument device, e.g. Marshalling Cabinet, Process Control System (PCS) cabinet, Fire and
Gas (F&G) cabinet and etc. Fig-14 shows a typical system.

6.9.2 HEAT TRACING/CATHODIC PROTECTION

For ease of installation and Commissioning, Heat tracing split will be such that the circuit
breaker/fuse, cabling and associated junction boxes are grouped within the Electrical Sub-system.
Heat tracing tapes will then be grouped into the Process or Utility System/Sub-system to which the
piping is allocated.

6.9.3 UPS System

Same as above, the Uninterrupted Power Supply (UPS) System and correspondent distribution will be
considered as a separated Sub-system.

6.10 TELECOMMUNICATION System

6.10.1 UHF TRUNKED RADIO System

The UHF Trunked Radio System will provide radio communications between mobile radios, hand-
portable radios and remote control Units throughout the onshore facilities.
Service requirements for the onshore Plant include:
 IS hand-portable radios with IS headsets
 Mobile radios
 Flush-mount RCU's;
 Telephone lines interface from/to the Onshore Plant PABX.
The multiplexer device will interface between the telephones, computers, and telexes. The limit of the
radio Sub-system could be the input terminals on the multiplexer.

6.10.2 PABX TELEPHONE System

The PABX Telephone System will provide voice communication facilities for managing, operation and
support people of the whole Project. It will allow communications between extensions and their
connection to the Phase 1 Refinery telephone System and the TCI public network.
The telephone Sub-system will include PABX, Extensions, Operator Consoles, Facsimile, Telex, Main
Distribution Frame (MDF), and cabling out to the multiplexer and/or single Unit radio transceiver, and
cabling to the public address control panels.

6.10.3 PUBLIC ADDRESS

The System is intended to broadcast verbal announcements at all locations of the Plants well as to
alert by alarm tones and visual signals of the occurrence of an emergency.
The Public Address System will include alarm racks, amplifier, control panel, override stations,
loudspeakers, and interconnecting cables. The System is divided into Sub-system with the Control
Panel with all its components as a Sub-system. The outgoing cables from the Control Panel I/O card

and field devices are separated into segments by area. Each segment is then considered a Sub-
system.

6.10.4 CCTV System

The CCTV System will be used by the control room operators to perform general surveillance of the
Plant installations during normal operation as well as emergencies.
Plant CCTV will monitor main Plant areas including process Units, storage areas, flares, gate houses,
and Sea Water Intake.
All subparts of this System, including Camera External synchronization, Monitor, Control Keyboard,
correspondent fiber cables, will be categorized into this Sub-system of Telecommunication System.

6.10.5 ACCESS CONTROL SUBSYSTEMS

Access Control System will be provided at the Plant to control and monitor incoming/outgoing people
and vehicles to specified Plant areas and buildings. The objective is to restrict access and maintain a
continuously updated record of the personnel present. All components including control Units and
correspondent gate terminals inside this System will be considered part of this Sub-system scope.

6.10.6 HOTLINE TELEPHONE SUBSYSTEMS

The Hotline Telephone System will be completely independent from the PABX Telephone System.
The purpose of the telephone hotline is to have a direct link available all times between selected users
so that they can call each other directly without having to dial through a telephone exchange.
The hotline telephone sets shall be Central Battery sets, without keypad and with a visual ringing
indicator additional to the built-in buzzer or bell.

6.11 MECHANICAL EQUIPMENT

Some mechanical items can fall completely within the limits of a process or utility System or Sub-
system. In certain cases, standby and/or parallel equipment that are often complete Vendor Packages
may also be designated as complete Sub-system. Typical examples are:

• Fire Water Pumps


• Oil Pump
• Gas Compressor
• Lifts
• Lifting Equipment (cranes, etc.)

6.12 CIVIL WORKS

Civil work items; e.g., pipe supports, pump, vessel, and equipment foundations, drainage network fall
completely within the limits of a process or utility System or Sub-system. Buildings, roads, fencing,
and landscaping will be designated by areas.

6.13 OTHER CASES

Whenever the above System/Sub-system delineation rules do not cover a specific case, the
Contractor will define a delineation rule, adapt it to that case, and similar cases and submit to Owner
for review.
