Health Safety and Welfare Inspection of puruvankara construction project

1 . Introduction

This brief report follows a Health Safety and Welfare Inspection of puruvankara construction
project on 4 th may 2013on health and safety issues .varieties of health and safety hazard
violation of existing rules and regulation and a good practice were observes during the
inspection. The inspection is carried out at puruvankara construction project unit, Workshop
unit, Administration offices, lay down area , fabrication unit . The process is mainly carried
out in this areas is Hot works , Loading and unloading ,lifting ,Concrete works, Electrical
Work, Scaffolding erection and dismantling , using bench top grinding in shop also Around
3000m2 area is covered during inspection,. Around 775 employees were presently working in
this area

2 . Executive Summary

The report focuses on few important aspects on which the management has to act upon.
Complete list observations are attached with the report

Risk of fall from height is very high in the construction site due improper working platform
lack of fall arrest systems. This may cause fatality and serious injuries. Immediate action
from management is required to implement the recommended control measures (proper
scaffolding and fall arrest system) to avoid possible enforcement action and other losses

The other one observation is related to use of circular bench saw is

very serious risk of workers getting contact with blade and prolonged exposure of dust causes
major injuries and respiratory illness. This one also need action from management is
required to implement the control measures .provide proper guarding system and regular
monitoring of proper using and installing a local exhausting ventilation(LEV) for the control
of dust accumulation in workplace. Conducting Regular medical check up for workers .Use
of this type of control measures reduce the company financial loss and other legal actions

Risk of improper storage and use of corrosive chemicals is a very serious

hazard in work place. Workers getting health problems and increase the rate of mediclal
issues. some actions from management is required to implement the recommended control
measures like make some proper chemical storage areas and properly follow the material
safety data sheet(MSDS).

Risk of electricity is very serious hazards in all industries. avoid the use of electricity is
not possible to any industries .control or reduce the hazards related to electricity by proper
inspections and maintains of equipments and tools, only allowed to authorized persons to
use electrical equipments. The management is required and implement the control measures
like inspections and Electrical safety campaign in workplace company can reduce the
compensation payments and improve the company reputation

The ergonomic problems are mostly coming from manual handling area .the
improper handling causes prolapsed disc , dislocation or fracture of bones etc. protected the
workers from this type ergonomic problems redesign the task and eliminate or reduce the
same activity all this control measures need support from organisation and management . this
will be increase workers moral and also the production of the company

3 . Main Findings

3. 1 Mechanical hazard (Obs-01)

A circular bench saw is very dangerous workplace equipment. There is serious risk of
workers getting contact with blade, worker getting respiratory illness due to inhalation of
dust

To protect workers from the hazards like contact with blade, provide proper guarding system
and ensure properly use the guard. Expose to noise control by use of ear plug or ear muff,
regular medical check-up for workers who is exposed to dust . our requirement is estimated to
be around 65GBP

This is serious breach of under the ILO Convention Article 17 paragraph 1 section C.
Enforcement agencies may take action against the company, if failed to implement the
controls

3. 2 Chemical Hazard (obs-04)

Improper use and storage of corrosive chemical is serious hazards in the workplace. This is a
risk of workers getting the health problem with contact with chemicals.

To protect workers from this contact. I recommended that follow material safety data sheet
(MSDS) properly. MSDS give good information about the storage and handling of corrosive
chemical. Worker those who are exposed to corrosive chemicals may lead to health problems
and increase the medical issues. regular medical check up conduct on work place only
authorized persons to allowed to use chemicals.
This is a serious breach of ILO Convention C 167 Article 28 Paragraph 01. Enforcement
agencies may take action against the company, if failed to implement the controls

3. 3 Fall from Height(Obs -06)

Fall from height is serious hazard in the construction area. There is a serious risk of fatality or
serious injuries due to falling persons or material from height

To protect workers from fall. I recommended that provide proper working platform and fall
arrest systems will be costly at present. if considered in long term aspects it is beneficial to
the organisation reduce compensation payments and enforcement authorities actions. Suitable
scaffolding and fall arrest systems for required area is estimated to be around 1300 GBP
conduct a Work at height Campaign for workers and supervisors

This is serious breach of ILO C 167 Article 13 Paragraph 1,2. Enforcement agencies may
take action against the company, if failed to implement the controls

3. 4 Electrical Hazard (Obs -15)

The electrical energy is a very serious hazard in all industries. There is a serious risk of
workers if contact with electrically causes fibrillation of cardiac muscle producing irregular
heart rhythm and cardiac arrest , respiratory failure

I recommended that use of reduced low voltage through a transformer centre tapped to earth
with increased protection provided by mean of residual current device(RCD)connect with all
electrical DB and electrically driven equipment. it will be costly at present if considered in
long term aspects it is beneficial to the organisation. Reduce the medical expanse
compensation payments .At present requirements is estimates 65GBP and maintained this
system properly by proper inspection

This is a serious breach of ILO Convention 167 Article 26 Paragraph 1,3. Enforcement
agencies may take action against the company, if failed to implement the controls

3. 5 Ergonomic Issue (Obs- 20)

The ergonomic problems is very serious hazard especially in the manual handling material
area it may cause prolapsed disc, strains to tendons, muscle or ligaments, hernia ,dislocation
or fracture of bones, work related upper limb disorders(WRULD)

To protect workers from this type ergonomic problems. I recommended that redesigning the
task such that the need for manual handling eliminated or reduced , reduce the weight size
,optimum heightof surface. conduct a safe manual handling campaign in work place .
Regular health surveillance. Our requirements is estimated around 3700 GBP

This is serious breach of under the ILO Convention 1963 maximum weight and
recommandations. Enforcement agencies may take action against the company, if failed to
implement the controls

4 . Conclusion
 A few important issues which are required the attention of senior management are
highlighted in the findings. It is the moral responsibility of every employer to protect his
employees from health and safety risk.

Falling from height is high risk which can cause even fatality. This is serious breach of ILO
Convention 167 Article 13 Paragraph 1. Provide proper work platform and fall arrest system.
All main findings is important the recommendations make reduce the risk and company can
avoid the possible enforcement actions and compensation claims for the victims

Workers getting contact with circular bench saw blade and prolonged exposure to dust can
cause major injuries and respiratory illness. Provide proper guarding and dust controlling
measure.This will reduce the rate of absenteeism and compensation payments for the injured
victims and avoid possible enforcement actions

Contact with corrosive chemicals is serious risk of health problems. To protect the employees
by make proper storage area for corrosive chemicals and properly follow the (MSDS). And
conduct a campaign for safe use of chemicals. This will definitely reduce rate of medical
issues and employee absenteeism

Electrical energy is a highly hazardous, which can even cause death ,proper inspections and
maintance conduct on regular intervals ,and electrical safety campaign in workplace use
residual current device(RCD) for all the power connections is reuired to be installed and
maintained .this will be reduce the severity of electrical shock and save the victim and
company can avoid possible compensation claims and affected employees

Improper manual handling is main reasons for ergonomic problems. Which can cause work
related upper limb disorders , dislocation or fracture of bones. To protect workers from
ergonomic problems. I recommended that redesigning the task reduce the manual handling .
this will be definitely reduce ergonomic problems and improve workers moral
